Brody, Vice President for Human Resources Subject: Special Provisions of the Current Operations Appropriations Act of 2017 On behalf of President Spellings, I wanted to highlight Section 35.24 of the Current Operations Appropriations Act of 2017. This section sets forth new requirements for the University to report to and consult with the Board of Governors regarding certain human resources salary and position actions. These new requirements differ substantially from our existing human resources procedures and therefore will require immediate changes in your institution’s procedures regarding selected salary and position actions. These changes are effective July 1, 2017. The new requirements will require reporting and consultation with the Board of Governors for any salary adjustment where the employee’s June 30 or current total proposed compensation is $100,000 or greater and the proposed salary adjustment is 5% or greater, or on the creation of new positions where the associated salary budget is $70,000 or greater. While these new requirements are effective on July 1, 2017, any salary or position action that is already in process and has received its final approval under existing procedures as of the date of this memorandum will not be subject to this new process. For salary actions that are subject to these procedures, your Human Resources staff will submit these actions using the General Administration online compensation database. Members of your staff already have access to this database and are trained in its use. With respect to position actions that are subject to these new requirements, a new form has been created for this purpose and has been posted for your staff’s use at the GA-HR web site at: http://old.northcarolina.edu/hr/hr_council/Classification_Form_- _Interim_70K_Version_-_Summer_2017.pdf. Updates have also been made to the matrices of delegated authority for human resources actions on this same web site. It is important to note that apart from the salary and position actions specifically covered by this new legislative requirement; all other existing delegations of authority to the constituent institutions for human resources actions remain in effect. Therefore, your staff should continue to follow existing procedures for salary actions for individuals with total compensation of less than $100,000, or for the creation of new positions with a salary budget of less than $70,000.

If your staff has any questions regarding these new procedures, they should not hesitate to contact Jessica Moore, Keith Dupuis, or Mary Richardson in General Administration Human Resources.

We will partner closely with your Human Resources and Provost offices to work through and refine these new procedures to ensure they are functioning as efficiently as possible. It is likely that as we get more experience with this new process that additional clarifications and adjustments may be forthcoming.
