Council Grant & Subsidy Application - DRUMBO AGRICULTURAL SOCIETY
Proposal Summary
The Drumbo Agricultural Society was incorporated in 1850, has hosted the Drumbo Fair for 165 years, and continues to be a community focal point and gathering place for community engagements. This charitable organization is managed and operated by a volunteer board of directors.
The Drumbo Agricultural Hall was built in 1967. In 2005, the Drumbo Agricultural Society undertook a successful capital fundraising campaign which enabled the organization to significantly renovate the agricultural hall, meeting Ontario accessibility requirements.
This proposal is to request funds to support the annual operational costs for the agricultural hall. The Society offers a community hall that encourages community activities and is the only hall that serves Drumbo residents. Several events are held annually, that serve all ages within the community, resulting in the improvement of wellbeing and adding quality of life to the participants.
The purposes of the Society shall be in accordance with the objects as stated in the Agricultural and Horticultural Organizations Act, which read as follows:
The objects of an agricultural society are to encourage an awareness of agriculture and to promote improvements in the quality of life of persons living in an agricultural community by,
a) researching the needs of the agricultural community and developing programs to meet those needs;
b) holding agricultural exhibitions featuring competitions for which prizes may be awarded;
c) promoting the conservation of natural resources;
d) encouraging the beautification of the agricultural community;
e) supporting and providing facilities to encourage activities intended to enrich rural life; and
f) conducting or promoting horse races when authorized to do so by a Bylaw of the Society.
A Society that expends any of its funds in a manner inconsistent with the objects set out in Article Ill forfeits all claims to participate in any legislative grant.
Community Support:
Describe how your proposal supports the Township of Blandford Blenheim:
The Drumbo Agricultural Society supports the Township of Blandford-Blenheim residents by offering a fully accessible community hall, where a variety of events and activites may be held. The main programs offered by the Drumbo Agricultural Society include the Drumbo Fair which attracts over 2500 people in attendance, small and larger special events such as social dinners and entertainment events that attract up to 200 people, smaller card game socials, luncheons, guest speakers, workshops, exhibits and displays. The hall is also used as a rental facility for funerals, weddings, youth events, anniversary parties and outdoor special events that also use the Exhibit Hall for events such as community auctions, festivals etc. The Drumbo Agricultural Society offers the only hall in the village, that offers accessible entrance, washrooms and a paved parking lot. All programs offered are open to the general population.
Community Need
1. What community need is addressed by your proposal
The primary purpose of the operation of the Drumbo Agricultural Hall is to provide a place for people to gather for leisure and social activities that improve the quality of life and encourage active engagement. Most activities held at the agricultural hall are either delivered through a community development approach where community organizations through volunteer leadership plan and implement a variety the events for the public or used for private rentals. i.e. Neighbourhood Watch, Lions Club, Heritage Society
2. How have you determined the need for your proposal?
To determine the amount of our proposed request for funding, we used the total 2015 operating costs of the facility, included ongoing minor capital improvements for building requirements. Not included are the Secretaryff reasurer costs:

In 2013, it was determined that approximately 14,000 people accessed the Agricultural Hall. The $3000.00 grant request represents .21 cents per user.
3. What efforts have been made to determine if there are similar programs or services currently being offered in the Township of Blandford-Blenheim?
The Drumbo Agricultural Society offers the only accessible community hall in Drumbo.
4. Outline the community support you have received for your proposal.
The Township of Blandford-Blenheim has been an annual financial supporter of the Drumbo Agricultural Society, as it has recognized the benefits the agricultural hall offers the residents. The community support received over the past number of years has been for major fund raising for renovations to the Agricultural Hall and Exhibit Hall which is one-time funding and not annual operational funding. The Drumbo Lions Club monthly rentals along with other community rentals support the hall operational budget.
5. How does your organization plan to promote or acknowledge the support of the Township of Blandford-Blenheim?
The Drumbo Agricultural Society acknowledges the support of the Township of Blandford-Blenheim in the following ways:
• Drumbo Fair website www.drumbofair.com • Drumbo Fair prize book with 800 hundred printed copies • Sponsor signage at the Drumbo Fair • Ayr News Drumbo Fair advertising page • Opening night of Fair - Mayor brings greetings and thanked as a sponsor • Annual Appreciation Night.
Financial Condition
3. What steps have you taken to explore other sources of support?
The Drumbo Agriculture Society organizes community fundraising events to support the organization. The Society also applies for grants to enhance the operation of the organization. Some of which include:
• The Ontario Association of Agricultural Societies for assistance for building repairs.
• New Horizons funding for $25,000 for kitchen equipment • Ontario Trillium Funding $25,000 to improve the Exhibit Hall operational and
accessibility improvements
4. What will the implications for our proposal if the Township of Blandford-Blenheim does not provide the requested assistance?
The ongoing maintenance and operations may be impacted resulting in the inability to make necessary repairs and improvements to maintain a safe, clean, A.O.D.A compliant community hall.
5. If your organization 's proposal continues beyond the Township 's grant period, where do you intend to obtain future support?
The Drumbo Agricultural Society is committed to managing and operating a community hall, addressing all safety and maintenance concerns. Future support is derived from membership dues, fund raising activities, grants and the dedication of over 100 committed volunteers who provide labour, time and talents to build a better community.

Proposal Summary.
This year's Annual Harvest Carnival is attempting to bridge all 4 villages of Blandford-Blenheim
together by creating leisurely weekend of family activities. Each village be giving the opportunity to
participate starting with Friday Night Youth Dance. Then on Saturday Morning residences can enter into
the soap box Derby, ages 7 to 77+. In the afternoon at the Drumbo Park face painting bouncy castles,
the annual Baseball Tournament is on from Friday night to Sunday night in Drumbo Park while serving
food and alcohol as well as non-alcohol beverages. Every Saturday night we have provided dinner and
entertainment for the community. Sunday Morning we have the local church service in the Drumbo
Pavilion with the Men's choir. Then we provide an all you can eat breakfast. To wrap up the event the
Lions club has two movie stations set up for family movie night in the Park
This year we are attempting to have Mardi gras type of venue being held at the Plattsville arena.
The main arena to actually hold the Dance, the pavilion to host the youth activities. The mezzanine to
hold as the gaming opportunities the front lobby to house the silent auction.
The Drumbo Lions Club is the main sponsoring body to build a Splash Pad to be located in the
Drumbo Park totally inclusive to all people. Approximately $250.000, 000. Proceeds from all our events
go towards helping all people. First in the community then township then county. This splash pad will
only enhance the quality of life for all residences including the image of Blandford Blenheim.

Each Year we partner with either the Heritage society or agricultural society in the spring for our
elimination Draw. The second event Easter Egg Hunt we have partnered with Neighbourhood watch.
The only other event we have is the Drumbo Lions Club Harvest Carnival. The community volunteers are
within these three organizations as well as we get high school children to receive volunteer hours.
During the soap box derby the Drumbo Lions have partnered with the Drumbo Fire Department.

Please consider our society again for a grant for the 2016 budget such as those allotted to other Heritage Societies in the township. We have no amount requested only to be treated as other township societies.
This year the CHESTERFIELD ARCHIVES/MUSEUM hosted a very successful QUILT SHOW with quilts made by the familiar names of the community and then a TOY & GAME DISPLAY where a arrangement of toys and a few old games such as crokinole were introduced to our young generation along with a TEDDY BEAR PICNIC. The volunteers spent many a hour setting up, researching and labelling the items. All attendees enjoyed the details and lots of memories and chatting was heard throughout the days of displaying.
Our speakers were Laura Mabee from HOMER WATSON HOUSE & GALLERY in February and Bev Dietrich, Curator of JOHN MCCRAE MUSEUM for Flanders Fields 100 in November--our REMEMBRANCE DAY SERVICE was attended by Municipal & Provincial & Federal Members and some members from the 223 Perth County Army Cadets and Branford Army & Navy League Cadets--such a memorable day.
We were granted a CHARITABLE DONATION# from Revenue Canada.
We put a float in the BRIGHT & PLA TTSVILLE SANT A CLAUS PARADE and even won a prize for the effort.
A display in the HERITAGE CUPBOARD AT THE PLATTSVILLE LIBRARY is ongoing featuring at different times thru 2015--0ld Kitchen Tools; Quilts; Bears; School Days; Santas; etc.

We are applying for funding to help with the operating costs of the Princeton and District Museum. With funding assistance we will be able to meet our financial needs as well as begin to provide funding for programs of interest in our community.
Community Support

Our museum and library are open to all residents of the township. We provide a place dedicated to the learning, culture, and heritage of our community.
Community Need

All communities need a safe, comfortable meeting place. Our museum and library provide such a place in/for our community. All communities need a place the promotes learning, culture, heritage, and curiosity. Our museum and library provide such a place in/for our community.

In order to operate our museum and provide a space for the library our association relies on fundraising and donations to meet our financial needs.
3. What efforts have been made to determine if there are similar programs or services currently being offered in the Township of Blandford-Blenheim?
While there are other libraries and museums in the township, we will work to provide unique programming to complement the work of the other groups.
4. Outline the community support you have received for your proposal.
We held a New Years Day Levee and a number of board meetings open to the public. All of these events were well attended by members of the community. Community members are excited to attend future events and programs held at the museum and library.
5. How does your organizaion plan to promote or acknowledge the support of the Township of Blandford-Blenheim?
We will acknowledge the township at a public board meeting, in local newspapers, and in our quarterly newsletter.

We sell memberships to the museum to raise funds. We accept donations at all events and have been receiving donations from the community.

We will continue to appeal to our community for finacial support.

We will continue to appeal to our community for finacial support, sell memberships, and apply for any available grants.

Background:
At the January 20th meeting of Council the preliminary 2016 operating and capital budgets were presented for discussion. Those numbers, if approved, translated into a 5.55% increase to the residential tax rate.
There was good discussion that day on the projects planned, the level of service being proposed and the sustainability of township operations. In the end staff were instructed to revisit the budget to find areas that could be adjusted that would lessen the impact on the tax rate.
Analysis/Discussion:
The budget estimates that were presented to Council on January 20, 2016 represented a 5.55% residential tax rate increase. Much of that increase came from the Protective Services section of the budget which identified a number of large projects that need to be planned for in the near future. The total proposed budget in that initial document was $927,184.
There was considerable discussion around the projects that were included in the fire service section. These included improvements to the exterior of the Bright station, the purchase of a tanker for the Drumbo station and the replacement of the fire hall in Princeton. In the report to Council the status of the agreement with East-Zorra Tavistock was also noted as something that will affect the budget in the near future.

Currently the department operates with 4 separate stations. The activity in volume and types of calls varies with each station. Efforts have been made over the years to harmonize activities amongst the stations and they have met with some success however they still operate somewhat independently of each other. This is historically how the department has operated.
The way things are going the Township will be faced with some considerable expenses in the coming years. Rather than proceed without a sustainable long term plan and continue to operate as we have in the past now may be a good time to pause and take a good look at the overall operation of the fire department.
Staff are suggesting that the services of a consultant be engaged in 2016 to examine the overall operations of the fire department. This will include exploring the current fire station locations and their fire coverage area, fulltime and volunteer staffing compliment, replacement schedule for fire apparatus, the nature and frequency of calls, response times, etc. The study would also examine the funding of the department to determine the appropriate allocation of financial resources. From this study we will be able to provide an objective basis to support decision making with respect to our Township’s current fire protection and prevention needs and to chart a path forward that will provide a balance service level achievement with financial sustainability.
In the meantime many of the major capital items proposed for 2016 in the initial budget are being recommended for deferral pending the outcome of this review. This includes:
• Making only the essential safety repairs to the sidewalk at the exterior of the BrightStation and deferring the replacement of the asphalt truck apron at the front of thebuilding.
• Defer the purchase of the new tanker for Drumbo in 2017. This would mean the$120,000 deposit would not be made in 2016.
• Remove the $100,000 increased contribution to reserve for the Princeton Stationreplacement.
Financial Considerations:
The cost of a review of this nature is estimated at $25,000 - $30,000 and it’s proposed to be funded from a newly created Working Capital Reserve fund which is funded through growth in assessment from the City of Woodstock annexation agreement. It is suggested that it be allocated within the administration section of the budget rather than a dedicated fire department expense. It is staff’s goal that once the review is completed the same methodology could be transferred to other areas of operation within the Township

BY-LAW NUMBER 1952-2016
Being a By-law to confirm the proceedings of Council.
WHEREAS by Section 5 of the Municipal Act 2001, S.O. 2001, c.25, the powers of a municipal corporation are to be exercised by its Council.
AND WHEREAS by Section 11 of the Municipal Act 2001, S.O. 2001, c.25, the powers of every Council are to be exercised by by-law;
AND WHEREAS it is deemed expedient that the proceedings of the Council of the Corporation of the Township of Blandford-Blenheim at this meeting be confirmed and adopted by by-law;
NOW THEREFORE the Council of the Corporation of the Township of Blandford-Blenheim hereby enacts as follows:
1. That the actions of the Council of the Corporation of the Township of Blandford-Blenheim in respect of each recommendation contained in the reports of theCommittees and each motion and resolution passed and other action taken by theCouncil of the Corporation of the Township of Blandford-Blenheim, at this meetingheld on February 10, 2016 is hereby adopted and confirmed as if all suchproceedings were expressly embodied in this by-law.
2. That the Mayor and proper officials of the Corporation of the Township ofBlandford-Blenheim are hereby authorized and directed to do all things necessaryto give effect to the actions of the Council referred to in the proceeding sectionhereof.
3. That the Mayor and the CAO / Clerk be authorized and directed to execute alldocuments in that behalf and to affix thereto the seal of the Corporation of theTownship of Blandford-Blenheim.
