1.0 INTRODUCTION
This Transformer Delivery Nighttime Nuisance and Noise Reduction Plan (Plan or Transformer
Delivery Plan) was prepared for San Diego Gas & Electric Company’s (SDG&E) Artesian 230kV
Substation Expansion Project (Project). The Plan was prepared to comply with Mitigation
Measures (MMs) NV-1, NV-2 and NV-5, as described within the Final Initial Study and Mitigated
Negative Declaration (IS/MND) prepared by the California Public Utilities Commission (CPUC)
for the Project. It is important to note that this Plan is not applicable to the entire permitted Project;
rather it is applicable only to the nighttime delivery of one (1) 230/69kV 224 MVA transformer to
the Artesian Substation site. Specifically, this Plan provides a description of SDG&E’s process for
delivery of oversized transformers to the Artesian Substation site, including noise and nuisance
reduction and avoidance measures. The Project involves the installation and operation of one
230/69kV 224 MVA transformer that is too large for standard delivery. The California Department
of Transportation (Caltrans) requires delivery of oversized items to occur in the early morning
hours, which are outside of allowable construction hours for the City and County of San Diego
(i.e., 7am to 7pm, Monday through Saturday).
1.1 PROJECT LOCATION
The Project components are located between Rancho Santa Fe (to the west) and Poway (to the
southeast), in the western portion of San Diego County, with elements located within both the City
of San Diego and unincorporated County of San Diego, California (see Figure 1 in Appendix A).
The Project (69kV reconductor) route (approximately 2.2 miles) traverses both developed
residential and commercial areas. The Project would involve facilities located within existing
ROW, franchise position (city/county roadways), and SDG&E fee-owned property.
1.2 PROJECT DESCRIPTION
The Proposed Project includes the following main components:
• Within SDG&E’s existing property, expand and rebuild the Artesian Substation to include
a new 230kV substation yard and additional 69kV connections;
• Minor modifications at the existing Bernardo and Rancho Carmel Substations within the
existing substation footprints;
• Loop in existing 230kV transmission line into the new 230kV substation yard at Artesian
Substation.
• Reconductor an existing double-circuit 69kV power line located between the Artesian and
Bernardo Substations, including the replacement of existing wood pole structures with new
steel pole structures as needed, and removal of certain existing pole structures from service.
2.0 OBJECTIVES
The objective of this Transformer Delivery Plan is to minimize the noise and general nuisance
from the delivery of the 230/69kV 224 MVA transformer to the Artesian Substation Site, in
compliance with Project Mitigation and agency permits. The 230/69kV Bank 70 for the Project
will be temporarily staged inside the existing 69/12kV Artesian Substation until its pad is

constructed, which will be located in between the eastern and western parcels of the Artesian
Substation Site. The transformer is approximately 28 feet long and 12 feet wide and will be staged
on the southside of the existing 69kV bus in Bay 3.
3.0 APPLICABLE REQUIREMENTS
3.1 APPLICABLE MITIGATION MEASURES
All or portions of Mitigation Measures NV-1, NV-2, and NV-5 are applicable to this Plan. These
measures are included below in their entirety. Plan Sections 3.3.2 and 4.2 describe how the Project
will comply with these MMs.
MM NV‐1: Variance Request
If it is determined that construction activities are necessary during nighttime hours or on
a Sunday, SDG&E shall submit a variance request to the County of San Diego and/or City
of San Diego planning departments to work outside of allowed construction hours. SDG&E
shall provide CPUC with evidence that it has obtained the variance(s) prior to commencing
such work.
MM NV‐2: Construction Noise Reduction Plan 1
• Distribute to the potentially affected residences within 100 feet of Project
construction a “hotline” telephone number, which shall be attended during
active construction working hours, for use by the public to register complaints. All
complaints shall be logged noting date, time, complainants’ name, nature of
complaint, and any corrective action taken.
MM NV‐5: Nighttime Noise and Nuisance Reduction Plan
SDG&E and/or its contractors shall develop a Nighttime Noise and Nuisance Reduction
Strategy Plan in the event that nighttime construction activity is determined to be necessary
within 500 feet of sensitive receptors. The plan shall be submitted to the CPUC for review
and approval prior to the commencement of nighttime construction activities. The strategy
shall include a set of site-specific noise attenuation measures that apply state-of-the-art
noise reduction technology to ensure that nighttime construction noise levels and
associated nuisances are reduced to the extent feasible. The attenuation measures may
include, but not be limited to, the control strategies and methods for implementation that
are listed below.
• Plan construction activities to minimize the amount of nighttime construction.
• Offer temporary relocation of residents within 200 feet of nighttime construction
activities.

• Temporary noise barriers, such as shields and blankets, shall be installed
immediately adjacent to all nighttime stationary noise sources (e.g., auger rigs,
generators, compressors, etc.).
• Install temporary noise barriers that block the line of sight between nighttime
activities and the closest residences within 500 feet.
• The notification requirements identified in Mitigation Measure NV-2 shall be
extended to include residences within 500 feet of pending nighttime construction
activities.
3.2 APPLICABLE APMS
There are no applicable Applicant Proposed Measures (APMs) for this Plan.
3.3 OTHER APPLICABLE REQUIREMENTS
In addition to the applicable Project MMs described above, this Transformer Delivery Plan also
addresses other requirements and limitations including a discussion of applicable project
components, required permits and agency approvals.
Applicable Project Components
While MMs NV-1 and NV-5 are applicable to any Project construction activities occurring at
night, this Plan is intentionally focused to cover only a small aspect of construction for the Project;
delivery of an oversized transformer to the Artesian Substation site. Any other construction
activities required to occur at night will require preparation of additional documentation in
compliance with the applicable MMs.
Required Permits and Agency Approvals
Due to the nature and requirements for delivery of oversized materials, approvals and/or permits
are required from state and local agencies. The required permits for delivery of the 230/69kV 224
MVA transformer to the Artesian Substation Site are listed in Table 1 below and are included in
Appendix B2. As further explained in Section 3.3.3 below, SDG&E is required to perform the
delivery during nighttime hours. This is required by Caltrans and is a stipulation of many of the
local permits. Due to the fact that the delivery is required to be delivered during nighttime hours
(i.e., early morning) and that SDG&E will not perform any work or construction activity beyond
the delivery, no additional local permits (such as a Noise Variance) are required.

MM NV-1 also requires SDG&E to obtain local approval for work occurring outside or allowable construction hours
and submit said approvals to CPUC prior to the start of the permitted work. For oversized load deliveries occurring at
night, the permits listed above grant permission to, or require, the delivery to occur during nighttime hours. Therefore,
separate noise variances or other permits are not required.

Limitations for the Delivery of Oversized Materials
Due to the size of the 230kV transformer, the delivery process is subject to certain physical and
regulatory limitations. The size of the transformer (length, width, and weight) dictates that a very
large, specialized truck must be used to safely transport the transformer. Specifications for the
delivery truck are provided in Appendix C. In addition to the specialized delivery truck, numerous
support vehicles are also required (see Plan Section 4.1.1 below for additional information).
Considering the size of the transport hauler, Caltrans and local municipalities require specific
procedures to ensure safe delivery and to minimize disruption to use of California freeways and
highways. As Stated above, Caltrans and affected local agencies have issued permits specifically
for the delivery of the transformer.
As part of the permit approval process, Caltrans stipulates limitations on the delivery process. The
key standard stipulations are as follows:
1. Time of delivery. Delivery of oversized materials (such as the Artesian 230kV transformer)
must occur during the early morning hours (typically between 2am and 5am) to minimize
the impact to traffic and overall safe operation of the California freeway system.

2. California Highway Patrol (CHP) support. The delivery convoy3 will include two CHP
vehicles to ensure visibility of the transport hauler and the safety of other vehicles on the
road.
4.0 PLAN IMPLEMENTATION
This section describes the scope and requirements of MMs NV-1, NV-2, and NV-5 as well as the
methodologies SDG&E will employ to maintain compliance with these MMs. Specifically, this
section includes a description of the transformer delivery process, equipment, timelines, and noise
and nuisance avoidance methods used to minimize the disturbance to noise sensitive land uses
within 500 feet of the Artesian Substation Site.
4.1 TRANSFORMER DELIVERY PROCESS
The transformer delivery process is discussed in the following sub-sections, including both general
practices as well as Project specific plans for the delivery of the Artesian 230kV transformer.
Required Vehicles and Equipment
A large, custom heavy haul trailer (i.e., transport hauler) is used to transport the transformer from
the Port of Hueneme (Ventura County) to the destination (in this case the western parcel of the
Artesian Substation site). The transport hauler is moved using two, three-axel semi-trucks; referred
to as the pull truck and the push truck (see Appendix C). The pull truck is attached to the transport
hauler via a towing hitch and the push truck is connected to the rear of the transport hauler by a
cylindrical metal bar. One additional semi-truck is included for support. The hauling envoy also
includes two pilot cars; one in front of the transport hauler and one behind.
In addition, two CHP cars will accompany the envoy per condition of Caltrans and numerous local
agencies as stipulation of the permits listed in Table 1 and included in Appendix B.
Delivery Schedule and Timing
Per requirements of Caltrans, deliveries of this size must be conducted at night to limit impacts to
traffic and maximize safety for the delivery envoy and the general public. While the exact time is
variable depending upon traffic and weather conditions on the day of delivery, the delivery window
is typically between 2am and 5am. This is the proposed delivery window for when the transformer
will be delivered to the Artesian Substation site.
Delivery Route and Parking
The delivery convoy will approach the Substation site from the east, via the I-15 freeway. The
convoy will exit Rancho Bernardo Road, and then take Camino Del Sur east to the Artesian
Substation site. The existing paved substation driveway will be used as the access point for the

delivery (see Figure 2, Delivery Route and Parking, in Appendix A). The transport hauler will be
pulled straight into the existing substation and will be parked parallel to the existing southern
perimeter wall. Once the transport hauler is parked within the substation, all work will stop until
normal construction hours.
4.2 NOISE AND NUISANCE AVOIDANCE AND MINIMIZATION MEASURES
The delivery of the 230kV transformer to the Artesian Substation site will use a combination of
standard and project-specific processes to ensure that generation of noise and other nuisance to
surrounding noise sensitive land uses are minimized to the greatest extent possible, as required by
MM NV-5. Specifically, the following actions will be taken to avoid or minimize noise and
nuisance impacts to surrounding land uses:
1. Limit the work occurring at night as much as possible.
2. Limit crew size as much as possible.
3. Utilize existing or constructed noise barriers where feasible.
4. Avoid noise sensitive land uses as much as possible.
5. Notify residents within 500 feet.
6. Environmental Monitor.
7. SDG&E Construction FCA Oversight.
Limiting Work that Occurs at Night
As a standard practice for nighttime deliveries of oversized materials such as large transformers,
SDG&E only conducts the minimum amount of work required to safely complete the delivery
process. All activities that can be completed the next day (or otherwise during allowable working
hours) are done so. Specifically, for the Artesian 230kV transformer delivery, the activities that
will occur at night are limited to the following:
1. Transport the transformer, on the transport hauler, to the existing Artesian Substation site.
2. Enter the substation site from Camino Del Sur, via the existing paved substation driveway.
3. Open substation gate and park the transport hauler adjacent to southern substation
perimeter wall.
4. Turn off all equipment, close the substation gate, and stop work until the next day.
While the transformer will be delivered to the substation site, all of the crates and auxiliary
equipment will be stored at the Carmel Valley Road Staging Yard and will be delivered during
normal construction hours.
Limiting Crew Size
The transformer delivery process will be completed using a crew that is only large enough to
complete the delivery. Excess crew, inspectors, and monitors will not be onsite in order to reduce
the amount of activity and potential disruption. Other than the vehicle drivers for the vehicles listed

above (refer to Plan Section 4.1.1), support staff will be limited to the SDG&E Field Construction
Advisor (FCA), SDG&E Compliance Manager, and the SDG&E Environmental Monitor.
Use Existing Noise Barriers
While the activity of delivering the transformer does not lend itself to utilization of portable noise
barriers, the selected delivery route and parking area will limit the emission of noise during the
delivery process due to existing features. The transport hauler will be parked within the existing
substation, which is enclosed with a 10- to 15-foot tall masonry block wall that shield noise
emissions in every direction, but especially to the south where the closest noise sensitive land uses
are located (apartment complex) and where the wall is 15 feet tall.
Avoid Noise Sensitive Land Uses
The delivery route, which will utilize the I-15 and approach the substation site from the east, will
limit the amount of noise sensitive land uses located along the delivery route. In addition, the
parking spot located along the southern substation perimeter wall allows for the shortest delivery
route within the substation site.
Nighttime Work Notifications
In compliance with MM NV-5, SDG&E will send out notifications to residents within 500 feet of
the Artesian Substation site where the transformer will be delivered. In compliance with MM NV-
2, the notices shall include a “hotline” phone number that the public can use to ask questions or
register complaints. SDG&E will create a log of any complaints received and provide a copy of
the Complaint Log to CPUC as part of the next Weekly Compliance Summary. SDG&E will
provide a copy of the notification and mailing list to the CPUC prior to the delivery taking place
(the notification and mailing list are included as Appendix D). The notices will include a
description of the delivery, the date and time of delivery, and contact information for the public to
ask questions or make complaints.
Environmental Monitor
SDG&E will have an environmental monitor onsite during the delivery into the Substation. The
role of the environmental monitor will be to ensure that delivery and support vehicles stay within
approved work areas and access routes (i.e., the western substation driveway). The SDG&E
Compliance Manager and Environmental Monitor will participate in a pre-delivery meeting with
the FCA and the Hauling Contractor to review the final delivery plans, roles, limitations, and
expectations.
SDG&E Field Construction Advisor
In addition to the Environmental Monitor, SDG&E’s assigned FCA will also be onsite during the
delivery to ensure that the delivery is completed according to plan and to ensure that unnecessary
noise or disturbance is avoided or promptly corrected, as needed. The FCA will be the official
SDG&E representative onsite during the delivery and has the authority to dictate real-time
adjustments to ensure noise and nuisance are minimized.

1. Responsibility of Permittee The permittee must know and comply with all applicable California conditions, requirements, and laws for the use of the county roadway system and in particular movement of extralegal vehicles or loads.
2. Possession of Permit
This permit must be carried in the vehicle to which it refers at all times while the vehicle is within the County of Ventura roadway limits. (California Vehicle Code (CVC), Section 35783)
3. Void Permits
This permit is immediately and automatically revoked and void upon the occurrence of any of the following conditions:
a. If any portion, part or section is illegible. b. If movement occurs outside of the times and dates indicated in the permit. c. If movement occurs on any road not indicated in the permit. Roads identified with an
asterisk are specifically excluded from this permit. d. If any portion, part, or section has been altered or if any attempt to alter is apparent . e. If used to represent proper authority for carrying a load or moving a vehicle that is not
specifically described on the face of the permit. f. If used to represent proper authority for carrying a load or moving a vehicle by any
company not specifically named on the permi t. g. If presented without the accompaniments specifically named on the face of the permit.
Accompaniments must be within the driver’s reach when seat-belted in the driver’s seat.
4. Permittee Agreement Acceptance of this permit constitutes an agreement by the permittee to observe and comply with all of the general and specific conditions on the face of the permit and its accompaniments , including these conditions.
5. Verification
The use of this permit is prima facie evidence that the driver has checked the load and vehicle and knows it to be within the limits described in this permit and has verified the routing accuracy. The vehicle and load authorized under this permit are subject to inspection by representatives of the Public Works Agency Transportation Department (PWATD).
6. Overhead Clearance
When height of load exceeds legal limit, it becomes the responsibility of the permittee to check all underpasses, over-crossings, bridges, overhead wires, and other structures for impaired vertical clearance and to arrange clearance or request alternate routing before commencing travel.
7. Liabilities
The permittee is responsible for all liability for injury to, or death of , person, or damage to property which may occur through any act or omission of either the permittee or PWATD arising from the issuance of this permit. In the event any claim, suit or action is brought against the County of Ventura, its officers, employees or agents thereof, by reason of, or in connection with any such act or omission, permittee must defend, indemnify, and hold harmless the County, its officers, employees or agents from such claim, suit , or action.

8. Repair of Damage In accepting this permit, the permittee agrees to repair at his own expense and to the satisfaction of the PWATD Director, any damage to highway appurtenances or structures resulting from travel under this permit. Notwithstanding this agreement, work or repair may be done by PWATD forces at the option of the PWATD Director, the cost to be borne by the permittee. In the event of damage to County facilities such as bridges, traffic signals, light standards , or other appurtenances, permittee must file a written report with the PWATD within 72 hours after such damage has been done. Failure to make this report will be considered cause for cancellation of all permit privileges pending a satisfactory arrangement with the PWATD for repair or replacement of the damaged facility.
9. Accident Reporting
Accidents occurring while operating under permit and requiring a report to the Department of Motor Vehicles under CVC Section 16000 must also be reported to the PWATD. A copy of the permit and accident report must be mailed to Public Works Agency Transportation Department, 800 S. Victoria Avenue, Ventura, CA 93009 #1620, within 30 days of the date of the accident. Failure to mail these copies will be considered cause for cancellation of all permit privileges.
10. Reducible Loads
a. This permit is issued for the movement of an “Extralegal Load” as defined in CVC Section
320.5 when loaded at its least dimensions. b. This permit is automatically revoked if the permitted dimensions and weight can be
reduced to legal limits by repositioning or practical removal of a part, portion, or unit therefrom.
c. This permit does not authorize extralegal weight if the load can be repo sitioned to stay within legal axle or axle group weights authorized in CVC Section 35551 or 35551.5. If the load cannot be repositioned, the weights shown on the permit are authorized.
d. Other items may be hauled in addition to the permitted item provided th ey do not exceed the dimensions of the vehicle or permitted item (whichever is greater) and the loaded vehicle is of legal axle and gross weights.
e. This permit does not authorize movement of o verheight items transported on a conventional flat deck trailer unless the deck is needed to support a long fragile load or a long load that would cause unbalanced axle group weights.
f. An extralegal self-propelled fixed load vehicle may tow a legal “Vehicle” with the following conditions: The towed vehicle does not transfer weight to the towing vehicle Maximum vehicle combination length 65' 0" The self-propelled fixed load will not be close coupled to the towed trailer The total gross weight imposed by the towed vehicle must not exceed 20,000
lbs. “Vehicle” is defined in CVC Section 670. “Trailer” is defined in CVC Section 630.

11. Moving In Inclement Weather Movement is prohibited in snow, fog, rain, or wind when visibility is restricted to less than 1,000 feet (304.8 meters). Movement is prohibited when road surfaces are hazardous due to rain, ice, snow, or frost, or when use of tire chains is mandatory. In addition, movement of manufactured housing is prohibited when the velocity of the wind is such that it causes the vehicle being towed to whip or swerve from side-to-side or fail to follow substantially in the path of the towing vehicle.
Any accident caused by excessive wind or weather conditions will constitute prima facie evidence of a violation of this condition.
12. Moving In Convoy
Movement in convoy is prohibited unless specified on the face of this permit.
13. Towing Disabled Permit Vehicles No vehicle subject to this permit that becomes disabled may be moved except at the direction of a peace officer, who may authorize movement only to a point where the roadway has been safely cleared. The vehicle may not be moved beyond this point except under the authority of a new permit. A permit for towing a permit vehicle must require reduction of the disabled combinations to the least dimension possible.
14. Tires
Tires on permitted vehicles must comply with Title 13, California Code of Regulations, Article 14, beginning with section 1080. Permitted axle or axle group weights may not exceed the rated capacity marked on the tire sidewall.
15. Vehicle Manufacturer’s Recommendations
By using this permit, the permittee is responsible for complying with all the vehicle manufacturer’s recommendations and assumes all liability for failure to do so.
16. Warning Signs and Flags All loads and vehicles over 8'-6" in width, over 80 feet in length, or with more than 10 feet of overhang must display warning signs. Signs must be posted on the front and rear of the vehicle or on the front of the lead vehicle and the rear of the back trailer with multi -vehicle combinations. Signs must have black letters on a yellow background and comply with Section 502.9 of Caltrans’ “Transportation Permit Manual.” Flags must comply with Section 25104 of the CVC.
17. “Sunset to Sunrise”
For purposes of this permit, “sunset to sunrise” means the period beginning 30 minutes after sunset and ending 30 minutes before the following sunrise.

ALLSIGNS MUST BE ILLUMINATED FOR NIGHT MOVES OR BE CONSTRUCTED OF SUITABLEREFLECTORIZED MATERIAL TO BE CLEARLY VISIBLE TO APPROACHING TRAFFIC. Applicant/Owner hereby makes application to perform work with the Public Highway at the locations described on this application, subject to the provisions required by the Corona Municipal Code, the attachments hereon specified, AND THE SPECIFIC REQUIREMENTS INDICATED ON THIS PERMIT.
In consideration of the granting of this permit, Applicant/Owner shall defend, indemnify and hold the City, its officials, officers, employees and agents (Indemnities) free and harmless form any and all claims, demands causes of action, costs expenses, liability, loss, damage and injury arising out of or incident to any alleged acts, omissions, or willful misconduct or Applicant/Owner, its officials officers, employees, agents, consultants or contractors in connection with the performance of any work under this Permit, including, without limitation, the payment of all consequential damages, attorney’s fees and other related costs and expenses. Applicant/Owner shall pay any judgement, award of decree that may be rendered against the Indemnities, and reimburse the Indemnities for any and all legal expenses and costs incurred by any of them in connection therewith or in enforcing the indemnity herein provided. Applicant/Owner’s obligation to indemnify shall not be restricted to insurance proceeds, if any, received by the Indemnities. It is further agreed that if any part of the work authorized by this permit interferes with future use of the highway by the general public, it must be removed or relocated as designated by the Director of Public Works at the sole expense of the Applicant/Owner or its successor in interest.
The permit is void if the Applicant/Owner is not in compliance with Section 3800 of the labor code. IT IS FURTHER AGREED THAT THE OWNER/APPLICANT IS THE FINANCIALLY RESPONSIBLE PARTY FOR ALL FEES, DEPOSITS, CHARGES, COLLECTIONS AND REFUNDS, REGARDLESS IF PAYMENT IS MADE BY OTHERS.

Dear Resident or Property Owner: The California Public Utilities Commission (CPUC) has granted San Diego Gas and Electric (SDG&E) a Permit to Construct the Artesian 230kV Substation Expansion Project (Project). In addition to the expansion of the Artesian Substation on Camino Del Sur Road in the community of Del Sur, the project includes modifications at the existing Bernardo and Rancho Carmel Substations and transmission line replacement of approximately 2.2 miles of existing power lines.
The purpose of this project is to ensure the continued availability of safe and reliable electrical service and to provide additional capacity to serve long-term forecasted electrical demand requirements in the area, while also improving system reliability and providing greater operational flexibility. As part of construction activities, delivery of substation equipment will take place in the next several days. The delivery originally scheduled for June 12, 2020 has been rescheduled to next week. The delivery must occur at night due to the size of the equipment and requires California Highway Patrol (CHP) escort. All required permits for this nighttime equipment delivery were obtained from the applicable state and local municipalities and agencies. Location: 16001 Camino del Sur, San Diego, 92127 Activities: Nighttime delivery of substation equipment Delivery Date: Tuesday, June 23, 20201 Hours: Between 1:00 a.m. – 6:00 a.m.
This delivery process does not include any nighttime construction activities. The equipment delivery may increase noise levels and other disturbances at the delivery location. Throughout this construction project, SDG&E will continue to work closely with local municipalities and community groups to ensure construction activities are as least disruptive as possible.
