Long-Term Options
EPA guidance recommends considering the following general categories: Status Quo (baseline) Connection with an existing municipal or private supply Develop new uncontaminated water resources Removal of contaminants via treatment
I n t e g r i t y - S e r v i c e - E x c e l l e n c e
Status Quo
The “Status Quo” response consists of keeping the currently installed systems at each property
Air Force is responsible for long-term O&M, system monitoring and water delivery
The “Status Quo” alternative is included as a baseline for evaluation of other alternatives
I n t e g r i t y - S e r v i c e - E x c e l l e n c e
Connection to Existing Supply
“Municipal” drinking water supplies available near Moose Creek Alternative 1 – Water main extension from North Pole Alternative 2 – Water main extension from Eielson AFB
Private drinking water sources near Moose Creek Alternative 3 – Individual water tanks with water truck delivery
I n t e g r i t y - S e r v i c e - E x c e l l e n c e
Alternative 1 NP Water Main Extension
New main from North Pole to Moose Creek
New local distribution system, one service connection per property
New local reservoir and pump station (location to be identified)
Decommission existing wells
Land Use Controls (LUCs)
Water supply and distribution would become responsibility of North Pole Water and Sewer Utility
I n t e g r i t y - S e r v i c e - E x c e l l e n c e
Alternative 1 NP Water Main Extension
I n t e g r i t y - S e r v i c e - E x c e l l e n c e
Alternatives 1,2,5Local Distribution Concept
I n t e g r i t y - S e r v i c e - E x c e l l e n c e
Alternative 2 EAFB Water Main Extension
New water main from Eielson AFB to Moose Creek
New local distribution system, one service connection per property
New local reservoir and pump station (location to be identified)
Decommission existing wells
Land Use Controls (LUCs)
Water supply would be responsibility of the Air Force
Distribution system may be operated by private company
I n t e g r i t y - S e r v i c e - E x c e l l e n c e
Alternative 2EAFB Water Main Extension
I n t e g r i t y - S e r v i c e - E x c e l l e n c e
Alternatives 1,2,5Local Distribution Concept
I n t e g r i t y - S e r v i c e - E x c e l l e n c e
Alternative 3 Individual Water Tanks
This option has been implemented at a majority of properties in Moose Creek
Consists of replacing all GAC systems currently in place with tanks
Delivery service by water truck
Decommission existing wells
Land Use Controls (LUCs)
Water supply would be responsibility of the Air Force
I n t e g r i t y - S e r v i c e - E x c e l l e n c e
Develop Uncontaminated Supply Category
Groundwater currently serviced by wells <100 ft deep
Testing has shown water at >200 ft is uncontaminated
Alternatives under this category:
Alternative 4 – New Individual Deep Well per property
Alternative 5 – New Deep Well to serve Community
I n t e g r i t y - S e r v i c e - E x c e l l e n c e
Alternative 4 Individual Deep Wells
Install a new well, approximately 200 feet deep, at each property
Decommission existing wells
Implement Land Use Controls (LUCs)
Property owners operate new wells
I n t e g r i t y - S e r v i c e - E x c e l l e n c e
Alternative 5Develop New Community Well
New well and water treatment facility built at Moose Creek
New local reservoir and pump station (location to be identified)
New local distribution system, one service connection per property
Decommission existing wells
Implement Land Use Controls (LUCs)
Water supply and distribution system may be operated by private company or City of North Pole
I n t e g r i t y - S e r v i c e - E x c e l l e n c e
Alternative 5Develop New Community Well

Alternatives 1,2,5Local Distribution Concept
I n t e g r i t y - S e r v i c e - E x c e l l e n c e
Removal of Contaminants via Treatment Category
Treatment technologies to remove PFOS and PFOA have been investigated Granular activated carbon has proven to be a very effective
technology to treat domestic water Reverse osmosis has been shown to be effective in studies
Alternatives under this category:
Alternative 6 – Individual GAC treatment
I n t e g r i t y - S e r v i c e - E x c e l l e n c e
Alternative 6 Individual GAC Treatment
This option has been implemented at some properties in Moose Creek
Replace water tanks already installed with individual GAC treatment systems
Decommission existing wells
Implement Land Use Controls (LUCs)
AF responsible for long-term O&M and system monitoring
I n t e g r i t y - S e r v i c e - E x c e l l e n c e
