South Australia is fortunate to have a large ltalo-Australian community (currently around 85,000). The majority come from the South of Italy and many maintain ongoing connections with their country of origin. In particular, there are around 30,000 people of Calabrian heritage and just under 1000 from the Region of Basilicata living in South Australia. 1. Background:

A delegation from South Australia arranged by the University City Project,Department of Premier and Cabinet visited two regions in Southern Italy:Calabria 7-9 September and Basilicata 10-11 September.

The stimulus for undertaking this mission came from the within the Calabriancommunity of South Australia who for a long time had approached me askingabout the possibility of establishing an agreement between the Region ofCalabria and SA similar to the ones that exist between SA and Campania andApulia.

The purpose of the visit was to explore potential opportunities for increasedhigher education and scientific research collaborations mutually beneficial toour States.

Part of the rationale for the mission was to explore more fully the cooperativeactivities these proposed visits to South Australia might generate and toidentify the key university departments, research institutions, governmentagencies and private enterprises – most specifically those operating insophisticated and groundbreaking high-tech fields – whose interests mightarticulate well with our own State's strategic focus and scientific researchcapability.

South Australia is fortunate to have a large ltalo-Australian community(currently around 85,000). 2. Aims and objectives of the Calabria and Basilicata missions:

The purpose of the visit was to explore potential opportunities for increasedhigher education and scientific research collaboration mutually beneficial toour State and the Regions of Calabria and Basilicata.

We responded to invitations from both Regional Governments to explore thefeasibility of extending the Apulia model to the Calabria and Basilicataregions.

In the case of Calabria, through niche opportunities identified by the Region ofCalabria such as Marine Protected Areas (MPA); Environment; andAquaculture, including projects related to tuna farming.

The focus of the Basilicata mission was on spatial technologies and EarthObservation Satellite applications, such as environment disastermonitoring, agricultural mapping and others.

During the missions, we identified scientific research areas and commercialopportunities which have synergies with South Australian interests andpotential for cooperative and collaborative activity.

In addition, the aim was to promote South Australia's scientific research andhigher education capability to representatives of the Calabria and BasilicataRegional Governments, regional universities, government agencies andprivate enterprise, as well as promoting bilateral tourism opportunities inCalabria and South Australia.

2.1 Organisations or Parliaments visited:

The delegation's itinerary is attached (see Attachment 1). It details the variousmeetings and visits that occurred. The outcomes from these meetings arereported below.

3. Summary of study areas

3.1 Calabria mission

A number of the organisations visited in Calabria were closely aligned with thescientific and technical activities previously designated, including MarineProtected Areas (MPAs) and Aquaculture. Discussions with relevantCalabrian Ministers and key personnel within their organisations identified arange of potential collaborative projects, for which there was enthusiasticsupport. These included:

• Mapping and characterising the biodiversity of MPAs, with a key focuson seagrass communities under threat from the effects ofenvironmental degradation.

• Developing world-best practice MPA monitoring programs andmanagement plans.

• Further developing and diversifying aquaculture so as to enhanceregional economic benefits whilst maintaining environmental, economicand social risks, particularly in regard to Integrated Multi-TropicAquaculture, which would typically include desk top studies, thenlaboratory research and finally proof-of-concept studies in the fieldwithin industry participants.

• Onshore aquaculture wastewater management• Seafood safety and quality (with the potential to facilitate market

access to the EU).• The possibility of setting up a 'sister' marine protected area relationship

between Kangaroo Island and Capo Rizzuto.• Intended cooperation between SARDI and Nautilus.

3.2 Basilicata mission

Cooperation with the Region of Basilicata could potentially involve all three ofour local universities, as well as DSTO, CSIRO and at least five private high-tech companies (Apogee, Aerometrics, Spatial Scientific, Maptek, Tonkin andAssociates).

The following areas were identified as offering complementary researchexpertise or a common research goal or application:

• Quantification of evapotranspiration from diffuse leakage associatedwith mound springs in the Great Artesian Basin.

• Development of hysperspectral sensing capability.• Multidisciplinary approaches to landscape management and planning

in Mediterranean ecosystems.• Satellite data reception and real-time applications for emergency

response.• Airborne multisensory data integration and application.

• Monitoring marine and coastal ecosystems in relation to aquaculture.

3.3 Reference Documents

A detailed report on the entire mission was compiled by the University CityProject, Department of Premier and Cabinet.

In addition, detailed technical reports have been compiled by Dr StevenClarke in respect to the Calabria mission and by Prof Megan Lewis in respectto the Basilicata mission.

All reports are available on request.

4. Summary of results achieved

4.1 Calabria mission

In Calabria, existing MPAs are small and close to dense population centres,whereas in SA they are in remote and largely unpopulated areas. However,in both regions the focus for their creation remains the same: the conservation.and protection of biodiversity and the management of the marineenvironment.

Calabria's major aquaculture industry is the farming in sea cages of sea bassand sea bream. Due to international competition prices have substantiallydeclined. This has resulted in a strong regional interest to diversify species toinclude primarily kingfish and tuna. Establishing an R&D hatchery is seen asan important early step in achieving this. This R&D hatchery would alsoprovide an opportunity for Calabria to play a much greater role in largeEuropean Union projects focusing on the propagation and rearing of Atlanticbluefin tuna which is at a similar R&D stage as SBT.

The meetings held with Regional Government representatives confirmed astrong interest in an arrangement which could facilitate the establishment ofjoint collaborative and cooperative projects within South Australia.

Discussions were also held with regard to potential opportunities in tourism,particularly the potential for Eco-Tourism through marine protected areaconservation, cultural and heritage initiatives such as language immersionsand Carnevale, tourism promotion exchange and others.

A reciprocal mission to South Australia from Calabria took place from 27 to 31October 2009. Visits were arranged with key Ministers and to Port Lincoln andKangaroo Island.

An MOU was signed by the Premier and Minister Greco and a JointCooperation and Funding Agreement was signed by the Hon. Paul Caica,Minister for Agriculture, Food and Fisheries, the Hon. Jay Weatherill, Ministerfor the Environment and Conservation and Chief Executive Officer ofDepartment of Trade and Economic Development of the RegionalGovernment of Calabria Dr. Michele Lanzo.

Two agreements have been signed to:

• identify scientific research areas and commercial opportunities whichhave synergies with South Australian interests and potential forcooperative and collaborative activity

• promote South Australia's scientific research and higher educationcapability to representatives of the Calabrian Regional Government,regional universities, research institutions, government agencies, andprivate enterprise

• promote bilateral tourism opportunities in Calabria and South Australia.

• discuss the feasibility of establishing a formalised framework forcooperation.

The Government of the Region of Calabria has committed to providing annualscholarship funding to allow Calabrian students to study at universities inAdelaide over three years and joint research project funding amounting to for€90,000 per annum over three years (i.e. a total of €270,000). The plan is tofund scholarships and joint research projects which will be set up within theframework of the Regional Operational Programme, 2007-2013 and otherfunding from national and regional programmes.

The Government of South Australia will provide AUD$150,000 per annum(excluding GST) over three years (i.e. a total of AUD$450,000: $225,000contributed by the Minister for Environment and Conservation, and $225,000contributed by the Minister for Agriculture, Food and Fisheries or otherMinisters from whom they source specific project funding). This funding wouldsupport collaborative research initiatives, particularly the facilitation ofresearch proposals and other student and academic exchanges with SouthAustralia in areas of interest to both parties

4.2 Basilicata mission

The Region of Basilicata has implemented environmental policies aimed atsafeguarding the management of water resources, enhancing the use ofnatural and energy resources both above and below ground, fighting droughtand desertification and preventing risks to the land. These are challenges andobjectives, which can be affronted together with the State of South Australia.

In addition, because both States have been greatly involved in environmentalprotection, the most advanced technological innovations shall be applied,such as satellite technologies for earth observation and remote sensing aimedat monitoring and preventing risk. Moreover, advances in scientific researchwill be used to prevent irreversible damage caused by human action andmaximize the use of our natural resources.

The meetings held with Regional Government representatives confirmed astrong interest in an arrangement which could facilitate the establishment ofjoint collaborative and cooperative projects within South Australia.

Basilicata is at the technological forefront in many spatial applications. Assuch it could offer a highly beneficial international partnership with SouthAustralia. The State could utilise this external expertise to leverage its positionas a national space technology hub.

A reciprocal mission to South Australia from Basilicata took place from 23 to28 November. Visits were arranged with key Ministers and institutions. AnMOU was signed by the Premier and Vice President Santochirico.

Basilicata has achieved impressive results in establishing academic andscientific centres of excellence (Italian Space Agency, etc.) and SMEs in the

Region, or so-called "clusters". A key objective will be to use the resultsachieved through the Memorandum signed between the two Regions to aid inthe transfer of know-how and improve conditions for the exchange of youngresearchers, post-graduate students and lecturers. The aim will be toestablish bilateral working groups to develop annual programs within the jointkey sectors of interest, as well as specific initiatives which can be realizeddepending on available funding at a regional or EU level or in collaborationwith international organisations.

5. Conclusion

The main outcome generated by our mission to Italy from 5 to 11 September2009 was to set up a new network among politicians, academics, researchersand entrepreneurs from the three regions. This was instrumental in achieving,within a surprisingly short time, two reciprocal missions to Adelaide with ahigh-tech, higher education and political focus:

27-31 October 2009, 7 delegates from the Region Calabria led by. DrSilvio Greco, Minister for the Environment visited South Australia andin particular WAITE – Plant Sciences, SARDI Aquatic Sciences,Regency Park TAFE etc. including Port Lincoln and Kangaroo Island.The delegation's itinerary is attached (see Attachment 2);

23-28 November2009, 10 delegates from Basilicata led by DeputyPremier and Minister for the Environment Vincenzo Santochirico visitedAdelaide to attend bilateral workshops (the program is attached, seeAttachment 3) and some South Australian research facilities andprivate companies. The delegation's itinerary is attached (seeAttachment 4)

There is no doubt that the MOUs signed by the Premier Mike Rann with thesetwo Regions represent a tangible result in the fields of higher education, jointresearch projects and private industry, as well as creating greateropportunities for cultural and linguistic collaboration involving the SA Italo-Australian community.

As is evident from the outcomes achieved in such a short space of time, thiswas a very successful mission which I am sure will offer interesting areas ofcooperation not only between South Australia and the Regions of Calabriaand Basilicata but also in respect to Southern Italy and Europe.

6 Acknowledgements
