    Welcome to MacDonnell Regional Council,

    A huge thank you to all MacDonnell Regional Council staff, and communities, for their continual effort over the last four challenging months, defined by COVID-19 virus. Across all our services, we have continued to maintain high standards of work and preventative practice, as we approach the upcoming opening of the borders.

    Now, more than ever, it is critical that we continue to be vigilant in regards to handwashing, staying physically distant, and monitoring the wellbeing of ourselves, and our communities. What is happening in Victoria is scary, and we do not want to risk transmission in the Northern Territory. Let us continue to work together.

    The 2020 Northern Territory Election is coming up on Saturday, 22 August. A very important reminder for all Councillors, LA members, and staff: If you intend standing for the Legislative Assembly, you must resign from the Council twenty eight days prior to the closure of nominations (12pm 6 August). This means that you must resign before 12pm 9 July, before nominating for the Legislative Assembly at the Territory level.

    Moving into the future, and the beginning of a new financial year, I look forward to continuing our focus and energy in the delivery of valued and relevant services to all our constituents. The new Regional Plan for 2020-21 has been approved by our Council, and I am thrilled to begin the process of delivering a number of projects included as part of a record spend by Council. In our new Regional Plan, we continue to work on building and construction, upgrades to facilities and programs, as well as rate relief for businesses within the MRC region, to assist in their COVID- recovery.

    Again, I thank you all for your hard work and commitment to our communities.

    The Kintore Local Authority will have new energy this year as Kintore Youth Board members, and MacYouth workers, Francis Collins and Shania Sampson become the newest members of the Local Authority.

    Highlights for Francis while working for MacYouth (and being on the Youth Board) include taking young people on bush trips, organising new sports equipment for footy, and the youth drop-in space, as well as helping with the installation of the new water fountain.

The decision was made to delay these stories as we focused all of our energy into protecting MRC communities and staff from COVID-19.     Kathleen Abbott is MacDonnell Regional Council’s first Aboriginal Manager of Service Delivery. Prior to her current appointment, she was our longest serving Council Service Coordinator (CSC), as she was in the position at Wallace Rockhole since the Shires were created, on 1 July 2008. Kathleen speaks Western Arrarnta and English. She lives in Wallace Rockhole, about 120 km west of Alice Springs, and works out of Hermannsburg.

    This is a step for Council to de-centralise, encouraging local staff to live and work on community. In her role of Manager of Service Delivery, Kathleen supports our local government and agency services at Areyonga, Haasts Bluff, Hermannsburg and Wallace Rockhole. She will also support Max Baliva, the new CSC for Hermannsburg who was previously CSC for Wallace Rockhole.

    Kathleen will be taking part in the Milparanga Indigenous Leadership program, that was scheduled to take place in April this year. Milparanga will be rescheduled for 2021. The 1st session takes place in a regional location, and the 2nd session takes place in Canberra. Milparanga aims to promote broader understanding and acceptance of the unique place Aboriginal cultures have in Australian society. Graduates of the program, like Kathleen, will join over 1500 alumni, who support each other in their endeavours to lead, inspire and create change. Kathleen is also enrolled in a Certificate IV in Local Government.

    As part of those celebrations, Council staff heard from Kathleen about her journey.

    Firstly I would like to tell you a little about my life growing up, and then we will get into my journey with MRC.

    I grew up in Wallace Rockhole along with my four other siblings and parents. I went to the school out there from Year 1 – 6, then my parents sent me to Darwin for further schooling.

    I was there for a while, not even a year, before I got really homesick, as this was the first time I was away from my family for a long time. During this time away, my parents split up.

    When I got home my dad, who was then the Councillor representing Hermannsburg and Wallace Rockhole, told me that if I couldn’t go to school, I had to get a job. When I got home I lived with my mum, who was at the time an Aboriginal Health Worker at Harts Range. Being at Harts Range wasn’t very good as I was missing my home, so I convinced my mum to send me and my little brother back to live with my big brother in Wallace. I got him into school, and got myself a job with Community Government Council- this was all before the Shires were formed in 96.

    Working with Government Council wasn’t always what I wanted to do, I wanted to be a nurse just like my mum, and dad used to stitch up horses as well.

    I started working with the council in admin, answering phones, taking messages, sending faxes and sorting the community mail. While working, I completed Year 9 by correspondence, but got too busy and enjoyed work so much that I didn’t want to go back to school. “Everything I learnt was mostly picking it all up, on the job”.

    I had my first child in 1998, and with the support of my family members I was able to go back to work a lot easier, and even take her into work with me. I then had my second child, Kirsten, in 2000, and before you knew it I had 2 others along the way!

    Anything is achievable when you have a supportive family and work environment.

    Happy International Women’s Day!To the wonderful ladies of MacDonnell Regional Council,

    On behalf of the CEO Jeff MacLeod, President Roxanne Kenny, Elected Members and Directors, we thank you for your ongoing contribution to the MacDonnell Regional Council (MRC).

    The International Women’s Day 2020 theme is “Each for Equal” where we acknowledge that an equal world is an enabled world. For MRC, this reflects an inclusive mindset and tangible action for the women of MRC, and the women of our communities. Women are always a source of inspiration for family and society. MRC appreciates and values the services you all provide to our communities and we are honoured to have such amazing and hardworking women working within our ranks!

    I am extremely grateful to work with women of such strength, and to be guided by the leadership of our President Roxanne Kenny and Councillors Lynette Ellis, Susan Doolan, Marlene Abbott, Selina Kulitja, Sarah Stockman and all the women that are on Local Authorities, giving us direction to deliver what is best for the MRC communities.

    As we know women can do anything and everything, our collective efforts are all the more powerful with your significant contribution, you are unique and special, so I thank you all for that.

    In 2007, the last CEO of the community, who worked out at Wallace, took me under his wing and guided me through work, teaching me a fair bit in administration. He then gave me the opportunity to be acting CEO! I felt terrified and overwhelmed, because I was then dealing with people outside my comfort zone. From then on, I knew I had the support I needed, and I could go on further.

    I then became the CSC at Wallace, met a lot of people and they’re still around today. Ken came along, and has always been so supportive.

    I encourage all MRC staff to step outside their comfort zone in moving forward, and to bring other emerging leaders along with them.

    Joseph Smith has resided in Darwin for the past decade, and has a partner who is the Officer In Charge of Police at Kintore.

    Shelli has lived and worked out bush at Yuendumu and Papunya, and is also the partner of our ESO in Papunya.

    Simran has worked in the store at Titjikala, and for MacYouth in Amoonguna, and joins his partner Daisy who works at MacCare.

    Docker RiverStephen Trindle

    Stephen was recently Essential Services Officer (ESO) at Mount Liebig and has worked extensively in the APY lands.

    allocate extra funding to the Youth Board project for lights, at the BMX track

    In a previous meeting, as a gesture to support youth-led decision making, the Hermannsburg Local Authority allocated $9,500 to Youth Board Projects. The Hermannsburg Youth Board decided that they would like to spend this funding on lights at the BMX track. New CSC Max Baliva reported that the track would need around $15,000 for these lights. The Hermannsburg Local Authority then allocated an extra $6,000 to help this youth-led project shine.

    LOCAL AUTHORITY PROJECTS UPDATE Local Authorities receive Project Funds from the NT Government Department of Local Government, Housing and Community Services for investing in community projects. The funds are allocated to all

    MRC communities and are based on community population size.

    Hermannsburg ready to rock outAs part of their Stage Project, the Hermannsburg Local Authority has purchased band equipment, a diesel generator, a 20 foot shipping container, and a trailer to the value of $30,859.09. We look forward to more amazing music coming out of Hermannsburg!

    Hermannsburg Cemetery FenceThe Hermannsburg Local Authority has funded a new boundary fence for the 3rd cemetery with $38,189.46 of LA Project Funds. It consists of 1800mm high chain mesh fence, with a vehicle access gate, and 2 pedestrian access gates. As you can see, the finished project looks great! The work was carried out by a local Aboriginal business.

    Santa Teresa ready to host the National Tidy Towns in October

    As reigning title holders of the ‘Keep Australia Beautiful, Sustainable Communities – Tidy Towns Award’ for 2019, Santa Teresa hosts this year’s National Tidy Towns Awards, scheduled for the 13 & 14 October 2020. The Awards were originally scheduled for April, but have been postponed, because of COVID-19 considerations. The collaboration between MacDonnell Regional Council, Atyenhenge Atherre Aboriginal Corporation (AAAC), and the Ltyentye Apurte Catholica Education Centre (that won Santa Teresa the title) will again be on show. The Santa Teresa community will come together to showcase the initiatives, programs, passion and pride that won the title to a few hundred local and inter-state guests. A massive day tour is planned, culminating in the 2020 award night.

    The MRC Communities are starting to get cold!

    MacCare hoodies and beanies have just arrived in time for the MacCare team in Amoonguna.

    The MacCare team continue to provide a range of support to their clients, including: meals, laundry, transport, group activities, bush trips, toileting and showering support, care coordination and planning.

    In these colder months, the work of MacCare provided across eight MacDonnell Regional Council communities is greatly appreciated and needed.

    Children at MacKids in Areyonga go for weekly adventures around the community, walking, or on their bikes. In the Winter sunshine, it is a safe and fun time to get out and pound the pavement.

    This is a unique opportunity for the kids to connect with family, fostering a sense of independence that encourages them to explore and get to know their own backyard. In talking about these walks, Early Learning Centre Coordinator and Educator, Steph spoke about the way the kids sing and dance Dreaming Stories while walking, a special way of making learning something fun and physical, as well as relatable and educational.

    Do you want help using digital devices?MacConnect is here to teach residents and staff

    how to use digital devices

    MacConnect is a service that is currently being delivered in all MacDonnell Regional Council (MRC) communities to develop the capacity of residents and staff in digital literacy, and digital safety. The goals of MacConnect are to provide safe connected access to the internet, digital education and content contribution. Funding has been received from NT Libraries, and through the ‘Be Connected’ initiative, to provide communities with free Wi-Fi.

    MacConnect has developed a series of workshops tailored to a participant's digital literacy needs. ‘BeConnected Basic’ explores what is a computer, internet and smartphone. During January and February, MacConnect provided digital literacy training to 94 participants from 8 communities.

    Slam dunk for Papunya & Amoonguna!

    The Amoonguna basketball court is finished and is in use by community members! Lighting installation will happen soon just in time for night time play during warmer weather.

    The Papunya basketball court canopy structure was completed in February; there have been delays due to COVID-19 but the concrete slab has just started and will be finished and ready for play by mid-July.MRC received a $600k grant for the projects at each location from NTG Department of Tourism Sport and Culture.

    There has been an ongoing ‘Sorry’ camp at Imanpa since the tragic car accident on Christmas Day where 3 members of the Imanpa Community passed away. This gathering of the families to pay respect to the deceased has seen community members endure extreme hardships of heat, dust, wind and rain over the course of the last 2 months.

    Over the course of the weekend of February 29, busloads of people started to arrive at the ‘Sorry’ camp. To support the increase of people, and the community at large, further resources were allocated. For example, the MacSafe team from Finke were sent to Imanpa to support the community and visitors. On Tuesday 3 March, there was a commemorative service held at the Imanpa church, with over 300 people in attendance from communities in South Australia, and the NT.

    On the Wednesday, the people gathered in Imanpa left town early, and drove across to Erldunda where the funeral service was held for 4 community members, including an elder who passed away in January. The police closed the road from Erldunda roadhouse to the cemetery road turnoff, south of the roadhouse, to enable all the vehicles access across the main Stuart Hwy for a continuous procession. The service went from 10am until 4pm, as each person was laid to rest with a eulogy and prayers offered.

    In consultation with community members, the Central Australian Life Promotion Network (LPN) recently redeveloped the ‘Little Red Threat Book’, after receiving funding from the Northern Territory Government and NIAA. The book provides a community response to the concerning issue of suicide being used as a threat.

    In her opening address, Aunty Elaine Peckham encouraged everyone to believe in themselves, that things will change, and encouraged asking questions.

    Boarding students from Titjikala have been keeping busy on their schoolwork, as well as their creativity, even though they can’t attend school. The schools were closed, because of COVID-19 restrictions.

    The Early Learning Centre in Finke is one of the latest MRC facilities that has been treated to an upcycled handwashing station from the civil team. This is just one example of our innovative hygiene stations that have been popping up all across the MRC communities!

  • MRC wants to plan with communities for the future. MRC wants to look at the current and future community infrastructure needs for the next 5-10 years. The first round of consultation will be taking place at Local Authority meetings. Some communities have chosen to hold these meetings outside with a barbeque, so members of the public can easily join and see the decision making processes.

    Look out for Local Authority meeting notices and come and have your say in the decision-making process.

    Along with all nominations in the April period, Danielle and the Tech Services team are to be congratulated for being awarded employee/s of the month at such a turbulent time.

    Danielle is congratulated for her consistent adaptation and innovative response in the WHS role during COVID-19, where she put in extra time and effort to ensure staff were safe, and thorough processes were in place.

    Kitty and her team, in Tech Services, took on travel approval processes and demonstrated great flexibility in taking on such responsibilities. The team has continually gone above and beyond to provide this support.

    Anthony, a Civil Works member in Amoonguna, is congratulated for performing a range of duties beyond his job description, and taking on more responsibilities- even when the Team Leader was away, and when minimum support was available. He also performed extremely well on the projects given to him, where his attendance was above 96% for that period of time. Anthony plays a critical role in the Civil team in Amoonguna, and is a role model for young members of community.

    The 2020 MacYouth Sport Calendar kicked off at Ross Park in March. MRC had 6 communities participate in the a 5-a-side Soccer competition.

    The playing field included young fellas aged 9-13 years old from Amoonguna, Hermannsburg, Santa Teresa, Titjikala, Finke and Imanpa.

    Competition took place over two days (commencing Friday afternoon and finishing Saturday midday) and saw the teams play in a total of 5 games each, with Amoonguna ultimately crowned champions. They had a perfect 5 wins, 0 losses and an impressive 28 goals scored.

    Following competition and a delicious BBQ dinner on Friday evening, the teams convoyed to the Amoonguna Rec hall for camp out. The next morning, with plenty of rest and a hunger for more soccer, the teams arose early for bacon and egg BBQ Sangas, before embarking back to Ross Park for Day 2 of festivities.

    A massive shout-out to all the young fellas and the youth teams for a successful weekend. Everyone gave it their all in the lead up to the event and it certainly showed on game day! A massive thanks to the entire community of Amoonguna, including the Amoonguna MacYouth team, for hosting upward of 60 people over the weekend! A big thanks to the Amoonguna civil team as well for lending out the BBQ trailer too! What an asset!

    It was also great to work with NPYWC and we thank their entire team for getting involved and supporting the inclusion of Finke and Imanpa over the weekend. We hope their attendance will be a staple of all future competitions in the region from here on out.

    The second and final soccer competition, which was due to take place in Mount Liebig the following weekend, between Mount Liebig, Kintore, Papunya, Haasts Bluff and Areyonga, has been postponed until further notice.

    We look forward to reigniting the sport calendar as the year unfolds!

    The second MacYouth 5-aside soccer carnival took place in Papunya over the weekend of June 21st ! Teams from Kintore, Mt. Liebig, Papunya, Haasts Bluff and Areyonga played in a Round Robin competition. It was an exciting day with great skill on show. Papunya looked to be a sure a bet to win… but went down to Haasts Bluff in the grand final match, which went to a penalty shootout. Great job to everyone, and especially the fellla’s from Ikuntji! Palya!
