What is the correct restart, if any? To “parry” the ball is to handle the ball deliberately, pushing it to a place where the goalkeeper may play it to more advantage. By parrying the ball, the goalkeeper has done two things: (1) established possession and (2) given up possession. The ball is now free for all to play. (Ask a Referee, December 12, 2006). A parry is NOT a deflection. So, in the situation above the keeper has handled the ball illegally. Because the keeper was in his own penalty area it is not a direct free kick. Therefore the correct answer: Indirect Free Kick at the point of the infraction. Knowing the correct start or restart is a critical part of successful refereeing. The referee (you) sees the goalkeeper parry the ball in his own penalty area. What is the correct restart, if any?

Upgrades:

Jim Kritzberg is now a State InstructorThe Washington State Referee Committee (WASRC):

o Jim Kritzberg has been added as a voting member (a role of the current Adult Referee of the Year)and perhaps other functions to be announced.o Cory Dean is now the Washington State Director of Assessment, stepping in for Fred Mabbotto The WASRC was divested by the Washington Youth Soccer earlier during the year and onNovember 17, 2010 the two Association presidents (Tim Busch and Doug Andreassen) grantedpermission for SRC to go independent. On Dec. 2, 2010 the SRC was granted a not-for-profitcorporation status in the State.o As a result of the WASRC now being independent of the Adult and Youth Soccer organizations,they have proposed a new Constitution - to be voted on at a meeting on Feb. 02. Send JimKritzberg an email message if you would like a copy of the proposed Constitution.

Take and pass the USSF Fitness test anytime from Oct. 01, 2010 until the application close datefor the five (5) remaining State Cup Camps. Each camp has a close date.2. * Local Assignment to Youth State Cup * Understand that our Assignor must work to rules /requirements handed down by the WASRC. I encourage referees to ask for these assignments, butunderstand:1) somebody else might have been already assigned2) maybe the assignor is obliged to assign someone else

If you can't get an assignment, go watch the referee crew that did!

Recertification (for 2011):Requirements:1. 5 hours of continuing education2. Pass written test (75% or higher)3. Complete the registration form4. Pay the appropriate fee5. Confirm your RMA status with the TCSRA Area Referee Administrator (Ken Albin) – See “RISKMANAGEMENT” below* For Grade 7 and higher referees: Pass the fitness test (call Jim Kritzberg, Chris Doran or Ken Albinto schedule)

Risk Management Authorization (RMA) from Washington Youth Soccer:

Each referee involved with Youth Soccer MUST have on file a Risk Management # and expirationdate issued by Washington Youth Soccer. This is a criminal background check done via theWashington State Patrol. No matter the age or the role, everyone goes through this process!

This is an automated process whereby your LEGAL NAME (the one you used for your RiskManagement Application) and your BIRTH DATE are matched to the Washington Youth Soccer RiskManagement files.

To make this work you must ensure that your Legal/RMA name (first and last only) are the same aswhat you submitted to the Risk Management Process and that your birth date is correct. This can bedone using Services:Profile. Then the next time you Logon the system will check the State Database.

WHAT TO DO: Submit an online application; go to Washington Youth Soccer(www.wysa.com), click on “resources” then click on “risk management” and look for the “riskmanagement application.” OR

Go directly to: http://sda.bonzidev.com/sda/registration/register_volunteer.php

QUIRKS: If you didn't use your Legal name and can't remember what you did use then you mustcontact WYSA. If you've expired and have never submitted the ONLINE version of the Applicationyou may create a duplicate which will require you to contact Washington Youth Soccer.
