1.0 Introduction1.1 PurposeofthePlanThepurposeoftheTownofValleyviewMunicipalDevelopmentPlan(MDP)istoprovideaplanningframeworkforthefuturegrowthanddevelopmentofthemunicipalitythatwillassistinrealizingthecommunity’slong-rangevision.Theplandescribesthecommunity’sintentforthefuture,anddescribesasystemofprinciplesthattheTownusestoguideitsdecisionsoastobeconsistentwiththatintent.ImplementationbytheTownthroughinitiatives,publicworks,andregulationsshouldbeconsistentwiththeplan.
UndertheMunicipalGovernmentAct(1994),Section632requiresthataMunicipalDevelopmentPlanmustaddress:
• Futurelandusewithinthemunicipality;• Themannerofandtheproposalsforfuturedevelopmentinthemunicipality;• Provisionoftherequiredtransportationsystemswithinthemunicipalityandinrelationto
theadjacentmunicipality;and• Theprovisionofmunicipalservicesandfacilities.
ItmayalsoincludeotheritemstheCouncildeemsnecessary.
TheTownofValleyviewMunicipalDevelopmentPlanpresentsabroadvision,values,andprincipleswhichthenguidethedevelopmentofmorespecificgoals,objectives,andpoliciesintheplan.Italsooutlinesagrowthstrategythatappliesthevisiontothephysicaldevelopmentofthecommunity,followedbylanduseandtransportationplans.PoliciesforotheraspectsofTowndevelopmentcomplementthesecoreelements,includingtheongoingenhancementoftheTown'srelationshipwiththeMunicipalDistrictofGreenviewNo.16.
Inordertoensurethatthisdocumentremainscurrentandresponsivetochange,theMDPshouldbereviewedeveryfiveyears.AnyamendmentsmadetothisplanmustbemadeinaccordancewiththeMunicipalGovernmentAct.
1.2 RelationshiptoOtherJurisdictionsValleyviewislocatedwithintheMunicipalDistrictofGreenview,alargelyruralregion.ThegovernmentsofValleyviewandGreenviewworktogethertoachievemutualinterestsandaddressissues.Toclarifytheirinterestsandmodesofworkingtogether,thetwogovernmentshaveadoptedanIntermunicipalDevelopmentPlanwhichsetsgoals,objectivesandpoliciesfortheareaimmediatelysurroundingValleyview.
TheSturgeonLakeCreeFirstNationisclosetoValleyview,anditsmembersspendtimeanduseservicesinValleyview.TheTownandtheFirstNationhaveaneedtoidentifymutualinterestsandissues,andtoworktogetheronthese.UnliketheformalrelationshipwithGreenview,however,noformaldocumenthelpstodoso.ItishopedthattheTownofValleyviewandtheSturgeonLakeCreeFirstNationcancontinuetodeepentheirrelationship.
1.3 PlanningProcessThisMunicipalDevelopmentPlanwasdevelopedin2015-2016throughaprocessthatcombinedinsightsfromtechnicaldataandanalysiswithcommunityknowledge,needsandinterests.Thiscombinationis

illustratedasaseriesofstepsinFigure1,wheretechnicalinputsareshownattop,andcommunityinputsareshownonthebottom.About150peoplewereengagedintheplanningprocess,representingabout8%ofcommunitymembers.Ofthese,70peoplespentconsiderabletimetorespondtointerviewquestions,providedetailedcommentsoninitialconcepts,andreviewthedraftMDP.
1.4 Interpretation
1.4.1 FlexibilityItisintendedthattheboundariesoflanduseclassificationsasshownintheLandUsePlanbeconsideredasapproximatewheretheydonotfollowestablishedlegalboundaries.Anyminoradjustmentsthatmaybenecessarytotheseboundarieswillnotrequireanamendmenttothisplan.Adjustmentsthataffectoneormoreentireparcels,thatwouldchangetherelationshipofusestoadjacentstreets(existingorplanned),orthatwouldsubstantiallyshiftthelocationofaboundary,willrequireanamendment.

2.0 Past,PresentandFuture:Valleyview’sPotential2.1 HistoricalSettingKnownasthe“PortaltothePeace”,Valleyviewisacommunityofabout2,000locatedatahighwayjunctionleadingfromcentralAlbertatothefamousMackenzieandAlaskaHighways.Asmallregionalcentrewithastablelong-termpopulation,itablyservestheneedsofnearbyfarms,andforestry,oil,gasandminingoperations.Valleyview’sstrengthsareitstraditionallayoutandquietcharacter,itspeople,itslocation,anditsstable,diversifiedeconomy.Itsfuturepotentialliesinmaintainingtheseandbuildingonthem.
2.2 HistoryForthousandsofyears,theDunne-zaFirstNationsinhabitedtheregionaroundValleyview.Withtheexpansionofthefurtrade,theCreemovedintothePeaceregioninthe1700s,drivingtheDunne-zatotheWest,aconflictwhichwasresolvedthroughagreementsaboutboundariesbetweenthenations,signedatPeacePointinthelate1700s.In1899,Treaty8wassignedbetweentheGovernmentofCanadaandtheCreeChiefandtheHeadmenofLesserSlaveLakeandtheadjacentterritory,settingthestageforgreaterimmigrationanduseoftheareabynewcomers.TheSturgeonLakeNationwereassignedthreeIndianReservesintheareatotallingabout15,000ha,withthelargestoneatSturgeonLakeitself;theNationnownumbers3,000,ofwhom1,400areon-reserve.
Furtradinghadbegunbythelate1700’s,withHudson’sBayestablishingapostatSturgeonLake.Recognizingagriculturalpotential,farmerswereencouragedtosettleinthearea,andlandsnearValleyviewweresurveyedbyFredYoungin1901,makinghomesteadingeasier.ThetownthatgrewuptoservetheareawasoriginallynamedRedWillowCreek,butthetown’snamewaschangedtoValleyviewin1929todistinguishitfromanothersettlementandtoreflectthebeautyofthepanoramavisiblefromthetown.
Formuchofitshistory,Valleyviewhasbeenasmallregionalcentre,bypassedbymajortransportationroutes.EarlytraveltothePeaceregiontooktheLongTrailfromEdmontonthroughAthabascaorSwanHillstoPeaceRiverandbeyond.From1911to1916,theEdsonTrailconnectedEdsontoGrandePrairie,andpassedthroughnearbySturgeonLakebutnotValleyviewitself.By1917,arailwayfromEdmontontoGrandePrairiemadethattrailobsolete,anditfollowedaroutesimilartotheLongTrail,welltotheeastofValleyview.
TheconstructionofwhatisnowHighway43inthelate1950’sandthegrowthofautoandtrucktransportationmeantValleyviewwasnowrightonanimportanttransportationcorridor.Atthesametime,theoilandgasindustrygrewrapidlyinNorthernAlberta,leadingtoapopulationboominValleyviewandsurroundings.Asaresult,thecommunitywasincorporatedasavillagein1954andasatownin1957.
2.3 ValleyviewTodayValleyview’spopulationstabilizedaftertheinitialboom,withabout2,000residentsinthetownitselfandanother6,000orsointhesurroundingarea.Asthenamesuggests,itoffersviewsovertheRedWillowCreekvalleytotheNorthwest.Builtintheearlypost-waryears,thecoreofthetownislaidoutwithatraditionalgridofstreets,andthemainstreetshaveatraditionalfeeltothemandarewithineasywalkingdistanceofmosthomes.Despitebeingonahighwayjunction,thetownitselfisquietand

friendly.Valleyviewhasabeautifulnaturalsettingandofferseasyaccesstofishing,camping,hunting,skiing,snowmobiling,andotheroutdoorrecreation,aswellashavingamplecommunityrecreationfacilitiesandschoolsintown.Thesecharacteristicsmakeitaparticularlyattractiveplacetolive.
Valleyview’speoplearefriendlyandhospitable,withapractical,hard-workingnaturethatcomesnaturallyfromtheirpioneeringhistory.
WhileGrandePrairieisthemajorcentreintheregionandhasseenrapidgrowthparallelingregionalinvestmentsinoilandgas,Valleyviewhasmaintainedamoreconsistentpopulation.Itspopulationhasalsobeenmoreconsistentthanthatofothertownsintheareathatlostpopulationfrom2006to2011,suchasSwanHills,HighPrairie,SwanHills,FoxCreek,LittleSmoky,andDonnelly.Thisstabilityislikelyduetoitsdiverseeconomy,havingaroleasaregionaladministrativeandcommercialcentreaswellasfourmajoreconomicsectors:agriculture;forestry;sandandgravelextraction;andoilandgas.Itmayalsobeduetoitsrelativelyyoungcommunity.
2.4 PossibleFutureValleyviewhasalotofpotential.Thisislikelytoberealizedthroughagradualevolutionofitspastandpresent,basedonthecommunity’svalues.Itcanbedescribedashaving“bigtownopportunities,withasmalltownrurallifestyle”.
Valleyview’sstrengthsinclude:

3.0 Vision,Values,andPrinciplesToguidethe2016MDPupdate,aVisionStatementandlistsofValuesandPrincipleswerepreparedin2015frominterviewswithcommunitymembersandmaterialfromthe2007MDPandbestplanningpractice,andwerevettedthroughcommunityconsultation.
3.1 VisionofValleyviewin2040ThisVisionStatementcapturesasharedsenseofdirectionforthefutureintermspeoplecaneasilyunderstand.Itanswersthequestion“whatdowewantValleyviewtobelikeinthefuture?”
MorethanjusttheportaltothePeace,Valleyviewisasmalltownwithdeeproots,agreatsenseofcommunity,andeconomicstabilitythatprovidesopportunitiesforall.Itsheritageasatraditionaltownwithbeautiful,walkablegridnetworkofstreetswithviewsovertheRedWillowCreekisuniqueintheregion.Thisiscomplementedbyamodern,thrivingbusinesscommunityservingtheregion,fromretailshopstoindustrialoperations.Coupledwithaccesstolocalrecreation,theseattributesdrawtravellersoffthehighwayandmakeValleyviewadestinationforvisitorsandworkers,whochooseitbecausetheycanminglewithlocalsandexperiencethetruemeaningofagreatsmalltown.
3.2 ValuesValuescaptureimportantbeliefsoridealssharedbycommunitymembersthathelpthemsetprioritiesandmakedecisions.Theseanswerthequestion“Whatdowevalue?”

enforcedandallowingforcreativityandindependentaction.Similarly,abalanceofshort-termactionplanningwithlong-termvisioningorconceptualplanningisimportant.

4.0 ApplyingtheVision:DesignAnalysis,ConceptPlanandGoalsToguidedevelopmentofpolicyanddetailedplanningforValleyview,aConceptPlanwasdeveloped.First,ananalysisoflandmarks,districts,edges,corridors,and“nodes”wascompletedtodescribeValleyviewasitisnow.Then,aseriesofdiscussionsanddesignexplorations,includingpubliccommentsonapublicrealmconceptandlandusemap,supportedthedevelopmentoftheConceptPlan.Itsaimistoexpressthecommunity’svaluesandvisionphysically,andtodosoinawaythatmaximizeslong-termbenefitsforthecommunityasawhole.Inotherwords,itisanefforttocreatealong-lasting,greatplacethatcontributestoahealthyenvironmentandsupportsastrongcommunity.
Thepolicyandassociatedmapsthatsupportthisconceptarebasedinthebeliefthatifwearetobuildcommunitiesthatmeetthoseneeds,theirdevelopmentmustbeviable,andiftheyaretolast,theymustsupporthealthymunicipalandhouseholdfinances.Inotherwords,theMunicipalDevelopmentPlanneedstosupportaviabledevelopmentmodelthatisfocusedoncreatinglastingenvironmental,social,andeconomicvalue.
TheDesignAnalysisandConceptPlanareshownonthefollowingpages.
4.1 DesignAnalysisThedesignanalysis(Figure2)showsthemainfeaturesofthetown.Thesefeaturesshapeitscharacter,identity,andfunction.Theanalysisshowsthat:
• Therearetwopartsofthetown:atraditionaltown,andacommercial/industrialareaalongHighway43tothesouth.
• Almosteveryoneliveswithina10minutewalkofmainstreetshops,andmostlivewithina10minutewalkoftheverycentreoftown,at50thand50th.
• Mostplacesthatpeoplelovearewithinthetraditionaltown.• Themain“gateways”totownarewherethehighwaymeetsthetraditionaltown.• Therearemanygreenspaces,buttheyarenotwellconnected.• Thehighwaysaremajorbarrierstosafepedestriantravel.

4.2 ConceptPlanTheConceptPlan(Figure3,onthefacingpage)andthemoredetailedDowntownConcept(Figure4,thenextpage)tellthestoryofsomeofthemainstrategiesoftheMunicipalDevelopmentPlan.Theycanandshouldbeusedasareferencepointforanyoneconsideringchangestopolicyorlandusedesignations:suchchangesshouldbeinkeepingwiththeVision,ValuesandPrinciples,andwiththesebroadstrategies.
TheConceptPlanitselfembodiestheVision,andsomeoftheValuesandPrinciplescanbeclearlyseeninit,asdescribedbelow.

5.2 BackgroundValleyviewhasbeensubjectedtosomeconsiderablepopulationfluctuationsoverthepast20years,whichischaracteristicofaresource-orientedeconomy.From1971to1992,populationgrowthaveragedamodest1%peryear,withthegreatestincreasestakingplaceinthe1976-1981and1986-1987periods.Conversely,however,thepopulationeitherlevelledoffordeclinedinthe1971-1976and1981-1986periods.Aftershowinganincreaseof3.0%inthe1991-1992period,theTownexperiencedadecreaseof3.7%between1991and1996(StatisticsCanada).Generallythepopulationsince1966hasrangedbetween1,800and1,950persons:ithasbeenverystableforalmosthalfacentury.
AchangeinValleyview’seconomyandpopulationisstronglyaffectedbychangesineconomicfundamentals,relatingtoregionalandglobalchangesintheoilandgassector,trendsintourismandtravelbetweenEdmontonandthePeaceregion,andshiftsinlocalandregionalshoppingpatterns.Growthcanbeinfluencedlocallybymoreeffectivelyservingoilandgas,drawingemergingeconomicsectorstolocateintown,drawingtouriststospendmoretimeintown,andincreasingthelocalshareofretailspending.
TheMDP’sfocusisnecessarilyonthephysicaldevelopmentleversavailabletotheTowntosupportanddirectgrowth,soitconsiderstheselargertrendsandappliesthemtocreateagrowthmanagementstrategy.

6.2 BackgroundInformationIn2011,Valleyviewhousingwaspredominantlysingle-family,80%ofthehousingstockwhencombinedwithmobilehomes.Thedominanceofsingle-familyhousingistypicalofasmalltowndevelopedinthe1960s.However,theprevalenceofmobilehomesdistributedthroughValleyview’sneighbourhoodsisunusualandgivestheTownauniquecharacter,whilecreatingopportunitiesbecausereplacingthishousingrequireslessdemolition,andchallengesbecausetheirformlimitsupgradingoptions.

Asthepopulationoftheregionages,arapidincreaseintheproportionofseniorsisexpected.Thisdoesnotnecessarilymeanmoreseniorswillbedependentonpublichousingservices,butitdoesmeanthathousingneedstomeettheirneedsintermsofinteriorandsitedesign,thatnewseniorshousingwillbeneededandshouldbelocatedinplaceswhereseniorshaveeasyaccesstoservicesofallkinds,andthatnewsupportivehousingwillbeneededaround2020,whentheoldest“babyboomers”approach80yearsofage.
Housingaffordabilityisanissueformanyfamiliesrentingintheregion,buttheconditionandsizeofhousingisgenerallyadequate.Thereisagenerallynegativeattitudetowardslow-incomerentalhousinginthecommunitybecauseofpoorupkeepbytenants.
Therearemanydifferentkindsofhousing,meetingdifferentneedsandmarkets.Thesearedifferentiatedbythelengthofoccupancyandtypeofownershipthatrunsfromveryshort-termemergencyandtransitionsheltertohomesownedforthelong-term,andincludesemployer-providedworkcamps,whichprovideashort-term“homeawayfromhome”forworkersonarotatingscheduleswhosefull-timehomesareelsewhere.Figure5,below,showsthisspectrumofhousing.

6.4.10 TheTownwillencouragethereplacementofexisting,oldermobilehomeswithsingledetacheddwellingsormodularandmanufacturedhomesofahigherqualityorvalue.
6.4.11 TheTownshouldnotpermitmobilehomesinexcessoften(10)yearsofagetomoveintoanyoftheTown'sresidentialneighbourhoodsandmaybeallowedinmobilehomeparks.
6.4.12 TheTownstronglysupportstheupgradingofexistingmobilehomeparksthatwillresultintheenhancementoftheirappearanceandattractivenessasalocationfornewermobilehomesandmanufacturedhomesnolargerthanadouble-widemobilehome.Thismayincludeimplementationofdensitycontrols,andtheprovisionoflandscapingandscreening(landscapedorfenced).
6.4.13 TheTownsupportsthedevelopmentofpermanent“tinyhomes”asprimaryoraccessoryunitstosinglefamilyhomesifthestructuresconformtoanacceptedmanufacturedhousingsafetystandardorbuildingcode.ThepermanentoccupancyofRVsisnotsupportedbytheTown.
6.4.14 TheTownwillsupporttheprovisionofnon-marketaffordablehousinginValleyview,includingnon-marketrentalandsupportivehousing(e.g.seniorshousing),andencourageitinlocationswitheasyaccesstoshoppingandcommunityfacilitiesintheDowntownCommercialandGatewayCommercialdesignations.
6.4.15 TheTownmaysupporttheprovisionoftransitionalhousingandemergencyshelters,andwillconsidertheseusesthroughaprocessthatincludesearlyandongoingpublicconsultation.Theseusesshouldbesupportedwhenpotentialimpactshavebeenidentifiedandtheproponentandoperatorhavecommittedtoadequatemeasurestomanageexpectedimpacts.

10.0 TransportationandInfrastructure10.1 GoalToenableallresidentsandbusinessestoeasilyaccesspersonalandbusinessneedsthroughoutValleyview,andtoefficientlyprovidebasicinfrastructure.
10.2 BackgroundInformationValleyviewhasamunicipalwaterandsanitarysewersystemwhichservicestheentireTown.TheTownobtainsitswaterfromtheLittleSmokyRivertotheeast.Therawwatersystemandthewatertreatmentsystemwereconstructedin2000and2001respectivelyandbotharesizedtoserveapopulationof3,000peoplewiththeabilitytobeeasilyexpanded.TheTownhastreatedwaterstorageoftwoaveragedaysfor3,000people,orapproximately3,600cubicmetres(800,000gal).
Thesewagetreatmentsystemconsistsofacompletemixaeratedlagoonsystemwhichwasconstructedintheearly1990s.Thesystemreceivedsomeminorupgradesin2000,includingadditionalstoragethroughtheconversionofthepreviousrawwaterreservoirtoastoragecell.Thesystemseemstoexperienceahighlevelofinflowduetorainfall.Withtheimprovementscompletedin2000andmoderatereductionsininflow,thissystemisexpectedtoserveapopulationof2,500-3,000people.
Stormwaterrunoffisaccommodatedpredominantlybysurfacedrainagewithisolatedareashavingstormsewers.AravinerunsthroughTownfromtheeasttothenorthwest,whichdelineatesthedrainageroutefortheoverlandflows.Overtime,partsoftheravinehavebeenre-routedorfilledinwithculvertsprovided.TheintegrityofthisravineisimportanttotheoveralldrainageoftheTownandisanopportunityforarecreationalcorridor.
InadditiontotheMunicipalsystemsdescribedabove,theTownofValleyviewalsooperatesitsownnaturalgasutility,providesresidentialgarbagepick-up,andsupportslocalrecyclingefforts.ProtectiveservicesintheTownincludeavolunteerfiredepartment,EmergencyMedicalServices,anRCMPdetachmentandCommunityPeaceOfficer.
RoadsintheTownarepaved,withtheexceptionofthoseinindustrialareasandanisolatedblockofresidential.Theseroadsareconstructedtoagravelstandard,andaremaintainedbytheTown.
Giventhatthereiscapacitytoservicea50%largerpopulation,theprimarychallengefacingtheTownintheseareasisensuringthatcurrentinfrastructureandservicesareadequatelymaintained.Asecondaryneedistheextensionofservicingtonewdevelopmentareas.
10.3 PolicyObjectives10.3.1 Toensurethatutilitysystemsandmunicipalinfrastructure(roads,sidewalks,trails,sewer,
storm,andwater)aremaintainedandupgradedtoadequatelymeetthedemandsofthecommunityasitevolves.
10.3.2 Tominimizelifecyclefinancialandenvironmentalcostsofmunicipalinfrastructure.10.3.3 ToprotecttheintegrityofthehighwaysystemintheValleyviewareaforitsfunctionaspart

TransportationPolicies
10.4.1 TheTownwillensurethatdevelopmentlocatedadjacenttothehighwaysystemprotectstheintegrityofthehighwaysystem.Measuresinclude:• limitationofdirectaccessontothehighwaysystemthroughtheuseofserviceroad
connections;• accesscontrols;and• othermeasurestoensurethesafemovementoftraffic.
10.4.2 TheTownwillprioritizewalkingandcyclingoverdrivingindevelopmentoftransportationinfrastructureandnetworksinresidentialareas,andwillconsidermixed-usestreetsinareaswhereapartmentsandtownhousesmakeupalargeproportionofthehousingstock.
10.4.3 TheTownwillprioritizesafe,efficientvehicularaccesstoservicecommercialandindustrialareas,whileensuringpedestriansafetyisaddressed.
10.4.4 TheTownwillrequireparkingfacilitiestobehardsurfacedwhentheyconnecttoapavedstreet.
InfrastructurePolicies
10.4.5 TheTownshouldrequiredevelopmentstoprovideallmunicipalservicesandutilities,includingdevelopmentofroadrightsofway(carriageway,curbs,sidewalks,trails,trees,lighting,landscaping,etc.)consistentwithorbetterthanTownstandards,attheexpenseofthedeveloperandsubjecttoadevelopmentagreement.
10.4.6 Inordertomaximizetheefficiencyofexistinginfrastructure,infilldevelopmentwillbeencouragedbeforetheextensionofservicestonewareas.Tothisend,theTownwillprioritizemaintenanceandrenewalofexistinginfrastructureoverconstructionofnewinfrastructure.
10.4.7 Whenfinancingcapitalprojects,theTownshouldcontinuetoreduceitspotentialdependenceondebentures.Othersourcesofrevenue,includingfrontagechargesandoff-sitelevies,maybeused,especiallywhentheirusereinforcestheGrowthManagementStrategy.
10.4.8 TheTownwillmanageitsinfrastructureassetsthroughalifecycle-basedassetmanagementsystem,andmayconsiderenvironmentalandsocialcostsandbenefitswithinthatsystem.
10.4.9 TheTownwillplanforandcoordinatetheinstallationofutilitieswithutilitycompaniesthatprovideservicestotheTown.
10.4.10 TheTownmaypursuetheinstallationofcommunicationsandenergyinfrastructurethroughoutValleyviewinordertosupporteconomicdevelopmentandenvironmentalgoals.
10.4.11 TheTownwillrequiretheproponentofanycapitalworksorothernewdevelopmentprojecttoassesstheirpotentialeffectonstormwaterdrainagepriortothecommencementofconstruction,andtomitigateanyadverseeffects.“Low-impactdevelopment”

11.0 Implementation11.1 GoalTosupportalignmentandprioritizationofTownactionwiththepolicydirectionssetoutinthisBylaw.
11.2 BackgroundAplanisimplementedthroughmunicipalregulations,guidelines,projectsandprograms.Fromalegislatedpointofview,aMunicipalDevelopmentPlanhasonedirectimpact:theMunicipalGovernmentActstipulatesthatsubdivisionapplicationsmustbeconsistentwithit.However,inordertogivemunicipalitiesflexibilityinimplementation,itdoesnotrequiretheLandUseBylawtobeconsistentwithit,nordoesitrequirethatprojectsidentifiedintheMDPbeimplemented.Thepoliciesinthissection,then,offernon-bindingguidanceforimplementationoftheplanbytheTown,beyondtherequirementsoftheMunicipalGovernmentAct.

CouncilmayrequirethepreparationofanAreaStructurePlanattheproponent’sexpense.AnAreaStructurePlan(ASP)willberequiredtoaddress:• futurelanduses;• generallayoutforthesubdivisionoftheland;• populationnumberanddensitygeneratedbytheproposeddevelopment;• infrastructurerequirements;• generallocationofmajortransportationroutesandpublicutilities;and• sequenceofdevelopmentforthearea.
11.4.2 InaddressingthemattersidentifiedinPolicy11.4.1,anASPmustdemonstrate:• HowitsupportstheTownVision,ValuesandPrinciples;• Howitcreatesnetsocialandenvironmentalbenefitsforthecommunity;and• Howitcontributestothelong-termfinancialviabilityoftheTown.
11.5 LandUseBylaw11.5.1 AnyamendmentstotheLandUseBylawshallbeconsistentwiththespiritandintentofthe
MunicipalDevelopmentPlan.
11.6 LandDevelopment11.6.1 Aspartofanapprovaltosubdivideand/ordeveloplandintheTown,proponentswillbe
requiredto:• enterintoanagreementwiththeTowninaccordancetotheprovisionsofthe
MunicipalGovernmentAct;

11.6.2 Allapplicationsforsubdivisionapproval,developmentpermits,andlandusebylawamendmentsshallbeevaluatedbytheTowninaccordancewiththefollowingcriteria:• consistencywithrelevantstatutoryplans,includingsupportfortheVision,Values,and
Principlesinthisplan;• consistencywithapplicableGuidelines(asadoptedandamendedfromtimetotimeby
theTown);• long-termfinancialimpactsfortheTown(onalifecyclebasisifpossible);• compliancewithbylawsandregulations;• adequacyofroadaccess;• provisionofmunicipalservicesandutilities,includingstormwaterrunoffmanagement;• compatibilitywithadjacentlanduses;• accessibilitytoemergencyservices;• sitesuitabilityintermsofsize,shape,andothercharacteristics;and• anyothermatterstheTownmayconsidernecessary.
11.6.3 Atthetimeofsubdivisionandasaconditionofapproval,ten(10%)ofthelandstobesubdividedshallbededicatedasmunicipaland/orschoolreserveinaccordancewiththeprovisionsoftheMunicipalGovernmentAct.TheTownmaytakemunicipaland/orschoolreserveinoneoracombinationofthefollowingmethods:• land,similarinqualitytothelandbeingproposedtobesubdivided;• moneyinlieu;and/or• deferraltothebalanceofthesubjectproperty.

11.6.4 Money-in-lieuofmunicipalreserveshallbeplacedinaspecialreservefundadministeredbytheTown,tobeusedforrecreationareaandfacilityconstructionandimprovement.
11.6.5 TheTownwillcoordinatethelocationofnewschoolsandtheallocationofschoolreservesinthemunicipalitywiththelocalschooldivisions.
11.6.6 Inresidentialareas,theTownmayallocatemunicipaland/orschoolreserveforthepurposeofdevelopingparks,playgrounds,trailsystems,recreationfacilities,schoolsandsimilaruses.
11.6.7 Incommercialorindustrialareas,theTownmayallocatemunicipalreserveforthepurposeofprovidingabufferbetweenincompatiblelanduses.
11.6.8 LandthatisdeemedtobeundevelopablewillbeleftinitsnaturalstateandallocatedasenvironmentalreserveinaccordancewiththeprovisionsoftheMunicipalGovernmentAct.Theselandsshallnotbeallocatedasmunicipaland/orschoolreserve.
11.7 Inter-MunicipalDevelopmentPlan11.7.1 TheTownofValleyviewwillremainstronglycommittedtotheimplementationofthe
ValleyviewInter-MunicipalDevelopmentPlanincooperationwithitsmunicipalneighbour,theMunicipalDistrictofGreenviewNo.16.
11.7.2 TheInter-MunicipalDevelopmentPlanwillprovideforthefutureplanningoftherural-urbanportionoftheValleyviewarea,aswellasassistwiththeimplementationoftheGrowthManagementstrategyfortheTown.
11.8 Annexation11.8.1 IncooperationwiththeMunicipalDistrictofGreenviewNo.16,theTownofValleyviewwill
coordinateanyannexationoflandintothemunicipality.11.8.2 AnyannexationoflandintotheTownwillconformtotheprovisionsoftheValleyviewInter-
MunicipalDevelopmentPlanandtheGrowthManagementstrategy.11.8.3 AnnexationoflandintotheTownwillbebasedonthefollowingcriteria:
• ItisconsistentwiththeGrowthManagementstrategy;• Thereisademonstratedneedforadditionalland,basedonanassessmentof
populationgrowth,housingneeds,marketdemandforindustrial/commercialland,andavailabilityoflandwithinTownboundariesthatmaybeviablydeveloped;
• Itisalogicalextensiontolanduseandinfrastructuresystems;• Ithasaminimalimpactonagricultureoperations;and• Itislikelytohavepositivefinancialimpactsonthemunicipalities.

identifyandcoordinateinfrastructurerequirementsthatmayberequiredtoimplementtheTownofValleyviewMunicipalDevelopmentPlan.
11.9.2 Whenfinancinginfrastructureprojects,theTownshouldcontinuetoreduceitspotentialdependenceondebenturesbyusingothersourcesofrevenueincludingfrontagecharges,off-siteleviesandgovernmentfundingprograms.
