What is being proposed?

This application is for a temporary use by-law to permit the property owners to keep a 9ft. x 12ft shed and a 6ft. x 4ft. shed on the lands for a temporary recreational use for a period of three years, prior to the building of a dwelling. The location of the structures is indicated on the attached site plan.

Under previous owners, application Z-24-2011 was approved by Council under By-law 3-2012 for a period of three years and permitted a bunkie, a privy, a deck and a gazebo. The by-law expired and the structures were not removed.

The current owners have recently installed a 200 amp electrical service.

This application is facilitate severance application B09/17. The applicant wishes to sever a 50 acre parcel of land to be added to the abutting 49 acres for farming purposes. This will result in a deficient farm parcel size of 14.4 acres with +/-189 m (620 ft) of frontage. The provisions for the A1 zone require 98.84 acres and 200m (656 ft) of frontage for an agricultural lot. The Grey Sauble Conservation Authority (GSCA) has identified a development envelope on the retained parcel as the majority of the subject parcel is zoned Environmental Protection ‘EP’.

Subject: Kemble Lions request

The Kemble Lions will again be holding their non-motorized Christmas Parade on Sunday December 10 2016 from approximately 11:30 to 4 pm. The parade actually occurs from about 2 - 3 pm, with a celebration afterwards in the arena, which includes free hot chocolate and hotdogs, and a visit with Mrs Santa Claus for the kids. This will be our 16’th Annual Parade, and as in the past, we are hoping that our Georgian Bluffs Township will ‘wave’ the arena rental for this event. Dear Township of Georgian Bluffs In the past, the municipality has very generously donated ice rental to the Shallow Lake Skating Club for both it's Pancake Breakfast/Skate with Santa Fundraiser as well as for our year end Talent Show. It is our hope that the municipality will consider doing this again for our 2017 - 2018 skating season. We are requesting that ice rental be donated for 1 hour on Saturday December 16 from 10-11am and for 3 hours on Tuesday March 6, 2018 from 5 - 7pm (we will pay for the remaining 1 1/2hours that day). Subject OPP/Policing Contract Renewal

Recommendation

1. That the report from Wendi Hunter, Clerk/Director of Legislative Services, regarding the OPP/Policing Contract Renewal, be received, and

2. That Committee of the Whole direct staff regarding the term (number of years) for the new contract.

Background

At its meeting on October 11, 2017, Committee of the Whole received a presentation from the Ontario Provincial Police (OPP) regarding policing services and contract renewal for municipal policing. Committee members received a copy of the contract, along with other information regarding OPP municipal policing services. The current contract with the OPP expires on December 31, 2017.

Analysis

Staff have been advised by the OPP that the contract can be 3, 4, 5 or 6 years in length. There are no specific benefits in choosing either a short term or long term for the contract. Staff is seeking direction from Committee regarding the length of the term.

Committee members may want to consider the normal election cycle when making their determination. A three or four year term would mean that Council elected in 2018 will enter into the next contract for policing services. A term beyond four years will defer another decision regarding policing services to the Council elected in 2022.

Staff will bring by-law to execute the contract to the Council meeting on November 15, 2017.

Financial Impact

The length of the contract does not change the financial impact of policing services – there is no specific benefit for locking into a longer or shorter term of contract.

Implications

The renewed contract with the OPP for policing services must be executed prior to the end of 2017, when the current contract expires.

This report has been developed through consultation with the OPP, and pursuant to a presentation to Committee of the Whole by the OPP on October 11, 2017.

Conclusion

Upon receiving direction from Committee of the Whole regarding the term of contract, staff will prepare a by-law authorizing execution of the contract, and anticipate presenting the by-law to Council on November 15, 2017.

Subject Anaphylaxis Policy for Township Facilities

Report No. OPS2017- 94

Recommendation

That Committee of the Whole receive the report and recommend that the Council of the Township of Georgian Bluffs approve the draft policy on Anaphylaxis and request staff to take steps to implement the policy at the required facilities.

Background

Members of the public attending the Corporate Services, Building, and Finance Committee meeting on October 23rd, 2017 made a request to committee to make the Township’s arenas ‘nut-aware’ (see letters presented by the delegation in Appendix 1). The Township does not ban the sale of products containing nuts, nor bringing these products into its arenas at this time.

The Ontario Human Rights Code protects people with disabilities from discrimination and harassment. This includes when receiving goods, services and using facilities. Under the most recent update to the code anaphylaxis is identified as a disability.

In 2006 Ontario schools were legislated to develop anaphylaxis policies at all of the schools. As a result all of Ontario’s public schools are nut-free. This is a more strict policy than the ‘nut-aware’ policy that is being recommended in

this report.

Analysis

The Township has received requests to accommodate its facility users with anaphylaxis by implementing a ‘nut aware’ anaphylaxis policy at recreational facilities. Only one other similar policy is known to staff at this time (City of Owen Sound). Other municipalities that run recreational programming at their facilities have nut-aware programs (participants are not to bring nut products in their snacks/lunches), however the facilities themselves are not.

A ‘nut-aware’ policy does not guarantee the Township’s facilities will be free

of nuts or nut products, but attempts to limit the risk of exposure.

Financial Impact

There would be minimal financial requirements, mostly for creating public awareness (signage), if a nut-aware policy is approved for the Township’s

arenas.

The booth operator has requested that she not pay three months’ worth of

rent ($300.00) to reimburse for the products that have been paid for and stocked in the booth (see appendix 2).

Implications

Additions to rental contracts for facility users such as minor sports, skating club, and recreational groups will have to be made to ensure compliance with this policy. For private functions such as weddings or birthdays in the Township’s Community Centres the policy will not apply, however diligent cleanup will be required.

The booth operator at Shallow Lake Community Centre will have to remove all products containing nuts.

Facilities staff should have all had first aid training which includes education on epinephrine auto injectors (EpiPens). All applicable staff have recently updated this training.

A policy is recommended to make all accommodations necessary to ensure a nut-aware space at the Township’s facilities (see appendix 3.)

Accountability- Communicate actively and transparently while providing a high level of customer service to ratepayers, associations, business interests, visitors and others involved in Township initiatives.

3.8 Recreation and Culture- Work with partners to develop a range of recreation and cultural opportunities for persons in the Township of all ages and abilities

a) Identify strategies in partnership with municipalities and other recreation service providers that promote healthy lifestyle and an active community.

Consultation and Communications

Following the most recent Committee meeting staff requested comment from various municipalities in regards to similar ‘nut free’ or ‘nut aware’

policies. The City of Owen Sound is the only one that confirmed a ‘nut aware’

policy in the City’s recreational facilities. Many municipalities, including Orangeville, Vaughan, and Sudbury (the jurisdictions originally identified by the delegation at the committee meeting) do have nut-aware policies for municipally-run recreational programming, however their facilities are not identified as such.

Staff received comment from the booth operators, and main supplier of food products at Shallow Lake Community Centre. Their main concern is that they have purchased a significant amount of stock containing nuts (i.e. chocolate bars, peanuts, etc.). They have requested financial compensation having to take these products off of their shelves, and have suggested not having to pay three months’ rent (equivalent to $300.00).

Conclusion

In response to facility users request to make the Township’s recreational

facilities nut-aware, staff recommend approving the draft Anaphylaxis Policy and begin taking steps for its implementation.

Township of Georgian Bluffs Council,

As parents and members of the Georgian Bluffs community and the largest user group of the Shallow

Lake arena, we urge you to support a movement to make the shared recreation spaces within the

Township of Georgian Bluffs nut-sensitive spaces. Our son, as well as several other children and adults

who access the Shallow Lake arena multiple times each week, is affected by a severe life-threatening nut

allergy. For the past several years, we have been blessed with a food booth operator who has

understood the severity of food allergies and took it upon herself to create a nut-sensitive facility at the

Shallow Lake arena. This year, the current operators of the same food booth have begun selling nuts and

nut products. This has come as a shock and disappointment as it is almost inconceivable that the

municipality of Georgian Bluffs has not yet adopted a nut-sensitive public spaces policy - almost 12 years

after the Ontario Government passed Sabrina’s Law, the first legislation towards making shared spaces

safer for those afflicted with food allergies.

Food allergies are very real to sufferers. For afflicted individuals and their loved ones, it is a serious and

potentially lethal health problem. Among sufferers, nuts and other allergies can cause an anaphylactic

reaction – an immune response that can lead to shock, difficulty breathing or even death. Allergy usually

comes on suddenly and can be triggered by even trace amounts of the offending food. Often, people

with a severe peanut allergy do not just react via ingestion, their bodies can also respond to touching

physical traces of peanut products or oil residues or even from the peanut dust in the air. Food allergies

are a unique type of disease where the affected person is most often very healthy and vital, but is in

omnipresent danger.

In 2015, 1 in 13 Canadians or 2.5 million people were affected by food allergies, a statistic that is

consistently growing. Incidence of food allergies is highest among young children, with peanut allergy

affecting 2 in every 100 children.

In 2016, the Ontario Human Rights Commission released a new policy that highlights that individuals

living with a potentially life-threatening medical condition should not be placed at undue risk because of

their condition, including anyone at risk of anaphylaxis.

Many municipalities and public spaces have already recognized nut allergies as a matter of public policy

and civil rights. For affected individuals, who must live in a state of constant vigilance and anxiety, the

widespread adoption of nut-sensitive public spaces has been an important step towards their ability to

feel and be safe in spaces that they have every right to access.

Please consider this urgent need to move towards ensuring that our children and other affected

members of our community can access our shared spaces in a safe and secure way.

We are requesting that the Township of Georgian Bluffs consider adopting a “Nut Aware” policy for its recreational facilities. Our family frequents the Shallow Lake arena as many as 5 times per week, upwards of 7 and have been doing so for the past 10 years. Not only do our children enjoy playing hockey in the SLMHA, they also attend crusher games, social functions, public skating, community events and other. As parents we volunteer in hockey duties including coaching and other. Our children are seemingly......always there. For more years than we can remember Melissa French had operated the food booth as “Nut Aware”. She did not sell items with nuts in the ingredients. She was very sensitive to the fact that many young children in the club had nut allergies. Her background in childcare had taught her the sensitive nature of this. This season there is a new booth operator. On two occasions parents have politely approached the gentleman to inquire if he would consider removing nuts from the booth in light of the fact that at least 10 families in minor hockey are affected with nut allergies. He didn’t feel we had any cause for concern and declined the requests. As Melissa French voluntarily (and without us asking) removed nut products from the booth, we as parents felt the likelihood of our children coming in contact (on handrails, benches, washroom doors, dressing rooms etc. ) to be greatly reduced and more “safe”. We do not feel safe anymore. It took only minutes for us to add up 10 families we knew who used the facilities weekly with minor hockey. There may be others within the club. These families are not alone. Visiting teams undoubtedly have children/adults too. We have attached some background information to support our request. We ask that Georgian Bluffs recognize the severe nature of Anaphylactic Shock, its ability to have risk factors reduced and consider adopting a policy congruent to the policy that Owen Sound has implemented in their recreation facilities. Background Information Anaphylaxis (Anaphylactic Shock) is a life threatening allergic reaction to an allergen. Most deadly reactions occur with ingestion of foods however it can also occur with contact and/ or airborne particles that are breathed in. My son Matthew has had a couple contact reactions (once when he handled an IPOD of another child. It had peanut reside on it, unbeknownst to Matthew, and he broke out in hives, swelling chest and difficulty breathing). Every reaction is different and severity worsens with exposure. Health Canada requires food manufacturers (domestic or imported) that sell food in Canada to clearly label products if they contain one of the government’s priority allergens: peanut; tree nuts; soy; wheat; egg; milk; seafood (shellfish, fish, and crustaceans); sesame; sulphites; and mustard. All priority allergens must be listed on the ingredient list of pre-packaged food. This does not eliminate the threat from cross contamination. She suffered a fatal anaphylactic reaction during her first year of high school in 2003. The trigger of the reaction was the result of cross-contamination of food proteins. www.foodallergycanada.ca/resources/sabrinas-law As part of the Ontario Ministry of Education Healthy Schools plan they have adopted a policy that addresses: (1) strategies that reduce the risk of exposure to anaphylactic causative agents in classrooms and common school area; (2) a communication plan for staff and public; (3) and regular training. Every family who has /have children attending public education knows that nut products are not allowed and that if children/ teachers in their class have a severe allergy to any other item they are not permitted. It also requires school principals to develop an individual plan for each student at risk of anaphylaxis. Human rights case law has recognized that anaphylaxis is a disability under the Code. Being a parent of a child with a life threatening allergy isn’t an easy thing. Imagine…one mistake, by

someone totally unaware…and u literally don’t get a “ Do Over “. Now imagine it’s your child.

Seriously people. Nuts…that’s what we are asking to ban. I have a 25 year old son that that scenario

actually happened to. They brought him back from vital signs absent twice. Look we went through if

when it was unheard of to ban nuts from anywhere. It’s now happened and I can honestly thank the

people that supported. It not only helped my son but many many others.

Department/Division: Facilities

Purpose:

1. To provide procedures for the management of Anaphylaxis due to nuts, as defined below, in recreation facilities owned by the City of Owen Sound (the “City”) being both the Julie McArthur Regional Recreation Centre and the Harry Lumley Bayshore Community Centre (Recreation Facilities) in order to comply with the Policy on Ableism and Discrimination (“Policy on Ableism”) which recognizes Anaphylaxis as a disability under the Human Rights Code, R.S.O. 1990, c. H.19 (“Code”) and the Canadian Human Rights Act, R.S.C., 1985, c. H-6.

2. The Policy on Ableism recognizes a legal responsibility for service providers to accommodate people with potentially life threatening allergies, as they would any other person with a disability, to the point of undue hardship. This requires responsible parties to maintain accessible, inclusive, discrimination and harassment-free environments that respect human rights.

3. This Anaphylaxis Policy (“Policy”) addresses one of the most common allergens: Nuts.

4. The City has committed to phase in a program whereby nuts and products which have nuts listed as an ingredient will not be sold by any vendors at the Recreation Facilities. As well the City will take actions to educate the general public about Anaphylaxis and make the public aware of the City’s policy to not sell Nuts or Nut Products and not to bring Nuts or Nut Products into these facilities.

Scope:

5. This Policy applies to the City owned Recreation Facilities, the Harry Lumley Bayshore Community Centre and the Julie McArthur Regional Recreation Centre. This Policy applies both to programs administered by the City and Third Parties. Users of these facilities must comply with this Policy.

6. This policy does not apply to the Christie and Hare Rooms or the Bay and Sound Rooms at the Bayshore Community Centre where these rooms are being used for a private function as outlined in this policy.

7. Even if Third Parties have exclusive control over the type of Food Services that they provide, the City recommends that they consider this Policy and cater to the needs of those with Anaphylaxis due to Nuts in order to fulfill their legal duty to accommodate.

Definitions:

8. For the purposes of this policy,

Anaphylaxis: is a severe systemic allergic reaction which can be fatal, resulting in circulatory collapse or shock.

Anaphylactic Reaction: signs and symptoms of Anaphylaxis can occur within minutes of exposure to an allergen. In rarer cases, the time frame can vary up to several hours after exposure. The ways symptoms appear can vary from person to person and from episode to episode in the same person.

Symptoms of Anaphylaxis: generally include two or more of the following body systems: skin, respiratory, gastrointestinal and/or cardiovascular. However, low blood pressure alone, in the absence of other symptoms, can also represent Anaphylaxis.

• Skin – hives, swelling (face, lips, tongue), itching, warmth, redness;

• Respiratory (breathing) – coughing, wheezing, shortness of breath, chest pain or tightness, throat tightness, hoarse voice, nasal congestion or hay fever-like symptoms (runny, itchy nose and watery eyes, sneezing), trouble swallowing;

• Gastrointestinal (stomach) – nausea, pain or cramps, vomiting, diarrhea;

• Cardiovascular (heart) – paler than normal skin colour/blue colour, weak pulse, passing out, dizziness or light-headedness, shock;

• Other – anxiety, sense of doom (the feeling that something bad is about to happen), headache, uterine cramps, metallic taste.

Epinephrine: is the synthetic form of the hormone adrenaline that is used as the treatment or drug of choice to treat Anaphylaxis and life-threatening asthma attacks. This treatment is live-saving.

Epinephrine Auto-Injector: a medical device that is used to deliver a pre-measured dose (or doses) of Epinephrine. Also known as an “epi-pen”.

Food Services: includes making, transporting or selling food products. This includes services such as catering, concession stands, bistros, restaurants and vending machines. This list is non-exhaustive.

Third Parties: includes those individuals, businesses and organizations, including but not limited to the YMCA of Owen Sound Grey Bruce and the Owen Sound Attack Inc., that have entered into an agreement/contract with the City to provide programs/services, rent/lease space, or otherwise carry on business which includes the provision of Food Services within the City’s Recreation Facilities.

Nuts: means as stated by Health Canada the priority nuts of concern are peanuts, tree nuts (almonds, Brazil nuts, cashews, hazelnuts, macadamia nuts, pecans, pine nuts, pistachio nuts and walnuts).

Procedures and Responsibilities:

Reducing the Risk of Exposure

9. All reasonable efforts will be made to control the environment at these Recreation Facilities in order to minimize the exposure to Nuts. This must be a collaborative process which involves parents/guardians, City staff, facility users, community members, and Third Parties.

10. While the City and Third Parties shall take all reasonable efforts to accommodate children with Anaphylaxis due to Nut allergies, there is no legal responsibility to reduce the risk of exposure to zero. Despite best efforts, the City and Third Parties cannot guarantee a 100 percent Nut-free environment.

Communication Strategy – Education and Awareness

11. In the City’s Recreation Facilities which provide programs to children under 14 years of age in which the parents/guardians have advised the City or Third Parties that their child has a potentially life threatening allergy (anaphylaxis) to Nuts the City shall ensure that if managed by City staff that City staff discuss allergen awareness with children, encourage children not to share lunches or trade snacks, monitor those children who have known allergies while eating, and reinforce the importance of proper hygiene and effective hand-washing. If these programs are administered by Third Parties, who are required to comply with the City’s policies, the City shall make the Third Parties aware of this Policy and the requirement for education and awareness. Pamphlets indicating that the City’s Recreation Facilities are nut-aware shall be made available to all registrants when enrolling in programs and to community members in general by way of posting this Policy on the City’s website.

Communication Strategy – Signs and Notices

12. The City shall ensure that signs/notices are posted in the City’s Recreation Facilities that these Recreation Facilities are “Nut-Aware”. Additionally, as the City cannot guarantee that food products that are sold within these Recreation Facilities have not come into contact with Nuts, or that every member of the community respects this Policy, the City shall post signs/notices which indicate that certain products “may have come into contact with nuts or nut products”.

13. The City is responsible for implementing a strategy to ensure that signs/notices are consistently in place. Where a sign is damaged or removed, the City shall have staff post a new sign or notice.

14. In addition to these signs, notices shall also be provided directly to parents/guardians when registering children for programs at the City’s Recreation Facilities that these facilities are “Nut-Aware”. This will be in the form of a pamphlet or newsletter.

Parents/Guardians Responsibilities

15. All parents/guardians with children who are known to be at risk of anaphylaxis are required to notify the City and/or Third Parties in writing of their child’s condition and provide all relevant information required by the City to properly accommodate their child’s needs to the extent reasonably possible. This information should include: the identified allergens, the severity of the allergy, any past incidents of Anaphylactic Reactions, current medications, changes to diagnoses/medication and any other relevant health considerations. If the child has been prescribed an epi-pen the child shall self-carry at all times.

16. All parents/guardians with children not known to be at risk of anaphylaxis should also ensure that they are complying with this Policy and encouraging their children to respect children with Anaphylaxis. Where applicable, parents/guardians should ensure that their children are only bringing safe food products (i.e. no nut products or products that list nuts in the ingredient list) into the City’s Recreation Facilities. To assist with compliance with this Policy by children without anaphylaxis a pamphlet explaining this Policy will be provided to everyone who registers for programs at the City’s Recreation Facilities for which the City is either administering the programs or the City has the right to require compliance by Third Parties with this Policy.

Individualized Plans

17. In circumstances where the City/Third Parties has been made aware of an anaphylaxis child, and the City is administering the program the child is enrolled in or the Third Party is required to comply with this Policy, the City/Third Parties shall develop an individualized plan with the input of the parent/guardian of the anaphylaxis child. This plan shall include:

a. A completed individualized plan form.

b. Details informing appropriate employees and others who are in direct contact with the child on a regular basis of the type of allergy,

monitoring and avoidance strategies and appropriate treatment. Details include:

• Name, identifying information, photo of the affected child;

• Specific allergy/allergies;

• Signs and symptoms of an accidental exposure;

• Medication to be administered in the event of an exposure.

c. A readily accessible emergency procedure for the child, including the requirement to self-carry an Epinephrine Auto-Injector, follow-up plans (i.e. calling 911 or transporting to hospital), and emergency contact information.

Training Procedures

18. Program managers shall ensure that appropriate employees are advised of all children registered in their programs who have Anaphylaxis. The City shall include training on how to recognize an Anaphylactic Reaction and the proper administration of an Epinephrine Auto-Injector when health and safety training courses are offered. The City will also notify Third Parties of these training opportunities and allow interested Third Parties to participate. City staff shall be informed of the emergency protocol that has been developed. Staff will not be required to administer an epi-pen but will be trained on the proper administration of an epi-pen so they can assist someone in an emergency situation if the person is unable to administer the epi-pen themselves and when directed to do so by the 911 operator.

Jurisdictional Matters and Third Party Lease Agreements

19. Within the areas and programs in the City’s Recreation Facilities that are administered by Third Parties with agreements/contracts the City may not have jurisdiction or authority over the type of food that is served. Where the applicable agreement/contract states that the provision of Food Services by the City, and Third Parties, including user groups, shall be subject to the

City’s licencing by-laws and related policies for such services, the program provider is required to adhere to the provisions contained within this Policy.

20. Where Third Parties are independently responsible for the provision of Food Services within their respective areas, and have exclusive use/control, it is recommended that they comply with this Policy. If a Third Party decides that they wish to continue to provide nuts and nut products, the City does not assume responsibility as the City does not have legal jurisdiction to enforce compliance. All Third Parties will be provided with a copy of the City’s Policy and a request that they comply.

21. This Policy does not apply to private events and short-term functions e.g. weddings for which the party renting a portion of the Recreation Facilities has their function catered and takes full responsibility for accommodating the guests which they include in their event. If the organizer of a special event wishes to include nut or nut products in their event there is an exemption process available which will include a requirement to pay for the additional costs for cleaning the location of the function after the event.

Dear Georgian Bluffs Council Person,

I am sure you are well aware that many children in our community live with allergies and some severe

enough to be life threatening. Peanuts are a well known allergen that cause anaphylaxis and is requires

that children carry an epi-pen to save their lives in case of ingestion or in some cases any contact. Some

research shows that about 1 in every 50 Canadian children have an allergy to peanuts; that is a scary

large number of children living with an incurable disease. The only way for these children to be and feel

safe is complete avoidance of the peanut allergen and that is why I am writing this letter to you.

My 10 year old son plays hockey at the Shallow Lake arena and has since he was 5. We like it there we

enjoy the community and comradery that comes with using such a great facility. However, since the

food booth has changed hands I have seen a large number of peanut products at the arena and this

proves to be a huge risk for my son. I know we are not the only family who has a child with an

anaphylactic reaction to peanuts that frequent the arena and I am sure visiting hockey teams have

similar stories to ours.

I ask that the Georgian Bluffs Township take a peanut free/aware approach or policy in our public

arenas. I ask that the township take these simple steps to keep my child and others safe in their

communities. I do not want to fear for my son's life when he is playing hockey within his own village and

I want him to feel confident and strong in his local arena. It is our responsibility as caring adults to follow

suit with other public areas (the YMCA, schools, daycares, etc.) and keep our children protected and

healthy and it is as simple as not selling peanut products at our local arena.

I love Shallow Lake and my son has many friends he loves to play hockey with here and it is because of

this amazing community that in the past, before the new operators of the food booth, we were able to

Good morning Zach I understand that the Shallow Lake Arena is contemplating going peanut free/peanut aware. Had I known about this from the start, I would not have went out and purchased enough stock for the season. Since it was at the end of the season I purchased all at the end of Summer Inventory from a local business in the area to stock the Shallow Lake Concession Booth. So even if the arena went peanut free/peanut aware by Jan 1st, we would we would be out minimum $300.00 - $400.00. I have been asked, could we not sell the stock at our store, my answer to that is no. Not at this time of year. We are more of a Pizza- food place then we are a variety store. We certainly do not need cases or boxes of chocolate bars or nuts & peanuts in the store over the Winter. These items were purchased with the concession booth in mind. I know people are looking for snacks while watching the hockey game. If this is going to happen, I am requesting that I not pay 3 months rent to help us recover costs. Jan. Feb and March. Anaphylaxis Policy (FAC-2017-XX)

1. Purpose

To provide procedures for the management of anaphylaxis due to nuts in recreation facilities owned by the Township of Georgian Bluffs including the Shallow Lake and District Community Centre, Derby Community Centre, and Kemble Arena.

Nuts and products which have nuts listed as an ingredient will not be sold by vendors at the recreation facilities and the Township will take steps to create public awareness of the Township’s policy not to sell or bring nut or nut products into the facilities.

2. Scope

This policy applies to Township owned recreation facilities including Shallow Lake and District Community Centre, Derby Community Centre, and Kemble Arena.

This policy does not apply to private events and short-term functions (such as weddings) for which the party renting a portion of the facility has their function catered and has taken full responsibility for accommodating their invited guests.

3. Definitions

Anaphylaxis: a severe systemic allergic reaction which can be fatal, resulting in circulatory collapse or shock.

Anaphylactic Reaction: signs and symptoms of Anaphylaxis can occur within minutes of exposure to an allergen. Symptoms can vary from person to person and from episode to episode in the same person.

Symptoms of Anaphylaxis: generally include two or more of the following body systems: skin, respiratory, gastrointestinal, and/or cardiovascular. Low blood pressure, in the absence of other symptoms, can represent Anaphylaxis.

Skin- hives, swelling (face, lips, tongue), itching, warmth, redness

Respiratory- coughing, wheezing, shortness of breath, chest pain/tightness, throat tightness, hoarse voice, nasal congestion, hay fever-like symptoms, trouble swallowing

Gastrointestinal- nausea, pain/cramps, vomiting, diarrhea

Cardiovascular- pale or blueish skin, weak pulse, loss of consciousness, dizziness/light-headedness, shock

Other- anxiety, sense of doom, headache, uterine cramps, metallic taste

Epinephrine: the synthetic form of the hormone adrenaline used to treat Anaphylaxis and asthma attacks.

Epinephrine Auto-Injector: device used to deliver dose of Epinephrine (also known as an ‘epi-pen’).

Third Parties: includes individuals, businesses, and organizations, including but not limited to Shallow Lake Minor Hockey, Shallow Lake Skating Club, Shallow Lake Crushers, that have entered into an agreement/contract with the Township to provide programs/services, rent/lease space, or otherwise carry on business that could include the provision of Food Services within the Township’s Recreation Facilities. This also includes operators of the concession booth or food providers for public events.

Nuts: As stated by Health Canada the priority food allergens are peanuts, tree nuts (almonds, Brazil nuts, cashews, hazelnuts, macadamia nuts, pecans, pine nuts, pistachio nuts and walnuts).

4. Procedure

Reducing the Risk:

The Township and its staff will take all reasonable efforts to control the environment at these facilities in order to minimize the exposure of nuts. This includes a collaborative effort involving parents/guardians, facility users, and community members. Despite best efforts, the Township cannot guarantee a completely nut free environment.

Communication:

The Township will make facility users aware of this Policy by its inclusion in rental agreements, signage at the facilities, and messaging on the Township’s website.

Training:

The Township’s Facilities employees will be trained on how to recognize anaphylactic reactions, and first aid procedures including the proper administration of an epinephrine auto-injector through certified first aid training or other recognized training programs.

Private Events/Short Term Functions:

This policy does not apply to short term functions (i.e. weddings, birthdays) where the party renting the facility has their function catered. The renter takes full responsibility catering to

Aircraft Movements:

Wiarton Airport recorded a total of 243 aircraft movements in October 2017. The mix of traffic ranged from small single engine aircraft to large corporate jets. Airport received direct corporate flights from major North American cities including Denver, New York, Montreal, Pittsburgh and Washington. In addition to private and corporate flights, ORNGE (Medevac) also operated a total of 3 flights in October.

Stakeholder Meetings:

Wiarton Airport held two meetings with the Grey County Economic Development team, and discussed about scheduled flight services to Wiarton including the “Air Service Survey”. The discussion also included airport

marketing and business development.

The Airport also held a meeting with the CEO of Regional Tourism Organization (RTO7), and discussed about introducing charter flights between Wiarton Airport and the GTA area. A second meeting was held with RTO’s Tourism

Experience development Specialist, and the charter flight concept was discussed in further detail, including the benefits that it will bring to the region.

Regulatory Agencies:

Transport Canada conducted their PVI regulatory audit on August 14-15 and an audit report was issued in September. The Airport has developed the required corrective action plans, and they were sent to Transport Canada in October.

NAV Canada has identified Wiarton Airport as a recovery aerodrome, and they will continue to support our ground based navigation equipment and our “GPS”

approaches. Wiarton is one of the few airports in Canada that will be retaining its navigation equipment. Aircraft that rely on satellite (GPS) navigation, in case of satellite failure, would be able to land safely at Wiarton Airport using these equipment.

Subject: Regarding Joint Marine Memorial Committee

 This is an update on what the committee has been working on and what we need the township to help us with moving forward.     Since the township was not successful in getting Trillium funding to pay for the plaques proposed by the committee, Peter Lemon has come up with an alternative funding source that both Georgian Bluffs and the City of Owen Sound can apply for individually, thereby giving the combined communities the potential for $24,000 in funding. $12,000 can be applied for by each.  After we found out that the Trillium funding had been turned down Wendi had phoned to find out why and could we apply again, no real answer on why we did not get the funding but they were quite clear that we would not be able to apply again.    What Peter has come up with is the Senior’s funding Stream 2, the application for this needs to be in by November 30th.  The committee cannot apply as we do not qualify under the condition of having seniors issues and programs as part of our mandate.  However the municipality can apply as this criteria does not apply to municipalities.  This is what we need help from the township with, staff would need to help us put the funding application together and get it sent in on time.   The proposal would be to apply for funding to pay for plaques at the following locations: North Keppel – overlooking the bay with a view of White Cloud Island to commemorate the sinking of the Mannisoo and the Jane Miller. Presquile:  on the bay side with several perspectives; first emancipation picnic was held here, original fishing village, original lighthouse (where camp is now) and the wharf for loading firewood. Cobble Beach – located with a view of the bay in several locations:  Owen’s survey point, the remains of the wooden loading dock, Owen’s Landing and the Indian Princess both of which could be provincial plaques that we could apply to Ontario heritage Trust for (one per year). Balmy Beach – on the shore in front of the actual location:  Kings Royal Hotel (Peter has a picture and Tom Thomson sketch that could be used), the Dance Pavilion, Indian River where the Beattie Feed mill (grist mill) was on site.     Peter Lemon and Peter Bowers are also looking into a site at Ben Allen where the Owen Sound Militia used to go out for practice during the two wars, they apparently used a one hundred acre parcel for their practice, Peter had actually thought that the municipality had owned this land at one time.  They are researching exactly where this property was, all they know is Ben Allen on Grey Road 17, but may have more information by now.   According to Peter interpretive plaques cost approx $1600 each from Miller Photoplaques in Williamsford.  We would need to supply the wording and graphics.   Placing plaques in all of the above locations would be a good addition to the new waterfront trail, giving walkers, hikers and bikers a reason to visit each of these stops.  For the Cobble Beach plaques it would be a great addition to the Concours weekend, I worked at the south bridge this year and there were many people asking about the fenced area at that end, that area in particular would be viewed by many people all summer especially.  We might perhaps be able to get some support from the local community to assist in paying for these.  Also a great way I think to show our support of all that Rob McLeese is doing out there.   So that is my update, let me know what questions you have.  I need to know what procedure to follow to get staff direction made so that we can proceed with the application.  Also the City has Brent Fisher working on their application and have indicated they would be willing to work together to get both applications sent in.
