    FOREWORD

    The Trends in Agricultural Wage Rates is an annual publication of theBureau of Agricultural Statistics (BAS). It presents the wage rates statistics onagriculture, particularly, palay, corn, coconut and sugarcane based on theresults of the Agricultural Labor Survey. Information on labor utilization andthe extent of womens participation in farming activities are also accounted forin this publication. The reference period for this edition is 2008-2010.

    The regional agricultural wage rates statistics are presented by type of

    labor, i.e., man-labor, man-animal and man-machine, and by farm activity. Thebasis of payment is described in terms of per day, per hectare, per sack, bycontract and sharing arrangement. In the computation of wage rate indices, the

    base year used is 2000.

    The BAS appreciates the cooperation of the sample respondentsinterviewed by the staff of BAS Provincial Operation Centers (POCs) during thetwo (2) rounds of the survey.

    We welcome comments and suggestions from data users and readers forfurther improvement of this report.

    EXPLANATORY NOTES

    1. The surveys for palay and corn are conducted semi-annually in the monthsof January and July. The results are consolidated on an annual basis. Thesurveys for coconut and sugarcane are done annually in January.

    2. Various types of arrangements are being used in the payment of wages inagriculture. These are referred to as "basis of payment" in this report. Wages

    by "basis of payment" may take the following forms: prevailing daily wagerate, wage per hectare or wage per sack. Wages can also be paid according tothe stipulation in a contract or verbal agreement. Depending on the contractor agreement between the operator and the farm laborer, the latter mayperform one or more farm operations for an agreed amount.

    Farm operators may pay laborers based either on number of rows covered oron number of bundles or pieces of input/output handled.

    Sharing arrangements between the operator and the laborer are alsoobserved. An example of this would be a 70:30 percent sharing ofproduction. The quantity involved in the arrangement is converted to cashequivalent by multiplying the quantity shared by the prevailing farmgateprice of the produce.

    Whatever mode of payment is employed, this is translated into average wagerate per day to allow wage rates comparisons.

    3. Wages paid in cash or in kind are converted into daily wage rate equivalentsusing the reported mandays and total wages paid to farm workers.

    Cash payment - refers to the actual amount of cash paid according to theagreed basis of payment.

    Payment in kind - refers to the peso equivalent of the quantity ofproduction paid for the work done.

    4. Number of mandays per hectare is derived as follows:

    = [(No. of workers) x (No. of days worked) x (No. of hours worked per day)]

    5. Type of labor distinguishes farm activities done by man, man-animal, man-machine or combination of man, animal and machine labor.

    6. Source of labor takes into account the type of worker who participates orrenders services in the farm operation. This includes operator, family, andhired labor.

    7. The report differentiates nominal from real wage rate. A nominal wage rateis the amount of wage a farm worker actually received and is measured atcurrent prices.

    Nominal Wage Rate for Palay/Corn Farm Workers- is the average nominalwage rate for palay/corn farm workers during two reference periods(January-June and July-December) in a given reference year. This iscomputed as follows:

    8. Nominal and Real Wage Rate Indices (WRI) - refer to the ratio ofnominal/real wage rate of a given reference year to the nominal wage rate ofthe base year (2000) expressed in percent. These indices are computed byusing the formula:

    9. The 2000 wage rate of Southern Tagalog was used for CALABARZON andMIMAROPA; that of Western Mindanao (Zamboanga del Norte, Zamboangadel Sur, Zamboanga City and Basilan) for Zamboanga Peninsula; that ofSouthern Mindanao (Davao del Norte, Davao del Sur, Davao Oriental, Davao

    City, South Cotabato and Sarangani) for Davao Region; and that of SouthernMindanao and Central Mindanao (Lanao del Norte, North Cotabato andSultan Kudarat) for SOCCSKSARGEN.

    10.To arrive at the composite index for agriculture, wage relatives by sector orcommodity are multiplied by the corresponding weights. For purposes ofestablishing agricultural wage rate indices (WRI

    A), only farms used in the

    production of palay, corn, coconut and sugarcane obtained from the 2002Census of Agriculture (CA) are considered in the computation of weights.Thus:

    HIGHLIGHTS OF SURVEY FINDINGS

    Wage Rate Indices

    (Tables 1-5)

    During the three reference years (2008-2010) the trend in nominal wage indicesin agriculture was increasing. At the national level, agricultural wage indicesgrew by 8.5 index points from2008 to 2010 period. By region, ARMM reportedthe highest increase in wage rates at 22.8 index points. Davao Region andCaraga reported the lowest increment with4.6 index pointseach.

    Palay, corn, coconut and sugarcane farm workers registered upward trends innominal wage indices during the reference years. Palay farm workers had the

    biggest increment in nominal wage index with 13.4 index points. In contrast,sugarcane farm workers registered lowerwage index at 4.5 index points.

    In 2010, real wage rates in agriculture decreased by 1.1 index points from the2008 and 2009 levels.All of Luzon regions except CAR and Bicol Regionsurpassed the national real wage index ranging from 93.7 percent in MIMAROPAto 108.0 percent in CALABARZON.

    Onlypalay farms indicated increases in real wage indices. In 2010, real wageindices were 87.7 percent for corn farm workers; 88.9 percent for coconut, and76.5 percent for sugarcane.

    Male-Female Wage Rate Differential

    (Tables 6-25)

    Agricultural workers in the country received nominal wage rate of P198.37 perday in 2010. By gender, male farm workers were paid P200.66 per day, P11.80higher than what was paid to female farm workers. By region, male farmworkers in Central Luzon reported the highest nominal wage rate of P288.21 perday. Female workers received P243.67 per day. Wage rate differential wascomputed at P44.54. In Central Visayas, male workers had lower wage rates atP164.97per day.However, their rate was still higher by P6.40 compared to thewage received by female workers in the region.

    Palay farm workers received the highest nominal wage rate at P223.52 per day.Male farm workers were paid P227.93 per day while female workers got P207.84.Nominal wage rate received by palay farm workers across regions ranged fromP173.83 per day in Eastern Visayas to P286.45 in Central Luzon. The biggestwage rate differential was noted in Central Luzon where male farm workersreceived P294.23 or P50.72 higher than what was received by the female farmworkers. In Davao Region, wage differential was estimated at P0.43 with themale farm laborersregistering higher wage rates than female at P211.98 per day.

    Laborers in corn farms nationwide were paid a daily wage rate of P176.07. Maleworkers received P178.44 per day while the female farm workers got P170.87.Wage rate differential was computed at P7.57 in favor of male farm workers. Atthe regional level, farm laborers in Central Luzon registered the highest nominalwage rate at P237.60 per day while the lowest was noted in Eastern Visayas atP149.29. In Central Luzon, Western Visayas, Zamboanga Peninsula and ARMM,

    female farm workers were paid higher wage rates at P242.50, P175.48, P157.46and P194.12 per day, respectively.

    On the average, coconut farm workers in the country received a daily wage rateof P184.97. Wage rate differential was computed at P8.68 in favor of male farmlaborers receiving P185.03 per day. Regionwise, highest nominal wage rate atP266.62 per day was reported by male farm workers in Central Luzon. Thelowest was in Davao Region where female farm workers were paid a daily wagerate of P161.59.

    For sugarcane farm workers, the nominal wage rate was registered at P196.50per day at the national level. Male farm workers were paid P201.59 or P39.93higher that what was received by their female counterparts. Across regions,highest nominal wage rate for male laborerswasin IlocosRegionat P257.99 perday and the lowest was in Northern Mindanao at P170.51 per day.

    In real terms, the countrys daily wage rate in agriculture averaged P119.50 perday. Male farm workers received P120.88 per day, P7.11 higher than what waspaid to female farm workers. By region, Central Luzon registered the highestreal wage rate per day atP172.16. Specifically, male farm workers received adaily real wage rate of P175.96 while the female farm workers got P148.76.Those who received the least were farm workers in Central Visayas with P96.08for males and P92.36 for females. Real wage rate differential ranged from P0.25

    in Zamboanga Peninsula to P27.20 in Central Luzon in favor of male farmlaborers.

    By farm type, workers in palay farms received the highest real wage rate atP134.65. Laborers in sugarcane, coconut and corn farms were paid at P118.37,P111.43 and P106.07 per day, respectively. Daily real wage rate differentialswere computed at P12.11 for palay; corn, P4.56; coconut, P5.23 and forsugarcane, P24.05,allin favor of male laborers.

    Average Daily Wage Rate for Man-Labor by Basis of Payment(Tables 26-30)

    Countrywide, daily wage rates in agriculture averaged P159.91. Across regions,Central Luzon reported the highest wage rate at P230.06 per day. The lowestwas noted in Central Visayas at P113.07.

    Daily wage rate on per hectare basis averaged P202.63 at the national level. Itranged from P141.31 in Central Visayas to P294.13 in SOCCSKSARGEN.

    On a per sack basis, wage paid nationwide was computed at P194.13 per day.Farm laborers in CALABARZON got the highest wage rate at P343.14 while thosein Northern Mindanao got the least at P162.08 per day.

    The national wage paid based on contract averaged P197.04. Most regionssurpassed the national average wage rate, which ranged from P206.23 per day in

    ARMM to P292.74 in Ilocos Region.

    Nationwide, wage rate paid to agricultural laborers based on sharingarrangement amounted to P229.92 per day. Among the regions, Central Luzonpaid the highestat P369.37. The lowest was noted in Eastern Visayas where farmworkers received P195.99 per day.

    By type of farms, workers in palay farms received the highest wage rates on adaily basis, per sack and sharing arrangement at P171.21, P209.80 and P271.95,respectively. Workers in corn farms received the highest wage rate at P247.45per day when paid on a per hectare basis. Based on contract, it was sugarcanefarm workers who got the biggest pay at P209.16 per day.

    Average Daily Wage Rate for All Types of Labor by Basis of Payment(Tables 31-35)

    For all types of labor (man, man-animal and man-machine), wage rate of farmlaborers averaged P243.16 per day. By region wage rates was highest in Ilocosregion at P384.94 per day. The lowest was reported in Eastern Visayas wherefarm workerswere paid at P191.54.

    For payment on a per hectare basis, farm workers received higher wage rate at

    P450.42 while it was P176.48 on a daily basis.

    Based on sharing arrangement, palay farm workers were paid the highest atP343.96 per day. Workers in corn farms received the highest wage rate atP948.00 when paid on a per hectare basis.Coconut farm workers got awage rateof P290.53 per dayon per sack basis while sugarcane laborers got the highestwage rate at P275.98 per day based on contract.

    Average Daily Wage Rate by Farm Activity(Tables 36-40)

    Activities utilizing man and machine labor got the highest wage rate per day.Furrowing using man and machine labor were the highest paidactivity in farmoperation, which amounted to P2,276.10 per day. On the other hand, farmactivity done by man alone had lower national wage rate ranging from P140.42for weedingto P260.06 for threshing.

    In palay farms, land preparation done by man and machine had the highestwage rate at P1,135.84 per day. For man labor only, it was threshing whichcameup with the highest paid activity amounting to P260.06 per day. Using man andanimal labor, average wage rates ranged from P269.51 for plowing to P369.13for land preparation.

    Plowing and harrowing using man and machine labor registered the highestwage rate in corn farms averaging P2,691.42 and P2,481.89, respectively.Average wage rates varied when activities were done by man and animal, thesewere P228.10 for harrowing to P334.91 for hauling. However, if done by manalone, it was chemical application which recorded the highest wage rate atP207.72 per day. The lowest paid activity was weeding at P133.82.

    Hauling using man and machine labor had the highest wage rate at P888.41 perday in coconut farms while manual weeding activitywas paid at P111.76 perday.

    In sugarcane farms, plowing, harrowing and furrowing utilizing the services ofman and machine labor got the highest wage rates. These corresponded toP2,778.72, P3,119.82 and P2,666.91 per day, respectively. For activitiesinvolving man alone, harvesting was the highest paid activity at P223.65 perday.

    Average Labor Utilization by Source(Tables 41-52)

    Among the four (4) crops covered in the survey, sugarcane farms required thebiggest labor inputs at 88.92 mandays per hectare. This was followed by palay

    and corn at 57.90 mandays and 52.18 mandays, respectively. The lowest laborinput was in coconut farms which required 30.38 mandaysper hectare.

    Male farm laborers contributed about 83 percent of the total labor requirementin palayfarming while the female farm workers comprised only 17 percent. Bysource, 79 percent were done by hired farm workers while operator and familymembers shared 21.0 percent.

    Harvesting and planting/replanting activities required the most numbers oflabor inputs at 14.83 mandays and 10.61 mandays per hectare, respectively.Other farm activities, required labor inputs ranging from 0.02 manday for careof seedlings to 8.09 mandays for care of crops.

    In corn farms, contributions of male and female farm laborers to the total laborinputs were 80 percent and 20 percent, respectively. Hired laborers represented60 percent while operator and family labor shared 40 percent.

    By farm activity, care of crops and harvesting required more than 10.0 mandaysper hectare each in corn production. Planting followed with 7.53 mandays per

    hectare. The least labor requirement was in care of seedlings at 0.01 mandayper hectare.

    Majority or 95 percent of labor inputs in coconut were provided by male farmlaborers. The remainder wasprovided by female workers. Hired farm laborersaccounted for 71 percent of the total labor requirementin coconut production.

    About 29 percent were contributed by the operator and family members.

    The bulk of the total labor inputs were spent in harvesting, gathering/piling ofnuts, hauling, splitting of nuts, removal of coconut meat and drying. Thesecorresponded to a total of 24.77mandays per hectare. The remaining5.61mandays were spent in clearing of underbrush, husking, etc.

    In sugarcane farms, 89 percent of the total labor requirement wasprovided bymale farm workers while only 11 percent were provided by female farmworkers. The bulk of the labor inputs were sourced from hired laborrepresenting 97 percent while operator and family labor shared only 3.0percent.

    Harvesting of sugarcane required 32.84 mandays per hectare. Other farmactivities like care of crops, hauling and planting required 22.9 mandays, 15.20mandays and 9.57 mandays per hectare, respectively.

    Distribution of Hired Workers by Terms of Payment(Table 53)

    On the average, about 74.0 percent of hired farm workers in agriculture werepaid in cash and 26.0 percent were paid in kind. Majority of the hired farm

    workers were males. Across regions, CAR represented the highest percentage offarm workers who were paid in cash at 86.51 percent. The proportion for thosewho were paid in kind washighest in Central Visayas at 48.39 percent.

    Nationwide, 65.0 percent of the hired farm workers in palay farms were paid incash while 35.0 percent were paid in kind. For those who were paid incash,52.53 percent were males and only 12.47 percent were females.

    About 84.0 percent of hired laborers in corn farms were paid in cash and 16.0percent were paid in kind. Majority or 69.0 percent of the hired farm laborerspaid in cash were males, the rest were females.

    In coconut farms, about 96.0 percent of the hired farm laborers were paid incash; of these, 94.0 percent were males and 2.0 percent were females. Only 4.0percent of the hired farm laborers were paid in kind.

    In sugarcane farms, all hired laborers were paid in cash. Male hired workersrepresented 90.0 percent and females were 10.0 percent.

    Women's Participation in Farming Activities(Table 54)

    Employment of female workers in palay farms wasmost visible in pulling andbundling of seedlings, planting/transplanting and harvesting. These werereported by 34.28 percent, 32.41 percent and 41.53 percent of farm households,respectively. Use of female workers in the care of crops was noted by 11.02percent of the farm households.

    In corn farming, 40.69 percent and 38.94 percent of farm households hiredwomen in harvesting and planting activities, respectively.

    The participation of women in coconut farming was very minimal. Farmhouseholds reporting ranged from 0.01 percent in planting and chemicalapplication to 0.38 percent in removal of coconut meat.

    Participation of women in sugarcane farm operation was low as reported by less

    than a percent of the farm households.
