Transportation Systems Maintenance and Operations (TSMO) Kick off Meeting

Eric Cowle and Carlos Ortiz (Advantec) introduced the formation of a new Technical

Sub-Committee (TSMO). The role of the committee is to determine responsibilities,

procedures, and develop an Operations and Maintenance Manual for the Coachella

Valley Traffic Synchronization (TSS) Program. A member roster for TSMO was

Staff Report Subject: Signal Synchronization: Technology Assessment Report Contact: Eric Cowle, Transportation Program Manager ([email protected]) Recommendation: Concur with Draft Technology Assessment Report. Background: One year ago, TTAS members were asked to identify individuals to serve on the Transportation Systems Management and Operations Committee (TSMO). The TSMO was established through the Signal Synchronization Master Plan and the Participation Agreement as the ad hoc technical committee necessary to help establish regional signal synchronization. For a federally funded Intelligent Transportation Systems (ITS) project, a Technology Assessment is a required component of the design process. For every key hardware and software component of the system, CVAG’s consultant Advantec Consulting Inc., pre-qualified vendors based upon their experience and the vendor’s similar deployments in California. A Vendor Show highlighting 45 vendors was coordinated through the Coachella Valley American Public Works Association (APWA) and presented these technologies to all participating jurisdictions of the Signal Synchronization Project in November of 2017. In evaluating the vendors, the TSMO has met 17 times, typically for three hours at a time. The TSMO travelled to the Cities of Riverside, Corona and Moreno Valley to hear presentations and see demonstrations from operating Traffic Management Centers at those locations. The TSMO has listened to 43 different technology presentations and seen demonstrations from hardware and software vendors. All of the participating jurisdictions have contributed to this process. The City of Rancho Mirage has also attended the TSMO meetings, lending valuable contributions as well as insights into their separate, concurrent signalization project. The following is a list of hardware and software vendors that have made presentations to the TSMO. These have been identified as the consensus preferred vendors by the TSMO. Regional Advanced Traffic Management Systems (ATMS): Pending proof of concept Video Management System (VMS): Genetech Changeable/Dynamic Message Signs: Daktronics and Swarco/McCain Video Wall Display: Barco and NEC ITS Asset Management Software: Pending final review Ethernet Switches: Hirschmann Wireless Communication Systems: Proxim and Siklu Battery Backup System: Clary A hard copy of the two-volume Draft Technology Assessment Report has already been provided to each participating jurisdiction through the TSMO committee. With the Draft Technology Assessment completed, the TSMO will continue to meet as needed to further define responsibilities and procedures necessary to implement the signal synchronization project. As the TSMO works its way through this process, they will build a Regional Operations and Maintenance Manual, memorializing the decisions, procedures and performance achieved. It is envisioned that this manual will be updated as the new ITS technologies are introduced and used as part of the regional signal synchronization project. A revised schedule for Phase I of the Signal Synchronization Project is attached. Advertisement for bids is anticipated in May 2019. Fiscal Analysis There is no financial impact from concurring with the Draft Technology Assessment Report. The equipment and software identified in the Draft Report will be incorporated into the construction plans and constrained by programmed funding. Attachments a. Staff Report

Subject: Street Sweeping Program FY 2018/19 Contact: Eric Cowle, Transportation Program Manager ([email protected]) Recommendation: Information only. Background: In June of 2018 the Executive Committee approved a two-year contract with M&M Sweeping Inc. for the Regional PM10 Street Sweeping Program. The contract contained an option for an additional two years. Funding for the Regional PM10 Street Sweeping Program has traditionally come from AB2766, COLMAC and the Mobile Source Reduction Committee (MSRC). The AB2766 funds are allocated to CVAG’s individual jurisdictions as a percentage of vehicular license plate renewals, and then redirected to the Regional PM10 Street Sweeping Program. COLMAC funds are provided by Riverside County through the Coachella Valley Air Quality Enhancement Program. MSRC funds have come through grants awarded to CVAG for the Program. Over the past three years, the MSRC grant had been reduced from $250,000/year to $125,000/year to $0/year. In meetings with the South Coast Air Quality Management District (SCAQMD), CVAG staff was encouraged to apply for grant funding to continue to fully operate the Regional PM10 Street Sweeping Program. Accordingly, in April of 2018 CVAG applied for $1,207,674 in SCAQMD funding to cover the next five years budget shortfall to operate the program. CVAG was successful in their grant application, with SCAQMD awarding CVAG $1.1 million ($220,000/year for 5 years) in January of this year. The grant to CVAG was approved at $1,150,000 with a condition that $50,000 of this money be used for a study to improve program efficiency, with the remaining funds released once the report is completed. CVAG staff will work with SCAQMD to determine the parameters for the requested study and allocate the approved funding to this year’s Regional Street Sweeping Program. One of the changes that the additional funding will allow for is weekly sweeping of sand on the most impacted regional streets during the windy season (mid-February through mid-May). The current approved contract with M&M Sweeping, Inc. does not require an amendment at this time. Fiscal Impact: The fiscal impact of receiving this grant from SCAQMD is that the Regional PM10 Street Sweeping Program for FY 18/19 is now fully funded.
