The following information is provided so that you may be aware of the structure
and operation of the Randwick City Traffic Committee.
The Randwick Traffic Committee is a Committee of Randwick City Council
but not one set up under the Local Government Act.
Council has been delegated certain powers, from Roads and Maritime
Services (RMS), with regard to traffic matters upon its local roads. A
condition of this delegation is that Council must take into account the
Traffic Committee recommendations.
Recommendations in this document may either activate the formal
delegation from RMS to the Council, or not activate this delegation.
Items which activate the delegation are indicated with the initials (AD)
below the heading.
There are four permanent members of the Traffic Committee, each of
whom has a single vote only.
The members are: the NSW Police Service, Roads and Maritime
Services (RMS), the Local State Member of Parliament (for the
location of the issue to be voted upon) and Randwick City Council.
Randwick City Council welcomes the public to attend and speak at its
Traffic Committee on issues of concern.
If the Local Member disagrees with any of the Traffic Committee
recommendations, they may appeal to the RMS or the Minister for Roads.
If the Police or the RMS disagrees with any of the Traffic Committee
recommendations, or Council’s resolution on any Traffic Committee
recommendation, they may lodge an appeal with the Sydney Regional
Traffic Committee for determination. The appeal must be lodged in
writing within 14 days of the notification to the members of Council’s
decision on the recommendation.
Any action relative to any issue under appeal must cease until the matter
is determined.
The Sydney Regional Traffic Committee is chaired by an independent
chairperson and submissions and representations are welcomed from all
interested parties.

4.1 BARRETT PLACE, RANDWICK (C) Signage Parking- Angle Parking

Vehicles park in Barrett Place, Randwick, often blocking access to the driveway of 4
Barrett Place.
To address this it is proposed to install No Stopping signage on both sides of Barrett
Place and to install 90° angle parking at the southern end of Barrett Place. The details
for this arrangement will be tabled at the meeting.
Recommendation:
That a No Stopping restriction be imposed upon both sides of Barrett Place with 90°
angle parking being permitted at the southern end of the street; noting that the details
for this arrangement will be tabled at the meeting.
4.2 BEACH STREET, CLOVELLY (C)
Signage Parking - Works Zone

The Council has received an application for the installation of a 12 metre long Works
Zone to be located along the western side of Beach Street, at the frontage of 14 Beach
Street, Clovelly. The Works Zone is required for approximately three months to
facilitate construction works. Currently there is unrestricted parking at the frontage of
the proposed development site.
Recommendation:
That:
1. A 12m long works be installed on the western side of Beach Street, at the
frontage of 14 Beach Street, Clovelly; and
2. The Standard Works Zone Conditions in Item 7 are applied.

4.3 BLENHEIM STREET, RANDWICK (C) Signage Parking- Motorcycle Parking

Vehicles parked in the narrow section of kerb (1.9m) between 23 and 25 Blenheim
Street, Randwick, often blocks the access to both driveways.
To prevent cars from parking in this section, yet allow for the parking of motorcycles,
it is proposed to install Motorcycle Only parking restrictions at these driveways.
Recommendation:
Install Motorcycle Only parking on the northern side of Blenheim Street starting 60m
west of Clara Street and extending 12.3m west to cover the areas between the
driveways of 23 and 25 Blenheim Street, Randwick.
4.4 BOTANY STREET, RANDWICK (C) Signage Parking – Works Zones

The Council has received an application for the installation of a 50m Works Zone to be
located on Botany Street at the frontage of UNSW, adjacent to Gate 11, Botany Street,
Randwick in order to facilitate construction works of the UNSW Biological Sciences
Building. The proposed Works Zone will remove 15m of the No Parking 7:00am-
9:00am, 3:00pm-7:00pm Mon- Fri. The right turning bay into Gate 11 for vehicles
traveling south will be reduced from 60m to 30m. A copy of the line marking plan will
also be presented to the Traffic Committee.
The Works Zone is required for approximately twelve months.

Recommendation:
That:
1. A 50m long Works Zone, 7:00am–5:00pm, Mon-Fri, 8:00am-5:00pm Sat, be
installed on the west side of Botany Street, Randwick, commencing at a point
75m south of the intersection of High Street and Botany Streets and extending
50m south;
2. The existing No Parking 7:00am-9:00am, 3:00pm-7:00pm Mon- Fri be reduced
from 70m to 55m for the duration of the Works Zone;
3. The previous parking restrictions be reinstated once the Works Zone is
removed; and
4. The Standard Works Zone Conditions in item 7 are applied.
4.5 DARLEY ROAD, RANDWICK (C)
Road Safety – Speeding

Council has received a request from a resident of Darley Road to investigate vehicles
speeds and volumes in the street. It has been reported that vehicles speeds are
excessive creating a safety issue for residents.
To ascertain the extent of the speeding issue in Darley Road a traffic survey was
commissioned in July 2015. The location was just east of the Market Street
intersection. A traffic survey was previously conducted at this location in 2007.
The results of the 2015 survey as well as the 2007 survey are shown below.

The results of the survey show that there has not been a quantifiable increase in traffic
speeds over the 8 year period. It is noted that the traffic volumes have increased, but
the annual percentage increase is less than 2% which is comparable with traffic growth
in the Sydney metropolitan area.
Recommendation:
That:
1. The results of the traffic survey in Darley Road, Randwick, undertaken in July
2015, be noted and;
2. The latest traffic survey be forwarded to the NSW Police for consideration of
speed enforcement.

4.6 DUDLEY STREET, COOGEE (C)
Linemarking – Centrelines

A review of the linemarking at the intersection of Dudley Street/Byron Street/Thomas
Street, Coogee, has revealed that the previously existing double centrelines (BB) on
Dudley Street east of Byron Street are no longer visible.

It is proposed that the separation line marking be re-installed and extended west of
Byron Street as marked in the plan shown, as the horizontal and vertical curves on
approach to the intersection can cause driver confusion. Under NSW legislation the
dividing barrier lines may be crossed to enter the road, allowing residents to access
their driveways on the northern and southern sides of Dudley Street.

4.7 ELIZABETH STREET, RANDWICK (C) Event, Road Closure - Temporary

An application has been received to temporarily close off Elizabeth Street, between
Alison Road and Elizabeth Lane, on sixteen different occasions, to be able to facilitate
crane lifting for 12-14 Belmore Road mixed use development. The indicative dates are
as follows as confirmed by the applicant.

An appropriate Traffic Management Plan (TMP) and a Traffic Control Plan (TCP) have
been prepared and to be implemented as per the following:
1. The applicant organises letterbox drops to all affected businesses and
residents one week before the actual event;
2. All barricades and necessary signposting shall be installed by the organisers
and maintained during the period of the closure by authorised Traffic
Control Officers engaged by the applicant:; A minimum of 4.0 metres
corridor for use of emergency vehicles shall be maintained within the areas
of the proposed closure;
3. All traffic control devices are to be installed in accordance with Australian
Standard 1742.3;
4. No fixtures of a permanent nature shall be located on the public way;
5. At all times, access to adjoining premises in the proposed street closures
shall be maintained to the satisfaction of the Emergency Services. All
services (fire hydrants etc) shall be kept free of any obstructions;
6. All emergency services (Police, Fire Brigade and Ambulance) shall be
advised of the proposed temporary road closures;
7. All barriers and signs associated with the road closure shall be removed at
the dates nominated to reopen the streets to traffic; and
8. The TMP and TCP have been forwarded to the Road and Maritime Services
and it has advised that road occupancy licence is not required for road
closure.
Recommendation:
That the applicant be granted permission to effect the proposed road closures, in
Elizabeth Street, Randwick, for the 12-14 Belmore Road development, as detailed.

4.8 HAVELOCK AVENUE, COOGEE (C) Signage Parking - Loading Zone

Following community concerns raised regarding the usage of the loading zone located
on the southern side of Havelock Avenue, east of Asher Street, Coogee, a face-to-face
survey of businesses was undertaken.
The existing parking restrictions are shown in the following table:

The majority of the businesses were in favour of a shorter Loading Zone, operating
between 7am-11am Monday-Friday. The business operators acknowledged that the
Loading Zone with a shorter duration would allow more customers parking.

4.9 JUDGE LANE, RANDWICK (C) Road Safety - Road Closure

Council has received a request from Claremont College for an investigation into the
possibility of the part-time restriction of Judge Lane, Randwick, to motor vehicle
traffic. The college occupies properties on both sides of Judge Lane which is a designated
10km/h Shared Zone. To ascertain the extent of the vehicle volumes and speeds in
the laneway a traffic count was undertaken in May 2015. The results of the survey are
shown below:

The 85th percentile speed is almost three times the sign posted 10km/h speed limit,
which would suggest that speeding vehicles may be an issue.
A part-time, daily restriction on motor vehicle traffic (school days only) between the
hours of 9am - 3pm would virtually eliminate any conflict between passing vehicles
and pedestrians crossing the lane. Given the low traffic volumes the traffic impacts of
redirecting traffic would be relatively minor.
At this time there is no firm Council position on this matter, however, it is noted that
Section 116 of the Roads Act gives Roads and Maritime Services (RMS) the authority
to approve the erection of notices or barriers for the purposes of regulating traffic. It
is considered appropriate, at this time, to seek the RMS’ view on this matter.
Recommendation: That:
1. It be noted that at this time there is no firm Council position on this matter;
2. the views of Roads and Maritime Services be sought regarding a possible part-
time restriction on motor vehicle traffic in Judge Lane, from, say, 9am – 3pm
during school days; and
3. this matter be referred to the Council for consideration once the view of RMS is
received.
4.10 RAINBOW LANE, RANDWICK (C) Signage Parking - No Parking

Several residents have contacted Council over the last 12 months to request the
installation of No Parking restrictions in Rainbow Lane, Randwick, between Howard
Street and Oberon Street, as parked vehicles often block access to and from their
garages and driveways. This has resulted in a piecemeal approach to signage and the
existing No Stopping and No Parking restrictions are not enforceable as the signs do
not have a defined length or closing signage.
Following a review of driveway locations the following restrictions are proposed.

Residents of Avoca Street have reported that vehicles parking in Rainbow Lane are
blocking access to their garages.
Rainbow Lane is 4.5m wide and the garage openings are positioned on the property
boundary. Vehicles parked opposite the garages will obstruct access entry and exit.
The mandatory No Stopping zones at the intersection with Helena Street to the north
and West Lane to the south are both signposted “No Stopping”.
It is proposed to signpost the remaining 22m section of Rainbow Lane between Helena
Street and West Lane as “No Parking”.

4.12 WARATAH AVENUE, RANDWICK (C) Signage Parking – Works Zone

The Council has received an application for the installation of an 18 metre long Works
Zone to be located along the southern side of Waratah Avenue, near the side frontage
of 62-68 Belmore Road, Randwick. The Works Zone is required for approximately three
months to facilitate construction works. Currently there is 1 hour parking restrictions
at the proposed Works Zone site.
Recommendation:
That:
1. An 18m long Works Zone be installed on the southern side of Waratah Avenue,
10m west of Belmore Road, at the side frontage of 62-68 Belmore Road,
Randwick;
2. That the “1P, 8:30am-6:00pm, Mon-Fri, 8:30am-12:30pm, Sat” parking
restrictions be reinstated once the Works Zone is being removed; and
3. The Standard Works Zone Conditions in Item 7 are applied.
4.13 MARY HAMER LANE, KINGSFORD (H) Signage Parking - No Parking and 1P parking

Request received from the St. Spyridon College Infant School to increase safety and
efficiency of pick up and drop off arrangements for school children.
An onsite meeting was held and it was agreed that a pick up and drop off zone be
installed on the eastern side Mary Hamer Lane between the crossing and the school
playground boundary. It was also agreed that with this arrangement an access gate

was to be installed by the school at the top of the proposed zone to allow better access
for children to safely in and out of the vehicles in the zone.
In addition, the Council also received a request from the Kingsford Veterinary Hospital
to install time restricted parking along the eastern side of Mary Hamer Lane at the
same location of the proposed school drop off and pick up zone. The Vet has also
advised that majority of their clients are elderly and are having extreme difficulty
finding parking spaces due to the church, school and also other motorists are parking
in the Lane way for extended periods of time.
Therefore, it is considered that 1P parking restriction be installed on the eastern side
of Mary Hamer Lane at the same location for the drop off and pick up zone is being
proposed.

4.14 TODMAN AVENUE, KENSINGTON (H) Signage Parking - Resident Parking

The residents of Todman Avenue, on the western side, between Carminya Street and
Baker Street, were surveyed requesting their views on the installation of resident
parking outside their properties.
Eight responses were received from residents: two (25%) in support of and six (75%)
against resident parking. One of the residents in support had one vehicle and one off-
street parking space, thus would not be entitled to a resident parking permit.
From the results of the resident survey it is proposed to not extend the install a
resident parking scheme to the west side of Todman Avenue, between Carminya Street
and Baker Street.
Recommendation:
That it be noted that the resident parking scheme will not be extended to the west side
of Todman Avenue, between Carminya Street and Baker Street, Kensington, given the
results of the resident parking survey.
4.15 ANZAC PARADE, MAROUBRA (M) Signage Parking - No Stopping

Notwithstanding the fact that Anzac Parade, Maroubra, is a State Road, under the care
and control of the Roads and Maritime Services, it is considered that the following
matter should be discussed at Traffic Committee prior to a formal request being placed
before the Authority. It is noted that the RMS representative will be unable to
endorse, on behalf of the RMS, any recommendation arising out of this item.
As part of 2015/2016 footpath construction program, Council’s Technical Services has
prepared a concept plan to construct a footpath in association with pram ramps in
Murray Street and Anzac Parade intersection, Maroubra (concept plan attached).

It has been considered that, when Council’s Technical Services installs these
pedestrian links, a length of No Stopping should concurrently be established on the
eastern side of southbound Anzac Parade carriageway to ensure adequate sightlines
are being established for emerging pedestrians.
Recommendation:
That the following parking restrictions be installed on the eastern side of Anzac Parade,
Maroubra, at the vicinity of 1042 Anzac Parade, Maroubra.

In response to concerns regarding illegal parking in the residential subdivision bounded
by Fairsky Street, South Coogee, an inspection of parking control signs was conducted.
Although the signage in the subdivision has been installed in accordance with the
Australian Road Rules the directional arrows on the signage does not cover the area
within 10m of intersections. Whilst this area is covered by an alternate section of the
Road Rules it has caused confusion amongst residents.
In order to bring the standard of signage up to a level acceptable to Council would
require the installation of 9 additional posts and signs within the subdivision, as well as
alteration to 9 existing signs. There are currently 16 posts with parking control signs
within the subdivision.
Rather than install additional signs in the area it is intended to replace all parking
control signage with yellow C3 No Stopping lines, in accordance with Australian Road
Rule 169, on intersections and other areas where No Stopping restrictions are
required.

4.18 LEXINGTON PLACE, MAROUBRA (M) Event, Road Closure – Temporary - Busking Competition

Council will be organising a community event, called Busking Competition, to be held on
Saturday, 28 November, 2015, between 8am to 3pm, in Lexington Place, Maroubra. A
Traffic Control Plan (TCP) is being prepared and to be implemented according to the
following:
a) Council organises letterbox drops to all affected tenants and residents
one week before the actual event;
b) All barricades and necessary signposting shall be provided by the
organisers and maintained during the period of the closure by authorised
Traffic Control Officers engaged by the event organisers;
c) A minimum of 4.0 metres corridor for use of emergency vehicles shall be
maintained within the areas of the proposed closure;
d) All traffic control devices are to be installed in accordance with
Australian Standard 1742.3;
e) No fixtures of a permanent nature shall be located on the public way;
f) At all times, access to adjoining premises in the proposed street closures
shall be maintained to the satisfaction of the Emergency Services. All
services (fire hydrants etc) shall be kept free of any obstructions;
g) All emergency services (Police, Fire Brigade and Ambulance) shall be
advised of the proposed temporary road closures; and
h) All barriers and signs associated with the road closure shall be removed
at the dates nominated to reopen the streets to traffic.

4.19 MCCAULEY STREET, MATRAVILLE (M) Road Safety – Speed and Volume

A group of residents have contacted Council to request the closure of McCauley Street,
Matraville, from Perry Street to Harold Street, Matraville. Principally their concerns
relate to the volume of heavy vehicles travelling along the section of McCauley Street
where southbound vehicles over 6m are not permitted. Vehicles travelling northbound
on McCauley Street are however permitted to enter Perry Street.
To inform drivers of the southbound restriction, ‘No left turn vehicles over 6m’ and ‘No
right turn vehicles over 6m’ signs are installed on Perry Street at the intersection with
McCauley Street, and advance warning signage stating ‘No access to McCauley Street
vehicles over 6m in length alternate route via Beauchamp Road / Botany Road’ is
installed on approach to the intersection.

In addition to the signage a pedestrian refuge with an Elsholz kerb profile has been
installed in McCauley Street at the intersection with Perry Street to deter longer
vehicles from turning into McCauley Street.

In order to quantify the volume of vehicles travelling illegally in McCauley Street, a
traffic count was undertaken just south of Perry Street, for a seven day period. The
results of the count are summarised in the table below. Data from a count carried out
in 2009 has been provided for comparison:

The data recorded a significant number of vehicles over 6m travelled illegally
southbound on McCauley Street from Perry Street, and there appears to be a

significant increase in 3 axle trucks or buses travelling in both southbound and
northbound directions.
Given that Matraville is an established industrial and residential area and due to the
proximity of Port Botany, heavy vehicular traffic is to be expected on the arterial and
collector road network.
Although the data does confirm that a number of drivers are disobeying the
restrictions and travelling southbound on McCauley Street, a road closure would not be
supported as this type of restriction prohibits through traffic of all types and
maintaining access to Harold Street and Australia Avenue is important to residents.
It is recommended that the existing restriction should continue to be enforced by the
NSW Police and that the existing signage on Perry Street be reviewed with a view to
improving its prominence.
Recommendation:
That:
1. The data from the traffic counts in McCauley Street, Matraville, be forwarded to
the NSW Police Highway Patrol for enforcement;
2. The existing signage on Perry Street to advise drivers of the restriction be
reviewed.
4.20 MAROUBRA FUN RUN 2015, MAROUBRA (M) Event – Road Closure - Temporary

On Sunday 25 October, 2015, the annual Maroubra Fun Run will be held in the streets
of Maroubra.
Localised road closures will be in place from 8:30 am until 11am. The most critical
road closure will be the southbound carriageway of Malabar Road from Fitzgerald
Avenue to Beauchamp Road. Traffic in this section will be diverted via New Orleans
Crescent and Chicago Avenue back to Beauchamp Road.
The traffic management for the event will operate as per last year’s arrangements.
Police will be positioned at other critical intersections where traffic from side streets
conflicts with the runners. A full list of closures and associated detours, as well as a
map of the course is listed below.
Residents will be advised in writing of the temporary road closures.
Recommendation:
That:
1. approval is given for the temporary road closures as outlined in the report to
facilitate the 2015 Maroubra Fun Run;
2. that information on the changes to the bus service be installed at bus stops
within the event area; and
3. A temporary bus layover be created for the duration of the event, on Marine
Parade, outside the Maroubra Seals Club.

7.1 WORKS ZONES

person/s with the appropriate RMS authorisation) and that any traffic
controllers utilised must have current appropriate accreditation from RMS;

Stopping zone if the operator (or their sub-contractors): i. compromise pedestrian safety, or
ii. add significantly to traffic congestion in this area, or

private use of the public road are met,
with the zone being reinstalled once the issue of concern is
properly addressed;
c. The Council Rangers enforce the restriction; and
d. Authority be given to the Council to remove the Works Zone and reinstate
the previous restrictions, when the applicant advises that it is no longer
required.
