In a new federal riding like South Okanagan-West Kootenay, there's bound to be a glitch or two.

Electors in the Trail area are urged to carefully read their voter information cards, which were mailed out last week. The reason being, like simi-lar reports from across the country, certain Oct. 19 polling day locations in Trail are questionable.

For example, some East Trail residents are directed to go to the Trail Memorial Centre for advance polling this weekend. Whereas those same voters were advised on their card, to cast a ballot in the Warfield Community Hall on elec-tion day.

Notably, unless Elections Canada makes the associated corrections, the Trail voter would indeed have to drive up to the village to vote that day.

The local riding office has been inundated with calls about such errors, and Roberta Post from the main returning office location in Penticton, confirmed new voter information cards are on the way for affected Trail residents.

“I can tell you that the polling district group of people (East Trail, polling number 230) have been moved to the Trail Memorial Centre as their poll-ing place on voting day,” Post told the Trail Times on Monday. “Everyone will get a new voter infor-mation card in the mail, directing them there.”

It's all part of the normal period of adjustment during the election process, says Dorothy Sitek from Elections Canada.

Trail has reinvented itself as a sus-tainable, liveable city but hasn't lost sight of its industrial roots, if its inter-national win in the Communities in Bloom competition is any indication.

Dan Rodlie, chair of Trail Community in Bloom (CiB), is still in shock after returning from the 2015 National

Symposium and Awards Ceremonies held in Kamloops this past weekend.

“I'm pretty surprised,” he admitted to the Times Monday. “We didn't really expect it because you are competing against the top communities (inter-nationally).”

FROM PAGE 1“That’s why we real-

ly encourage people to look at their voter information cards,” Sitek said. “To make

sure they know where they need to go. And if there is a question or concern, check with the returning officer, to make sure they have

the right location to vote.”

She said, though quite rare, if some-thing does need to change, it’s done at the local riding level.

“There’s still plenty of time before the Oct. 13 deadline, to get a hard copy mailed to you. In the right bot-tom corner, replace-ment card is printed in red, to make sure you are using the right vote information card.”

Advance polling will be held Thanksgiving weekend (Oct. 9, 10, 11 and 12) from noon until 8 p.m. at the Trail Memorial Centre, Rossland Summit

School, Warfield Community Hall and the Fruitvale Memorial Centre.

Besides four days of advance polling, Sitek reminds voters about other options such as voting by mail with packages avail-able online or by call-ing 1.800.463.6868. Or people can visit any Elections Canada office and vote by special(blank) ballot until 6 p.m. Oct. 13.

“There will likely be a list of candidates printed out for you to consult, to make sure you are aware of all candidates in your rid-ing,” explained Sitek.

“And if you go to a completely different Elections Canada office (from your riding), you will still be voting in your own home rid-ing.” The Trail office is located in Waneta Plaza, open weekdays from 9 a.m. to 9 p.m., Saturday from 9 a.m. to 6 p.m. and Sunday from noon to 4 p.m. Proof of identity and address is required.

If a government issued driver’s ID or provincial ID card is not applicable, then two pieces of identifi-cation are required.

For a complete list-ing of identity options, visit Elections.ca.

Advance polling set for this weekend

FROM PAGE 1nationally, the city first set out for an international title back in 2007. After a few attempts, Trail CiB went back to the national stage for a win in 2010 before looking for international brag-ging rights in 2011. Five years at it, and the judges that evalu-ated the community this past summer were impressed.

“Trail is an indus-trial city that has clearly reinvented itself, celebrating its rock walls beauty that beautify and shore up properties and roads,” judges Lorna McIlroy and Ted Zarudny wrote.

“Also in the figura-tive sense, Trail rocks with vitality, energy and enthusiasm,” they continued. “The land-scape and floral dis-plays, the IncrEDIBLE Green Route, the his-toric murals and the Avenue of Clans are all assets that make the City of Trail truly (rock)!”

Rodlie has been involved since the start of the local program, which was initially brought forward by Dale Andrews and Mary

Martin. He believes in the program but says it’s up to the citizens to decide how far the smelter community has come.

“It’s like hiring a consultant at $40,000 to $50,000 every year to come in and judge your commun-ity, how you live, but not just flowers,” he said. “Flowers is less than 10 per cent of the score.”

Participating com-munities are evaluated on the overall contri-butions of municipal council and depart-ments; industry; busi-

ness and the private sector, including volunteer efforts, in regards to tidiness, environmental action, heritage conservation, urban forestry, land-scape and floral dis-plays.

The judges like that Trail CiB revisits rec-ommendations, nota-bly mentioning the city’s adopted stairs, graffiti removal efforts (Graffiti Grannies), and its move from changing out flower beds for more sustain-able mixtures. But the city did not score well in youth involvement,

an area Rodlie said needs to be addressed.

“We toured every park that (Kamloops) has, and it was unbelievable to see what they’ve done there,” he said. “They just built a longboard skate park down a hill-side.”

Gina Ironmonger’s presentation on the incrEDIBLE trail was well received from the international crowd.

The event was full of surprises, as all competitors didn’t find out how they scored until the official award ceremony rolled out

the red carpet.“It’s like going

to the Oscars,” said Rodlie. “It’s probably the best-kept secret because the judges know where everyone scored.”

Horticulture tour-ism is one of the fastest growing attractions, he said, and Trail and its neighbouring com-munity Castlegar have much to celebrate.

“We have two communities now Castlegar and Trail that have both won the world championship back to back, we won this year, and they won last year,” he explained. “There’s no other cities in North America that are that close together that have both won the world championships. That’s huge! And that on its own should be put together as a tour-ist destination pack-age.”

Rodlie is set to make a presentation to city council next week. The city will be invited to participate in the grand championship, for international win-ners, should council decide to continue to back the program they provided $110,000 to this year.

Police have released details on a one-man crime spree in Fruitvale last month.

Brody Aaron McKellar, 21, of Fruitvale, remains in custody facing a string of charges following offences committed Sept. 24.

According to Greater Trail RCMP Sgt. Darren Oelke, McKellar went on a 24-hour spree beginning with a break and enter into a Kootenay Avenue home, theft of two trucks at two local resi-dences, break and enter into an RV, and a foot chase in downtown Fruitvale.

McKellar allegedly

entered a Fruitvale residence about 3:30 a.m. Sept. 24, stole computer equipment and keys to the owner’s 2007 Dodge Ram truck. The owner woke to the sound of his car alarm and witnessed his vehicle leaving the driveway, said Oelke.

The truck was eventually located later that morning in the Pend d’Oreille area, and noted to have serious damage.

Later Sept. 24, McKellar stole a 2000 Ford pickup from Waneta-Nelway Road while the owner was in his house but was unaware of the perpetrator.

McKellar drove the stolen

truck to the 7 Mile Dam area where he broke into an RV (fifth wheel) and stole a TV, generator, Xbox, cooler and tools.

He then made his way back to Fruitvale just after 8 p.m. and was spotted by police in the stolen Ford.

Officers attempted to stop the vehicle, but McKellar is reported to have fled in the truck at a high rate of speed so police halted the chase.

McKellar continued to drive the truck around Fruitvale in a dangerous manner spurring numer-ous calls to the police, Oelke said. “The truck was locat-ed a short time later at an

apartment building where McKellar took a bicycle in an attempt to elude the police.”

Police were led on a foot chase through the village after locating McKellar on the bike, finally taking him into custody.

McKellar is facing char-ges of Break and Enter, Theft over $5000, Theft under $5000, Possession of Stolen Property, Dangerous Operation of a Motor vehicle, and three breaches of proba-tion.

He appeared in court Thursday, Oelke confirmed, and has been remanded in custody, slated for Rossland Provincial Court Oct. 13.

OPINION

A brief history of Canada’s health spending

The federal budget document began with an ominous warning about deep

cuts. Social programs, jus-tice and corrections would be spared as much as pos-sible, but no department would escape the knife.

The stark truth was revealed in a table of fig-ures. Health care spend-ing, the core of the Canadian state, was cut by 3.8 per cent in just the first year of the fiscal plan, as population and need continued to grow.

No, this is not from the Stephen Harper budget of April 2015, or any other in the last decade. It’s from the Jean Chretien budget of 1995, more than 20 years ago.

That’s the last time anyone actually cut health care spending.

But wait, you may say. Didn’t I hear that Harper has slashed health care spending by $30 billion? Yes, you probably did hear the biggest, most brazen lie of this election cam-

paign, either from the government unions that advertised it or the polit-icians who parrot it.

If health care really is everyone’s high-priority issue, as pollsters have long assured us, voters should at least know the facts.

After cutting provincial health and social servi-ces transfers for years to end the string of oper-ating deficits that began under Pierre Trudeau and continued under Brian Mulroney, Liberal finance minister Paul Martin rose briefly to the top job.

In 2004, Martin staged meetings with premiers, emerging with what was billed as “a fix for a gener-ation,” with federal health transfers to rise six per cent each year into the future.

The future for Martin’s government lasted only two years, as his minority was replaced with one led by Harper.

These galloping increases continued until

the Conservative major-ity of 2011, after which then-finance minister Jim Flaherty came to Victoria to inform provincial finance ministers of the new plan. (I was there, and the joke was that this was as far from Ottawa as Flaherty could get with-out leaving Canada.)

The six-per-cent increases, by that time triple inflation, would continue for another five years. Starting in 2017-18, increases would be tied to economic growth, with a minimum hike of three per cent, still well ahead

of today’s inflation. That remains the Conservative plan today.

All provinces east of Saskatchewan pitched a fit. Manitoba’s NDP finance minister termed it “un-Canadian.”

Lefties immediately called it a cut, to which Flaherty replied that transfers to provinces would rise from $30 bil-lion to $38 billion in 2018-19, and continue to grow after that.

In B.C., then-finance minister Kevin Falcon praised the long-term approach, acknowledging that health spending was ballooning to half of the provincial budget and had to be brought under con-trol as baby boomers start to retire.

B.C. has largely accom-plished that, with spend-ing increases below three per cent and health care outcomes that continue to lead the country.

As the current election campaign turns into the home stretch, Statistics

Canada has announced a milestone. For the first time in history, the num-ber of seniors exceeds number of children. This demographic shift is inexorable, predictable and must be addressed by whoever wins the Oct. 19 federal election.

NDP leader Thomas Mulcair is on record that he will scrap the Conservative formula for growth-based increases that he pretends are cuts, returning to six per cent every year while balancing the budget.

Little detail has been provided on how this would be done.

Liberal leader Justin Trudeau announced in Surrey last week that he will ante up an extra $3 billion over four years for health care, and “sit down with the provinces immediately” to renegoti-ate, a rerun of Paul Martin’s political theatre.

T H E A S S O C I A T E D P R E S SNEW YORK - Opening just days after NASA

announced findings showing water on Mars, “The Martian” soaked up moviegoers at the box office.

Ridley Scott’s 3-D space epic touched down in theatres with a robust $55 million over the weekend, according to studio estimates Sunday. The results again proved moviegoers’ abiding thirst for space adventures, particularly ones that rely more on mathematics than monsters.

The 20th Century Fox release, starring Matt Damon as an astronaut left for dead on Mars, exceeded expectations to nearly rank as the top October debut ever. The estimated North American opening of “The Martian” surpassed that of Christopher Nolan’s “Interstellar” ($47.5 million) and virtually equaled the debut of Alfonso Cuaron’s “Gravity” ($55.8 million).

Another acclaimed 3-D spectacle, Sony’s “The Walk,” took a back seat to “The Martian.” Ahead of a wider opening next week, Robert Zemeckis’ dramatization of Philippe Petit’s World Trade Center stunt took in just $1.6 million on 448 Imax screens.

“Hotel Transylvania 2,” slid to second with an estimated $33 million. for $90.5 million in two weeks. Denis Villeneuve’s drug war thriller “Sicario,” starring Emily Blunt, shot up to third with $12.1 million.

TIMES PHOTO

From the Trail Creek News in 1895 to the Trail Times in 2015, the venerable local newspaper and its staff (from the left; Liz Bevan, Shannon McIlmoyle,

Sheri Regnier, Jeanine Margoreeth, Kevin Macintyre, Dave Dykstra, Jim Bailey, Michelle Bedford, Lonnie Hart and Guy Bertrand) are celebrating its 120th

anniversary in 2015.

Newspaper grows from humble beginnings in 1895B Y S H E R I R E G N I E R

Times Staff

The source of prosperity of the

Trail Creek county is, of course, its

magnificent ore bodies, according

the first edition of the Trail Creek

News. “Our interests at present

lie centred in and about the noble

structure that is rising foot by foot

on the brow of the hill overhanging

the beautiful town of Trail and of

its growth and magnitude we now

write,” noted the paper's writer and

editor W.F. Thompson on the inau-

gural front page.

The day was Saturday, Oct. 19,

1895 when Volume No. 1 of The

Trail Creek News was hot off the

presses. Under the headline, “This Means

You! When You Patronize the News

You Help Trail Grow,” Thompson

writes that it is now in order for

every citizen of Trail to subscribe

for the home newspaper, The Trail

Creek News, and “the times are

right for such a movement, the

price is right and if the News of

today is not all right, we will make

it right in future issues.”

The price was said to be “cheap”

at $2 per year, and the News office

would be found open all day long

and far into the night, and future

readers were expected to hand in

their subscription at once, so they

would not miss one issue of the

Trail newspaper. “If you want the

news, you must read the News,”

Thompson proclaimed almost 12

decades ago. While there's no silver or gold

commemoration for more than a

century of news reporting, the Trail

Times staff decided an honorary pat

on the back is deserving to all the

people who have typed, pressed,

written, delivered, or simply read

their way into the 120-year history

of the Silver City's only surviving

newspaper.Over the course of the year, we

will actively seek stories from peo-

ple in the Greater Trail commu-

nity such as long time subscribers,

past paper carriers and retired office

workers, who have memories to

share about how the Trail Times has

impacted their lives.See EARLY, Page 3

Why does it take eight shots to kill a mother and a baby cub?

This is only directed to the people who continue to call CO’s and report that there is a bear in their yard or in this case, a tree.

What is it going to take to get it through your heads? You think killing a mother bear and her cub that is trapped in a tree deserves to have five rounds of lead blown into her body and dropping dead to the ground as her baby cub watches in hor-ror knowing it is next and will receive three rounds in him?

All because she is forced to sit in a tree for two days because she is too terrified to come down because dogs are hazing her, people taking pic-

tures, and others gawking at her?

On top of this, the apples that attracted the bears to the property is ladden with apples and it is on city property.

lems and do not call a CO. Let him do what he is trained to do and that is to stop poachers and other illegal activity in the bush.

• You don’t want your fruit, cut down you tree and plant non-fruit bearing trees.

• Bears breaking into your personal structures; buy a bear proof garbage bin and leave it outside where he can access it. Once he discovers he can’t get the garbage, he’ll move onto the next property and hope-

fully the next property is bear smart too. A sample of a bear proof bin is at the City of Trail-invest and protect.

• It just takes one idiot to screw things up so hold your neighbors accountable. Report your neighbors, not the bears because the bears are not the problem. It’s the people who attract them into the neigh-borhood.

• There is a bear in your backyard- go inside! And don’t come out until he is gone! Not rocket science people.

It is not your God given right to do whatever the hell you want on your property. It is illegal to feed wildlife inten-tional or not!

T H E C A N A D I A N P R E S SATLANTA - A historic

new trade agreement was announced Monday, which is certain to prompt a spirited political debate in a number of countries - starting with Canada’s election.

Here are 10 questions about the Trans-Pacific Partnership, answered:

Who’s in it? Brunei, Chile, New Zealand and Singapore started the project years ago. The United States, Canada, Mexico, Japan, Vietnam, Australia, Peru and Malaysia are now joining, bringing the membership to 12 countries. More have expressed interest in entering later, including Colombia, Thailand and South Korea.

How big is it? It’s the big-gest trade zone in the world, spanning four continents and representing 40 per cent of the world’s economy - a far high-er share than the European Union.

Is it more important than the EU? Not even close. Europe has truly open borders, allowing a free flow of people and products from one country to another. This simply changes regulations, and reduces trade barriers across a larger area.

What does it do, then? It reduces or eliminates bar-riers on a staggering array of Canadian exports to several countries, most notably Japan.

This applies to everything from machines to canola, beef and pork, minerals, forestry prod-ucts and seafood. It allows up to 3.25 per cent more foreign dairy into Canada. It allows more foreign car parts into North America without tariffs. It also creates new rules for the digital economy, such as restricting governments’ right to shut off data flows.

Why does it matter? This brings the economies of a fast-developing region into the American sphere of influence. It sets new trade standards in China’s backyard. It sets pre-cedents for future agreements, including any involving China and its state-owned-enter-prises. It increases trade and establishes unique rules for the 21st-century, cloud-computing digital economy.

So what’s the problem? It also exposes middle-class work-ers to additional low-cost com-petition from foreign labour, notably in the auto sector. It would also cut into the profits on dairy farms, although the government promises a multi-billion-dollar 10-year program to protect current farm rev-enues. Government decisions could be overturned in spe-cial tribunals, as they are in NAFTA, when companies sue over democratically adopted laws.

Is it a done deal? No. It still needs to be ratified in

national parliaments, including Canada’s, once the federal elec-tion is over. A vote is expected early next year in the U.S. Congress, and it could prove difficult.

So can we see the full text? No, not yet. It’s undergoing a legal review. The details that have been released are coming from the various governments. One Canadian official expressed hope the parties would manage to release the agreement within a few days. But it’s unclear whether Canadians will get to see it before they vote on Oct. 19.

Does this end NAFTA? No. The North American Free Trade Agreement still exists, but in areas where the two agreements conflict the newer one will usu-ally prevail. In a way, this is what Barack Obama promised when he first ran for president and said he’d revisit NAFTA - which prompted a controversy back in 2008. He promised new labour and environmental pro-visions, and this agreement has chapters on both those things.

Does this end Canada Post and the CBC? No. There’s a popular online theory to that effect, based on the provisions limiting the rights of state-owned-enterprises. But the government insists the relevant chapter excludes public servi-ces, and specifically says the CBC and Canada Post won’t be touched.

Ten questions on the new deal: What it does, doesn’t do

Surface designs for the Washington St. renewal project were on display at the Rossland Art Gallery on Sept. 30 during a public design charette.

Rosslanders had the chance to examine the designs and ask ques-tions of city staff and elected offi-cials. Mike Maturo, the city’s inter-im chief administrative officer, gave a short presentation on the project and fielded most of the questions.

Residents raised a number of issues regarding the design, which Maturo will have to take back to city council for consideration.

Among them were concerns regarding the redesign of the inter-section at Plewman Way, Kirkup Ave. and McLeod Ave. The design is intended to better define the intersection and direct traffic, but Rosslanders were concerned that it made an already sharp turn from south Plewman to McLeod even sharper. One resident proposed put-ting in a turning circle.

“We’ll revisit the Kirkup and McLeod intersection, and come back to council with comments based on the public input. So we’ll go back to the engineering firm, let them know the concerns, and go back to council with some of the limitations

on what that space can be designed for,” said Maturo. “There’s obviously some good ideas, but whether or not we can actually make those work, and meet the standards that are acceptable for traffic planning is yet to be determined.”

Concern was also raised over how narrow the streets are in the pro-posed design.

The narrow design is meant to slow down traffic, but residents were concerned that the narrower streets wouldn’t leave any wiggle room to recover from a slide during the winter. The design is also meant to discourage people from using Washington, Plewman and Kirkup as a shortcut to the highway, but residents were skeptical that would work. Instead residents proposed shutting off access to the highway altogether.

“If the residents up there and the town council thought that was a good idea, it could easily be done,” Maturo said of the proposal. “I wouldn’t take a position right now to do that until we had more time to consider it. It would obviously cre-ate an impact for all the streets lead-ing down to Columbia [Ave.]. They would witness transit say toward Red Mountain and beyond, that they currently don’t witness.”

The Beaver Valley Nitehawks seven game winning streak came to an end on Saturday at the Hawks’ Nest, as their KIJHL Neil Murdoch division rival Spokane Braves’ skated to a gutsy 2-1 win.

The Nitehawks squashed the Nelson Leafs 7-3 on Friday to extend its league-lead-ing record to 7-0-0, but the Hawks’ shooters couldn’t solve Spokane rookie goalie Blake Norman the next night. The 17-year-old net-minder earned his first win of the season, block-ing 44 shots to backstop the Braves to just their second victory.

“I give full marks to Spokane they competed very hard tonight and their goalie played really well,” said Hawks coach and GM Terry Jones. “Your just disappointed when you don’t play a full 60 minutes. I just thought we had too many passengers tonight.”

Braves forward Paxton Malone got the Braves on the board, scoring on a power play with 1:35 remaining in the first period.

Beaver Valley outshot the Braves 12-8 in the first and would come out even more determined in the second period, peppering the Spokane goalie with 19 shots but failing to score.

However unjustly, a lone goal by Braves leading scorer Kurt Redding, put the Braves up 2-0 heading into the third.

“I thought we were gutty,” said Braves coach Garry Redding. “First couple periods I thought we competed pretty well . . . Beaver Valley is an excel-lent hockey team and we knew they’d throw everything at us. A lit-tle puck-luck here and there but we’ll take it.”

The Hawks con-tinued to control the play in the final frame, and had a prime oppor-tunity to draw within one after Braves’ for-ward Lance Noomen took a roughing penalty to start the third period. But Norman was stel-lar, his best save com-ing on a redirection in front of the net where the 17-year-old rookie kicked out his right pad and stopped the puck on the goal line to pre-serve the two-goal lead.

The Hawks finally beat Norman when Weegar sent a centring pass from behind the Spokane net to Sam Swanson in the slot, and the Fruitvale native made no mistake wiring it blocker side on the Braves goalie to make it 2-1 with 5:37 remaining in regulation.

Swanson was a Hawks standout on the night, as his relentless forecheck and intensi-ty caused a number of turnovers and scoring ops for B.V. A relent-less attack, however, was marked by missed nets or thwarted by Norman, as B.V. outshot the

Braves 14-6 in the third.“Too many bad habits

surfaced when adversity got to us, and those are the things we have to address,” said Jones. “When you are winning you tend to overlook those things, so this magnified some of the bad habits and we have to correct them and that’s all there is to it.”

A late Hawks pen-alty stalled the Hawks momentum, and Spokane held on for the victory. While only their second win, the Braves team has been competi-tive in every game this season, with three of its eight losses coming in

overtime. B.V. Outshot

Spokane 45-23, with the Braves going 1-for-4 on the power play, while B.V. went 0-for-2. Swanson and Norman were named players of the game.

“If we would have scored on half our good chances we would have won by three or four goals,” said Jones. “We were lackadaisical the whole night, and that’s why we lost. Full marks to Spokane but the guys in Beaver Valley didn’t play their best tonight.”

Beaver Valley hosts the Summerland Steam at 7:30 p.m. on Friday.

The Trail Smoke Eaters rallied late but couldn’t complete the comeback against the Salmon Arm Silverbacks on Saturday, in the Smokies only match on the weekend.

The Silverbacks jumped out to a 2-0 lead in the first per-iod as Josh Blanchard and Josh Laframboise scored 28 seconds apart, while outshooting Trail 13-4.

Three minutes into the middle frame, Blanchard and Laframboise teamed up again to help set up the winning goal by Marcus Mitchell, who beat Smokie goalie Bailey Macburnie to give the Backs a 3-0 lead.

After Ross Armour was sent off for interference, Salmon Arm’s Ross Heidt completed a nice play from Taro Hirose and Carson Bolduc to make it 4-0 on the power play at 5:19.

Trail pushed back as Evan MacEachern took a Max Newton pass and rifled it by Silverbacks goalie Angus Redmond to make it 4-1 heading into the third.

Macburnie kept the Smoke

Eaters in it until Newton netted his second point of the night and fourth of the season on another power play with less than three minutes remaining to draw the Smokies within two. However, Silverbacks leading scorer Nick Hutchison capped the night off with an empty-netter late.

Salmon Arm outshot Trail 36-20 with Redmond getting the win in net for the Backs while Macburnie suffered the loss. It was the Silverbacks fifth win of the season, and they currently sit just two points back of first place Penticton who have won seven in a row since losing to Salmon Arm, 4-2, in their first game of the season.

The Smoke Eaters face the Vees in Penticton on Wednesday. The 7-1-0-0 Vees sit atop the Interior division and are led by potential first round draft picks Tyson Jost and Dante Fabbro and are coming off a 5-2 victory over the Prince George Spruce Kings on Saturday.

Trail’s next home game goes on Friday when they host the Spruce Kings at 7:30 p.m.

T H E C A N A D I A N P R E S SJust as the private Canadian networks launch

schedules full of Muppets, superheroes and other new American series, CBC is wading in with arts and culture. Have they painted them-selves into a corner?

Sure, CBC is also touting next week’s return of long-running hits such as “Murdoch Mysteries” and the “Rick Mercer Report.” New, Canadian-made scripted shows such as Chris Haddock’s sexy spy drama “The Romeo Section” will also help CBC stand out from the import-packed competition.

Making a serious scheduling commitment to arts programming in prime-time in 2015, however, simply would not happen at a rival broadcaster - which is why Heather Conway is doing it.

Conway, CBC’s executive vice-president of English services, is in the second year of a five-year plan to steer the public broadcaster towards a digital future, and one that is - as she emphasized last May at the CBC season launch -“identifiably Canadian.”

Conway was the chief business officer at the Art Gallery of Ontario prior to joining CBC in 2013. She sees the arts strategy as one that will “make sure we have a distinctive voice, an offer-ing that doesn’t look or feel like anything else on the dial.”

Selling art-related programming on TV has risks, agrees Conway. She’s heard the “eat your vegetables” marketing comparisons. One thing she’s learned from her first full year at the helm of CBC’s schedule, she says, is that she has to be willing to take creative risks - especially head-ing into a pick and pay TV universe, something the CRTC seems keen on mandating in the coming year.

“If you’re not distinctive, if you’re not identi-fiable, if you’re not offering something unique,” says Conway, “you’re dead.”

Jennifer Dettman, CBC’s executive direc-tor of unscripted content, is all in on the arts initiative.

“We have made a shift in our overall pro-gramming strategy,” says Dettman, “to do things other people aren’t doing.” That strat-egy, she adds, extends across all CBC platforms.

CBC’s marketing team has been tasked to get the message out, says Dettman, that this is not your parent’s arts programs.

CBC-TV bets on arts and culture for prime-time

Dear Annie: My wife, “Kate,” and I are in our early 40s and have been married for 15 years. We have two children.

Kate has a deeply troubling emo-tional dependence on her parents that shows no sign of changing. They wanted to come with us on our honeymoon, which I initially thought was a joke. It wasn’t. I flatly refused, and Kate became angry.

Early in the marriage, I over-looked a lot of this overcloseness, because I thought she would even-tually grow out of it when she became a wife and mother. But it hasn’t happened. Kate calls her parents every day and discusses all of our personal issues with them. She has let me know that they come before the rest of us and always will.

We’ve tried counseling sever-al times, but she cannot or will not change and it leaves me frus-trated. The only reason I’m still in this marriage is because of my kids. I’m ready to find a girlfriend. What should I do? -- Stuck in San

Francisco Dear Stuck: Finding

a girlfriend will not ease the problem with your wife, so let’s not do that. When someone marries, the spouse should always come before the parents, even though some par-ents don’t like that and may, in fact, encourage the grown child to put them first. This is unfair to the child, keeping them infantilized and dependent. Kate wasn’t mature enough to get married, but you expected her to change anyway.

The fact that Kate phones her parents daily is not a big deal. But discussing personal marital issues with them allows them to be a bigger part of your marriage than they should be, and Kate refuses to change that. You need to determine which aspects of this are worth being upset about, and which are unimportant to the basic well-being

of your children and your marriage. Please get counseling, with or without Kate, so you can work on this.

Dear Annie: I read the letter from “Need Some Relief,” the cou-ple in their 70s who were tired of hosting all the holiday dinners.

When my mother got sick, my sisters chose to host the big twice-a-year family din-

ners. When Mom recovered, she still didn’t feel up to cooking for an army of children and grandchildren, so we did a potluck-style dinner. The sisters who keep kosher were in charge of cooking the turkey and other major dishes. My broth-er and I (who don’t keep kosher) brought raw ingredients and cooked at Mom’s. Of course, we all cleaned up after.

We estimated the cost of all the ingredients and divided it equally. (Middle children are very stuck on

“fair.”) Mom provided the location, plates, cups, etc. Mom said the only downside was that she didn’t have leftovers for the rest of the week. -- Huntington, Massachusetts

Dear Huntington: Thank you for pointing out how well things can

turn out when everyone pitches in and no one expects Mom (or anyone else) to do all the heavy lifting. You found a way to make it work.

&& FUNERAL NOTICES

It is with our deepest sorrow that we announce the passing of our beloved father, Hedayat Pourmokhtari on Wednesday September 30th, 2015. We will miss his love, kindness, knowledge, sense of humor and love of poetry.

Hedayat was born on May 30th, 1931, in Yazd, Iran. A er marrying his wife Leyla, Hedayat journeyed to Abhar, a small city in northwest Iran, where he would live with his wife and children for the next 9 years. It was there that he be-gan spreading the teachings of the Bahá’í Faith, which celebrates universal peace and unity. A er which he moved to Shiraz, however, in the turmoil of the Islam-ic Revolution of 1979 he witnessed the destruction of his home at the hands of Islamic radicals. Hedayat, like so many of Bahá’ís, was captured and imprisoned for some months for no other crime than membership in the Bahá’í community. Nothing could destroy his faith or prevent him from serving the community. In 2001, he relocated to Canada, eventually settling down in Trail, to spend the rest of his days with his sons. He-dayat was a loving and caring man of faith as well as a kind father, devoted husband, and adored grandfather.

He is survived by his wife of 64 years Leyla, their six children: Ata (Teresita), Aman (Rose), Nosrat (Mahnaz), Anise (Azita), Bahador (Negar), and Vahid (Bahareh), een grandchildren: Navid, Navida, Shahine, Shamim, Amanda, Nabil, Bayan, Nadeem, Burhan, Sina, Keyvaun, Varga, Ilya, Melody and Mah-an, and three great-grandchildren: Mia, Ahveen, and Mouness who will forever cherish his memory.

Funeral services will be held at “Carberry’s Chapel,” 1298 Pine Ave, on Friday October 9, 2015 at 10:00am, followed by a graveside service at Mountain View Cemetery. A erwards, a reception will be held at Aman and Rose’s home at 1201 Paquette Dr. Trail, BC. Bill Clark of Alternatives Funeral and Cremation Ser-vices has been entrusted with the arrangements. You are invited to leave a personal message of condolence by visiting the family’s online register at www.myalternatives.ca

OBITUARIES

FROM PAGE 8Any decision to close the street

would have to be made by city coun-cil, and would no doubt undergo thorough public consultation.

There was also concern about how the new design would impact parking on not only Washington St., but also on Plewman Way.

Jessica Foster lives on Plewman, and said she’ll lose street parking, which she needs in the winter.

“So their (city staff’s) suggestion was ... it’s our problem because we bought the house there knowing that that’s where our house was, and that it was on such a steep

road,” said Foster. “We also have a lower level garage, but the drive into it is very steep and in the win-ter we can’t get in and out of that driveway so we don’t use it.”

Maturo offered to meet Foster on site to come up with a plan to change the grade of her driveway while the city has machines on site.

While many concerns were raised, there was also support for elements of the design. Members of the public left a number of notes on the renderings in support of the bike lanes, and other residents also said they were generally in favour of the changes.
