Digital Government 2018Digital disruption is becoming the norm – technology innovation
can revolutionise what we can do. Organisations are moving
more and more of their processes into the digital space, ranging
from back office operations to customer engagement channels
that are migrating increasingly online. Northern Ireland’s public
sector is undergoing a digital evolution.
The digital evolution is accelerating in response to cost pressures, citizen
demand and central government directives. The opportunities presented by
embracing innovative technology and information solutions are huge – being
able to deliver reliable, accessible and transformative government services
to citizens.
As we start 2018, digital platforms are now becoming the standard business
models across many organisations. To keep the pace, we need to assume
digital and move towards innovation. However, assuming this is not without its
challenges. Citizen expectations are high but very often those who would most
benefit are those who are the most digitally excluded. In addition, in order to
be a digital business, public sector organisations need to ensure that this is
embedded into planning, policy and process – not just something confined to
the IT Department. Simply appointing a Chief Digital Officer, with no budget
and no clear mandate, is not digital transformation.
This multi-stream conference will feature a range of expert speakers who will
talk about their digital transformation journey – from improving back-end
processes to cutting edge citizen facing technologies. It will also feature case
studies from organisations that have radically changed how services are
delivered through the creation of innovative digital platforms.

Key themes Plenary: Smarter public servicesThe opening session of the conference will look at how we can deliver smarter public services. Paul Wickens from Enterprise Shared Services will updatedelegates on how digital is transforming the way government delivers services and look to the next phase of transformation. We are also pleased to welcomekeynote speaker Kevin Cunnington, Director General of the Government Digital Service who will share his thoughts and expertise. This session will alsoexplore how GDPR legislation will affect organisations as well as looking at issues such as digital inclusion, mobile working and transforming the delivery ofhealthcare.
Internet of ThingsThe second parallel session will look at the disruptivepotential of the Internet of Things. As well as looking atemerging trends generally in this sector, the session will lookat how IoT is revolutionising healthcare as well as howsmart cities are embracing it to provide better, moreefficient services.
Data analyticsAfter lunch the conference will have two parallel sessions on Data Analytics and Internetof Things. The data session will look at how organisations can unlock data for betterdecision making. It will feature two case studies of organisations that are successfully usinganalytics to deliver better services. We will also have a presentation looking at the crucialissue of security and how we can balance the need for data sharing with data protection.

Lorraine Acheson is Innovate UK's Manager forNorthern Ireland. Her role is to promote InnovateUK across Northern Ireland, engaging withstrategic stakeholders and providing a linkbetween Innovate UK and Northern Ireland.Innovate UK is the UK's Innovation Agency. It isthe primary mechanism by which UK
Government funds and supports businesses developing scienceand technology innovations that will grow the UK economy.
Dr Philip Catherwood has worked in a range ofR&D industries developing bespoke scientificmeasurement equipment and high-speed opticalcommunications. Dr Catherwood devised theinstallation of NI’s first SIGFOX base-station(Ulster University), which also made Ulster thefirst UK University to operate a base-station. His
technical contribution was acknowledged through twoprestigious Telecommunications recognition awards.
Deborah Colville leads the ‘Smart Belfastprogramme’ and has recently launched theSmart Belfast Innovation Framework. With 36years of experience in local government she hasextensive experience overseeing theimplementation and support of ICT systemswithin BCC and across a range of public sectorbodies in the UK.
Kevin Cunnington became the Director Generalof the Government Digital Service in August2016. He is Head of Function for Digital, Dataand Technology and also a member of theCabinet Office’s Executive Committee. Kevin hasled a variety of large scale, and global, digitaltransformation programmes. He spent his early
career in programming and IT consultancy. More recently hewas the Global Head of Online for Vodafone Group andBusiness Transformation Group Director General at theDepartment for Work and Pensions (DWP).
Dr Áine MacDermott is a Senior Lecturer inCyber Security and Internet of Things (IoT) atLiverpool John Moores University. Academicresearch interests include the Internet of Things,critical infrastructure protection, computernetwork security, collaborative intrusion
detection in interconnected networks, and digital forensics.
Bill McCluggage is Managing Director ofLaganview Associates Ltd. He became the firstCIO for the Irish Government in 2013 and wasCIO for the Northern Ireland Civil Service (2005– 2009). He joined the Cabinet Office in 2009 asdeputy UK Government CIO. While in the
Cabinet Office he was the Executive Director responsible forthe UK Government’s ICT Strategy and was instrumental in thedevelopment of the Government G-Cloud, and was SRO for theIdentity Assurance Programme, now GOV.UK Verify.
Brian McCutcheon is Head of InformationTechnology at the Probation Board for NorthernIreland. His responsibilities also includeInformation Security, the Case ManagementSystem, Business Continuity and TechnicalServices and Support.
Ignatius O’Doherty is Chief Strategy Officer inDepartment of Finance’s Digital Shared Services.He is a digital leader with responsibilities for thedevelopment and implementation of a future ICTStrategy for the NI Civil Service. He leads the DSSInformation Assurance, Cyber Security, Information
Management and Open Data initiatives.
Frank O’Donnell is Microsoft’s Public SectorLead in Ireland where he focuses on supportingkey customers and government stakeholders intheir transformation and change, enabled bytechnology. Frank brings a wide range ofexperience in senior level consulting positions,
most recently with KPMG in Ireland where he was Head ofHealth & Public Sector Consulting. Prior to KPMG, he was aPartner and Ireland Country Head at PA Consulting and SeniorDirector with Scottish Enterprise.
Gurchand Singh is Head of Data Analysis for theGarda Síochána Analysis Service (GSAS). GSASsupports policing in Ireland through theprovision of high quality analysis to assiststrategic and operational policing. The qualityand value of its work was recently recognised in
the Garda Inspectorate Report on Crime Management. Prior toGSAS, Gurchand was Programme Director for Crime and DrugsAnalysis and Research in the Home Office in London.
Dr Nick Timmons is Director and co-founder ofthe WiSAR Lab at Letterkenny Institute ofTechnology. He has 25 years’ experience, 10years in industry as an RF design engineer, and20 years as an academic and researcher. Nicklectures in the School of Engineering atLetterkenny Institute of Technology, supervises
postgraduate research students, and in the WiSAR Lab directsresearch and industry projects in the area of wireless embeddedsystems and the Internet of Things. His research is in the areaof antennas and RF protocols for Wireless Body Area Networkswith over 40 publications.
Paul Wickens is the Chief Executive ofEnterprise Shared Services (ESS) for theNorthern Ireland Civil Service (NICS) and is aDeputy Secretary on the Board of theDepartment of Finance (DoF). ESS providesshared services for ICT, HR, Finance, PropertyManagement and Digital Transformation. ESS
has delivered savings in excess of £170 million and won anumber of significant awards. Paul is responsible for DigitalTransformation being successfully implemented across the NIpublic sector. He is also the lead on Open Data within the publicsector and is the Chief Information Officer (CIO) for the NICS.Paul was awarded a visiting professorship at the UlsterUniversity Business School where he occasionally lectures onchange management and shared services.
