Leading the Way Since 2010
3
Defining Success
• Improved processes, management systems and analytical tools
• Improved decision making processes supported by data
• A fully institutionalized Transportation Asset Management Plan within GDOT
• Better transparency and accountability for State resources
4
MAP-21 / FAST Act andNational Performance Measures
Moving Ahead for Progress in the 21st Century ActFixing America’s Surface Transportation Act
• The MAP-21/FAST Act mandate the transition to a performance and outcome based program
• The MAP-21/FAST Act require State DOTs and MPOs to use a set of performance measures in support of carrying out:– Highway Safety Improvement Program (HSIP)– National Highway Performance Program (NHPP)– National Highway Freight Program (NHFP)– Congestion Mitigation and Air Quality (CMAQ) Improvement Program
5
GDOT’s Asset Management Journey
2009• GDOT formally embraced the Transportation Asset Management (TAM) approach
in the fall of 2009.
2010• GDOT develops its first Transportation Asset Management Plan (TAMP)
2012• MAP-21 Act enacted
2015• The Fixing America’s Surface Transportation Act (FAST Act) is enacted which
reaffirms MAP-21
2018• GDOT submits the federally mandated “Initial” Transportation Asset Management
Plan (April 2018)
2019• GDOT will submit the “Fully-compliant” Transportation Asset Management Plan
(Due June 2019)

TAMP Components A summary listing of pavement and bridge assets on the NHS in the State
regardless of ownership
Asset management performance measures and State DOT targets (excluded from the initial plan)
Asset condition
Performance gap identification
Life-cycle planning
Risk management analysis
10-year Financial plan(updated every 4 years)
Investment strategies
Only process descriptions of GDOT’s TAM processes are required for the initial TAMP.
Actual Data will be provided for the fully-compliant TAMP.

Asset Management: Beyond TAMP
Although the scope of the federally required TAMP is Roads and Bridges on the NHS, GDOT measures all roads
• Road Classification Process
• COPACES measuring provides more detail than federal requirement
• Data collection activities leveraging technology
• GDOT’s definitions for “Good” and “Poor” condition levels are more detailed than the federal definition

Integration With GDOT Continuous Improvement Activities
As targets and measures are established, OPMR will integrate them into the existing quarterly Performance Reviews with each District and Office.
This will ensure:• Continuous focus on
performance-based outcomes related to FAST Act requirements
• Improvement opportunities are identified and addressed early
