IntroductionThe role of Oman Medical Specialty Board (OMSB)- International Cooperation

Department is assisting Omani physicians in their search for training opportunities

abroad and their application to Overseas Medical Institutions.

Functions of the International Cooperation Department

1. Provide information about postgraduate programs in different countries.

2. Contact all institutions in the GCC, Arab and Foreign countries with regards to postgraduate

training affairs.

3. Prepare terms and agreement memoranda with foreign institutions and organizations for

postgraduate training.

4. Ensure the implementation of all terms and agreement memoranda with international

institutions and organizations.

5. Ensure that periodical evaluation reports of scholars are received.

6. Coordinate with cultural attachés in the Omani Embassies in countries where Omani residents

are training.

7. Provide studies related to medical specialties in foreign countries and follow up their status.

8. Communicate with Gulf, Arab and foreign organizations and scientific corporations to

achieve a technical cooperation with them and prepare cooperation projects.

9. Follow up the implementation of agreements, terms of memoranda and protocols with

international organizations and prepare reports related to this matter.

10. Participate in arranging international and local conferences which are within the scope of the

OMSB and collect studies, research, results and recommendations adopted in these conferences.

11. Arrange visits between the OMSB and Arab and International organizations related to

training affairs.

12. Contribute in setting National Postgraduate Medical Training Policy in Oman through the

Higher National Committee.

Guidelines for Postgraduate Medical Training Abroad

1. The scholarship is for Omani physicians only. All Omani physicians in all different healthcare

institutions may apply.

2. The program applied for must be accredited in the country of training.

3. The training is preferred to take place in English speaking countries (Canada, USA, UK,

Australia, Ireland), in addition to France and Singapore.

4. All applications will be processed through the Higher National Committee for Advanced

Medical Training which is supervised by Oman Medical Specialty Board (OMSB).

5. The training applied for must be clinical and for residency and fellowship programs only.

6. The Higher National Committee for Advanced Medical Training is responsible for approving

the countries and specialties in accordance with the healthcare needs in Oman.

7. The applications are prioritized according to the list of physicians provided by the employing

institutions, which will be in line with the review of the Higher National Committee for

Advanced Medical Training.

8. The approval given to approved doctors is initial. The final approval is only given after the

Committee reviews the institution and program that the doctor has received an offer from. The

final approval is also subject to availability of financial funds as announced by the Ministry of

Higher Education.

Important notes:

1. Any subsequent changes to the training (such as specialty, place, duration, etc.,) must

be communicated to the Scholarship Affairs Section for discussion by the Higher National

Committee for Advanced Medical Training. It is recommended to submit the request 6 months

in advance, to allow ample time for discussion and decision.

2. Any changes to the training without prior approval from the Committee will not be approved

and will lead to cancellation of funds to sponsor the scholarship.

3. Those who do not complete the Residency/Fellowship Training Abroad without a valid reason

must pay back all financial expenses provided by OMSB or the Sponsoring Institute.

Guidelines for Fellowship Abroad

1. The applicant must have completed a residency program and obtained «Completion of

Training Certificate» and «Specialty Certificate» from Oman Medical Specialty Board or

equivalent.

2. The applicant must have passed all exams required by the country or the training institution.

3. The applicant must have passed language proficiency test required by the country or the

training institution.

4. The programs applied for must have accredited curriculum in the country of training and

must be provided to the Higher National Committee for Advanced Medical Training for

discussion and approval.

5. Any fellowship offered to a candidate that does not require “License to Practice” in the

country of training is not recognized as a fellowship.

6. Priority for Residency & Fellowship programs abroad is for the programs that are not offered

locally by OMSB.

Guidelines for Full Residency Training Abroad

1. The application for residency abroad must take place during the following periods:

For OMSB residents: a. Within the first or second academic year at most (for programs that run for 5 years or longer).

b. Within the first academic year at most (for programs that run for 4 years)

For non-OMSB physicians: Within three years at most after completing the internship.

2. The applicant must have passed all exams required by the country or the training institution.

3. The applicant must have passed language proficiency test required by the country or the

training institution.

4. Applicants for residency in France must also apply through the French Embassy website in

Muscat. Details can be found on:

This is in addition to sending their complete applications as explained in Application Process.

5. The programs applied for must have accredited curriculum in the country of training and

must be provided to the Higher National Committee for Advanced Medical Training for

discussion and approval.

6. The programs applied for must be the same as the programs offered to local trainees in that

country.

7. The candidate must be eligible to hold “License to Practice” in the country of training.

3. Copy of Bachelor and MD (or equivalent) Degrees in Arabic and English

9. Scores of International Qualifying Exams (MCCEE, USMLE, AMC, etc.)

10. Proof of English Language Proficiency Test, if Any (IELTS, OET)

11. If you are applying for Canada and do not have IELTS, provide a letter from your Medical

School stating that English is the medium of instruction.

12. If you are applying for France, please provide evidence of French Language proficiency.

13. Three recommendation letters from Senior Consultants

Application Process

1. Announcement on application for scholarships will be disseminated to the Employers and

OMSB Education Committees and also through newspapers and social media.

2. If the applicant is an OMSB resident, s/he submits the application documents with the

Application Form to the Education Committee.

3. If the applicant is a Non-OMSB doctor, s/he submits the application documents with the

Application Form to his/her employer . Details regarding application process will be provided in

the Announcement,

4. All applications will be reviewed by the Higher National Committee for approval/disapproval.

5. OMSB will contact the Employers of eligible candidates to determine the needed specialties

and sub-specialties.

6. The approval that will be given to provisionally approved candidates is only provisional to help

them obtain acceptance letter for residency or fellowship training abroad.

7. Provisionally approved candidates will have until 31 December of the same year to obtain Final

Acceptance, with the help of the Scholarship Affairs Office.

8. The approval given to the approved doctors is initial. The final approval is only given after the

Committee reviews the institution and program that the doctor has received an offer from. The

final approval is also subject to availability of financial funds as announced by the Ministry of

Higher Education.

OMSB Application Timeline for YourGuidance(2017/2018)

• Provisionally approved candidates must receive acceptances by 31 December.

• The curriculum of the program where the candidates are accepted will be forwarded to the

concerned Educational Committees for review and feedback. Feedback will then be discussed by

the Higher National Committee for decision.

• This process aims to help the doctors obtain Acceptance Letters. There will be another

application for the scholarships offered by Ministry of Higher Education (see next page)

Applying to Canada (Residency/Fellowship)

Medical Council of Canada Evaluating Examination (MCCEE):

In order to apply for Specialty or Subspecialty Residency Training, a pass in MCCEE is required.

How to apply for MCCEE:

1. Go to www.physiciansapply.ca and create an account, verify your credentials and obtain

approval to sit the MCCEE.

2. Go to {www.mcc.ca} to schedule your examination appointment through Prometric. Changing

the examination appointment after having scheduled it should be done through Prometric as

well.

Applying to France (Residency only)

Introduction:

A French-Omani Commission was established to provide Omani doctors with opportunities

to obtain specialization training in France. This is composed of representatives of the French

Embassy and representatives of Omani sponsors including the OMSB.

Conditions for Applications:

• Have Omani nationality

• Be a medical doctor

• Be less than 33 years old

Note: Before beginning the specialization in France, doctors have to give some proof of their

good level in French language. Otherwise, they have to take a course prior to the training in

France and have to take an exam at the end of the French language courses for which they are

expected to have Level B2.

Introduction

OMSB has collaboration with the Royal College of Physicians of Ireland and the College of

Anaesthetists of Ireland. Applications can be sent to other Royal colleges as well.

Applying to Singapore(Fellowship only)

Singapore Medical Council (SMC):In order to undertake hands-on training in Singapore, conditional registration to the SMC is

required, which allows the doctor for a Fellowship post of up to 36 months.

In order to be eligible for conditional registration, doctors must hold membership exams such as

MRCP, MRCS, MRCOG etc.

More Opportunities Study Leaves: An alternative option to a scholarship is a “Study Leave” where the doctor, if approved by the

Employer, continues to receive salary during the study. However, all expenses relating to the

study is self-funded.

The candidate must obtain a final acceptance from the university and must provide full

information of the program such as the curriculum. OMSB’s role will be to evaluate the program

and provide a feedback from an academic and training point of view. The final approval is given

by the employer of the doctor.

What is IELTS?It is the International English Language Testing System. It conforms to the highest international

standards of language assessment. It tests the four language skills – listening, reading,

writing and speaking.

TOEFL What is TOEFL? The TOEFL test (Test of English as a Foreign Language) measures your ability to use

and understand the English language as it is read, written, heard and spoken in the university

classroom.

How to apply for the test?Application for the test is done online through either of the 2 pathways:

What are the score requirements? Score requirements are established by individual institutions or agencies. To know what TOEFL

score your prospective school requires, you should contact their admissions department.

Requirements vary from school to school depending on your level and field of study. For

example, training in Canada requires minimum score of 24 in each domain in iBT while some

universities in UK require a minimum score of 100 in iBT.

When and how results are given? Scores will be posted online approximately 10 days after the test date. Log in to your TOEFL

online account, enter the ETS ID number you received when you registered, and click «View

Scores.» A score report posting schedule (PDF) for each test date is available on the TOEFL iBT

website, and you will receive an email letting you know when your scores have been posted.

How long scores are valid? 2 years after the test date.

OET

What is OET? The Occupational English Test is a language test for health practitioners who are qualified to

practice in one country and wish to gain provisional registration to practice their profession in

another which has an English-speaking context. The test assesses English language proficiency as

it is used in medical and health professions.

OET candidates gain a pass by achieving an A or B in each of the four subtests:

• Listening - Part A is a consultation between a patient and his/her doctor usually lasting

around 8 to 10 minutes; Part B Listening is a 25 minute lecture. Being able to take notes while

doing the listening test is essential.

• Speaking involves the candidate to act the part of the professional and conduct a

“consultation” with his or her speaking partner—an actor. Both people follow a “profile”. In

OET, candidates do two 5.5 to 6 minute consultations within his/her 20 minute Speaking Test.

• Writing requires the candidate to read a given case study (discipline specific according to your

profession) - and then write a Letter of Referral. Candidates are given 5 minutes to read the case

study, then 40 minutes to write the referral.

• Reading involves Part A: 4 short pieces of textual information.Your task is to complete the

gap-fill exercise (15 minutes to do this). Part B comprises two shorter pieces of text (1000 to

1100 words long) with 8 to 10 minutes questions on each piece of text (14 to 16 questions all up).

You are given 45 minutes to do the Part B reading.

When and where to take the test? The OET is administered by the OET Centre up to ten times a year in over 40 locations around

the world.

How much is the cost of OET? The cost of the OET is different depending on where you sit the test. All prices are in Australian

dollars. All prices in Australia include GST. New candidates must sit all 4 sub-tests.

How to register for the OET?
