4-1. BACKGROUND
Implementation of the ITS initiatives is
based upon CVAG’s priority needs, partner
agencies needs, stakeholders needs,
project requirements, and funding
availability. Typically, under a phased
implementation process, ITS projects are
identified as either near-term projects or
long-term projects. Near-term projects are
those that address critical needs and are
technically and institutionally ready for
deployment. Long-term projects are those
that address the needs that are not as
critical, and/or require technologies or
interactions that are not feasible in the
near-term and are recommended for future deployment. To accommodate for this progressive buildout
of the Regional Traffic Signal Synchronization Project, steps must be taken to ensure that the most
critical corridors are given priority for near-term upgrades, and will allow the region to be upgraded in a
subsequent fashion henceforth. Therefore, a ranking system and criteria were developed in order to
determine the priority corridors that are candidates for the first phase (near-term/interim buildout)
project improvements and traffic signal synchronization. The long-term projects will be identified in the
subsequent chapters.
4-2. INTRODUCTION
The purpose of this chapter is to provide CVAG and
cities/agencies with an evaluation of the regional arterial
corridors in order to develop a priority list for the first phase
(near-term/interim buildout) project improvements and
selection of the candidate corridors for traffic signal
synchronization under this contract.
This priortity list will be utilized as a guide for the deployment
and implementation of the Coachella Valley’s first phase
(near-term/interim buildout) project improvements and
corridors that are deemed to have priority. Under this
analysis, the top 21 corridors will be taken into consideration.
The near-term/interim buildout project related
improvements may include:
� Upgrading existing legacy traffic management systems to an Advanced Traffic Management
Systems (ATMS)
� Upgrading existing legacy communications to Ethernet/Internet Protocol (IP)-based
communications

� Upgrading existing legacy traffic signal controllers to Advanced Transportation Controllers (ATC)
� Implementing other ITS elements, such as: Video detection cameras, CCTV cameras, arterial
management systems, DMS systems, C2C communications, and TMCs
� Inter-agency traffic signal synchronization
Implementation of these ITS initiatives are based upon CVAG’s priority needs, local city/agency needs,
project requirements, and funding availability for the first phase (near-term/interim buildout) project
improvements and traffic signal synchronization along the priority corridors.
The migration plan in order to implement the first phase (near-term/interim buildout) project
improvements and the next steps for implementing the ultimate buildout conditions will be further
developed with each agency, the region, and CVAG as part of the subsequent chapters in the Traffic
Signal Interconnect Master Plan, “System Engineering Management Plan (SEMP)” and the “Concept of
Operations & Deployment (ConOps) Plan”.
The following sections provide detailed descriptions of the candidate corridors, the ranking system,
criteria, and methodology for selecting the priority corridors, and the results.
4-3. PROJECT CORRIDORS
Table 4.1 summarizes the candidate corridors that were analyzed for first phase (near-term/interim
buildout) project improvements and traffic signal synchronization. This table shows the Coachella
Valley’s regional arterial roadway network including the roadway/highway name, roadway classification,
as well as the roadway limits and jurisdictions the roadway passes through. The roadway classifications
are based on the County of Riverside’s General Plan Circulation Element dated December 2015.

As shown in Table 4.1, there are 78 corridors within the project area and are the primary candidates for
the first phase (near-term/interim buildout) project improvements and traffic signal synchronization.
The majority of these corridors are classified as Expressways, Arterials, Urban Arterials, and Major
roadways per the County of Riverside’s General Plan Circulation Element dated December 2015. The
Secondary Roadways that are provided in this list are extensions of the roadways mentioned.
Table 4.2 summarizes the candidate corridors that were analyzed for first phase (near-term/interim
buildout) project improvements and traffic signal synchronization. These roadways are classified as
Secondary Roadways per the County of Riverside’s General Plan Circulation Element dated December
2015. This list is provided in order to balance the number of candidate corridors per agency for project
improvements and traffic signal synchronization. It should be noted that the cities of Desert Hot Springs
and Indio have far less Major and/or Arterial roadways within their jurisdictions.

As shown in Table 4.2, there are 40 corridors within the project area, and are the secondary candidates
for the first phase (near-term/interim buildout) project improvements and traffic signal synchronization.
4-4. PRIORITIZATION PROCEDURE AND RANKING SYSTEM
As shown in the Tables 4.1 and 4.2, there are 78 corridors that are primary candidates and 40 corridors
that are secondary candidates; both are included in the prioritization analysis for the first phase (near-
term/interim buildout) project improvements and traffic signal synchronization.
As mentioned previously, in order to complete the ultimate communication buildout of the Coachella
Valley, a large fiscal budget is required for all proposed ITS technologies to be procured and upgraded.
To accommodate for this progressive buildout, steps must be taken to ensure that the most critical
corridors are given priority for immediate upgrades (e.g. funds available under this contract for phase
one near-term/interim buildout project improvements), and will allow the region to be upgraded in a
subsequent fashion henceforth. Therefore, a prioritization procedure and ranking system was created in
order to rank each candidate corridor numerically from highest to lowest. This is based on a set of
criteria with an associated numerical value that is weighted from highest to lowest. The criteria with the
highest weight (numerically) are deemed the most important, and the subsequent criteria follows.
The following summarizes the criterion that was developed for the prioritization and ranking system.
The criteria is shown from the highest ranking to the lowest.

1) Corridor Classification: This criteria is ranked the highest
because it is relative to the operations and capacity of the
roadway based on current and future conditions. Typically,
roadways that are classified as Arterials have more lanes and
higher traffic volumes relative to roadways that are classified
as Secondary. Therefore, corridor classifications are used as a
subset for calculating the total points scored under this
criterion. For the Coachella Valley, roadways are classified as
follows: Expressways, Urban Arterials, Arterials, Major, and
Secondary roadways. In regards to the scoring system,
Expressways are allocated with the highest points, while
Secondary roadways are allocated the lowest.
Note: Roadway classifications are per the County of Riverside’s
General Plan Circulation Element dated December 2015.
2) Average Daily Traffic (ADT) Volumes: This criteria is ranked
the second highest because roadways with higher ADT tend
to have more congestion, less traffic progression, and
possible queueing issues at intersections. Corridors with
higher ADT should have greater benefit from traffic signal
synchronization as well as project improvements in order to
monitor traffic conditions remotely and make adjustments
to improve the traffic flow.
The ADT volumes that were used for this analysis were obtained from the CVAG’s annual ADT
count program, 2015 Daily Traffic Volumes. The actual ADT’s that were used for this analysis are
based on calculating the average ADT volumes within the limits of each corridor. For example:
Fred Waring Drive has 16 ADT count locations, these counts were averaged, and this is the ADT
used for the prioritization analysis.
3) Direct Access to Freeway: This criteria was selected
because roadways that have direct access to freeways are
the primary arteries into and out of the Coachella Valley.
In addition, corridors that are directly connected to
freeways may experience higher directional traffic flows
during peak hours. Corridors that experience higher
traffic volumes and congestion due to direct freeway
access can greatly benefit from traffic signal
synchronization and traffic monitoring. Interstate 10 (I-10) and State Route 86 (SR-86) are the
primary freeways that traverse through the Coachella Valley. Roadways were scored higher if
they have direct access to either of these freeways.
4) Number of Agencies along Corridor: This criteria was selected because roadways that cross
multiple jurisdictional boundaries are used area wide and require a coordinated effort between

agencies in order to improve traffic flow. Typically, traffic signal timing changes from one
jurisdiction to another, which can cause congestion and less traffic progression. Therefore,
corridors that cross multiple jurisdictional boundaries can greatly benefit from traffic signal
synchronization and traffic monitoring.
5) Traffic Signal Density Ratio (Number of Signals/Mile):
This criteria was selected because it takes into
consideration the number of traffic signals based on the
length of a roadway segment. This ratio is an indicator of
how beneficial traffic signal synchronization would be
along each corridor – the higher the ratio the greater the
benefit. Therefore, corridors with a higher signal density
are given greater priority for traffic signal synchronization and project improvements.
6) Existing Communications System: The existing communication network along each corridor
plays an important role in the selection of candidate corridors for project improvements. Proper
communication connectivity along corridors is critical to maintain traffic signal synchronization,
remote monitoring, and troubleshooting. Corridors with existing communications infrastructure
are given higher priority due to the ease of implementing traffic signal synchronization and
project improvements. Since fiber optic cable has greater reliability and bandwidth when
compared to wireless radios and hardwired/twisted-pair cable; corridors with existing or near-
term planned fiber optic cable are scored highest, then wireless radios (5.8 GHz), and finally
hardwired/twisted-pair cable.
After selecting the ranking criteria, it was determined that the ranking system would use a set of
weighted criteria to calculate and overall score in order to rank and prioritize the candidate corridors for
the first phase (near-term/interim buildout) project improvements and traffic signal synchronization.
Each criterion is assigned a weight (e.g. numerical value) to signify its importance. There is also a range
associated with each criteria, which is assigned a functional factor (e.g. numerical value) to signify its
importance within each criteria. Each candidate corridor would receive a score based on the sum of the
product for each category it satisfies. This is calculated by the following formula:

The corridor with the highest points will be ranked number one, and the others will follow.
Table 4.3 summarizes the prioritization criteria. This includes the criteria, range, functional factor, and
weight (importance) with their associated values. These criteria were used to calculate the score for
each candidate corridor.

The following summarizes the relationship between each item as shown in Table 4.3.
� Criteria – The criteria are prioritized from highest to lowest. It was determined that roadway
classifications would be given the highest weight (importance), followed by ADT, connection to
freeways, signal densities, number of agencies along corridors, and lastly the communications
criteria.
� Range – The range is associated with each criterion. The level of importance within the range is
shown from highest to lowest.
� Functional Factor (fi) – The functional factor provides the ranking/score associated with the
range from highest to lowest in each criterion.
� Weight (Importance) (wi) – The weight of importance is the ranking of the criteria from highest
to lowest. This varies between 7 and 1; 7 is given to the highest priority (Street Classification),
and 1 is given the lowest priority (Communications).

4-5. PRIORITIZATION RESULTS
This section summarizes the prioritization and ranking results of the candidate corridors. This is based
on the scores that were calculated using the methodology explained in the previous section.
Table 4.4 summarizes the prioritization and ranking of the primary candidate corridors. These are
sorted from highest to lowest score.
Table 4.5 summarizes the prioritization and ranking of the secondary candidate corridors. These are
sorted from highest to lowest score.
Each table includes the corridor, street classification, 2015 average ADT volumes, direct access to the
freeway, the number of agencies along each corridor, the direction of each corridor, the number of
signals along each corridor, the number of signals per mile (signal density), the type of trip generators
along each corridor, existing communications, and the calculated score. The corridor with the highest
score is ranked number one, and the others follow.
The top 21 corridors will be taken into consideration for the first phase (near-term/interim buildout)
project improvements and traffic signal synchronization.

4-6. SUMMARY OF PRIORITY CORRIDORS
This section summarizes the top ranked/priority corridors that are the primary candidates for the near-
term/interim buildout project improvements and traffic signal synchronization. The top 21 corridors are
considered for project improvements and traffic signal synchronization based on the contract scope of
work. Selection and implementation of the project improvements and synchronized corridors will be
based upon additional coordination with CVAG, partner agencies, stakeholders, project requirements,
and funding availability.
As shown in previous section, 70 primary corridors have been included in the prioritization and ranking
process. The ranking results show the top 21 corridors have average ADT above 15,000, and most
corridors traverses through multiple agencies.
Additionally, 40 secondary corridors were also analyzed in the prioritization and ranking process. The
overall scores are significantly lower than those of the top ranking primary corridors, but it is important
to note that this list will provide further information to cities that are considering improvements along
the secondary roadways.
Table 4.6 summarizes the Top 21 ranked corridors that are the primary candidates for the near-
term/interim buildout project improvements and traffic signal synchronization.
