Section 3: Description of project activities, products and results
This section describes the activities of the project. It is divided in three sections. Please remember that the Final Report covers all the activities and results for the whole project duration. Please ensure that your replies refer to the specific criteria, priorities and educational frameworks relating to the Action and project involved. Please note that special attention will be paid to the extent to which the project has been implemented. We refer to the Handbook, in particular Chapter V.iv.4.

SECTION 3 – DESCRIPTION OF PROJECT ACTIVITIES, PRODUCTS & RESULTS
3.1 - Outcomes and results Please describe the concrete outcomes, networks, products and results of the project; the conclusions and recommendations of internal & external evaluations; and the dissemination activities undertaken and their impact on the specific target group(s). (max 1 page, no more than 2000 characters). The Appraisal of Potential for Teaching (APT) project originally aimed to support the education of student teachers by developing diagnostics tools to help them to identify and explore their fundamental attitudes towards the teaching profession. This purpose aimed at providing the student teacher with the opportunity to increase self-awareness through reflection and critical questioning as a starting point for further professional development. In order to achieve this purpose a comparative analysis of teacher education processes has been done in each of the 7 partner countries. The aim has also been to develop a "European profile" of identifiable attitudes under such headings as: inclusive education, ethics and gender issues. The comparative analysis and the diagnostic tools prepared for this object have explored, inter alia, student teachers´ attitudes to working with parents, teaching migrants, the teaching of second and foreign languages and dealing with bullying in schools.I In terms of the work carried out for three years in the APT Project , the project has met all of the outcomes as identified in the work plan. Broadly these are; (i) The development of teacher training tools that can be used to aid teachers and teacher students to identify their applicability, attitudes, values, stances, their strenghts and learning areas towards the teaching as a profession, towards professionality reflexion, Teacher selection and teacher enhancement through reflexivity. (ii) Using the work that has emerged from the international aspects of the project led to the improvement of some of the practices within the participating teacher training institutions and countries. (iii)The adjustment of the tools to the specific education teacher training system in the participating countries led to different kinds of implementations on local, regional and national level: The Estionan approach, which was hightlighed in the inclusion of estonian tools in the National Teacher education System could not be topped by other partners. Most other partners implemented the tools in their own curriculums of teacher training and took a leading role in the valorisation for other faculties, universities or schools. (iii) The dissemination of the work and ideas developed thought project activities led to a wider internal, external and international audience, highlighted in the International Symposium in April 2006. The progress of the APT Project has glueless followed the ‘milestones’ of the work plan, even keeping most of the dates accurate to the fixed workplan three years ago. There are only minor discrepancies even from times and non of places. This has included evaluating the range of diagnostic tools that can be used to appraise teaching potential, performing trials with groups of trainees, developing the tools for use with groups of trainees and comparing the use of tools with that of the other partner, international, groups. The tools that have been developed, piloted and implemented are now being used as part of the teaching programmes in the seven participating countries. This is a clear outline of the final reports on the APT homepage. They are particularly useful in developing a

trainee teacher’s ability to explore their ‘selves’ and relate this to the cultural and social aspects of the schools they are teaching in. The tools used to develop this understanding have been based upon the work and ideas that have been developed throughout the project stages. The tools have been evaluated in a threefolded way: a) by the trainees who experienced the programme b) by the APT teams, who constantly adjusted them towards a final implementation c)by an external indipendent evaluator with a high reputation and experience in the pedagogic field. His final report clearly states, that the project is a success in all participating countries, even though the working process had to undergo a necessary shift from one already developed tool in Germany which originally should be "exported". After the very beginning it became clear that the partners adopted from the basic idea only the main features and started to apply them according to their national traditions and conditions. This development has proved to be a good decision. Every partner country has developed its own diagnostic tools or procedures and, taken the results of the project as a whole, it can with no doubt be said that the APT project has been a success. The work of the partner countries completes each other and when the handbook will be ready in the beginning of 2007 the results are ready to a larger european public. The broad variety of tools is clearly an enrichment of the european teacher education, the curriculums and methodology. The national APT - Teams gave at the final meeting in Dublin September 2006 a positive feedback and have stated how they have felt that that tools used were useful and worthwhile in helping their teacher students to reflect on aspects of their practice. There are even approaches to transfer the basic ideas of some of the tools for the recruitment of school adminstrators, headteachers (Germany) or entrance procedures for university studies (in Spain an application to the Ministry of Education is on its way). All the developed tools of all partners have been developed through a programme of qualitative research. Teacher trainees, school based training mentors and University tutors have been interviewed to gather together information on what sort of material should be used for the training tools. This has provided a rich source of data for use and helped the team to develop materials that are relevant to particular teacher training scenarios. Grant Agreement number: 112348 - CP - 1 - 2003 - 1 - COMENIUS - C21 3.2 - Project achievements 3.2(a)- Did the project meet its targets in terms of outcomes (as given in the application form, particularly in the workplan). Please comment on any under or over achievements of targets. (max 1 page, no more than 2000 characters). In light of the seven countries initiatives the importance of development of a shared understanding of similarities and differences in teacher education programs in European Union has become obvious. To share the best practices has been one of the important working methods during the project period, though each country has developed tools and programs in connection of their culture and historical background. There is not enough space to outline all the project achievements in the 7 perticipating countries: Just to name some achievements from the final reports of the partner countries on the APT homepage: Ireland: The outcomes for the Higher Diploma in Education (now re-named the Post Graduate Diploma in Education, PGDE) are significant. The Programme coordinator has implemented changes in staff development for staff involved in tutorial arising from the piloted work. The exercises created under the aegis of the project are available to tutors through the department’s virtual learning environment. Formal evaluation of the usefulness of the materials will be undertaken at the end of the academic year. Staff in NUI Maynooth are considering proposals to undertake follow up work with some of the European partners involved in APT. An Erasmus exchange is under discussion with the Belgian partner and a student to student exchange using video-conferencing is proposed with the Swedish partner. Germany:Three regional education authorities use the tools with support of german APT team for the recruitment process of headteachers and staff development. Since spring 2006 the Freiburg University of Education has installed a research project for the implementation of APT workshops in an early stage of teacher training. The Offenburg tools will be scientifically analysed and concerning the applicability for teacher students will be evaluated in a longitudinal study in an empirical quantitative reference framework. The time frame for the project covers three years. In march 2007 the Standing Conference of Ministers of Education in the Federal States (KMK) has on the agenda of this meeting, to discuss about possibilities of implementation of APT tools in all federal state Universities of Education.(see Press release on the homepage under Final Report Germany) Spain: The Department of Education has launched the application for a research project, funded by the Spanish Ministry of Education. Title of project: “Implementing a model based on self-awareness, the teacher’s identity and existential competence in the training of Foreign Language Teachers". Cooperation with LAB Network Comenius 3 will be extended. UK: "The main aspect of added value is in the area of trainee reflexivity. This is an area which has been relatively weak in its application to trainees in the past. By engaging project tutors, trainees and other practitioners in the project, the team have been able to explore many of the reflexive issues that have emerged from the project. This includes a greater understanding of areas such as inclusion, gender issues, working with other professionals and teaching in a sympathetic manner". Belgium: As a result of the confrontation with the APT-partners we have formulated a mission statement with an external counsellor. The whole team support the convictions, beliefs and values as worded in this mission statement (see amendment to Final Report). Furthermore in 2006 the Flemish Ministry of Education has imposed a new framework in teacher training. On the one hand we hope this mission statement will be the foundation to shape the new teacher education. On the other hand we will integrate some of the diagnostic tools in this renewed teacher education because we strongly believe in remedial teaching. Estonia: The structured Interview Tool, we firstly adopted from Offenburg was compiled following the generally accepted conceptions of teacher's professionality in Estonia which have been included in the National Teacher's Standard of Professional Competence and in the evaluation criteria for pedagogical practice established by TPU (Tallinn Pedagogical University). Most creators of the evaluation criteria have participated in the APT project in Estonia. This means that the two processes were always interrelated – the project work and everyday work on the development of teacher education in Tallinn University.Some other elements APT tools have also been used at the entrance exam of professional suitability of the

initial teacher training courses in Tallinn University. We consider the implementation of the methods to be rather perspective in career counselling for those students who need support in deciding whether to continue the MA studies in teacher training or in some other speciality. Sweden: Added value in connection with the project is expressed by student teachers in Evaluation: Project - started to think more about teacher competence - European perspectives more obvious - my identity as a teacher has strengthened - The seminars have had a big influence on me. Seminars – it has always been interesting to join the seminars, - good forum for discussions of teacher competence - Important reflections about my role as a teacher - Possibilities to put words on my thoughts - We have used a special form for reflection The group - New thoughts, belonging, confidence Log writing : Individual plans, able to follow my own progress, to write is to make it visible The exchange programmes of Lulea Teacher students, who have gone through an APT process have been largely extended due to the participation in the international project. 3.2(b) - What was the added value of the project? (max 1 page, no more than 2000 characters). Quotation from the external evaluators Report: The APT project has developed from specific problems in the teacher education in Germany In the German teacher education system it happens quite regularly that one or some students do not succeed to finish their studies in the final examination. Although the number of such students is not great the problem is in principle extremely serious. From the viewpoint of teacher education something should be done. As an initiative the Offenburg team suggested an EU project to study possible solutions to this problem. Out of this idea grew gradually the purpose and the procedure in Offenburg and the Offenburg team developed quite an extensive packet of diagnostic tools to be experimented. After the very beginning it became clear that the partners adopted from the basic idea only the main features and started to apply them according to their national traditions and conditions. This development has proved to be a good decision. Every partner country has developed its own diagnostic tools or procedures and, taken the results of the project as a whole, it can with no doubt be said that the APT project has been a success. The work of the partner countries completes each other and when the handbook has been published the results are ready to a larger public. The very starting point and the situation where some students loose their 4-5 year studies without any certificate also open the back side of this problem. In a pedagogical relation there is always the question of power, too. If the problems of the final examination lead to unfortunate results the personnel at the departments of teacher education should also turn to self-criticism and should have courage enough to reflect their own part in this unhappy situation. Without doubt this kind of reflection takes place but in spite of that all the possible means should be tried. This aspect would be possible to be developed to an EU project of its own where the normative side and descriptive side of the pedagogical relation could be analysed from the viewpoint of teacher educators. The APT project has indicated how different the teacher education systems in different countries are. It is, of course, not possible to transform practices directly from one country to another country. Instead, impressions and influences are the way to export and import reforms from inside. The main organizing ideas behind the teacher education programmes are so great that such content that is in use in some countries may be quite strange in another country.

Some programmes are very descriptive and practical without a clear metacognitive level while other programmes are highly developed in this respect. The main concepts in this APT project – values, self-consciousness, awareness, doing interviews, preparing questionnaires, etc – should be self-evident to all teacher educators. As a matter of fact, training is many times needed. One point is the nature of teacher education in the sense of academic teacher education. This simply means what kind of a role research is playing in the teacher education programmes. All these differences have an influence in the project work, both enriching and restrictive. One point of view that should be considered is that nearly all of the partners have worked with pilot studies, case studies, and with a small number of students and teacher educators. As separate projects they probably have only local value and influence although partners have done quite much in giving information to their colleagues and presented the work of the project in some meetings and conferences. This local nature of the work is understandable; when the work of all the partners is combined to a totality it gets its strengths from this combination. Without doubt this totality is successful. Another point of view to be considered is the way the individuals in the project are working. Almost always the work done in the project is overtime work without any compensation of money or lessening of the teaching duties. This is possible only with highly motivated colleagues but unfair, I think. Additional point is that the project meetings take place during week-ends that should be spent with families and used for recreation. The meetings should happen during workdays and the work in the project should be included into the total work-load. The flight prices are no more a hindrance to organise the project work during ordinary workdays. To sum up, my personal impressions of meeting the project colleagues have indicated a very good working climate in the project. The APT project has been organized excellently and the persons who have been responsible for leading the work have succeeded in their work. For me personally, as an external evaluator, working with the APT project has been a pleasant experience with new ideas and new colleagues. 3.2(c) - What was the overall contribution of the transnational work? Please comment on the value of transnational activities to the achievements of your project objectives at national and transnational level. Include any unanticipated benefits. (max 1 page, no more than 2000 characters). In the interim progress report end of the year 2005 we noted the effect the project was having not only on students but also on staff of partner countries. The processes of values clarification that were integral to the project continues to have an impact in all partner countrioes at meetings of external staff and new personnel involved in tutorial work. On transnational level the main achievement is opening up the range of techniques that can be used for teacher training courses and especially for appraisal procedures. So the most significant aspect of added value to emerge from the APT project is perhaps the opportunity it has afforded for staff development. Setting out to work in a project of this kind one is inclined to think only to think of the potential benefits for students and in the beginning the focus has been on the creation of materials for them. The fact that the same approaches, with just slight adaptation, can also be usefully employed for staff development and discussion represents a very welcome aspect of added value and transnational work. The more than 100 participants at the International Symposium in April 2006 and all members of national APT Teams agree that the overall experience in APT has been a highly beneficial one. Having the opportunity to exchange ideas with trusted colleagues from other countries has been very enriching. While there is no comparative educational course within most teacher training programmes, the involvement in APT has provided all partners with insights into the concerns and practices of colleagues involved in teacher education throughout Europe, to say nothing of learning at first hand about the different educational structures in Europe. It has been particularly instructive concerning the knowledge gained about smaller countries like Estonia, where it is much easier than in Germany to implement parts of APT tools on a national level. Another transnational benefit were the project

meetings in each of the participating countries from the Polar Circle to Andalusia. Everyone had impressions from first hand about different cultural "baggages", settings, conditions and structures in the different countries. The democratic project structure with an Executive Committee from National Coordinators, Legal Representative and european project coordinator allowed to work collaboratively and solve problems like that of the breakdown of early evaluation or the liquidation of the first irish partner on a common and agreed platform.The collaboration between the partner institutions has been a very effective way to get access to information and new ideas. It has also helped the project teams to acquire new skills to improve the delivery of teacher training subjects. It has aided the bench marking some existing training tools and allowed new strategies to be developed. The project has, also, allowed all national teams to develop new tools in a cost effective way through gaining a wealth of experience from the contributions from the other partners. It has enabled a common understanding of the many challenges faced in the European teaching arena. These understandings have been shared and used in the development of the tools – especially in terms of cross cultural debate and exchange. The work has been especially useful in providing an opportunity to work with a network which has had practical relevance to the teaching profession. There has been an exchange of experience, results, knowledge, ‘know how’ and mutual support. The external consultant Dr. Looss, dealing normally with big business companies and management systems, was a very fruitful addition for all partners, that education is only one part of professional development and a difficult one. The question of acting as change agents in schools future teachers all over Europe need to adopt new roles, which vary widely from the old roles as information providers to learning moderators. One of the new roles needed is competence clarity in dealing with diversity in today’s classrooms. The precondition of understanding values and belief systems of students from different social, cultural or religious backgrounds is for example the reflection of one’s own value and belief system. Every new teacher entering the profession nowadays should be provided with tools that create a deeper understanding of their personal motivations entering the profession, in addition to a deep reflection about one’s own personal competences, his value and belief system. These aspects of good teaching, especially issues like attitudes, behaviour and value clarity are competences that lie far beyond the knowledge of subjects and should be one element of a european teacher profile. Value clarification processes cannot be “downsized” to ethical subjects in the school curriculum. They form part of a process, which can deeply influence the future of young students. The only way of implementing the training of these competences in different European teacher training systems is the acceptance of a variety of approaches. The APT project shows that tools could not just be “exported” or “imported”. They must be adjusted to the political, social and cultural background of the given school system and the teacher education system. We have experienced diversities, not singularities and by doing this widespread scenery of possible approaches has been found, piloted and implemented. 3.2.(d) - How will the project partnership and project network or activities/results be sustained beyond the Community grant? (max 1 page, no more than 2000 characters). Here are some of the various examples of ongoing networks: The handbook as the final publication of the project will cover a wider perspective of moving along in the sense of a process, we have just started. There will be exchanges of students and teacher educators between partner countries, like the Staff in NUI Maynooth will undertake follow up work with some of the European partners involved in APT. An Erasmus exchange is under discussion with the Belgian partner and a student to student exchange using video-conferencing is proposed with the Swedish partner. The swedish partner has already extended its exchange programme.The belgian partner and the U.K partner have close cooperation with next years international Conference in Brussels. The Offenburg APT - group is officially member of the "Learning Teacher Network" - a run out Comenius 3 network and offer a workshop at their next conference. The Spanish partner holds close links with Comenius 3 Network "Language and Borders" to implement the tools in foreign language courses. The external evaluator cleared

the way for a group of german APT members to disseminate in Finland, where no partner existed.

Aims and objectives
The experts reviewing the work-plan pointed to a number of things to be taken into account; one crucial point is evaluation. Due to the fact, that Prof. Aelterman has resigned from Evaluation, the project had to find a new approach on the European project level.
Description of specific tasks undertaken and outcomes
Develop a Possible framework of questions for evaluators: Is it a tool that really improves teaching potential? Can it be implemented in the different cultures of the partner countries? Qualitative research with students (note the students will participate self-selectively and the evaluation will
examine whether their expectations have been met etc. longtitudinal study with cohort having been involved in first training… has the training been beneficial in the long term).
How is the university/college changed by its involvement in the project: o Has the contact with students been improved? o What supports does the project offer to students undergoing the training?
Evaluation of outcomes
Report of this meeting was given to members at the meeting in Granada (see Minutes of Granada) on the homepage. Partners agreed, that Mrs. Furlong and Mrs. Granzer form together the evaluation team. Their work to be done is the external evaluation, which takes into account the goals of the project as a whole. The focus is on output and effectiveness. Internal evaluation to be done Country by country. The focus is on the country specific goals listed in the application.

During the conference "Learning on Borders", persons and organisations related to the education of cultures and languages in border regions meet for the first time within the European LAB Network. The conference aimed to bring together teachers, school principals, other school staff and representatives of educational authorities who deal with neighbour language learning and teaching.The conference aimed to create a forum for a fruitful exchange of know-how, knowledge and visions. The participation of persons with different roles and backgrounds ensured an interesting and effective dialogue. APT had the opportunity to present its tools for teacher training in foreign languages
