Statement of the Problem
• Overall safety and reliability of the National
Airspace System demonstrates most pilots operate
with high degree of professionalism.
• In multiple accidents and incidents, NTSB cites the
following factors:
– Inadequate leadership in the flight deck,
– Unprofessional pilot behavior, and
– Pilots’ failure to comply with the sterile flight deck rule.

• Convene ARC to develop procedures for part 121 air
carriers:– Establish mentoring program for newly employed flightcrew members (mentor pilots

– Establish or modify training programs to accommodate different levels and types of
flight experience for newly employed flightcrew members

Summary of Proposed Training Provisions
• Upgrade training curriculum requirements
– Leadership and command (L&C) and mentoring training are required
subjects for upgrade ground training.
– L&C training must be incorporated into flight training through
scenario-based training.
– Updated upgrade ground and flight training requirements based on
the qualification and experience that all upgrading pilots now have as
a result of the Pilot Certification and Qualification Requirements for
Air Carrier Operations rule.

Summary of Proposed Training Provisions –
cont.• Mentoring, L&C ground training for current pilots in
command (PIC)
– All pilots currently serving as PIC must complete ground training on
L&C and mentoring.
– The Administrator may credit previous training completed by the
pilot at that air carrier.
• Recurrent PIC mentoring, L&C training
– PICs must complete recurrent L&C and mentoring ground training
every 36 months.
– Recurrent Line-Oriented Flight Training (LOFT) must provide an
opportunity for PICs to demonstrate L&C.

Recognition of Pilot in Command Experience in
the Military and in Part 121 Air Carrier
Operations
• Proposed to provide relief to military pilots
of powered-lift aircraft seeking to obtain an
ATP certificate in the airplane category.
• Proposed to allow credit for part 121 PIC
time prior to July 2013 to count towards air
carrier experience.

Air Carrier Definitions
• Proposed action would enable air carrier
operation in aircraft other than airplanes
and helicopters by broading the definitions
in part 110 and the appropriate sections of
part 119 that define management personnel
and direct certain air carrier operations to
their appropriate operational rule part for

135 UAS Operations
• FAA issued its first part 135 air carrier
certificate to Wing Aviation for small UA
package delivery in April 2019. Wing is part of a
larger DOT initiative called the Integration Pilot
Program (IPP), which is geared towards
integrating UAS operations into the NAS while
also enabling the FAA to collect data and learn
from these operations to inform future
rulemaking and policy decisions.
