1. That the Board of Police Commissioners APPROVE the Department’s Report and TRANSMIT to the Mayor and City Council for ACCEPTANCE the donation of equipment valued at $52,882.48 for Metropolitan Division.

DISCUSSION
The donation is for the benefit of Metropolitan Division’s Rapid Extraction Dismantling (RED) Team. The RED Team responds to call outs throughout the City to extract protestors who attempt to draw attention to their causes by attaching themselves to various objects, other persons, trees, buildings, and overpasses. The RED Team’s current inventory only allows for single mission deployment, and some of the equipment needs replacement. The requested items will allow for simultaneous missions and replace tools and equipment that are no longer serviceable. There are no other costs associated with this donation.
No expressed or implied commitments or promises were made to the donor or representatives of the donor. The donor will not receive any preferential treatment, endorsement, or recommendation; and the donor is not allowed the use of any Los Angeles Police Department (Department) patents.
Administrative Services Bureau has reviewed the donation and determined that it has been submitted in accordance with Section 5.467 et seq. of the Los Angeles Administrative Code, which provides for the receipt and acceptance of donations to the Department.

The Metropolitan Division Rapid Extraction Dismantling (RED) Team responds to call-outs throughout the City of Los Angeles to remove protesters from various devices, which allow protestors to attach themselves to objects or other persons, Protesters use these devices to adversely impact traffic and gain attention to their cause. Protester devices require the response of officers with highly specialized training and loots to defeat these measures. The RED Team also uses repelling techniques to handle the extraction of protesters from trees, overpasses, and buildings.
It is requested that the non-serviceab!e cutting tools and equipment be replaced and that an additional set of cutting tools and equipment be approved to enhance the RED Team’s capabilities. It is further requested that the ropes and repelling equipment replaced.

The RED Team is a collateral duty of Metropolitan Division and the City has relied upon donations to support the reauired equipment.

The use of protester devices has increased in frequency in the City. The procurement of the requested equipment wilt allow the RED Team to safely and effectively perform their mission. Further, it will enhance the RED Team's capabilities to handle two extractions simultaneously.

NAME OF GRANT: RAPID EXTRACTION DISMANTLING TEAM EQUIPMENT
It is requested that the Metropolitan Division, Rapid Extraction Dismantling (RED) Team be approved for the purchase of the attached list of required equipment. Approval of this grant benefits the Department as follows:

It is requested that the non-serviceable cutting tools and equipment be replaced, and that an additional set of cutting tools and equipment be approved to enhance the RED Team's capabilities. It is also requested that the ropes and rappelling equipment be replaced. The total amount requested is $52,882.48. The anticipated cost for the cutting tools and equipment is $34,772.48 and $18,110 for the ropes and repelling equipment.
