TOWN OF LAKE PLACID CDBG GENERAL INFRASTRUCTURE GRANTDRINKING WATER SYSTEM IMPROVEMENT PLAN
The Town of Lake Placid is developing an Application for the Florida Department of Economic Opportunity Community Development Block Grant-Mitigation (CDBG-MIT) Rebuild Florida General Infrastructure Program The Town is seeking input from potential stakeholders and the public on the grant application
The Town is applying for approximately $274025000 in funding to mitigate the risks to the protected Community Lifelines of Food Water Shelter and Health and Medical through a Drinking Water System Infrastructure Improvement Plan (DWIIP) which will allow the Town to improve its water infrastructure These funds must be used for the following purposes
To provide funding to units of general local government (UGLG) such as municipalities and counties state agencies non-profits and non-governmental organizations to implement innovative collaborative multi-jurisdictional andor large-scale mitigation activities that reduce previously-identified hazard risks for local communities to better withstand emergency-related challenges These regional investments include but are not limited to upgrading of water sewer solid waste communications energy transportation health and medical and other public infrastructure projects The Townrsquos proposed activities include replacement of existing asbestos pipe potable water lines production wells storage tank and water treatment facility
A public announcement of these funds and the proposed project is posted on the Townrsquos Website and an advertisement is published in the local paper The public is invited to provide comments on the CDBG-MIT General Infrastructure Program Project A draft application has been developed and the public is invited to review the draft application posted on the Townrsquos web at httpwwwlakeplacidflnet or to view a hard copy by contacting Joseph Barber Utilities Director at phone 863-675-2872 or email LPUtilitiesmylakeplacidorg Written comments may be provided to Joseph Barber and MUST be received no later than August 31 2020

PROJECT DESCRIPTION
Town of Lake Placid located in Highlands County a Rural Area of Opportunity The Town owns a regional utility which provides watersewer to residents amp County residents outside of town limits The Utility serves approximately 4000 water connections amp 1000 sewer connections Of these connections there are critical facilities that need watersewer during any natural disaster including Lake Placid Government Center Advent Health Hospital Lake Placid High School (Emergency Shelter) amp Genesis Center (Emergency Shelter) At emergency shelters the Townrsquos water system serves as a source of water for anyone on residential well system not working due to power outages Additionally the these improvements will address areas of weakness and risks (lack of generators critical facilities located in flood prone areas etc) and provide enhancement of service to customers through the availability of drinking water for existing customer base amp anticipated growth within the Town and County
Town is seeking $285325000 in CDBG-MIT funding for a Drinking Water System Infrastructure Improvement Plan (DWIIP) which will allow the Town to improve its water infrastructure including replacement of existing asbestos pipe potable water lines production wells storage tank and water treatment facility which will improve the expected level of service while maintaining the critical goals of safety efficiency mitigation and sustainability and provide benefit to the entire Town and surrounding utility service area in the County
Project need was established by staff engineer study amp analysis into drinking water system risk and needs Following completion the project will provide for a safer water system improved reliability increased fire flow capacity amp reliability of fire flow increased water service reliability to critical customers and numerous health care facilities
Risks that will be mitigated include
frac34 Loss of Drinking water during a natural disaster event frac34 Loss of Fire Flow available during a natural disaster event frac34 Replacement of deteriorating water mainsshutoff valves frac34 Capacity or velocity issues in water mains frac34 Mains undersized
Project work to be completed by Project team of Mayor Town Administrator Utilities Finance staff supplemented with CDBG compliant RFP procured Planning Consultant Engineer amp Grant Consultant Construction to be coordinated between Town departments and CDBG compliant ITB procured Contractor
Project funding requirements developed by Pennoni Consulting Engineers in conjunction with in-house resources
Upon completion the Town anticipates outcomes of a safer more reliable and upgraded water system that provides sustainability and address current future system needs in a cost-effective manner
Project to be maintained by Town personnel responsible for the ongoing maintenance and operation of the Drinking Water System

COMMUNITY VALUE
The Drinking Water Infrastructure Project will provide value to the Lake Placid community in normal circumstances by improving the overall health safety and economic future of the entire community Without a guaranteed safe and efficient source of drinking water a community cannot grow or survive The benefit of a good water system is critical and especially during times of a natural disaster Hurricane shelters cannot open and businesses would have to close if the needed supply of safe drinking water is not provided
The Infrastructure Project will fortify the following community lifelines safety and security food water and shelter energy communications and transportation by providing a safe supply of clean drinking water required to ensure the safety and security of the whole community and by providing the three essential items needed to live food water and shelter with water being most essential The safety of drinking water is a requirement for the health and safety of the citizens of any community without it the people will suffer medically and health wise An adequate source of safe and clean water is essential for community personnel to provide services and equipment that aide in communication with the people People and companies that supply the transportation elements of a community are also dependent on the supply of safe drinking water
Resiliency of the Town of Lake Placidrsquos drinking water system and the surrounding Highlands County area is enhanced with the dependability of clean safe drinking water provided through improved water lines new production wells water treatment facility and other improvements

Town of Lake Placid located in Highlands County a Rural Area of Opportunity The Town owns a regional utility which provides watersewer to residents amp County residents outside of town limits The Utility serves approximately 4000 water connections amp 1000 sewer connections Of these connections there are critical facilities that need watersewer during any natural disaster including Lake Placid Government Center Advent Health Hospital Lake Placid High School (Emergency Shelter) amp Genesis Center (Emergency Shelter) At emergency shelters the Townrsquos water system serves as a source of water for anyone on residential well system not working due to power outages Additionally the these improvements will address areas of weakness and risks (lack of generators critical facilities located in flood prone areas etc) and provide enhancement of service to customers through the availability of drinking water for existing customer base amp anticipated growth within the Town and County
Town is seeking $285325000 in CDBG-MIT funding for a Drinking Water System Infrastructure Improvement Plan (DWIIP) which will allow the Town to improve its water infrastructure including replacement of existing asbestos pipe potable water lines production wells storage tank and water treatment facility which will improve the expected level of service while maintaining the critical goals of safety efficiency mitigation and sustainability and provide benefit to the entire Town and surrounding utility service area in the County

PROJECT DESCRIPTION
Town of Lake Placid located in Highlands County a Rural Area of Opportunity The Town owns a regional utility which provides watersewer to residents amp County residents outside of town limits The Utility serves approximately 4000 water connections amp 1000 sewer connections Of these connections there are critical facilities that need watersewer during any natural disaster including Lake Placid Government Center Advent Health Hospital Lake Placid High School (Emergency Shelter) amp Genesis Center (Emergency Shelter) At emergency shelters the Townrsquos water system serves as a source of water for anyone on residential well system not working due to power outages Additionally the these improvements will address areas of weakness and risks (lack of generators critical facilities located in flood prone areas etc) and provide enhancement of service to customers through the availability of drinking water for existing customer base amp anticipated growth within the Town and County
Town is seeking $285325000 in CDBG-MIT funding for a Drinking Water System Infrastructure Improvement Plan (DWIIP) which will allow the Town to improve its water infrastructure including replacement of existing asbestos pipe potable water lines production wells storage tank and water treatment facility which will improve the expected level of service while maintaining the critical goals of safety efficiency mitigation and sustainability and provide benefit to the entire Town and surrounding utility service area in the County
Project need was established by staff engineer study amp analysis into drinking water system risk and needs Following completion the project will provide for a safer water system improved reliability increased fire flow capacity amp reliability of fire flow increased water service reliability to critical customers and numerous health care facilities
Risks that will be mitigated include

The Drinking Water Infrastructure Project will provide value to the Lake Placid community in normal circumstances by improving the overall health safety and economic future of the entire community Without a guaranteed safe and efficient source of drinking water a community cannot grow or survive The benefit of a good water system is critical and especially during times of a natural disaster Hurricane shelters cannot open and businesses would have to close if the needed supply of safe drinking water is not provided
The Infrastructure Project will fortify the following community lifelines safety and security food water and shelter energy communications and transportation by providing a safe supply of clean drinking water required to ensure the safety and security of the whole community and by providing the three essential items needed to live food water and shelter with water being most essential The safety of drinking water is a requirement for the health and safety of the citizens of any community without it the people will suffer medically and health wise An adequate source of safe and clean water is essential for community personnel to provide services and equipment that aide in communication with the people People and companies that supply the transportation elements of a community are also dependent on the supply of safe drinking water
Resiliency of the Town of Lake Placidrsquos drinking water system and the surrounding Highlands County area is enhanced with the dependability of clean safe drinking water provided through improved water lines new production wells water treatment facility and other improvements

PROJECT DESCRIPTION
Town of Lake Placid located in Highlands County a Rural Area of Opportunity The Town owns a regional utility which provides watersewer to residents amp County residents outside of town limits The Utility serves approximately 4000 water connections amp 1000 sewer connections Of these connections there are critical facilities that need watersewer during any natural disaster including Lake Placid Government Center Advent Health Hospital Lake Placid High School (Emergency Shelter) amp Genesis Center (Emergency Shelter) At emergency shelters the Townrsquos water system serves as a source of water for anyone on residential well system not working due to power outages Additionally the these improvements will address areas of weakness and risks (lack of generators critical facilities located in flood prone areas etc) and provide enhancement of service to customers through the availability of drinking water for existing customer base amp anticipated growth within the Town and County
Town is seeking $285325000 in CDBG-MIT funding for a Drinking Water System Infrastructure Improvement Plan (DWIIP) which will allow the Town to improve its water infrastructure including replacement of existing asbestos pipe potable water lines production wells storage tank and water treatment facility which will improve the expected level of service while maintaining the critical goals of safety efficiency mitigation and sustainability and provide benefit to the entire Town and surrounding utility service area in the County
Project need was established by staff engineer study amp analysis into drinking water system risk and needs Following completion the project will provide for a safer water system improved reliability increased fire flow capacity amp reliability of fire flow increased water service reliability to critical customers and numerous health care facilities
Risks that will be mitigated include

The Infrastructure Project will fortify the following community lifelines safety and security food water and shelter energy communications and transportation by providing a safe supply of clean drinking water required to ensure the safety and security of the whole community and by providing the three essential items needed to live food water and shelter with water being most essential The safety of drinking water is a requirement for the health and safety of the citizens of any community without it the people will suffer medically and health wise An adequate source of safe and clean water is essential for community personnel to provide services and equipment that aide in communication with the people People and companies that supply the transportation elements of a community are also dependent on the supply of safe drinking water
Resiliency of the Town of Lake Placidrsquos drinking water system and the surrounding Highlands County area is enhanced with the dependability of clean safe drinking water provided through improved water lines new production wells water treatment facility and other improvements

PROJECT DESCRIPTION
Town of Lake Placid located in Highlands County a Rural Area of Opportunity The Town owns a regional utility which provides watersewer to residents amp County residents outside of town limits The Utility serves approximately 4000 water connections amp 1000 sewer connections Of these connections there are critical facilities that need watersewer during any natural disaster including Lake Placid Government Center Advent Health Hospital Lake Placid High School (Emergency Shelter) amp Genesis Center (Emergency Shelter) At emergency shelters the Townrsquos water system serves as a source of water for anyone on residential well system not working due to power outages Additionally the these improvements will address areas of weakness and risks (lack of generators critical facilities located in flood prone areas etc) and provide enhancement of service to customers through the availability of drinking water for existing customer base amp anticipated growth within the Town and County
Town is seeking $285325000 in CDBG-MIT funding for a Drinking Water System Infrastructure Improvement Plan (DWIIP) which will allow the Town to improve its water infrastructure including replacement of existing asbestos pipe potable water lines production wells storage tank and water treatment facility which will improve the expected level of service while maintaining the critical goals of safety efficiency mitigation and sustainability and provide benefit to the entire Town and surrounding utility service area in the County
Project need was established by staff engineer study amp analysis into drinking water system risk and needs Following completion the project will provide for a safer water system improved reliability increased fire flow capacity amp reliability of fire flow increased water service reliability to critical customers and numerous health care facilities
Risks that will be mitigated include
frac34 Loss of Drinking water during a natural disaster event frac34 Loss of Fire Flow available during a natural disaster event frac34 Replacement of deteriorating water mainsshutoff valves frac34 Capacity or velocity issues in water mains frac34 Mains undersized
Project work to be completed by Project team of Mayor Town Administrator Utilities Finance staff supplemented with CDBG compliant RFP procured Planning Consultant Engineer amp Grant Consultant Construction to be coordinated between Town departments and CDBG compliant ITB procured Contractor
Project funding requirements developed by Pennoni Consulting Engineers in conjunction with in-house resources

The Drinking Water Infrastructure Project will provide value to the Lake Placid community in normal circumstances by improving the overall health safety and economic future of the entire community Without a guaranteed safe and efficient source of drinking water a community cannot grow or survive The benefit of a good water system is critical and especially during times of a natural disaster Hurricane shelters cannot open and businesses would have to close if the needed supply of safe drinking water is not provided
The Infrastructure Project will fortify the following community lifelines safety and security food water and shelter energy communications and transportation by providing a safe supply of clean drinking water required to ensure the safety and security of the whole community and by providing the three essential items needed to live food water and shelter with water being most essential The safety of drinking water is a requirement for the health and safety of the citizens of any community without it the people will suffer medically and health wise An adequate source of safe and clean water is essential for community personnel to provide services and equipment that aide in communication with the people People and companies that supply the transportation elements of a community are also dependent on the supply of safe drinking water
Resiliency of the Town of Lake Placidrsquos drinking water system and the surrounding Highlands County area is enhanced with the dependability of clean safe drinking water provided through improved water lines new production wells water treatment facility and other improvements

Stakeholders include Town Council staff residents amp businesses of the current 4000+ customers connected to the Town Water System and future customers

Town is seeking $285325000 in CDBG-MIT funding for a Drinking Water System Infrastructure Improvement Plan (DWIIP) which will allow the Town to improve its water infrastructure including replacement of existing asbestos pipe potable water lines production wells storage tank and water treatment facility which will improve the expected level of service while maintaining the critical goals of safety efficiency mitigation and sustainability and provide benefit to the entire Town and surrounding utility service area in the County
Project need was established by staff engineer study amp analysis into drinking water system risk and needs Following completion the project will provide for a safer water system improved reliability increased fire flow capacity amp reliability of fire flow increased water service reliability to critical customers and numerous health care facilities
Risks that will be mitigated include
frac34 Loss of Drinking water during a natural disaster event frac34 Loss of Fire Flow available during a natural disaster event frac34 Replacement of deteriorating water mainsshutoff valves frac34 Capacity or velocity issues in water mains frac34 Mains undersized
Project work to be completed by Project team of Mayor Town Administrator Utilities Finance staff supplemented with CDBG compliant RFP procured Planning Consultant Engineer amp Grant Consultant Construction to be coordinated between Town departments and CDBG compliant ITB procured Contractor
Project funding requirements developed by Pennoni Consulting Engineers in conjunction with in-house resources
Upon completion the Town anticipates outcomes of a safer more reliable and upgraded water system that provides sustainability and address current future system needs in a cost-effective manner
Project to be maintained by Town personnel responsible for the ongoing maintenance and operation of the Drinking Water System

COMMUNITY VALUE
The Drinking Water Infrastructure Project will provide value to the Lake Placid community in normal circumstances by improving the overall health safety and economic future of the entire community Without a guaranteed safe and efficient source of drinking water a community cannot grow or survive The benefit of a good water system is critical and especially during times of a natural disaster Hurricane shelters cannot open and businesses would have to close if the needed supply of safe drinking water is not provided

Stakeholders include Town Council staff residents amp businesses of the current 4000+ customers connected to the Town Water System and future customers
