EU Interagency cooperation

• EMSA provides tailor-made integrated formation services to EU NAVFOR (anti piracy), EFCA (fishery control) and Frontex (border control) as well as to EU Member States

• Multiple data sources (ship positions from different sensors: VMS, T-AIS, SAT-AIS, LRIT), data correlation and satellite Earth Observation.

Further User Functions and Beneficiaries

• - supporting Coast Guard functions and needs, including Places of Refuge for ships in need of assistance

• - providing the maritime picture to FRONTEX (Sea Border Control)• - Ship emissions pilot project (the use of AIS data in the

assessment of ship air emissions). • - Exchange of radar data through SSN (about defining the

operational concept for exchanging radar images through the system) • - Ship Reference Database (developing a service that will support

Member States for their operational purposes). • - Blue Belt pilot project (exploring ship notification reports to

national single windows and thereby to customs authorities of all EU Member States, and to demonstrate that this information can be used to simplify customs formalities for goods carried aboard ships engaged in intra-EU trade).

• - Pilot projects with third countries

What is it for?

• - Already all functions or user communities are benefitting from the integrated maritime system and services

• - EMSA is tasked to make the necessary technical solutions

• - Based on legislative requirements and requests for information needed

• - cooperation with other EU agencies involved• - cost efficient way of using and building on the

existing systems and platforms

Integrated Maritime Surveillance!

• With on-going technological developments and the implementation of the Single Windows, the role of the system has been brought to a completely different level. While maritime vessel monitoring for safety purposes was the starting point, the future rests with an interconnected system that will work in a harmonized manner to facilitate not only safety but also maritime transport and traffic; the system is enabling enhanced operational situational awareness, providing information sharing, cross-border and cross-sector.
