IBI Group has a long history of working for the OrangeCounty Transportation Authority (OCTA) to advancethe CenterLine Light Rail Transit project in OrangeCounty. This history began in 1994, when IBI Groupadvised on the Corridor Major Investment Study (MIS),which evaluated a full range of high capacity transportoptions for the identied urban transit priority corridor inOrange County. In 1998, IBI Group led the Urban RailDetailed Conceptual Engineering and EnvironmentalStudy to further advance the project by fully deninga 28-mile urban rail system for central Orange County.In 2001, the cities of Santa Ana, Irvine and Costa Mesa

passed resolutions in support of a Light Rail alignmentin those cities and requested that OCTA proceed into aPreliminary Engineering (PE) and Environmental Study.

IBI Group was a major subconsultant to ParsonsBrinckerhoff in conducting PE — assisting OCTAand the three cities in accelerating the CenterLinefrom planning to design. IBI Group had primaryresponsibility for station architecture, rail basearchitecture, Transit-Oriented Development and stationarea planning, trafc engineering and civil engineeringof streets and utilities for the 9 -mile starter segment.

The Metro Gold Line Authority retained an IBI Group Project Team to evaluate Transit-Oriented Development(TOD) potential and develop a Market Study for theproposed 16-mile extension of the Metro Gold Line.The extension currently runs from Union Station indowntown Los Angeles to Pasadena. The plannedextension runs east from Pasadena through 11 citiesto Montclair in the Sa n Gabriel Valley. The study

acknowledges that each city along the corridor isat different stages in regards to TOD readiness andacceptance and it coordinating with each city to assisttheir planning efforts. The Project Team is in the process

of developing innovative urban design concepts,transit-oriented plans and public education foreach proposed station. Factors such as marketconditions, land ownership, trafc circulation,entrenched commute patterns, local communityvalues and feasibility are specically studied.The scope of work includes TOD visioning, landuse planning, market and scal analysis, education

and implementation measures. The ProjectTeam provided corridor-wide existing conditionsanalysis focusing on current land use, generalplan designations and future pipeline projects.

Perhaps the greatest single tool in our efforts to transformNorth American cities is that of mixed-use architecture.
