All traffic controllers working on the job must have training and qualifications that are current. Requirements vary in different states and territories. Assessment must be conducted through a registered training organisation (RTO).

Many jurisdictions include the following two units of competency:

RIIWHS302D – Implement traffic management plan

The unit of competency RIIWHS302D Implement traffic management plan develops a person’s skills and knowledge in order to implement a traffic management plan in Civil construction.

A person implementing a traffic management plan must be able to understand documents associated with the plan. These could include an Environmental management plan, a Safe work method statement (SWMS) and the traffic guidance scheme.

RIIWHS205D – Conduct traffic with a stop-slow bat

The unit of competency RIIWHS205D Control traffic with a stop-slow bat develops a person’s skills and knowledge in order to be a traffic controller.

A traffic controller is a person who has the job of controlling traffic at a work site. The traffic controller keeps workers and the travelling public safe by efficiently controlling and managing traffic. Traffic controllers are used when signs and devices on their own do not provide enough protection.

Duty of care or qualification

These materials can be used by a company to meet their duty of care training obligations under the WHS/OHS Act. ORby a registered training organisation (RTO) to deliver formal qualifications.

A national approach

Queensland and New South Wales no longer licence earthmoving plant and machinery.

Since 2012 units of competency from the RII Resources and Infrastructure Industry Training Package form the main training pathway throughout Australia to demonstrate competency. This provides a nationally recognised qualification from a national training package.

Training materials have been produced to cover both CIVIL and MINING units of competency in the RII Training Package.
