1. What is a Travel Plan? Atravelplanisdefinedasalong-termmanagementstrategyforanorganisationorsitethatseekstodeliversustainabletransportobjectivesandisregularlyreviewed.

SwindonBoroughCouncilrequiresdeveloperstoproduceandimplementtravelplanstoaconsistentstandardtohelpmitigatethetransportimpactsoftheirdevelopment.

1.1 Benefitsofatravelplan

A Travel Plan will assist in bringing about a wide range of benefits to the wider community such as:

• Reducingpeaktimecongestion• Reducingharmfultransportemissionsandreducingenergyuse• Improvingaccessibilityandtacklingsocialexclusion• Improvedpublictransport• Reductioninvehiculartripspotentiallyreducingthecostofoff-sitehighwayworks• Creatingadditionalsitecapacitybyreducingtheneedforcarparkingspacesandtheir on-goingmaintenancecosts• Enhancingtheimageofthecompany/organisationinquestioninenvironmentalterms whichsupportsCorporateSocialResponsibility• Promotionofhealthylifestylesthroughmorephysicalactivityanduseofactive travelmodes

TadpoleGardenVillageinSwindonisanewcommunitywhichhassustainabilitybuiltintoitscore.Byitslocationandtherealattentiontodetailinplanningthelayoutandinfrastructureofthesite,sustainabletravelwillbetheobviouschoicefornewresidents.Hardinfrastructureandsupportingsoftmeasuresfurtherencouragetheuptakeofsustainablemodesbyresidents,visitors,pupilsandemployeesofthedevelopment.

2. PurposeofthisguidanceTravelPlanshaveanimportantroleinreducingtrafficandincreasingaccessibilityforall,whichwillcontributetolocalandregionaltargetsalignedwithnationalpolicy.

SwindonBoroughCouncilisseekingtoensurethatalltravelplansproducedintheBoroughareconsistentintermsofstructure,contentandapproach.Thisguidancehasbeenwrittentoprovideaframeworktoensuretheconsistencyofquality,butaimstoallowflexibilitytoadapttravelplanstositespecificconditions.

Itisacknowledgedthatbestpracticeandrequirementschangeovertime,andthisguidancewillbereviewedeverythreeyears.

2.1 Travel Plan Policy Landscape

Theeffectsoftheunsustainablewaywefrequentlytravelcanbeclearlyseenontheenvironment,ourhealthandonourqualityoflife.Ourtownsarebecomingmoreandmorecongestedwithincreasedlevelsofcartraffic.

TravelplansareanintegralpartoftheGovernment’spoliciesonsustainabletransport.TheprimarynationalplanningpolicyimpetusfortravelplansisthroughChapter9oftheNationalPlanningPolicyFramework(NPPF)(2018):

“All developments that will generate significant amounts of movement should be required to provide a travel plan, and the application should be supported by a transport statement or transport assessment so that the likely impacts of the proposal can be assessed.”

Swindon Borough Local Plan 2026 (adopted March 2015)

TheLocalPlanprovidesadevelopmentstrategytodeliversustainablegrowthinSwindontotheyear2026.Inrelationtothedeliveryofthetravel,thekeyplanningpoliciestorealisetheseobjectivesare:

• PolicyTR1(SustainableTransportNetworks)seekstodeliverahighqualitytransportnetwork throughouttheBorough,whichsupportseconomicgrowth,regenerationandhousinggrowth.

• PolicyTR2(TransportandDevelopment)seekstoensurenewdevelopmentprovides appropriateaccessarrangements,isdesignedtoreducetheneedtotraveland encouragestheuseofsustainabletransport.Inparticular,toassessandmitigatetheimpactof developmentandtopromotesustainabletravelchoices,proposalsarerequired tosubmitatravelplanalongsideatransportassessmentandtransportstatement.This isinaccordancewithDepartmentforTransportguidanceandwhereproposeddevelopmentis likelytohavesignificanttransportandrelatedenvironmentalimpact.

Attimeofwriting,theemergingLocalPlan2036iscurrentlybeingpreparedforadoptionmid-2021.WhilstpoliciesTR1andTR2arelikelytobereplaced,therequirementtopromotesustainabletravelchoiceswillremaininanyfuturerevisions.

TheTravelPlanSupplementaryPlanningDocumentneedstobereadinconjunctionwithallotherSwindonpoliciesandguidance.


3. Do I need to produce a travel plan? ATravelPlanwillbenegotiatedforallnewdevelopmentsasdefinedinTable1belowandforotherplanningapplications,suchasextensionsandchangeofuse,thatarelikelytohavenegativeimplicationsforthehighwaynetwork.

These include;

• Developmentscomprisingjobs,shopping,leisureandserviceswhichwouldgenerate significantamountsoftravelin,orwithin100metresof, Air Quality Management Areas.

• All schools and nurseries,andextensionstoschoolslikelytohaveamaterialimpactontrafficmovements.AllstateschoolsareobligedtohaveaSchoolTravelPlan.

• Comprisingorinvolvingamaterialincreaseinexistingcarparkingprovision (tobedeterminedonacasebycasebasis)atemployment,retail,orleisuresites,schools,colleges,hospitalsorhealthcentres.

• Wherethetravelplanwillhelpaddressaparticulartrafficproblemassociatedwithaplanningapplication,whichotherwisewouldbelikelytoberefusedonlocaltrafficgrounds.(Thiscategorymayincludesmallerresidential,commercial,serviceoreducationaldevelopmentsbelowtherelevantthresholds)orwherethereisinadequate transport infrastructureinthearea.

3.1 Guideline thresholds

ThethresholdsinTable1oppositearebasedonthosesetoutinAppendixBoftheDepartmentforTransportGuidanceonTransportAssessmentMarch2007,adaptedtolocalneedinSwindoninrespectofuseclassC3,wherethelowerthresholdissetat60dwellingsforatravelplanand20dwellingsforaTravelPlanStatement.

4. TypesoftravelplanATravelPlanwillbenegotiatedforalldevelopmentsasdefinedinTable1onpage7andforplanningapplicationswhicharelikelytohavesignificanttransportimplications.

4.1 Securing the Travel Plan

TravelplanswillbesecuredthroughaSection106obligation,whichrequiresthelegalbindingofaSection106agreement.Section106agreementsaremoreeffectiveinsecuringtravelplansgiventherangeofelementsrequiredwithinthem.

Insomecircumstances,SwindonBoroughCouncilmayuseaplanningconditiontosecurethetravelplanorTravelPlanStatement.YoucanfindourmodelconditionsinAppendixB

INTERIM Travel PlanPreparedwhentheexact scale and splitofusescannotbeidentifiedattheplanningapplicationstage.

FRAMEWORK Travel PlanTheFrameworkisanumbrellaplanusedtodevisesubsequentindividualplansforeachelementofthedevelopment.Itsetsoutbasicprinciplesforthesiteasawhole.

FULL Travel PlanPreparedwheretheproposeduseandaccessibilityneedsareknown.Willbetailoredtotheend occupier(s) – egresidential/school/workplace

5. OptionsforproducingthetravelplanDevelopersfindthatimplementingatravelplanoveralengthyperiodcanbeachallenge,andSwindonBoroughCouncilareabletotakeenforcementactionagainstdeveloperswhofailtoimplementtheirtravelplanobligations.

For this reason, Swindon Borough Council offers two options.

5.1 OptionOne-SwindonBoroughCounciltakesresponsibilityformanagingandimplementingthetravelplanonbehalfofthedeveloperinreturnforasetcontribution.

SwindonBoroughCouncilwouldberesponsiblefortheimplementationofthetravelplan,incentives,andtheappointmentofadesignatedtravelplancoordinator.Thetravelplancoordinator(TPC)takesresponsibilityforimplementingthetravelplan,andprovidesacontactpointfortheplan.

Thisoptionrequiresa“perdwelling”(forresidential)or“persquaremetre”(foremployment)contribution.

Thisoptionremovesanyresponsibilityfromthedeveloperfortheimplementationoftheplan(otherthanprovidinghardinfrastructuremeasuressuchaselectriccharginginfrastructure,signage,lighting,walking/cyclingpaths,cycleparkingetc,whicharesecuredseparatelytothetravelplan).

Toensurethetravelplandutiesareundertakeninatimelyfashion,contributionsviaaSection106agreementwillberequestedinlinewiththesuggestedtriggerpointsoutlinedinTable1.1below.Thetriggerpointsaresubjecttothesizeandnatureofthedevelopmentandcanbeagreedwithin thelegalagreement.

AlthoughitisnotcompulsorytochooseOptionOneandpaythetravelplancontribution,SBCconsiderthisisaeffectiveoptionforallconcerned.ThealternativeisOptionTwo.

5.2 OptionTwo -Theowner/developerretainsresponsibilityformanagingandimplementingthetravelplan,andalsopaysabond/monitoringfee.Thisbondwouldberepayableonsuccessfulcompletionofthetravelplan,minusthemonitoringfee(deposit).

Underthisoption,thedeveloper/ownerretainsresponsibilityforfundingandimplementingthetravelplan,itsincentivesandmeasures,theappointmentandretentionofatravelplancoordinator,monitoringforaperiodcoveringfullbuildoutandoccupation,andidentifyingremedialmeasures.

Inadditiontofundingthetravelplan,thisoptionalsorequiresabondtobepaidtoSwindonBoroughCouncil,repayableonsuccessfulcompletionofthetravelplan.Atravelplanmonitoringfeeisalsorequired,whichisnon-refundable.SwindonBoroughCouncilwouldretainthebondinordertoimplementremedialmeasuresifthedeveloper/ownerdoesnotmeettheagreedsettargetsand/orcomplywiththeagreement.

Atravelplansubmittedbyadeveloperwouldneedtomeettherequiredspecificationssetoutinthisguidance,detailedatChapter6(Employment)andChapter7(Residential).

5.3IntroducingSTARSBusinessandSTARSCommunity(formerlyStarsfor)(https://www.modeshiftstars.org)

STARSBusinessandSTARSCommunity(formerlyknownasSTARSfor)isthenationaltravelplanratingschemethathasbeenestablishedtorecogniseexcellenceinsupportingwalking,cyclingandotherformsofsustainabletransport.Itisanonlineplatformwhereresidentialorbusinesstravelplanscanbestored,developed,managedandmonitoredovertime.TheplatformisfreeforallSwindonbasedorganisationsanddeveloperstouse,andissuitableforworkplaces,retail,leisure,residentialsitesandcolleges/universities.Schoolsandnurseriesarecoveredseparately.

STARSBusinessandSTARSCommunityallowsuserstocollectdataandinformationlinkedtoasiteoracollectionofsitesandtoinputintothesystem.ThisprocessismoreefficientthanpaperandPDFtravelplans.Usersofthesystemwillsavetimewhenputtingtogetheratravelplanandtheywillbeabletoaccessandupdatetheirsite’sinformationonlineatanytime.

Fordeveloperschoosing OptionOneabove,pleasecompletethesitedetailswithintheSiteAuditsectionofthesystem.Thisisallthatisrequired,asSwindonBoroughCouncilwilltakeresponsibilityfortheremainderoftheplananditsimplementation.

FordeveloperschoosingOptionTwoabove,pleasecompletethefulltravelplanwithintheStarssystem,detailedatChapter6(Employment)andChapter7(Residential).Youwillneedtoliaisewiththetravelplanofficertoassignasurveythroughthesystem,andtosettargets.Forconsistency,aminimumsetofactionsarerequiredinthesustainabletravelactionplan.ThesearesetoutinChapter6(Employment)andChapter7(Residential).Planswillnotbeapprovedwithouttheminimumactionsinplace.

Thelifeofatravelplanstartsoncommencementofthedevelopment,andlastsfor5yearspost fulloccupation.

5.4IntroducingSTARSEducationforschools

ModeshiftSTARSEducationisthenationaltravelplanratingschemeforschoolsthathasbeenestablishedtorecogniseexcellenceinsupportingwalking,cyclingandotherformsofsustainabletransport.Itisanonlineplatformwheretravelplanscanbestored,developed,managedandmonitoredovertime.STARSisfreeforallSwindonbasedschools(primaryandsecondary)touse.

STARSallowsuserstocollectdataandinformationlinkedtoaschoolsiteandtoinputintothesystem.ThisprocessismoreefficientthanpaperandPDFtravelplans.Usersofthesystemwillsavetimewhenputtingtogetheratravelplanandtheywillbeabletoaccesstheirsitesinformationonlineatanytime.Schoolscanalsoaimforbronze,silverandgoldaccreditation.

6. Employment travel plans Table2belowrelatestoheadingsrequiredforanemployertravelplanproducedinStarsBusiness.FrameworkandInterimtravelplanscanbeinputtedintothesystem,butthefulltravelplanoftheendoccupierwillalsoberequiredasthemainevidenceofimplementation.

UnderOptionOne,SwindonBoroughCouncilwillfollowthisstructure,andunderOptionTwo,thedeveloperwillberesponsibleforensuringthatallheadingsarecompletedandupdatedforthedurationofthetravelplanobligation.

4. Travel Surveys

• SwindonBoroughCouncil’stravelplanofficerwillassignastafftravelsurveythroughthesystem–thiscanbecompletedelectronicallyoronpaper(andinputtedintothesystem),oramixtureofboth.

• Priortodevelopment,baselinedatacanbeascertainedusingcensusdatafortherelevantward(availablefromtheOfficeforNationalStatistics),ordatafromasimilarorganisation,orthesameorganisationinadifferenttown.ThisdatacanbeuploadedasPDForimagefilefromthe“AdditionalSurveys”tab.Triprates–ifyouhavethem-canbestoredheretoo.

• WerequireabaselinestaffsurveytobeundertakenonStarsBusinesswithin3monthsoffirstoccupation,andannuallythereafterforthelifeofthetravelplan.

• AutomaticTrafficCountsmayalsobeappropriateoverthesametimescales.

• Aresponserateof30%andhigherisacceptablefortravelsurveys.

Targets

• Fromthebaselinesurvey,werequireatargettobesettoreducesingleoccupancyvehicletriprates.Asaguidewesuggestatargetof8-10percentagepointreductionoverthelifeofthetravelplan,tobeagreedwithSBC.Thesetargetscanbenegotiable,dependingonthenatureandlocationofthedevelopment.Withthedecreaseofcarrates,anincreaseinactivetravel,publictransportuseandreducingtheneedtotravel(i.e.byworkingfromhome/videoconferencing)shouldbeevidenced.

OptionOneisnotappropriatefordevelopmentsofbetween20and60dwellings,sodevelopersareresponsiblefortheserequirements.However,nobondwillbetakenandthetravelplanningrequirementcanbesecuredbycondition.

A shorter travel statement will be required within Stars Community, along with commitment to providing the following;

• CyclestorageforresidentsandvisitorsasperSwindonBoroughCouncil’scycleparkingguidelines.

• Householdtravelinformationpacksalongwiththeoptionofchoosingeitheramonthlybuspass(valueapprox£50)oracyclediscountvoucherofequivalentvalue.Thepacksshouldincludedetailsaboutthelocalwalking,cyclingandbusroutesandtime,thecarsharescheme,localisedmaps,contactdetailsofwheretofindoutmoreinformationandthefacilitiesandincentivesavailable.

• Telecommunicationpointstoallowon-lineshoppingandhomeworking,reducingtheneedfortravel

• Travelinformationprovisionandpromotionofsustainabletransportinestateagents/showrooms etc.

Cycleparkingwillberequiredforallflats/apartmentsregardlessofthesizeofdevelopment.Thiswilldependonthedensityofflatsandlocationbutasageneralrule,thereshouldbeonespaceprovidedperflat.Visitorcycleparkingisalsorequired;thenumberofstandswilldependonthesizeofdevelopment,numberofblocksetc.

Cycle parking for residential developments should be as per Swindon Borough Council’s Cycle Parking Guidelines.

Developmentswithlessthan1:1carparkingratios

Giventhatthiswillmeansomehouseholdswillhavenoaccesstoacar,provisionforothermodesoftransportareessential.Additionaltravelplanmeasures,suchasacarclub,arelikelytoberequestedforsuchdevelopments.Wherethemajorityofhouseshaveparkingbutsomedon’t,additionalincentivesshouldbeprovidedtothesehouseholds(e.g.freecarclubmembership,cyclevouchersinadditiontobuspassesforthehousehold,taxidiscountsetc).

These should be discussed with Swindon Borough Council prior to the submission of a planning application.


8. School travel plans AllnewschoolsinSwindonarerequiredtosubmitandimplementatravelplan.Wedefineaschoolasanyeducationalfacilityforchildrenuptotheageof16,including(butnotlimitedto)nurseries,primary,secondary,academy,independent,VoluntaryAidedandSEN.

ASchoolTravelPlan(STP)isadocumentwhichsetsouthowaschoolwillpromotesafer,activeandsustainabletraveltoschool,withthemainemphasisbeingonreducingthenumberofchildrenbeingdriventoandfromschool.AgoodSTPshouldbebasedonconsultationwithteachers,parents,pupilsandgovernorsandthelocalcommunity.

Inordertoensurethattheplanremainsrelevantandappropriatetochangingcircumstancesitisessentialthattheplanisreviewedandupdatedregularly.

UsingModeshiftSTARSEducationtosupportyourplanningapplication

SwindonBoroughCouncilarenowincorporatingModeshiftSTARSintotheplanningprocesstomakeiteasierforschoolstoimplementandmaintaintheirSTPoncethedevelopmenthasbeencompleted.

TheinformationrequiredtosupportaplanningapplicationshouldbesubmittedviaanInterimSchoolTravelPlanform–Seehttp://www.swindontravelchoices.co.uk/business/travel-plans-guidance/.

TheInterimSchoolTravelPlanformisdesignedinsuchawayastoallowtheinformationtobetransferredeasilytotheSchool’sSTARSapplicationoncethedevelopmentiscomplete.TheSTARSapplicationwillthenbecometheSchool’slivetravelplanandshouldcontinuetobemaintained.

In particular, as a minimum standard we will be looking for

• A designated STP champion/co-ordinator

• Establishmentofa working group

• Clearidentificationofthe travel and transport issues (thattheplanwillseektomitigate)

• Arangeofinitiativestoincreaseactiveandsustainabletraveltothesitethatwillbe implementedbeforeandafteroccupation–WeadviseusingModeshiftStarslistofinitiatives

• A commitment to achieve accreditation: bronzeaccreditationwithin1yearofopening,and silveraccreditation(orhigher)within5years.

ThereisnoOptionOneforschools,astheschoolcommunityneedtotakeresponsibilityforitsowntravelplan,andembedthisintotheschoolcultureforfuturegenerations.SwindonBoroughCouncilwillnotbeseekingabondnormonitoringfeeforSchoolTravelPlans.

ThecouncilwillemployanamedpersontoactasTravelPlanCoordinatorforaminimumperiodof5andahalfyears.TheTravelPlanCoordinatorwillberecruitednolaterthan3monthspriortofirstoccupation.


Targets

OveralltripreductionratesbyprivatecarwillbesetatX%afterXyearsfrombaselinedatagatheredat30thoccupation.TherewillbeaninterimtargetreductionofX%Xyearsfrombaselinesurvey.

Monitoring

Thecouncilwillundertakesurveysupon30thoccupationandannuallythereafterforaperiodofXyears.Thesurveyswillinclude,butnotbelimitedto,residentsurveysandtrafficcounts.

Thecouncilwillproduceanannualmonitoringreportoutliningactivityandsurveyresults.Thereportwillbemadepublicallyavailabletoallrelevantparties.

SustainableTravelActionplan

Thecouncilwillundertakethefollowingactivitytoachievetheoutcomesofthetravelplan;

• Localsustainabletravelinformationwillbeprovidedtosalesofficestafffordistributiontoprospectiveresidents

• Householderwelcomepackswillbedistributedwhenresidentsfirstoccupytheirnewproperty.

Thepackswillincludetravelmapsforthelocalarea,bustimetables,detailsofthecarshareschemeandanoutlineofspecialoffersforthehousehold.

• Specialofferswillbeofferedtoeachhousehold.Theseincludeafree“borrowabike”scheme,andweek’spasstotrythebusforfree.

• ThetravelplanCoordinatorwillplanandholdpromotionalactivitiesonthesite–suchasledbikeridesorlocalwalks,inadditiontocarsharecoffeemorningsoreventstiedintonationalevents(e.g.catchthebusweek/bikeweek).Therewillbeaminimumoftwoactivitiesperyear,increasedinyears3-5iftargetsarenotontracktobemet.

Remedial measures

Iftargetsoutlinedabovearenotmetafter5years,thecouncilwillextendtheemploymentofthetravelplancoordinatorforafurthertwoyearstocontinuetravelplanningactivityoutlinedaboveatitsowncost.

Thetravelplanshouldsetout:

i. objectivesandtargetsforpromotingsustainabletravel,

ii. appointment,contactdetailsandfundingofatravelplancoordinator,

iii. detailsofanannualmonitoringandreviewprocess,

iv. detailsofannualreportingtoSBC,

v. meansoffundingofthetravelplan,and;

vi. animplementationtimetable,lastingatleast5yearsand6months,includingtheresponsible bodyforeachaction.

Theapprovedtravelplanshallbeimplementedpriortooccupationofanypartofthedevelopmentandshallbecontinuedthereafterinaccordancewiththedetailstherein.

Reason:ToreducesingleoccupancycartravelandtoencourageandpromotesustainabletransportandtravelinaccordancewithPolicyTR1ofSwindonBoroughLocalPlan2026.


Template 6 TravelPlanningStatementcondition

ThedevelopmentshallnotbeoccupieduntilaTravelPlanStatementhasbeensubmittedthroughModeshiftStarsCommunity/ModeshiftStarsBusinessandagreedinwritingbytheLocalPlanningAuthority.

TheTravelPlanStatementshouldsetout:
