Program Overview • The Human Terrain Teams (HTTs) consist of small deployable teams

combining social scientists and operators, enabled by a MAP-HT toolkit and supported 24/7 by expert researchers and subject matter experts through networked Reach-back Research Centers.

• Contract Type: Firm Fixed Price

• TDY: CONUS & OCONUS required

• Non-OCONUS support is performed at government sites located primarily in Hampton Virginia and Fort Leavenworth Kansas

• Period of performance: Base with 4 one year options

• Security Clearance: Top Secret / SCI for non-deploying personnel. SECRET for Human Terrain Team Members

• Provide BCT/RCT commanders with relevant, socio-cultural information and knowledge, and the dedicated expertise to integrate that understanding into their military decision-making process

Critical Contracting ElementsC.8.3.7 Field research and analysis (Human Terrain Teams (HTTs). The Human Terrain Teams (HTTs) consist of small deployable teams combining social scientists and operators, enabled by a MAP-HT toolkit and supported 24/7 by expert researchers and subject matter experts through networked Reach-back Research Centers. The teams support Commanders and staffs at the Brigade Combat Team/Regimental Combat Team and Division levels, providing specific local cultural knowledge. Critical to the success of HTTs is individual replacement of team members during unit rotations in lieu of mass replacement thus mitigating loss of institutional knowledge and expertise while providing for mission continuity. Individual Replacement of existing team members and the addition of whole teams in response to increasing demand for support requires an average of 40-50 personnel per MONTH to fill requirements. As a result of the existing Status of Forces Agreement with Afghanistan and Iraq Status of Forces Agreement, dated January 2009, contractor personnel filling HTT requirements MUST convert to government employment prior to deployment.  Average period of performance for Team Member contractor positions prior to deployment as a government Term Hire is equal to approximately 6 months. Current Team Composition includes: Team Leader (1); Social Scientist (1); Research Manager (1); Human Terrain Analyst (2).   The contractor shall provide analytical, advisory and technical expertise that supports fully embedded Human Terrain Teams (HTTs) deployed with a BCT/RCT to a Combatant Command’s theater of operations. The support shall be provided at Forward Operating Bases within Iraq and Afghanistan, but can grow at the direction of TRADOC G-2 HTS to other locations. General and specific requirements include:

•Operate a variety of PC hardware and software, including Microsoft Office 2007 version of Outlook PowerPoint, Excel, Access, Word and Internet Explorer. Operate databases, produce graphs, briefings, background papers, and reports. •Engage, brief and persuade superiors and colleagues regarding plans, recommendations, decisions, and actions.•Operate in austere urban and desert environments in Iraq or Afghanistan, alongside U.S. Military forces. •Deploy on street-level mounted and dismounted patrol activities with military forces in hostile threat environments across Iraq or Afghanistan which include wearing individual body armor which weighs up to 75 lbs.

•Predict patterns and motives for behavior in certain demographic groups.•Analyze event statistics to determine patterns and methods of criminal enterprise.•Combine pieces of information to form general rules or conclusions (includes finding relationships among seemingly unrelated events).•Be cleared to SECRET.
