TRANSPORT DEPARTMENT NOTICE

SPECIAL TRAFFIC AND TRANSPORT ARRANGEMENTS

FOR THE CHRISTMAS 2015 AND NEW YEAR’S EVE HOLIDAYS

Notice is hereby given that the following special traffic and transport arrangements will be

implemented on Hong Kong Island, Kowloon and the New Territories in connection with the

Christmas 2015 and the Near Year’s Eve :

I. SPECIAL TRAFFIC ARRANGEMENTS

HONG KONG ISLAND

Special Traffic Arrangements on 24, 25 and 26 December 2015 (See Figure 1)

(A) ROAD CLOSURES AND TRAFFIC DIVERSIONS

(1) Central District

(a) Lan Kwai Fong

Phase I

The following road sections will be closed to all vehicular traffic from 6.00 pm on 24

December 2015:

(i) D’Aguilar Street between Wyndham Street and Wellington Street;

(ii) Lan Kwai Fong;

(iii) Wing Wah Lane;

(iv) Wo On Lane;

(v) Wellington Street between Wyndham Street and D’Aguilar Street; and

(vi) On Lan Street.

Phase II

The following road sections will be closed to all vehicular traffic in addition to

Phase I at any time from 6.00 pm on 24 December 2015:

(i) D’Aguilar Street between Queen’s Road Central and Wellington Street;

(ii) Wyndham Street between Glenealy and Queen’s Road Central;

(iii) Stanley Street between D’Aguilar Street and Pottinger Street; and

(iv) Wellington Street between D’Aguilar Street and Pottinger Street.

(b) Chater Road Pedestrian Precinct

The following road sections will be closed to all vehicular traffic for designation as

pedestrian precinct from 8.00 pm on 24 December 2015 to 11.59 pm on 26 December

2015:

(i) Chater Road between Pedder Street and Jackson Road; and

(ii) Ice House Street between Des Voeux Road Central and Connaught Road

Central.

(c) St. Joseph’s Church

To facilitate the dispersal of worshippers from St. Joseph’s Church upon conclusion

of the Christmas Eve Mass, the rightmost lane of Garden Road between Kennedy

Road and Lady May Path will be closed to all vehicular traffic for designation as

pedestrian precinct, depending on the mass conclusion time and the crowd condition.

(2) Causeway Bay

(a) In the vicinity of Victoria Park (The 50th

Hong Kong Brands and Products Expo)

Pedestrian Precinct

The following roads will be closed to all vehicular traffic for designation as

pedestrian precinct from 4.00 pm to 12.00 midnight on 24 December 2015, and from

12.00 noon to 12.00 midnight on 25 and 26 December 2015:

(i) Lockhart Road east of Cannon Street;

(ii) East Point Road; and

(iii) Great George Street west of Paterson Street.

Depending on the crowd situation, the following road sections will be closed to

vehicular traffic daily from 6.00 pm onwards on 24, 25 and 26 December 2015:

(i) Gloucester Road service road northbound between Kingston Street and the U-

turn slip road of Gloucester Road service road southbound;

(ii) Sugar Street;

(iii) Gloucester Road southbound between the ramp leading from Victoria Park

Road flyover and Causeway Road;

(iv) Gloucester Road northbound between Causeway Road and Kingston Street

(except for vehicles on Tai Hang Road flyover heading for Gloucester Road

northbound);

(v) Great George Street;

(vi) Paterson Street between Kingston Street and Great George Street; and

(vii) Kingston Street westbound between Gloucester Road northbound and

Paterson Street.

The following road sections will be closed to all vehicular traffic in short notice in

addition to (i) to (vii) above depending on actual situation:

(i) Paterson Street between Gloucester Road westbound and Kingston Street;

(ii) Kingston Street; and

(iii) Cleveland Street.

During the period of above road closures, the following traffic diversions will be

implemented:

(i) Vehicles on Victoria Park Road flyover southbound will be diverted to

Gloucester Road service road westbound;

(ii) Vehicles on Yee Wo Street eastbound will be prohibited from turning left

onto Sugar Street;

(iii) Vehicles on Paterson Street southbound will be diverted to Kingston Street

eastbound; and

(iv) Vehicles on Cleveland Street southbound will be diverted to Kingston Street

eastbound.

(B) SUSPENSION OF PARKING SPACES, CARPARKS AND RESTRICTION OF

VEHICLE ACCESS


The on-street parking spaces, including the motorcycle parking spaces and metered

parking spaces on the following road sections will be suspended from 5.00 pm on 24

December 2015 to 6.00 am on 25 December 2015:

(i) Stanley Street near D’Aguilar Street;

(ii) On Lan Street; and

(iii) Wyndham Street between Arbuthnot Road and D’Aguilar Street.

(2) Causeway Bay

The parking spaces at Hing Fat Street Public Car Park are suspended from 10.00 am

to 11.59 pm daily between 9 December 2015 and 2 January 2016, and between 4

January 2016 and 5 January 2016; and from 7.00 am to 11.59 pm on 3 January 2016

(except the disabled parking spaces, part of motorcycle parking spaces and a total of

10 numbers of parking spaces will remain open for public use) for the use of Police

vehicles and vehicles bearing of the authorization of the organizer of the Hong Kong

Brands and Products Expo.

Vehicles illegally parked will be towed away by the Police without prior notice and

may be subject to multiple ticketing.

Special Traffic Arrangements on 31 December 2015 (See Figure 2)



(a) Central Ferry Pier Area

The section of Man Kwong Street outside Pier No. 8 will be closed to all vehicular

traffic from 9.00 pm on 31 December 2015.

(b) Lan Kwai Fong

Phase I


December 2015.

(i) D’Aguilar Street between Wellington Street and Wyndham Street;

(ii) Lan Kwai Fong;

(iii) Wing Wah Lane;

(iv) Wo On Lane;

(v) Wellington Street between Wyndham Street and D’Aguilar Street; and

(vi) On Lan Street.

Phase II

The following road sections will be closed to all vehicular traffic in addition to Phase

I at any time from 6.00 pm on 31 December 2015.

(i) D’Aguilar Street between Queen’s Road Central and Wellington Street;

(ii) Wyndham Street between Glenealy and Queen’s Road Central;

(iii) Stanley Street between D’Aguilar Street and Cochrane Street; and

(iv) Wellington Street between D’Aguilar Street and Cochrane Street.

(2) Wan Chai, Causeway Bay and Tin Hau

(a) Wan Chai

Phase I


December 2015:

(i) Expo Drive ;

(ii) Expo Drive Central; and

(iii) Expo Drive East.

Phase II

The following road sections will be closed to all vehicular traffic in addition to Phase

I from 11.00 pm on 31 December 2015:

(i) The section of Convention Avenue between Fenwick Pier Street and Fleming

Road; and

(ii) The first left lane of Fleming Road northbound between Convention Avenue

and the slip road of Renaissance Harbour Hotel.

(b) New Year’s Eve Countdown at World Trade Centre

The section of Jaffe Road between Cannon Street and the World Trade Centre will be

closed from 8.00 pm onwards on 31 December 2015.

(c) In the vicinity of Victoria Park (The 50th

Hong Kong Brands and Products

Expo)

Pedestrian Precinct

The following roads will be closed to all vehicular traffic for designation as

pedestrian precinct from 4.00 pm on 31 December 2015:

(i) Lockhart Road east of Cannon Street;

(ii) East Point Road; and

(iii) Great George Street west of Paterson Street.

Road Closures

Depending on the crowd conditions, the following road sections will be closed to

vehicular traffic from about 6.00 pm onwards on 31 December 2015 in phases:

From 6.00 pm onwards

(i) Sugar Street;

(ii) Paterson Street between Kingston Street and Great George Street;

(iii) Gloucester Road southbound between the ramp leading from Victoria

Park Road flyover and Causeway Road;

(iv) Gloucester Road northbound south of Kingston Street;

(v) Great George Street between Paterson Street and Gloucester Road; and

(vi) Kingston Street westbound between Paterson Street and Gloucester Road.


(i) Kingston Street;

(ii) Paterson Street between Kingston Street and Gloucester Road; and

(iii) Cleveland Street.

The following road sections will be closed to all vehiclular traffic in short notice

from 8.00 pm onwards in addition to the above road closures:

(i) One lane of Gloucester Road service road westbound between Victoria

Park Road flyover and Cannon Street;

(ii) Tai Hang Road flyover northbound;

(iii) Hing Fat Street between Causeway Road and Lau Sin Street;

(iv) Electric Road between Lau Li Street and Lau Sin Street (except for franchised

buses and residents of Park Tower); and

(v) Tsing Fung Street (except for franchised buses).

Traffic Diversions


Vehicles on Victoria Park Road flyover will be diverted to Gloucester Road service

road westbound.


Lau Li Street may be re-routed from one-way eastbound to one-way westbound

traffic when Electric Road between Lau Li Street and Lau Sin Street was closed to all

vehicular traffic (except for franchised buses and residents of Park Tower).

(d) Jardine Midnight Gun

The lay-by on Victoria Park Road outside Causeway Bay Typhoon Shelter will be

suspended from 9.00 pm on 31 December 2015 until road closure is lifted.

(e) Special Traffic Arrangement on Island Eastern Corridor during Firework

Display

Traffic on Island Eastern Corridor (“IEC”) westbound between Victoria Park Road

and Man Hong Street, except for franchised buses, will be diverted from 11.55 pm on

31 December 2015:

(i) Traffic along IEC westbound will be diverted onto Man Hong Street; and

(ii) Slips Roads leading to IEC westbound from Healthy Street Central and Tong

Shui Road will be closed to all vehicular traffic.


VEHICLE ACCESS

(1) Central

(a) Lan Kwai Fong

From 5.00 pm on 31 December 2015 to 6.00 am on 1 January 2016, the on-street

parking spaces on the following road sections will be suspended:

(i) Wyndham Street between Arbuthnot Road and D’Aguilar Street;

(ii) Stanley Street near D’Aguilar Street; and

(iii) On Lan Street.

(b) Cotton Tree Drvie slip road

From 9.00 am on 31 December 2015 to 7.00 am on 1 January 2016, the on-street

parking spaces, disabled parking spaces and motorcycle parking spaces on the

Cotton Tree Drive slip road (near Lower Peak Tram Terminus) will be suspended.

(2) Wanchai and Causeway Bay

(a) Hong Kong Convention and Exhibition Centre and its vicinity

From 4.00 pm on 31 December 2015 to 2.00 am on 1 January 2016, the on-street

parking spaces on the following road sections will be suspended:

(i) Expo Drive and Expo Drive East; and

(ii) Lung King Street.

(b) Tung Lo Wan Road

From 5.00 pm on 31 December 2015 to 2.00 am on 1 January 2016, all on-street

metered parking spaces on Tung Lo Wan Road between King’s Road and Wun

Sha Street will be suspended.

(c) Hing Fat Street Public Carpark

The parking spaces at Hing Fat Street Public Car Park will be temporarily

suspended from 10.00 am to 11.59 pm daily between 9 December 2015 and 2

January 2016, and between 4 January 2016 and 5 January 2016; and from 7.00

am to 11.59 pm on 3 January 2016 (except the disabled parking space, part of

motorcycle parking spaces and 10 numbers of parking spaces near the exit of the

carpark will remain open for public use) for the use of Police vehicles and

vehicles bearing of the authorization of the organizer of the Hong Kong Brands

and Products Expo.

(d) Carparks at Great George Street and Park Lane Hotel

From 6.00 pm on 31 December 2015 to 2.00 am on 1 January 2016 during the

period of the above road closures, vehicles will be restricted from entering or

leaving the carparks on Great George Street (the Windsor House and Hang Lung

Centre) and Park Lane Hotel until reopening of the concerned roads.

Affected hotels may make use of the bus stop outside Sino Plaza on Gloucester

Road to pick up and set off guests through the Airport Express Shuttle Bus.

Vehicles illegally parked will be towed away by the Police without prior notice

and may be subject to multiple ticketing.

(C) Prohibition to Learner Drivers

All learner drivers will be prohibited from driving into the following road sections from 6.00

pm to 11.30 pm on 31 December 2015:

(i) Tung Lo Wan Road;

(ii) Hing Fat Street; and

(iii) Electric Road between Wing Hing Street and Yacht Street.

KOWLOON


Special Traffic Arrangements on 24 and 25 December 2015

(1) Tsim Sha Tsui and Hung Hom

The following road closures and traffic diversions will be implemented on 24 December

2015 from the times specified below until it is safe to re-open the roads to normal vehicular

traffic. (See Figure 3 )

Phase I: From 7.00 pm on 24 December 2015

(a) Road Closures

(i) Hung Hom Bypass between Salisbury Road and Hung Hom Road;

(ii) Princess Margaret Road Link between Metropolis Drive and Hung Hom Bypass;

(iii) Salisbury Road elevated road westbound (near International Mail Centre);

(iv) Salisbury Road westbound between Hong Chong Road and Kowloon Park Drive;

(v) Salisbury Road eastbound between Kowloon Park Drive and Science Museum

(vi) U-turn slip road outside New World Millennium Hong Kong Hotel leading from

Salisbury Road eastbound onto Salisbury Road westbound;

(vii) Salisbury Road between Canton Road and Kowloon Park Drive (except franchised

(i) Vehicles on Mody Road eastbound will be prohibited from turning onto Mody

Lane;

(ii) Vehicles from Hung Hom Road southbound will be diverted to Hung Hom

Bypass, the roundabout at Cheong Tung Road South;

(iii) Vehicles on Metropolis Drive eastbound will be prohibited from turning right onto

Hung Hom Bypass southbound;

(iv) Vehicles on Princess Margaret Road Link southbound will be diverted onto

Metropolis Drive westbound;

(v) Vehicles on Salibury Road southbound near Cheong Wan Road will be diverted to

the slip road leading to Tsim Sha Tsui East;

(vi) Granville Road between Nathan Road and Carnarvon Road will be re-routed as

one-way eastbound and vehicles on Nathan Road southbound will be diverted to

turn left onto Granville Road eastbound;

(vii) Granville Road between Chatham Road South and Science Museum Road will be

re-routed to one-way eastbound and restricted for the use of franchised buses and

green minibuses;

(viii) Vehicles on Canton Road southbound will be diverted to make a U-turn onto

Canton Road northbound outside China Hong Kong City;

(ix) Vehicles on Kowloon Park Drive northbound will be prohibited from turning left

onto Canton Road southbound;

(x) Vehicles on Granville Road eastbound will be diverted to turn left onto Chatham

Road South northbound;

(xi) Vehicles on Salisbury Road eastbound will be diverted to turn left onto Kowloon

Park Drive northbound;

(xii) Vehicles on Kowloon Park Drive northbound will be prohibited from turing right

onto Peking Road;

(xiii) Vehicles on Chatham Road South southbound will be prohibited from turning

right onto Cameron Road westbound and diverted onto Mody Road eastbound;

(xiv) Vehicles on Chatham Road South southbound will be prohibited from turning left

onto Granville Road eastbound (except franchised buses and green minibuses);

(xv) Vehicles on Science Museum Road will be prohibited from turning onto Mody

Road westbound and Granville Road; and

(xvi) Vehicles on Hong Tat Path will be prohibited from turning onto Science Museum

Path.

Phase II: From 7.30 pm on 24 December 2015

Road Closures

(i) Kowloon Park Drive;

(ii) Salisbury Road between Canton Road and Kowloon Park Drive; and

(iii) Star Ferry Bus Terminus.

Phase III: Additional Road Closures on 24 December 2015 (Depends on crowd situation)

Depending on the crowd situation, the following additional road closures and traffic

diversions will be implemented by the Police:-

(a) Additional Road Closures

(i) Nathan Road northbound between Jordan Road and Bowring Street;

(ii) Nathan Road southbound between Jordan Road and Granville Road;

(iii) Pine Hill Tree Road;

(iv) Carnarvon Road between Kimberley Road and Granville Road;

(v) Shun Yee Street;

(vi) Granville Circuit;

(vii) Chatham Road South northbound between Observatory Road and Granville Road;

(viii) Bowring Street between Pilkem Street and Nathan Road;

(ix) Tak Shing Street between Nathan Road and Tak Hing Street;

(x) Hillwood Road;

(xi) Kimberley Road between Nathan Road and Observatory Road;

(xii) Kimberley Street;

(xiii) Granville Road between Nathan Road and Chatham Road South;

(xiv) Chatham Road South southbound between Cheong Wan Road and Granville Road

(b) Additional Traffic Diversions

(i) Vehicles on Nathan Road southbound will be diverted to Jordan Road westbound;

(ii) Vehicles on Observatory Road will be prohibited from turning onto Kimberley

Street westbound;

(iii) Vehicles on Jordan Road westbound will be prohibited from turning left onto

Nathan Road southbound;

(iv) Vehicles on Pilkem Street northbound will be prohibited from turning right onto

Bowring Street eastbound;

(v) Vehicles on Bowring Street eastbound will be diverted to Pilkem Street

northbound;

(vi) Vehicles on Austin Road westbound and Cox’s Road southbound will be

prohibited from turning onto Pine Tree Hill Road;

(vii) Vehicles on Cheong Wan Road westbound will be prohibited from turning left

onto Chatham Road South southbound; and

(viii) Vehicles on Chatham Road South southbound will be diverted to Austin Road

westbound or Cheong Wan Road eastbound.

Special Traffic Arrangements on 31 December 2015

(1) Tsim Sha Tsui and Hung Hom

The following road closures and traffic diversions will be implemented on 31 December

2015 from the times specified below until it is safe to re-open the roads to normal vehicular

traffic. (See Figure 4 )

(i) Vehicles from Hung Hom Road southbound will be directed to the roundabout at

Hung Hom Bypass and Cheong Tung Road South;

(ii) Vehicles on Princess Margaret Road Link southbound will be diverted to turn

right onto Metropolis Drive westbound;

(iii) Vehicles on Metropolis Drive eastbound will be prohibited from turning right onto

Princess Margaret Road Link southbound;

(iv) Vehicles on Kowloon Park Drive northbound will be prohibited from turning left

onto Canton Road southbound;

(v) Granville Road between Nathan Road and Carnarvon Road will be re-routed as

one-way eastbound and vehicles on Nathan Road southbound will be diverted to

turn left onto Granville Road eastbound;

(vi) Granville Road between Chatham Road South and Science Museum Road will be

re-routed to one-way eastbound and restricted for entry of franchised buses and

green minibuses only;

(vii) Vehicles on Science Museum Road will be prohibited from turning onto Mody

Road westbound and Granville Road;

(viii) Vehicles on Canton Road southbound will be diverted to make an U-turn onto

Canton Road northbound outside China Hong Kong City;

(ix) Vehicles on Hong Tat Path will be prohibited from turning onto Science Museum

Path;

(x) Vehicles on Mody Road eastbound will be prohibited from turning onto Mody

Lane;

(xi) Vehicles on Chatham Road South southbound will be prohibited from turning

right onto Cameron Road westbound and diverted to turn left onto Mody Road

eastbound;

(xii) Vehicles on Chatham Road South southbound will be prohibited from turning left

onto Granville Road eastbound (except for franchised buses and green minibuses);

(xiii) Vehicles on Salisbury Road southbound near Cheong Wan Road will be diverted

to the slip road leading to Tsim Sha Tsui East;

(xiv) Vehicles on Granville Road eastbound near Chatham Road South will be diverted

to turn left onto Chatham Road South northbound;

(xv) Vehicles on Salisbury Road eastbound will be diverted to turn left onto Kowloon

Park Drive northbound;

(xvi) Vehicles on Kowloon Park Drive northbound will be prohibited from turning

right onto Peking Road; and

(xvii) Vehicles on Austin Road West will be prohibited from turning left onto the

unnamed access road toward West Kowloon Waterfront Promenade.

Phase II: From 8.30 pm on 31 December 2015

Road Closures

(i) Kowloon Park Drive;

(ii) Salisbury Road between Canton Road and Kowloon Park Drive; and

(iii) Star Ferry Pier Bus Terminus.

Phase III: From 10.30 pm on 31 December 2015

(a) Road Closures

(i) Austin Road West between Canton Road and Nga Cheung Road;

(ii) Nga Cheung Road Flyover between private road (North) on podium level of

Kowloon Station and Austin Road West;

(iii) Nga Cheung Road between Station Perimeter Road (South) on ground level and

Austin Road West;

(iv) Wui Man Road between Austin Road West and Wui Cheung Road;

(v) Wui Cheung Road westbound between Canton Road and Wui Man Road; and

(vi) Kin Wan Street.

Depending on the crowd dispersal or emergency situation, the following additional road

VEHICLE ACCESS

(a) Suspension of on-street parking spaces in Tsim Sha Tsui

All on-street parking spaces in Tsim Sha Tsui area south of Austin Road and Cheong Wan

Road will be suspended from 3.00 pm on 24 December 2015 to 3.00 am on 25 December

2015, and from 3.00 pm on 31 December 2015 to 3.00 am on 1 January 2016.

Vehicles illegally parked will be towed away by the Police without prior notice and may be

subject to multiple ticketing.

(b) Restriction of Vehicle Access

During the period of above road closure, vehicles entering or leaving the hotels and carparks

within the affected are will be restricted until reopening of the concerned roads. Vehicles

bearing a hotel logo will be permitted to set down passengers at the following locations

only:

(i) Chatham Road South at the junction with Mody Road (before the

implementation of arrangements in Phase III on 24 December 2015 and Phase IV

on 31 December 2015); and

(G) SUSPENSION OF TAXI STANDS AND PLB/GMB STANDS

(a) Taxi Stands

(i) On Hong Kong Island, the taxi/cross harbour taxi stands, including taxi pick-

up or drop-off points, within the road closure areas in Wan Chai, Causeway

Bay and Central Ferry Piers area will be suspended in phases until re-opening

of roads; and

(ii) In Kowloon, all taxi and cross harbour taxi stands, including pick-up or drop

off points along the closed roads will be suspended in phases until re-opening

of roads.

(b) PLB/GMB stands

(i) On Hong Kong Island, the PLB and GMB stands or stops, within the road

closure areas in Causeway Bay, Wan Chai and Central will be suspended in

phases until reopening of roads; and

(ii) In Kowloon, the PLB and GMB stands or stops along the closed roads will be

suspended in phases until re-opening of roads.

III. ATTENTION AND APPEAL

Appropriate traffic aids will be erected to guide motorists. Notices will be put up by public

transport operators to advise passengers of the above temporary arrangements. Actual

implementation of the road closure, traffic control and public transport diversions will be

made by the Police at the time depending on the prevailing circumstances, traffic and crowd

conditions in the areas. Motorists are advised that strict enforcement on illegal parking,

including multiple ticketing and towing, will be taken by the Police in the affected areas.

The public heading to the affected area is advised to plan their journey early and allow more

travelling time to cater for unexpected delay. The public is also advised to avoid driving to

the affected areas. For public transport commuters, they should pay attention to the

arrangements of route diversions and suspension of stops. Motorists should exercise

tolerance and patience in case of traffic congestion, take heed of instruction of the Police

and watch out for the latest traffic news through media.
