INTRODUCTION

MCLaren Traffic Engineering (MTE) was commissioned by PRD Architects to provide a Traffic and Parking Impact Assessment of the Proposed IGA Supermarket at Corner of Marshall Street and Lewis Street, Cobar. The relevant plans are reproduced in Annexure

A for reference.

1.1 Description and Scale of Development

The proposed supermarket has the following scale relevant to traffic and parking impacts.

Gross Leasable Floor Area of 1939m2;

56 car parking spaces;

Proposed vehicular access to the car park is provided via a new two-way driveway from Louth road.

1.2 State Environmental Planning Policy (Infrastructure) 2007

The proposed development is of relevant size and capacity under Clause 2014 of the SEPP (Infrastructure) 2007 to be referred to the Roads and Maritime Services (RMS) as it has its primary access less than 90m from Marshall Street (a State Road) and has a floor area in excess of 1000m2. It is expected that Cobar Council will consult the RMS as part of the Development Application process.

1.3 Site Description

The subject site is currently vacant land zoned “B2 – Local Centre” under the Cobar LEP 2012, with frontages to Lewis Street to the east and Marshall Street to the south. The site is generally surrounded by low to medium density residential dwellings and small retail businesses. Cobar is a regional town with approximately 4,000 residents (as measured by the 2011 census) and is highly dependent on the surrounding mining developments.

The site location is shown on aerial imagery and a map in Figure 1 & Figure 2 respectively.

PREVIOUS SUBMISSIONS

A development application for a similar single storey supermarket with a ground floor area of approximately 1900m2 and a total of 64 off-street car parking spaces was submitted to Cobar Council in 2011. The documentation, including reports, Council comments and RMS comments, associated with this original submission have been reviewed to inform this report. The following issues relevant to traffic and parking were identified and have been addressed specifically in this report:

No parking requirement is provided by Cobar Council and the RMS expressed that surveys of the IGA Supermarkets within Cobar should have been conducted to justify the on-site parking provision;

Concern has been expressed about the safety impact on developments surrounding the site including a school and a child care centre;

Adequacy and safety of loading and servicing areas and associated accesses.

The revised site layout and this report have been further developed based in part on the comments on the previous submissions by both the RMS and Cobar Council.

EXISTING TRAFFIC AND PARKING CONDITIONS

3.1 Road Hierarchy

The road network servicing the site has the following characteristics.

Lewis Street

Unclassified LOCAL road;

Approximately 19m in width facilitating two-way passing and kerbside parking;

Non-signposted 50km/h carriageway;

Unrestricted kerbside parking permitted along one side of the street.

Louth Road

Unclassified LOCAL road;

Approximately 15m in width facilitating two-way passing and kerbside parking;

No speed limit signposted - 50km/h applies;

Unrestricted kerbside parking permitted along both sides of the street with several 45° parking bays.

Barrier Highway (Marshall Street)

RMS Classified STATE Highway (No. 8);

Approximately 20m in width facilitating two-way passing and 45° angle parking on both sides of the road;

Non-signposted 50km/h carriageway;

Unrestricted kerbside parking permitted along both sides of the street with several 45° parking bays.

3.2 Existing Traffic Management

3.3 Existing Traffic

Historical Average Annual Daily Traffic (AADT) volumes are available for the Barrier Highway from dates in 2008 and 2009, with the detector placed approximately 1km east of the site and are summarised in Table 1.

As shown, the Barrier Highway experiences low traffic volumes in close proximity to the site in both the AM and PM peak hours. Any significant increase in traffic flows since 2009 would result from the approved Hera Mine to the south-east, the traffic assessment for which estimates an average of 10 trips per day. It is expected that low-scale local traffic flows are experienced at the Barrier Highway / Bourke Street intersection in addition to the above, however, it is unlikely that peak hour flows exceed 100 two-way vehicles per hour. Lewis Street and Louth Street are expected to have low peak traffic volumes, characteristic of local roads. Austroads Guide to Traffic Management Part 6 provides guidelines for the capacity of unsignalised intersections as shown in Figure 3, stating that “when the volumes at an intersection are less than those shown, a detailed analysis to demonstrate that adequate capacity is available is unlikely to be necessary”. Considering that the approaching traffic volumes on both the Barrier Highway (Major Road) and Lewis Street are significantly below the relevant volumes shown, no analysis of the operation of the intersection is necessary.

3.4 Future Road and Infrastructure Upgrades

From the Cobar Council and Roads and Maritime Services websites, it appears that there are no future planned road or public transport changes that will affect traffic conditions within the immediate vicinity of the subject site.

PARKING ASSESSMENT

4.1 RMS Parking Requirement

Cobar Shire Council does provide parking requirements, as such reference is made to the RMS’s “Guide to Traffic Generating Developments” Part 5.7.1 Shopping Centres which designates the following parking rates for supermarkets:

Peak Parking = 42 x A(SM)

Per 1000m2

Where A(SM) = Supermarket Gross Leasable Floor Area (GLFA)

The proposed supermarket has a GLFA of 1939m2 resulting in a parking demand of 81 (81.44) car parking spaces under a strict application of the RMS Guide. Considering that Cobar is a regional town with a limited population and different traffic and parking characteristics to the sites surveyed to inform the RMS report, it is considered that a different parking rate could be used if appropriate justification is provided. Further, the RMS stated the following in their letter dated 14th February 2014 addressing the original development proposal:

No assessment/traffic surveys of the existing IGA Supermarket in Cobar have been provided. It would appear logical that surveys and assessment of the existing store in Cobar should be carried out and included in the submission in support of the proposal for a new IGA Supermarket in Cobar;

Appropriate surveys of the existing Cobar IGA store (to be replaced following completion of the subject proposed store) have been undertaken and are detailed below.

4.2 Parking Demand Analysis

Demand of Existing Store Surveys were conducted on Friday 24th June between 8 AM – 3 PM and Saturday 25th June 2016 between 8 AM – 7 PM to determine the mode of transport that customers of an existing supermarket were using to access the site. The complete survey sheets are provided in Annexure A. The time of arrival and travel mode of customers is shown for Friday and Saturday are displayed in Figure 4 & Figure 5 respectively. Of the 900 customers recorded visiting on the Friday and Saturday, only a total of 517 drove to the site on each day – an average driver rate of 57%. The length of stay for customers was recorded and averaged 14 minutes, with an 85th percentile length of stay of 21 minutes. As a worst case, the average stay length has been doubled to half an hour (to take into account time spent moving to and from and loading a vehicle) in order to calculate the accumulation of driving customers (ie. parking accumulation); shown in Figure 6.

The maximum accumulation of parked cars is estimated at 27 at any one time for the existing store. Considering the 1500m2 floor area, this corresponds to approximately 1 parked customer car per 55m2 store floor area.

Estimated Demand of Proposed Store The existing store, with an area of 1500m2, is located approximately 150m from the proposed location of the new store and it could be considered that, given the small size of Cobar with only approximately 4000 people, the patronage will not increase as a result of the larger 1939m2 floor area of the proposed store. Nonetheless, to form a conservative result, it is assumed that the patronage of the store will increase proportional to the floor area, resulting in a demand of 1939 / 55 = 36 (35.2) parking spaces for customers. The maximum staff on-site at any one time has been estimated at 20 by the operator of the existing store. Considering the rural context and the corresponding high vehicle driver rate of approximately 80%, 0.8 parking spaces should be provided on-site per staff member which corresponds to a total of 16 spaces for staff. The total estimated car parking demand of the store based on the surveys of the existing Cobar IGA is shown in Table 2.

Car Parking Provision Taking into consideration the RMS required provision and the results of surveys of the existing Cobar IGA store, the provision of 40 spaces for customers and 16 spaces for staff on-site will satisfactorily meet the car parking demands of the site and is an acceptable provision of car parking. If in the future the parking demand increases as development and population growth occur in Cobar there is enough public car parking surrounding the site to satisfy the RMS metropolitan centre car parking rates. It should be noted that no reliance has been placed on the 22 kerbside angle parking spaces and 4 kerbside parallel parking spaces along the frontages of the site, which currently provide parking for visitors to the Cobar Town Centre, of which the proposed IGA will become a part.

4.3 Bicycle & Motorcycle parking Requirements

Cobar Council does not provide requirements for the provision of bicycle parking, however, the NSW Planning Guidelines for Walking and Cycling provide the following recommendations in terms of the provision of bicycle parking for shopping centres as summarised in Table 3.

Major shopping centres and markets 3%-5% of Staff 5% – 10% of Staff Application of the above yields a minimum requirement of 1 space for staff and 1 space for visitors. It is recommended that bicycle parking for visitors and staff be provided along the Barrier Highway frontage of the site, for use by both store patrons and the general public.

4.4 Servicing & Loading

The loading and servicing areas have been revised as part of the subject development proposal and have the following features:

Forwards entry from Louth Road into the site and forwards exit to Linsley Street for vehicles up to and including 19m long articulated vehicles;

Separation of loading facilities (including access and loading areas) from customer pedestrian and vehicular paths.

Deliveries and waste collection will all occur within the existing Right of Way, with major delivery vehicles expected on-site once or twice per week. The revised servicing and loading areas achieve best practice in terms of separation of customer and loading activities and are fully supported.

4.5 Disabled Parking

According to the Building Code of Australia, the proposed supermarket is a Class 6 building and as such requires that the site provides “1 space for every 50 carparking spaces or part thereof.” Therefore, the site requires two (2) disabled car parking spaces, which have been provided in accordance with AS2890.6:2009 design requirements.

4.6 Car Park Design & Compliance

The car parking layout of the ground floor and one basement level has been assessed against the relevant clauses of AS2890.1 and AS2890.6 and found to be compliant. The design achieves:

A total of 56 additional car parking spaces including:

o 16 car spaces of minimum 2.4m x 5.4m for IGA staff;

o 38 car parking spaces of minimum 2.6 x 5.4 for visitors;

o 2 disabled spaces of minimum 2.4m x 5.4m and adjacent shared zone

Minimum aisle widths of 6.6m and 6.1m in Visitor and Staff parking areas respectively;

8m two-way entry ramp width.

Therefore, the design of car parking and access satisfies AS2890.1:2004 & AS2890.6:2009 requirements for user classes appropriate for staff and visitors.

TRAFFIC ASSESSMENT

5.1 Traffic Generation and Impact

The RMS provides estimated traffic generation levels for shopping centres based on traffic surveys of metropolitan sites in the RMS “Guide to Traffic Generating Developments”, assuming a high proportion of private vehicle trips. The relevant extract is reproduced below.

Thursday:

V(P) = 20 A(S) + 51 A(F) + 155 A(SM) + 46 A(SS) + 22 A(OM) (vehicle trips per 1000m2).

Saturday:

PVT= 38 A(S) + 13 A(F) + 147 A(SM) + 107 A(SS) (vehicle trips per 1000m2).

A(SM): Supermarket GLFA - includes stores such as Franklins and large fruit markets.

The above rates apply to facilities provided with parking to the rates as outlined in Section 4.1 of this report, whereby 42 spaces are provided for every 1000m2 of GFA. The equivalent traffic generation per parking space corresponds to the peak Thursday peak hour rate of 155 trips per 1000m2 divided by the recommended 42 spaces per 1000m2, corresponding to 3.69 trips per car parking space. By the same process, an equivalent Saturday rate of 3.5 trips per car parking space applies. The application of these rates for the subject shopping centre with 40 spaces for customers is summarised in Table 4.

Saturday 3.5 trips per space 140 70 70 As shown above, under application of the RMS Guide rates a total of 148 (74 IN / 74 OUT) and 140 (70 IN / 70 OUT) vehicle trips are predicted during the peak Thursday night period and peak Saturday afternoon period respectively. Considering the rural context of the site and the availability of traffic data for the existing IGA centre (to be replaced by the proposed), a more accurate estimate of the future traffic generation of the site can be formed.

Based on the peak Saturday afternoon period, during which a total of 82 customers entered the store, the 40 customers who drove to and from the store corresponds to 80 peak hour trips (40 IN / 40 OUT). While Thursday night was not surveyed, even should the Thursday peak be 25% greater than the Saturday (the RMS guide indicates a typical difference of just 5%), a maximum of 100 peak hour vehicles (50 IN / 50 OUT) would be experienced – corresponding to two vehicles per minute at peak times. As outlined in Section 3.3 of this report, Austroads Guide to Traffic Management Part 6 states that analysis of the operation of unsignalised intersections with low approach volumes (below those given in Figure 3 is not necessary. The addition of 100 peak hour vehicles to the Barrier Highway / Bourke Street intersection (assuming that all vehicles use this intersection to enter and leave the site) will not increase the intersection volumes to a point that further analysis is necessary. Considering the low traffic flow volumes expected on Lewis Street, being a 19m width local road serving low density residential and commercial developments, the estimated peak traffic generation of 100 vehicles (50 IN / 50 OUT) will have no significant impact on the efficiency of nearby intersections or on residential amenity.

CONCLUSION

The traffic and parking impacts of the proposed IGA store at Corner of Marshall Street and Lewis Street, Cobar, as depicted in Annexure A for reference, have been assessed. Detailed patron surveys of the existing Cobar IGA store (to be replaced by the completed subject proposed store) have been undertaken, as suggested by the Roads and Maritime Services in their response to the previous application. The resulting customer trip characteristics used to determine that a total of 36 parking spaces for patrons and 16 for staff are required to meet the demand of the proposed store. The site includes separate parking and manoeuvring spaces for customers, staff and servicing vehicles. The design of the proposed parking and access arrangements areas have been assessed to comply with the relevant requirements of AS2890.1:2004, AS2890.2:2002 and AS2890.6:2009. The peak hourly traffic generation of the proposed store has been estimated at some 100 two-way trips (50 IN / 50 OUT) based on surveys of the existing Cobar IGA store.
