Orlando-Orange County Expressway Authority System’s Traffic Data & Statistics Manual
Traffic Count Summary
The following pages are a summary of existing traffic counts that have been gathered on
the expressway system in recent years. The Orlando-Orange County Expressway
Authority (Expressway Authority) has authorized an annual counting program which
provides a minimum of two traffic counts annually at all of the toll collection points on the
Expressway system. At un-tolled ramps, all of the locations are counted or two
consecutive days each year. At each toll collection point, seven days of data are
available.
Daily and monthly adjustment factors, which were used to convert 24-hour weekday
traffic counts to Average Annual Weekday Traffic (AAWT), are presented for each of the
mainline toll plazas and their accompanying ramps. These factors are based on seven
day (7) day counts at the mainline toll plazas, and on monthly transaction records for the
most recent year unaffected by toll adjustments and major system additions. For
example, if a 24-hour roadway count was collected on a Tuesday in July at a certain
location, then that count would be multiplied by the appropriate Tuesday factor to
convert it to an average weekday volume, and by the appropriate July factor to convert it
to an average annual weekday volume. In this way, the variations in weekly and
monthly traffic can be normalized so that counts taken at different times in the year can
be compared.
The following pages contain estimates of Average Annual Weekday Traffic (AAWT) for
all toll plazas, mainline sections, and ramps associated with the Expressway Authority’s
facilities. The data, where available, includes the most recent observations, as well as a
seven (7) year traffic history. Graphical representations of the corresponding data are
also provided.
Complete traffic data is included for SR 408 (East-West Expressway), SR 417 (Central
Florida GreeneWay), SR 528 (Beachline Expressway) and elements of the SR 429
(Western Beltway) that opened to traffic on July 08, 2000 between SR 50 (west Colonial
Year 2005 OOCEA System’s Traffic Data & Statistical Manual Section II-2
Drive) in Ocoee and US 441 in Apopka and the connection allowing travel to and from
the Florida’s Turnpike that opened on November 09, 2001.
In addition, complete traffic data is included for SR 429 (Western Beltway Part “C”) from
the Florida’s Turnpike to CR 535 that opened in December of 2002 and the Goldenrod
Road Extension from Narcoossee Road to Cargo Road that opened in March 2003.
For the year 2005 System’s Traffic Data and Statistics Manual, the traffic data for SR
429 (Western Beltway Part “C”) from CR 535 to Seidel Road that opened in December
of 2005 is not included due to not having count information available.
The year 2005 System’s Traffic Data and Statistics Manual expressway mainline
AAWT’s were balanced due to the Expressway Authority’s system being a closed
network of limited access facilities. The beginning points to balance the mainline traffic
volumes were considered to be at the mainline toll plazas where the most accurate data
was obtained. In addition to balancing the mainline volumes, minor adjustments had to
be made to some individual ramp terminals to balance the mainline AAWT’s. As
previous stated the following pages summarize the balanced mainline and ramp
volumes.
