Overview Federal Legislation Changes – MAP-21

Transportation Enhancements to Transportation Alternatives Program (TAP)

TAP Eligibility Impact on regional process for allocation of federal

transportation funds Regional TAP Application and Scoring Criteria Discuss potential projects

MAP-21 New federal transportation authorization bill passed

into law on July 6, 2012 Consolidation of federal transportation programs from

approximately 60 programs down to 6 programs New Transportation Alternatives Program which

consolidated the Transportation Enhancement Program, Scenic Byways Program, and Safe Routes to School program Previously eligible projects from all of these programs

now eligible under TAP All projects are now an 80% Federal to 20% Local Match

Eligible Activities Construction, planning, and design of on-road and off-road trail facilities for pedestrians, bicyclists,

and other non-motorized forms of transportation, including sidewalks, bicycle infrastructure Traffic calming and speed reduction improvements Lighting and other safety-related infrastructure Transportation projects to achieve compliance with the Americans with Disabilities Act of 1990. Non-infrastructure-related activities to encourage walking and bicycling to school Funding for training, volunteers, and managers/coordinators of safe routes to school programs. Construction of turnouts, overlooks, and viewing areas. Conversion and use of abandoned railroad corridors for trails for pedestrians, bicyclists, or other

non-motorized transportation users. Planning, designing, or constructing boulevards and other roadways largely in the right-of-way of

former Interstate System routes or other divided highways. Inventory, control, or removal of outdoor advertising Historic preservation and rehabilitation of historic transportation facilities Vegetation management practices in transportation rights-of-way to improve roadway safety, prevent

against invasive species, and provide erosion control Archaeological activities relating to impacts from implementation of a transportation project. Environmental mitigation activities including pollution prevention and pollution abatement

activities and mitigation to address storm water management, control, and water pollution prevention or abatement related to highway construction or due to highway runoff

Eligible Activities Environmental mitigation activities including pollution prevention and pollution abatement

activities and mitigation to reduce vehicle caused wildlife mortality or to restore and maintain connectivity among terrestrial or aquatic habitats.

Sidewalk improvements including new sidewalks, sidewalk widening, sidewalk gap closures, sidewalk repairs, curbs, gutters, and curb ramps.

Pedestrian and bicycle crossing improvements On-street bicycle facilities including new or upgraded bicycle lanes, widened outside lanes or

roadway shoulders, geometric improvements, turning lanes, channelization and roadway realignment, traffic signs, and pavement markings.

Secure bicycle parking facilities, Secure bicycle parking facilities: bicycle parking racks, bicycle lockers, designated areas with safety lighting, and covered bicycle shelters.

Traffic diversion improvements: separation of pedestrians and bicycles from vehicular traffic adjacent to school facilities, and traffic diversion away from school zones or designated routes to a school.

Maintenance and restoration of existing recreational trails. Development and rehabilitation of trailside and trailhead facilities and trail linkages for recreational

trails. Purchase and lease of recreational trail construction and maintenance equipment. Acquisition of easements and property for recreational trails or recreational trail corridors. Assessment of trail conditions for accessibility and maintenance.

Ineligible Activities

Regional Impact Competitive process requirement for distribution of

TAP funding Funding level reduction

Receive higher amount of TAP funds compared to TE funds - $266,000 compared to $200,000

State no longer has TE, SRTS, and Scenic Byways Program which accounted for ~ $6,000,000

State did have competitive TAP program with $1,000,000 available

State will maintain a Federal Recreational Trails program

TAP Application and Scoring Currently the same as previous Transportation

Enhancement application except for listing of eligible project activities

Scoring Criteria includes: Transportation Alternative Relationship – 5 Points Local and Regional Factors – 9 Points Economic Development and Tourism – 10 Points Project Status – 6 Points Facility Need – 15 Points

Provides a checklist of all eligible activities as listed in previous slide of eligible projects

Must be able to check at least one box Receive one point for each box that is checked up to 5

points

TAP Application and Scoring Local and Regional Factors – 9 Points

Explain if your project has been identified as a local, regional, or statewide priority. List any local, regional, or statewide planning documents that list this project as a priority.

TAP Application and Scoring Economic Development and Tourism – 10 Points

Describe the regional economic development and

tourism impact of the proposed project.

TAP Application and Scoring Project Status – 6 Points
