Harmonization Overview
The Canadian Council of Directors of
Apprenticeship (CCDA) is responsible for the
Red Seal Program, which develops common
interprovincial standards and examinations.
The CCDA is undertaking the Harmonization
Initiative in 30 Red Seal trades by 2020. British
Columbia is an active participant in this
initiative.
The goal is to substantively align
apprenticeship systems across Canada by
making apprenticeship training requirements
more consistent in the Red Seal trades.

Transition Planning Process
The re-sequencing of the Concrete Finisher (CF) program through the Harmonization
Initiative has resulted in significant changes to the sequencing of technical training.
We consulted with the private post-secondary training provider that delivers the
Concrete Finisher program, and also considered the input of our internal partners. We
evaluated a number of scenarios, and the transition plan outlined in this document was
identified as the best option. We have also ensured that there are options for all current
apprentices to complete their apprenticeship.
In all of our work on harmonization, we are guided by the following principles:
Meet the needs of industry
Minimize disadvantage to TWs, including those currently registered
Minimize challenges for training providers in implementing the program

1. Numbers are as of November 1, 2017
2. Current Level 3TT - TWs who have completed L3 TT are not considered in transition
planning.
3. Active – apprentices for whom activity has been logged in Direct Access (DA) within the last
18 months.
4. Inactive – apprentices for whom no activity has been logged in DA within the last 18
months.

The Gaps
Gap A (CL1HL2) applies to a student who has completed Current Level 1 and is moving into
Harmonized Level 2.
Gap B (CL2Program Completion) applies to a student who has completed Current Levels
1&2 and needs to complete their program either by taking HL2 or through the challenge
pathway.
Overlap refers to the hours of content that a student who transitions to the harmonized program
will be repeating.
Gap is an estimate of the hours of self-study and face-to-face instruction a student would need
in order to complete the missing competencies if they transition to the harmonized program.
Note: If a TW completes their training in the current program, they will not face a gap in their
training. Gaps and overlaps only apply to apprentices who miss their opportunity to train out of
the current program.

Risks Mitigation Strategies
Current apprentices miss the deadlines to train out of Current Program.
Have them repeat the level in the Harmonized Program OR Have the Employer-Sponsor sign off on missing content
Apprentices may take the wrong course (i.e. a CL1 student takes HL2, or an HL1 student takes CL2)
Ensure that apprentices are registered for the correct course. Check in DA to verify whether apprentice is in the harmonized (HL) or current program (CL).
Apprentices who take HL1 must wait until HL2 is implemented before continuing their training.
Communicate with TW and ER that the apprentice cannot take CL2, but must wait for HL2 to be implemented.

Total Training Hours
The Technical Training (TT) time and the Work-based Training (WBT) have not changed with
Harmonization. However, TT time has been redistributed from 3 levels to 2 levels as follows:
CL1 120 hours (4 weeks) HL1 150 hours (5 weeks) CL2 120 hours (4 weeks) HL2 210 hours (7 weeks) CL3 120 hours (4 weeks) Total 360 hours (12 weeks) 360 hours (12 weeks)
The above changes to TT time for Concrete Finisher will come into effect starting September 1,
2018.
Current Program Hours
Technical Training Level 1 = 120 hours Level 2 = 120 hours Level 3 = 120 hours

Work-based Training Hours 3,240
Current Total Training Hours 3,600
Harmonized Program Hours
Technical Training Level 1 = 150hours Level 2 = 210hours

Work-based Training Hours 3,240
Harmonized Total Training Hours 3,600
Please note that the redistribution of technical
training hours applies only to Harmonized Levels.
Current Levels 2 and 3 that are delivered after
September 1, 2018 will remain at 120 hours (4
weeks).

Exams
Exams for the Harmonized Program Because the harmonized Concrete Finisher program has two levels of technical training, there will be a standardized level exam (SLE) for HL1 only. Apprentices completing HL2 will take the IPSE as their final exam.
Exam Exam Development Exam Launch
HL1 January 2017 Early 2019
The HL1 SLE will need to be piloted with the first cohort of apprentices that complete HL1 and then further validated by peer review. This means the HL1 SLE will not launch until early 2019. For any HL1 classes that finish before the launch of the HL1 SLE, the final mark for the level will be based solely on in-class assessments. An OPSN will be sent to announce the launch of the HL1 SLE. The SLEs for CL1 and CL2 will be available for any CL1 and CL2 class. It will be crucial to ensure that classes are writing the exam that matches the course they have completed. When requesting an exam, please indicate whether it is for a harmonized (HL) or current (CL) class.
