Introduction

The Mid-Minnesota Development Commission (MMDC) is part of a statewide network of Regional Transportation

Coordination Councils (RTCCs) working, with assistance and funding from Minnesota’s Department of Transportation

(MnDOT), to address transportation barriers in the rural counties that make up their regions. The Mid-Minnesota

Regional Transportation Coordination Council (MMRTCC) serves Kandiyohi, McLeod, Meeker, and Renville Counties.

This guide has been produced to provide community members with the information they need to make informed

transportation-related choices. Please note that changes are made regularly, and the most current version of this guide

can be found online at: www.mmrdc.org

Transportation Types: Explained

Charter Service

Charter services include coach bus tours or rentals of large vehicles for events. Each charter service provides different options and prices vary accordingly

Day Training and Habilitation (DT&H)

Day Treatment and Habilitation transportation services are typically provided exclusively to DT&H clientele

Intercity/Interstate Bus Line

Intercity/Interstate Bus Lines provide long-trip services across county and state lines.

Non-Emergency Medical Transportation (NEMT) and Specialized Transportation Service

Non-emergency medical transportation/ Specialized transportation supports transporting individuals with medical-related needs in non-emergency situations. It is for those who require special medical attention or accommodation. NEMT/STS services are often used for rides to and from medical appointments.

Shuttle

Shuttles are often used to deliver riders to and from airports, hotels, casinos, and other popular locations. Shuttle services in this area are typically delivered on-demand. Riders call when transport is needed and await pick-up.

Public Transit

Public Transit providers (e.g. Central Community Transit, Trailblazer Transit) provide a variety of services including on-demand ride services. Please see the Central Community Transit and Trailblazer Transit pages for more information.

Volunteer Driver Program

Volunteer Driver Programs use community volunteers to provide rides for a variety of purposes. Volunteers can often provide rides that other providers cannot, due to service area or time of day. These programs provide riders with an individualized ride experience, specific to their needs.

Taxi

Taxi and cab services provide an on-demand service from point A to point B with a metered payment system.

Central Community Transit provides transportation for all Kandiyohi County, Renville, and Meeker County

residents. CCT has a fleet of 32 buses and over 50 volunteer drivers throughout their region. Bus transportation

is provided for all ages. Children often ride the bus to and from school, daycare and other activities, while adults

ride the bus to and from work and appointments. Seniors often ride the bus to get to medical appointments, shop,

visit friends, and just get out and about.

Willmar Area - 5:30am-9:30pm Mon-Fri/ 8:00am-4:30pm Saturday/8:00am-5:00pm Sunday.

Olivia Area - 6:30am-5:00pm Mon-Fri.

Litchfield Area - 6:15am -7:30pm Mon-Fri/ 6:15am-1:30pm Saturday/8:00am-12:00 Sunday.

• Demand Response Rides (Dial-a-Ride) – A route that is directed based on the ridership demands. This type of

route generally has a base route with more flexibility than that of a fixed flexible route.

• Fixed Flexible Route – A route that will deviate to pick up at any location within 3/4 of a mile (or 10 blocks)

from any of the scheduled route stops. (click for routes)

• Same Day Service – Bus routes are available at times to pick up passengers on the same day for an additional fee

above the base fare. These requests are based on availability.

• Saturday and Sunday Service – CCT offers fixed flexible route service on Saturday and Sundays, within the

city limits of Willmar and Litchfield. Passenger pick-ups that deviate from the city route must be pre-scheduled

the day before (the dispatch center is closed on Saturday and Sunday).

VOLUNTEER TRANSPORTATION

• Senior Volunteer Program– This program utilizes a volunteer driver using a personal vehicle to transport

seniors 60 years of age or older to medical appointments, groceries, errands, etc. (click for senior transportation)

• Non-Emergency Medical Transportation – Through Medical Assistance and Managed Care Contracts.

CCT CARRIAGE TRANSPORTATION

Transporting groups from long term care facilities, senior living residences, group homes, etc.

INSURANCE INFORMATION

CCT is a vendor for Blue Ride, UCare and Medica in Kandiyohi, Meeker, and Renville Counties. CCT provides MA

transportation for all three counties, and Prime West in Renville and Meeker Counties.

Trailblazer Transit is a general public transit system that provides rides to people of all ages for just about any reason!

Professional drivers utilize elevator equipped buses to provide Dial-a-Ride service throughout Sibley, McLeod, and

Wright Counties plus some limited service into other neighboring cities. Please see the website or call dispatch (below)

for more information regarding the specifics of the designated service area.

There are no qualifications or requirements to use the transit system. This is a public service, which means just about

anyone can use the service for any reason. Some common destinations are medical facilities, grocery stores, beauty

salons, government offices, etc.

HOURS:

The bus operates Monday through Friday from 6:30 a.m. to 5:30 p.m. starting and ending at the garages in Glencoe and

Buffalo. Ride availability for each customer will vary depending travel time and other factors.

FARES:

The bus fares listed below are for a single ride for one individual from Point A to Point B. Bus fares may be paid when

boarding the bus with cash, checks, or tokens, or the bus fares may be billed.

$4.00 = Rides less than 25 miles.

$8.00 = Rides 25 miles or more.

$2.00 = DISCOUNT RATE for rides beginning ending entirely within the same city limits.

About the Mid-Minnesota Development Commission:

The mission of the Mid-Minnesota Development Commission (MMDC) is to provide technical assistance to government,

businesses and local organizations; administer state and federal programs, and coordinate multi-jurisdictional activities

to maintain or enhance the quality of life in the Counties of Kandiyohi, McLeod, Meeker, and Renville.

The MMDC is a political subdivision guided by a Board of Commissioners from a cross-section of constituents. The

Commission receives financial support for its activities from a variety of sources, including local tax levies, federal grants,

state grants, and contracts for technical assistance. There are nine active RDCs in Greater Minnesota.

About the Mid-Minnesota Regional Transportation Coordination Council (MMRTCC): The Mid-Minnesota Regional

Transportation Coordination Council, or MMRTCC, works to bridge transportation gaps and provide transportation

solutions throughout our four-county region, so that all our residents can fully participate in and contribute to

community life. We are a collaboration of various stakeholders including healthcare providers, human service agencies,

and others who serve people with transportation barriers. Most of our funding is provided by a grant from the

Minnesota Department of Transportation. The MMRTCC is just one of thirteen RTCCs working to improve transportation

availability throughout Greater Minnesota.
