Introduction

15kV insulated jumpers are flexible, insulated cables used to bypass an energized work zone to complete such tasks as splicingconductors or working on risers. Specific types of insulatedjumpers may be used to energize short sections of line.

This module will deal with the following aspects of the insulatedjumper:

• components

• maintenance

• installation

Components

Insulated jumpers are comprised of two main components — theinsulated cable and the conductor clamp.

Insulated CableThe insulated cable on a 15kV jumper is rated at 8.6kV line toground. The conductor can be #2 to 4/0 flexible copper cable,which is available in various lengths. The jumper cable ampacity isshown in the table below.

Any size and length of insulated cable can be attached to any typeof conductor clamp.

The ampacity of an insulated jumper is limited to thelowest rating of its components, similar to the weakestlink in a chain.

Conductor Clamps

Two types of conductor clamps used on insulated jumpers are:

• non-load pickup

• load pickup

Non-load Pickup Clamp

Several design features of a non-load pickup clamp are:

• The handles are made of tough, high impact strengthpolyethylene with a wide hand guard flange.

• All metal parts are copper alloy to improve resistance tooxidation.

• The bearing-type floating washer lower contact improvesgripping action and helps prevent conductor scoring.

• The overhead conductor range the jumper clamp fits, and therated amperage for the device, may be marked on the head.

There are three different sizes of clamps that can fit a variety ofconductors ranging from:

• #6 copper to 336.4 ACSR.

• #6 copper to 477 ACSR.

• #6 copper to 795 ACSR.

All three clamps can handle up to 400 amps.

The most commonly used clamp is the medium size with a 1/0copper cable 10 feet long.

Load Pickup ClampThe load pickup clamp is designed to energize conductors orapparatus.

There are several different load pickup clamps available. The twomain types are:

• lanyard activated

• handle activated

The distinguishing feature between the two is the mechanism usedto activate the load pickup feature. When load pickup situationsare encountered, a load pickup clamp can be added in place of anon-load pickup clamp on a 15kV insulated jumper. A load pickupclamp cannot be teased closed and is not designed to break load.Both clamps allow the operator to be clear of the flash area duringpickup operations.

Lanyard Activated Clamp

The design features of a lanyard activated clamp are:

• the housing is constructed of an orange tinted, clear Lexan,allowing for easy visual inspection.

• all current carrying parts are copper or copper alloy.

• contacts are silver plated.

• fits line conductors ranging from #6 copper to 795 ACSR.

• clamp can be used to pickup and carry loads of 250 amps.

The contacts are spring loaded and are closed by pulling aninsulated lanyard.

The contacts are opened by passing the fiberglass recocking rod(located on the end of the lanyard) through the head of the tool andpushing the plunger to the fully opened position.

Handle Activated Clamp

The design features of a handle activated clamp are:

• the handle is constructed of a yellow tinted Lexan, allowingfor easy visual inspection of the contact.

• all current carrying parts are copper.• contacts are silver plated.• fits line conductors ranging from #6 copper to 795 ACSR.• the clamp can be used to pickup and carry loads of up to 300

amps.

The contacts are reset by pulling the lower tube downward to the“Stop” position, then turning to the right to the “Lock” position.

It is possible to attempt to reset the load pickupmechanism on this type of clamp when it is attachedto the line; however, this should not be done.

Maintenance

Maintaining an insulated jumper in good condition requires athorough inspection prior to use, and proper care and storage whennot in use.

Inspection

The di-electric integrity of live line tools is critical. It is necessaryto inspect the insulated jumper for the following:

• current test dates

• signs of contamination

• cuts, punctures, or burns along the length of the cable

• check connector surfaces and ferrules by unscrewing theinsulated handle and sliding it down the cable exposing theferrule connector

The insulated jumper must be in perfect working condition to dothe work procedure safely.

Care and StorageAll live line equipment should be stored and handled with care.Several points to keep in mind when caring for and storing theinsulated jumper are:

• Clean the insulating surface with warm water and a milddetergent.

• Keep contact surfaces clean. Wire-brush the connectors for agood conductive connection.

• Use a small amount of dry graphite to lubricate the threadsof the screw.

• Coil loosely and store in a cool, dry, dark place, such as acanvas bag.

By maintaining and storing the insulated jumper in this manner, itwill not deteriorate nor will it become damaged before the nextjob.

Do not contaminate the insulation.!

Installation

The installation of insulated jumpers will always be part of apredetermined work procedure or job plan, and will require aminimum of three qualified lineman — two linemen to install thejumper, and one lineman on the ground assisting. Ensure thecurrent and voltage rating of the clamp are suitable for the task. Itwill be necessary to clean the conductor with a wire brush prior toinstalling the insulated jumper. Always keep the jumper clear ofground potential or other phases to reduce voltage stress across theinsulation.

The steps required to install an insulated jumper will vary betweenthe non-load pickup and the load pickup jumpers. This section willonly cover basic installation practices.

Failure to use rubber gloves to install and remove theinsulated jumpers on an alive circuit may causeserious injury or even death.

Non-load Pickup

The non-load pickup jumper is primarily used to bypass anenergized work area; therefore, either end can be installed first.While the actual work location and job plan will determine theprocedure, the basic steps are as follows:

• Each lineman has control of one end of the jumper.

• One lineman installs his end on the conductor, while theother lineman controls the rest of the jumper.

• With one clamp installed, the first lineman controls thejumper and the other lineman installs the second clamp onthe conductor.

When the first end is installed on the conductor, theinsulated jumper will become energized and must becontrolled carefully.

Load PickupThe load pickup jumper is primarily used to energize a short sectionof line; therefore, the load pickup clamp must be installed last.While the work location and job plan will determine the actualprocedure, the basic steps are as follows:

• Each lineman has control of one end of the jumper.

• Install the non-load pickup clamp on the isolated conductor(conductor to be energized), while the other lineman controlsthe rest of the jumper.

• With the non-load pickup clamp attached, the secondlineman prepares to install the load pickup end.

Ensure the load pickup clamp has been reset, thecontacts are opened, and the clamp is ready to beactivated.

• Prior to activating the load pickup clamp, a final check mustbe made to ensure continuity and clearance of the linemen.

• Activate load pickup clamp.

The clamp is now activated, energizing the short section of line.

These basic steps are not intended to be a workprocedure. They are intended to explain the basicinstallation of an insulated jumper.
