RE: Resolution Measure R2
Dear Board Member, TBAC is recommending that MTA support Small Business by requiring Small Business participation in Measure R2 proposition draft.
Whereas: A healthy transportation system is vital to maintain and improve the productivity and quality of life of the people of Los Angeles County,
Whereas: Programs funded by Measure R, while addressing critical gaps in the County transportation network, will not be adequate to meet the needs of future generations,
Whereas: Measure R2, by funding additional transportation programs, will continue the work begun by Measure R,
Whereas: Measure R2 will give back to our local communities jobs, business opportunities and improved quality of life,
Whereas: A majority of local businesses in Los Angeles County are small businesses and as a group represent the majority of employees in the County;
Whereas: The majority of funds for Measure R2 will be developed from taxes paid by Los Angeles County residents and Small Business Owners;
Resolved: the Los Angeles County Metropolitan Transportation Authority endorses and supports Measure R2 with the provision that a mandatory 25% Small Business Enterprise goal and a 5% Micro-business goal be included in the Bond and that any agency receiving Measure R2 funds be required to meet or exceed the goals for all contracts associated with any R2 related projects.
Proposition Language: Small Business Participation Goal: The Small Business Goal is 25 percent for small business participation including an additional 5 per cent Micro-business goal. Each recipient of 11Measure R2" dollars shall meet or exceed the SBE Goal.
Sincerely,
Ezekiel Zeke Patten
