    Foreword

    The importance of a robust and effective system of resettlement provision is recognised asa fundamental pillar of personnel support. It allows our people to serve secure in the knowledge that

    they will receive ample assistance when the time comes for them finally to leave the Armed Forces.The Career Transition Partnership was established in 1998 between the MoD and a civilianoutplacement group to ensure that a modern system of resettlement was achieved in the most costeffective manner possible. In conjunction with the single Service organisations, the Service leaveris now provided with a comprehensive, demand-led package with an established record ofresettlement success.

    The tri-Service Resettlement Manual was first published in September 2002 replacing individualsingle Service resettlement manuals and, in doing so, harmonising policy across the Armed Forces.The Manual, owned by the Director of Resettlement, is the central instrument for promulgation andimplementation of resettlement policy. It is subject to regular review by the Director in conjunctionwith representatives of single Services, in order that it remains current and reflects policy changeswhich accrue in response to outside forces. This revised version is issued as a result of that reviewprocess and should now be adopted immediately as the current document on official policy.

    Section 1 - Introduction

    Tri-Service Resettlement Policy

    0101. Tri-Service Resettlement Policy is underpinned by the following principles:

    a. To provide all Armed Forces personnel with access to timely and accurate resettlementinformation and advice.

    b. To provide Service Leavers (SL)1 with access to resettlement provision based onbest practice, which meets individual needs.

    c. To provide resettlement assistance on a graduated basis, both in terms of provision andtime available, according to length of service.

    d. To provide contracted resettlement services, which include advice, workshops, trainingand job finding, which are flexible, responsive and effective so that they meet the individualneeds of Service personnel, both in terms of accessibility and content.

    e. To provide resettlement assistance to all SL.

    f. To make available appropriate resettlement allowances to assist SL.

    0102. Tolerable Variation has only been applied where such variation is deemed essential to themaintenance of single Service operational effectiveness or where single Service recruitment orretention are significant factors.

    Purpose of the Tri-Service Resettlement Manual (TSRM)

    0103. The purpose of the TSRM is to set out the procedures by which the policy for provision ofresettlement support is implemented within the 3 Services. Where Tolerable Variation applies thesingle Service variation is incorporated. Whilst the TSRM is intended, primarily, for use byresettlement practitioners, it should be available to SL.

    0104. The policy laid down in this Manual has been drawn from the recommendations of theReview of Resettlement (14 May 2001), endorsed by the Service Personnel Executive Group, onbehalf of the single Service Principal Personnel Officers.

    0105. Users of the TSRM should refer to the Directorate of Resettlement (DRESETTLEMENT),through the chain of command, for interpretation of policy where necessary.

    Directorate of Resettlement

    0106. The primary role of DRESETTLEMENT is to assist SL in making a successful transition tocivilian life. As part of this process, the Career Transition Partnership (CTP)2was formed in Oct 98.

    0107. In support of this primary role, the Director of Resettlement is responsible for:

    a. The development and delivery of tri-Service resettlement policy and procedures on

    behalf of DGSP Pol.

    b. The management and operation of the contract under the partnership arrangementwithin CTP, assuring performance and value for money, thereby offering el igible SL the bestpossible service in the most cost effective manner.

    Retention

    0108. Resettlement provides added value to the Services, particularly as a retention tool, andshould be seen as representing the latter stages of in-Service through-life learning and personaldevelopment. It is essential that the chain of command recognises it as an activity which is an integralpart of the Service career, and that SL are granted sufficient time and funds, within a suitably earlytimeframe, in order to pursue resettlement fully in accordance with eligibility and entitlement.

    0109. Effective and high profile resettlement support, underpinned by the chain of command,should alleviate SLs fears concerning post-discharge employment and therefore discourage earlynotice, which might otherwise be submitted, for instance, to gain additional qualifications or for fearof becoming too old to start a second career. Resettlement should be viewed as a retention andrecruitment positive tool and everything possible done, at unit level, to publicise the resettlementservices available and to enable individual SL to derive the maximum benefit from services for whichthey are eligible or entitled.

    3 ESL are entitled to those activities in this TSRM only where they are specifically referred to by title.4 Except Northern Ireland and Cyprus.

    Section 2 - Resettlement Organisation,

    Responsibilities & Roles

    Organisation of Resettlement

    0201. Each Service provides resettlement information, advice and guidance through briefings andinterviews. The Services also provide administrative support for SL.

    0202. The provision of 1st line resettlement support is the responsibility of the CO; for SL whodischarge from the trained strength in the usual manner, this support is normally limited toinformation and administrative support. To reflect this function, 1st line who perform thisfunction will be referred to generically within this TSRM as Resettlement Information Staff (RIS):

    a. RN. Education and Resettlement Officers (ERO) in all units and establishments.

    b. Army. Unit Resettlement Officers (URO) and Unit Resettlement Clerks (URC).

    c. RAF. Resettlement and Education Co-ordinators (REC) on stations.

    0203. COs are also responsible for ensuring support is provided within units for SL who dischargefrom the untrained strength or who are discharged from the trained strength compulsorily; these SLwill be referred to as Early Service Leavers (ESL)3 ; para 0310 gives a more precise definition. Thissupport is normally limited to a signposting service immediately prior to discharge, directing SL toassistance that they may receive from Other Government Departments (OGD) and to ex-Servicewelfare and other organisations once they have been discharged. Personnel elected to perform thisfunction within units will be referred to within this TSRM as ESL Staff:

    a. RN. Divisional Officers in all units and establishments.

    b. Army. An officer or officers nominated by the CO or OC of the independent subunit.

    c. RAF. Regional Resettlement Advisers (RRAs), with a deputy nominated by theStation Commander.

    0204. 2nd Line. The principal task of 2nd line, is to give advice and guidance on the resettlementpackage that will best suit the individual SL. For those eligible, this will normally be referral to CTP.

    To reflect this primary function, 2nd line will be referred to generically within this TSRM as ServiceResettlement Advisers (SRA):

    a. RN. Naval Resettlement Information Officers (NRIO), located at Base Learning Centres,accountable through Base Higher Authority, under the functional authority of DNTE.

    b. Army. Individual Education and Resettlement Officers (IERO) , located at ArmyEducation Centres (AEC). They are accountable through OCs AEC, operating under theDivisional Commander Education and Training Services (ETS) to HQ Land 4, under thefunctional authority of HQ DETS(A).

    c. RAF. Regional Resettlement Advisers (RRA), each allocated a group of RAF stations to

    visit on a regular programmed basis. They are accountable to the local chain of command,

    under the functional authority of D of TD through the Senior Resettlement and LearningAdviser (SRLA).

    0205. 3rd Line. Tri-Service resettlement support at 3rd line, is provided by CTP. Operating fromRegional Resettlement Centres (RRC) and the Resettlement Training Centre (RTC) Aldershot,

    CTP provides workshops, seminars, employment consultancy, and training for eligible SL from upto 2 years before discharge. A job-finding service, from 6 months prior to discharge for up to 2 yearsafter discharge, is delivered by RRC, RFEA5 and OA staff.

    0206. Resettlement Working Group (RWG). The RWG is the key interface betweenDRESETTLEMENT and the single Services for resettlement policy. It is within this forum thatsingle Service issues are reflected in tri-Service policy. Meetings of the RWG are of 2 types:

    a. RWG Policy Meetings. This forum is responsible for the development of all tri-Serviceresettlement policy with subsequent staffing carried out through the single Service Directorsof Education (SDE)6.

    b. RWG Operations Meetings. These meetings focus on the implementation ofresettlement policy, and in particular ensure that the various elements of the organisationoperate in an effective manner.

    0207. Director Level. The Director of Resettlement meets with the SDE as required, to ensure thatthe policy developed by the RWG is considered and endorsed at the appropriate level.

    Responsibility for Resettlement

    0208. Responsibilities for resettlement are as follows:

    a. 1st Line.

    (1) Individual. Individuals are responsible for developing and pursuing their ownresettlement goals, developing Personal Resettlement Plans (PRP) and organisingresettlement activities. In this they will receive information, advice, guidance, trainingand support from 1st, 2nd and 3rd line as eligible.

    (2) Unit. The responsibility, at unit level, for giving access to resettlement provisionlies with the individuals CO. COs may authorise, within parameters set in currentsingle Service regulations and this TSRM, absence from normal place of duty and Travel

    and Subsistence (T&S), to assist eligible SL to meet their individual resettlement goals.

    b. 2nd Line. SDE are responsible for the provision of 2nd line support and theimplementation and quality control of the delivery of tri-Service resettlement policy at thesingle Service level.

    c. 3rd Line. CTP provides 3rd line services at 9 RRCs situated throughout the UK and onein Herford, Germany7. Training is conducted at the RTC Aldershot, some RRCs and byexternal training providers. Job-finding facilities are provided by RFEA offices throughoutthe UK and by the OA, which has offices in London and Edinburgh.

    Resettlement Information Staff

    0209. COs are to ensure that RIS are briefed by the appropriate SRA and attend training organisedlocally by SRA.

    0210. Duties of the RIS. RIS should work closely with their SRA and are to:

    a. Information.

    (1) Provide initial information on the basic eligibilities and entitlements of the SL tothe resettlement package.

    (2) Issue current resettlement guidance material to individuals, as advised by SRA.

    (3) Ensure resettlement information within the unit is publicised and updated asrequired.

    (4) Ensure that SL are aware of the provision of financial information and housingadvice, including Financial Aspects of Resettlement (FAR) and Joint Service HousingAdvice Office (JSHAO) briefings (para 0338), which are given periodically at RRCs,and are open to all, including personnel not in the resettlement phase.

    b. Administration

    (1) Maintain a nominal roll of all personnel within their unit who are within 2 yearsof completion of an engagement.

    (2) Initiate Application for Resettlement Services (MoD Form 1173) (para 0326).

    (3) Ensure that, after giving SL initial information, an interview or briefing isarranged for SL with a SRA as soon as possible. This is mandatory for OR andrecommended for officers, normally on entering the final 2 years of service or when thedecision to leave is taken.

    (4) Process Authority to Attend Resettlement Activities (MoD Form 363) (para0328).

    (5) Maintain a record of Graduated Resettlement Training (GRT), all resettlementactivity, warrants and allowances for each SL on the Record of Resettlement Provision

    (MoD Form 1711) (0329).

    (6) Arrange further resettlement advice and interviews with SRA as required.

    (7) Conduct a check (mandatory for OR, recommended for officers) of the Record ofResettlement Provision in the presence of the SL, no later than 6 months beforedischarge, to ensure that personal resettlement activity is in hand. (This can beperformed by the SRA if appropriate).

    (8) Inform SRA if a SL re-engages.

    Early Service Leavers (ESL) Staff

    0211. COs are to ensure that ESL Staff are briefed by the appropriate SRA and attend trainingorganised through the single SDE. Full details are contained in JSP 575 (Guidance Notes for EarlyService Leavers Resettlement Staff).

    0212. The duties of ESL Staff are to provide a signposting service for ESL:

    a. Provide a mandatory resettlement brief for ESL covering assistance available from OGD,assistance from ex-Services welfare organisations, information on preserved pension rightsand access to housing information.

    b. Conduct a mandatory one to one interview with ESL which includes an assessment ofan individual's vulnerability to social exclusion and a plan of action based upon theindividual's needs8.

    c. Refer ESL to 2nd or 3rd line if deemed necessary.

    Service Resettlement Advisers

    0213. SRA provide resettlement advice to ensure that the individual SL is fully aware of theresettlement provision for which he is eligible and determine the type of resettlement package thatwill best suit him. For those who are eligible, this will usually involve referral to the CTP, althoughthe diversity of the client base and particular needs of the individual may necessitate that otheroptions are sometimes considered.

    0214. Duties of the SRA:

    a. Advice and Liaison Functions.

    (1) Conduct an initial resettlement interview or briefing - the Resettlement AdvisoryBrief (RAB) - with SL, normally on entering the final 2 years of service or within onemonth of giving notice to leave; this is mandatory for OR and recommended forofficers.

    (2) Conduct a one to one resettlement interview not later than 6 months beforedischarge date if a SL has not previously been interviewed.

    (3) Encourage those planning to leave early to consider whether such a course ofaction really is in their best interests.

    (4) Provide resettlement advice at any time during an individual's career whenrequested.

    (5) Refer eligible SL to the CTP and maintain a duty of care.

    (6) Act as a resettlement focus for Medical Discharges.

    (7) Provide a resettlement service to those ineligible for the CTP, including ESL whohave been referred to them by ESL Staff:

    (a) Career advice and guidance.

    (b) Advice on resettlement activities.

    (c) Advice on other Government departments.

    (d) Advice on ex-Welfare organisations.

    (8) Recommend to SL applying for public sector housing that they obtain MoD Form1166 or DHE Annex D, as appropriate.

    (9) Perform an active role in the mentoring, monitoring and training of the RISwithin their catchment area.

    (10) Maintain liaison with COs of all units.

    (11) Maintain liaison with SDE staff as appropriate.

    (12) Maintain close contact with RRC consultants, RTC trainers and representativesof the RFEA and the OA.

    (13) For those SL eligible for the CTP but who elect not to use it, SRA are not toprovide an alternative 3rd Line service, unless election not to use CTP is based on anindividual's particular needs which necessitate other options being considered.

    b. Auditing Functions.

    (1) Determine the individual SL's eligibility or entitlement to resettlement activity.

    (2) Process Application for Resettlement Services (MoD Form 1173) and Authority

    to Attend Resettlement Activities (MoD Form 363). (The latter can be performed bythe RIS if appropriate).

    (3) Authorise payment of Individual Resettlement Training Costs (IRTC) grant.

    (4) Ensure that all resettlement records, documentation arising from interviews andapplications for briefings and training are maintained and copied to the SL's unit.

    (5) Inform appropriate RRC if a SL re-engages.

    (6) Process requests for CTP activities off-site from RRC.

    (7) Ensure that any complaints that have not been resolved locally are referredthrough the appropriate SDE to the Director of Resettlement (paras 0343 - 0347).

    0215. Tri-Service Role. SRA can give advice and assistance to SL of any Service, using thestandardised procedures contained within this Manual. SL may receive resettlement advice from thenearest SRA, irrespective of Service.

    CTP Staff

    0216. Liaison between RRC Managers, SRA, RIS and DRESETTLEMENT. Managers of RRC

    are responsible for ensuring open communication and close liaison with SRA, RIS and where

    appropriate, unit staffs including COs. The RRC Manager promotes and promulgates the role of theRRC as a resource, which can be accessed to provide immediate and up to date information on allaspects of the CTP. DRESETTLEMENT holds regional meetings with local Service resettlementstaff and CTP staff; these meetings are held at each RRC.

    0217. Career Consultants. The role of CTP Career Consultants is to provide support andguidance to SL, making their transition to civilian life, in accordance with an agreed PersonalResettlement Plan (PRP). Essential skills include counselling experience; in-depth knowledge of thejob market, industry sectors and roles; possession of up to date best practice techniques for jobsearch; and possession of recognised specialist skills such as coaching, guiding, listening and enablingskills.

    0218. Duties of the Career Consultant:

    a. Support and guide SL to achieve a well informed decision about their future, includingadvice on CVs, training options, job applications etc, thus helping them to secure suitableemployment.

    b. Provide one to one specialist advice to meet the needs of the SL, including ESL who arereferred to them by ESL Staff or SRA.

    c. Maintain contact with SL.

    d. Liaise with single Service resettlement staff.

    e. Ensure SL are aware of the range of CTP services available.

    f. Manage SL client files.

    g. Maintain currency of information with regard to research techniques, sector information,employment trends and training/qualification issues.

    h. Arrange Workshops/Modular Seminars as appropriate.

    i. Provide management information relating to SL progress as and when requested.

    j. Inform SRA if SL re-engages.

    0219. Employment Consultants. The RFEA and OA Employment Consultants work with the

    CTP. Their role is to provide job-finding advice and support on a demand led basis to all CTPregistered SL. They actively seek and develop suitable employment opportunities to help SL fulfiltheir PRP. Employment Consultants may also provide one to one career advice and support. The RFEAand OA are available to provide support to all ex-Service personnel throughout their working lives.

    The Career Transition Partnership Website

    0220. The CTP maintains a website at www.ctp.org.ukwhich gives a comprehensive guide toresettlement activities and how resettlement support may be accessed by SL. It includes location andcontact details for DRESETTLEMENT, CTP HQ, RRC, RTC, RFEA, OA and SRA. The site alsoprovides extensive information on wider elements of resettlement, including links to Internet

    recruitment and employment agencies and the employment market by region. SL seekinginformation should be directed to the CTP website wherever Internet facilities exist.

    Section 3 - Access to Resettlement Activities

    Eligibility and Entitlement

    0301. All serving personnel, with the exception of ESL, are entitled to access both RIS and SRA atany stage of their career. Initial resettlement information is provided by RIS and an interview orbriefing by SRA is mandatory for OR and strongly advised for all officers upon entering the final 2years of full career service, or on giving notice or on notification of discharge. Officers from the ageof 50, and OR who have completed in excess of 30 years are permitted to register for resettlementsupport prior to the 2 year point (para 0341). Those medically discharged are provided withenhanced resettlement support in recognition of their particular needs. ESL Staff are mandated togive a resettlement brief and one to one interview to ESL before they are discharged.

    0302. Longer service is rewarded with eligibility for increased resettlement time, which becomes anentitlement after 16 years service or if medically discharged. SRA determine and inform the SL ofthat eligibility or entitlement to resettlement services.

    0303. The 3 elements dependent on service length are:

    a. Graduated Resettlement Time (GRT) (para 0311).

    b. Access to CTP services (paras 0312-0319).

    c. IRTC grant (para 0330).

    0304. Eligibility for CTP Support. The table at para 0309 shows eligibility for CTP services andthese services are shown in a flow chart at Annex A to Section 3.

    a. Enlistment prior to 1 Sep 02. SL must have completed 3 or more years service fromdate of enlistment to be eligible for Job Finding Only (JFO) (para 0318) and 5 or more yearsservice to be eligible for the Full Service (paras 0312-0317).

    b. Enlistment on or after 1 Sep 02. SL must have completed 4 or more years service fromdate of enlistment to be eligible for JFO and 6 or more years service to be eligible for theFull Service.

    c. Medical Discharges. Personnel leaving under Medical Discharge are entitled to registerfor the Full Service irrespective of time served (Section 6).

    0305. Graduated Resettlement Time (GRT). The amount of resettlement time for which a SL iseligible is determined by length of service. Full details are at para 0309.

    0306. Re-engagement or Transfer to Another Service. Should SL decide to continue to servehaving completed part of the resettlement provision for which they are eligible, then their remainingGRT, recorded on MoD Form 1711, is carried forward. After completing a further 2 years service,SL become eligible for all resettlement provision (including allowances) for which they would havebeen eligible in continuous service regardless of whether or not they had completed any GRT9. In casesof successive re-engagement, eligibility must be endorsed by SRA, in consultation with higherauthorities as appropriate. This applies also to personnel who transfer from one Service to another.

    0307. Re-enlistment. Personnel who re-enlist are not entitled to count prior service in calculatingeligibility10.

    0308. Full Time Reserve Service (FTRS). FTRS11 personnel must complete the same length ofservice as regular SL to be eligible for resettlement. Previous regular service will not be counted.

    0309. Table of Eligibility and Entitlement. This table summarises provision:

    Notes:

    (1) Those who enlisted prior to 01 Sep 02.

    (2) Those who enlisted on 01 Sep 02 or later.

    (3) For personnel with less than 16 years, GRT is an eligibility whereas for personnel with 16 years or more and for all

    those medically discharged, it is an entitlement.

    (4) Neither eligibility nor entitlement apply to those who are discharged compulsorily: para 0310 refers

    (5) Amount of GRT is in working days.

    (6) This includes Reserves who are medically discharged due to injuries sustained during operational commitments.

    0310. Early Service Leavers. ESL are not eligible or entitled to any of the resettlement provisionin para 0309 but are entitled to a reduced provision as described at para 0320.ESL are defined as SL who are discharged:

    a. Compulsorily 12 from the trained strength and lose eligibility/entitlement they wouldotherwise have because of the circumstances of discharge.

    b. Compulsorily, or at their own request, from the untrained strength.

    GRT0311. GRT is flexible time which may be set aside for SL to use to complete resettlement activitiesand enables SL to combine any of the elements available for resettlement provision. Eligibilityshould be determined by the SRA and entered on MoD Form 1173. The unit is required tocomplete MoD Form 1711 accordingly.

    b. Activities which do not count against GRT are:

    (1) FAR and JSHAO briefings.

    (2) Interviews with SRA and CTP consultants.

    (3) CTW 13,

    CTP - Full Service

    0312. Career Transition Workshops. The CTW is the core element of CTP resettlement provisionand should normally be attended following the interview by SRA and before any other resettlementactivities (with the possible exception of FAR and JSHAO briefings). It should, ideally, beundertaken at least 9 months prior to discharge or just before SL start job searching. The dates ofCTW and all CTP events can be obtained from RRC, SRA and the CTP website atwww.ctp.org.uk.

    0313. Other Workshops and Seminars. SL may access other supporting workshops - Self-Marketing,New Horizons in Retirement, Self-Employment Awareness and Small Business Start Up, as well asmodular seminars such as CV Writing, Interview Skills, Networking, Working and Living in

    Germany and Self-Presentation. There is also an Options Workshop, which may be attended insteadof the CTW, for those who have at least 18 months left to serve.

    0314. Personal Resettlement Plan (PRP). Each SL registered for the Full Service is allocated aCareer Consultant who will be available to work with him during the period leading up to dischargeand for up to 2 years post-discharge. A PRP is drawn up detailing the SL's aims and the best routeto achieve them, including events that he should attend. The PRP may generate a number ofresettlement activities, which will require the use of MoD Form 363. SL may prefer to see a consultantbefore deciding to attend a CTW in which case he should contact the RRC to arrange this.

    0315. Training. SL may undertake resettlement training, normally within the last 9 months of

    service. CTP-run courses are conducted at the RTC Aldershot and certain RRC. External TrainingProviders may also be used (paras 0412-0417).

    0316. Civilian Work Attachment (CWA). CWA is an attachment that does not include formalcourse instruction. The principal purpose of the CWA is to gain on-job training and workintelligence. The CWA can be undertaken at any time during the last 2 years of service, T&S can beclaimed but it does not attract IRTC funding (paras 0401-0405).

    0317. Individual Resettlement Preparation (IRP). IRP is defined as GRT used for resettlementactivities that do not fall into the other categories. As a guideline, IRP should be interpreted in thebroadest sense for resettlement purposes and may include periods spent applying for jobs, attendinginterviews, employment and recruitment fairs and preparing CVs. IRP may also be used for activities

    related to house purchase and relocating children in schools. No allowances can be claimed for IRPexcept GRT travel warrants (para 0502). IRP may be undertaken at any stage during resettlementbut normally within the last 9 months of service.

    CTP - JFO

    0318. Registration for job-finding is automatic for SL registered for the Full Service. For those SLeligible only for JFO, registration can take place from 6 months before discharge using MoD Form 1173.They then attend an interview, usually with an RFEA or OA Employment Consultant. There is anInformation & Vacancy Co-ordinator (IVC) at each of the RRC in the UK. All registered ex-Servicepersonnel may access the RFEA/OA throughout their working life.

    Employment Fairs

    0319. The CTP runs a series of regional employment fairs and sector briefs with details publishedon the website and at RRC. Whilst attendance may count against GRT, as they are open to all Servicepersonnel regardless of eligibility, they can be attended during leave or time off work and in thosecircumstances would not require the use of GRT.

    ESL Activities

    0320. All personnel being discharged from the Armed Forces who are categorised as ESL (para0310) are to receive a mandatory resettlement brief and one to one resettlement interview at unitlevel by ESL Staff before they discharge. If circumstances allow, the brief and interview may becombined.

    0321. The Unit Resettlement Brief (URB) must be delivered before discharge by a suitablycompetent personnel (Senior NCO or equivalent), referred to within this TSRM as the Unit BriefingOfficer (UBO), and cover the following points:

    a. Access to employment services through OGD.

    b. Housing assistance through the JSHAO and services available through the SinglePersons Accommodation Centre for the Ex Services (SPACES).

    c. Assistance which can be provided by the ex-Service welfare organisations.

    d. Preserved pensions and compensation rights.

    0322. The Unit Resettlement Interview (URI) must be carried out before discharge on a one to onebasis by suitably competent personnel (of Officer status or equivalent), referred to within thisTSRM, as the Unit Interviewing Officer (UIO), and cover the following points:

    a. An assessment of the individual's vulnerability to social exclusion.

    b. A plan of action agreed with the individual, based upon the individual's needs,addressing the following as necessary:

    (1) Arrangement of an employment interview with the Government employment

    services post discharge, in the region to which the ESL intends to re-locate 14.

    (2) Follow up telephone call to ascertain the outcome of the employment interview.

    (3) Linking the ESL to ex-Service welfare organisations.

    (4) Determining that the ESL has accommodation on discharge15.

    0323. ESL Additional Guidance. If an ESL is deemed to be vulnerable to social exclusion and thereare issues which cannot be addressed by the action plan devised, or there are other issues notresolved, then the following additional actions should be taken:

    a. ESL Staff should arrange for the ESL to be seen immediately by the nearestavailable SRA.

    b. Where necessary, the SRA may arrange for the ESL to be seen immediately by aspecialist consultant at the nearest available RRC.

    c. In exceptional circumstances, for instance, where the SRA is not able to see the ESL inthe timescale available before discharge, ESL Staff may arrange an appointment with aspecialist consultant at an RRC directly, without first going through the SRA.

    0324. Although ESL may be more vulnerable than ordinary SL to social exclusion, the majorityshould be satisfactorily dealt with at unit level, through the action plan proposed by the UIO. Incases where there is doubt, the UIO should consider referral to a SRA or, in exceptionalcircumstances, directly to a specialist consultant at the nearest RRC.

    0325. Although SL who have completed insufficient time to be eligible for CTP services are notcounted as ESL if they do not meet the conditions in para 0310, these SL may have access to a onceoff session with a specialist consultant at an RRC if the SRA thinks that it is necessary or appropriate.

    Application for Resettlement Activities

    0326. MoD Form 1173 (Application for Resettlement Services). In order to access resettlementprovision all SL must complete MoD Form 1173. This form, which is an accountable document, isobtainable from units and an example is at Annex B to Section 3 with instructions for completion atAnnex C to Section 3. It comprises the following:

    a. Part 1 - Personal Details - checked by RIS, endorsed by Unit.

    b. Part 2 - Data Protection and Privacy - signed by SL.

    c. Part 3 - Eligibility for the GRT and the CTP - completed by SRA.

    d. Part 4 - Briefing by SRA - signed for by SL.

    e. Part 5 - Interview with SRA for those Ineligible for CTP Full Service - signed by SL and SRA.

    f. Part 6 - Continuation Sheet.

    0327 MoD Form 1173A (Early Service Leavers - Record of Resettlement Interviews).

    a. For all ESL, the relevant sections of MoD Form 1173A should be completed. MoD Form

    1173A should also be used for those SL who have completed insufficient time to be

    eligible for CTP services, rather than MoD Form 1173, even if they are not technicallycounted as ESL. MoD Form 1173A, which is an accountable document, is obtainable fromunits and an example is at Annex D to Section 3 with instructions for completion at AnnexE to Section 3. It comprises the following:

    (1) Part 1 - Personal Details - endorsed by Unit Administration Office.

    (2) Part 2 - Data Protection and Privacy - signed by the ESL.

    (3) Part 3 - Record of Mandatory Resettlement Brief - signed by UBO andcountersigned by ESL.

    (4) Part 4 - Record of Mandatory Resettlement Interview - signed by UIO andcountersigned by ESL.

    (5) Part 5 - Record of Resettlement Interview by SRA - signed by SRA andcountersigned by ESL.

    (6) Part 6 - Referral to a Career Transition Partnership Consultant - signed by CTPConsultant and countersigned by the ESL.

    b. The 1173A will record judgements made and the action plan selected and the UnitAdministration Office should confirm that the 1173A has been completed before the ESL isdischarged. MoD Forms 363 and 1711 (paras 0328 and 0329 refer) do not need to becompleted, unless the ESL uses travel warrants, in which case MoD Form 1711 should becompleted accordingly.

    0328. MoD Form 363 (Authority to Attend Resettlement Activities). Completion of MoD Form 363

    is a pre-requisite for payment and is used to authorise attendance and records SLs resettlement activities.A copy must be retained by the SLs unit.

    a. Attendance on training and CWA activities must be requested using MoD Form 363 asfollows:

    (1) Personnel registered with the CTP. Before any training or CWA activity isbooked it should normally be discussed with the CTP consultant. The MoD Form 363must then be signed by the CTP consultant or SRA to confirm that activities have beendiscussed. Confirmation is required that the SL has sufficient GRT or outstanding leaveas appropriate. Final authorisation for attendance must be given by the CO, otherwise

    T&S and use of IRTC grant (paras 0401-0405) will not be allowed.

    (2) Non-CTP Personnel. Before any training or CWA activity is booked, the MoDForm 363 must be signed by the SRA and authorised by the CO. T&S and use of IRTC(para 0330) will not otherwise be allowed.

    b. Attendance on all other resettlement activities must also be requested, using MoD Form363, signed for by the SRA and authorised by the CO.

    c. In the event of the CO declining to authorise an activity, the relevant MoD Form 363should be used, as supporting evidence, for any subsequent claim by the SL to extend hisperiod of service in order to complete GRT. (para 0333)

    d. A copy of MoD Form 363 is at Annex F to Section 3 and instructions for completing itare at Annex G to Section 3.

    0329. MoD Form 1711 (Record of Resettlement Provision). MoD Form 1711 should bemaintained by the unit as a record of resettlement activities. A copy of MoD Form 1711 is at Annex

    H to Section 3.

    Individual Resettlement Training Costs (IRTC) Grant

    0330. All SL eligible for GRT (para 0311) are also entitled to an IRTC grant to refund paymentsmade for training activities (Section 4).

    CTP Events away from RRC

    0331. RRC staff may arrange for CTP events to take place away from RRC as follows:

    a. Consultant Interviews. When there is a minimum of 6 eligible SL at a specific unitlocation which is either remote, or not within reasonable travelling distance of an RRC, on-siteconsultations may be provided. The provision of appropriate facilities being made availableto the visiting CTP consultant is the responsibility of unit staff. In exceptional circumstancesappointments can be arranged, out of normal working hours.

    b. Career Transition Workshops.Where there are at least 6 eligible SL who wish to attenda CTW, a request can be made to hold the event on-site at a unit location, providingadequate facilities are made available.

    0332. Units should pass requests to SRA who will forward to the appropriate RRC Manager.Requests for the provision of CTW and consultant visits overseas should be referred through Servicechains of command to DRESETTLEMENT.

    Deferment of Discharge to complete GRT Activities

    0333. In exceptional circumstances, when SL have been unable, for Service reasons, to utilise alltheir GRT, it may be possible to defer discharge16. The amount of GRT for which an SL is eligiblewill be taken into account in calculating the deferred discharge date. Applications must be fullysupported and endorsed in writing by the CO. The authority to defer such discharges/retirements

    lies with the single Service manning authorities.

    0334. Where deferment is either inappropriate or impracticable post-discharge resettlement may beapplicable. (paras 0703-0705)

    Use of Leave for Resettlement Activities

    0335. GRT in Lieu of Leave. SL may apply, on the recommendation of SRA and subject to theCOs approval, to undertake GRT in lieu of annual or terminal leave, as an exception, if there is noother opportunity for the SL to undertake resettlement activities. Under these criteria, the SL will beon duty and may claim subsistence, if appropriate, and utilise GRT travel warrants. The application

    must be made in advance, using MoD Form 363.

    0336. Additional Activities During Leave. If all GRT has been used, annual or terminal leave maybe used to complete resettlement activities as follows:

    a. Provided that all activities, for which payment is claimed, are completed beforedischarge date.

    b. SL may attend CTP in-house courses on a payment/standby basis (para 0410), providedthey have registered with the CTP and there are places available.

    c. Any outstanding GRT travel warrants may be used but subsistence cannot be claimed.

    d. Resettlement activities undertaken during annual or terminal leave, when GRT has beenexhausted, will not be counted as on duty and appropriate personal insurance will berequired.

    Personnel Ineligible for GRT

    0337. SL, other than ESL, who are ineligible for GRT are entitled to receive resettlement advicefrom SRA and maintain rights, under present regulations, to Standard Learning Credits (SLC) (para0418). SL who are eligible for JFO and who have registered with the CTP may also apply to attendCTP in-house training on a standby basis, using annual or terminal leave, providing places areavailable. All SL17 are also eligible to attend FAR and the JSHAO Housing briefings (para 0338) andemployment fairs.

    Housing and Finance Briefings

    0338. The JSHAO and FAR briefings are co-ordinated by DRESETTLEMENT on behalf of the 3Services. All SL, and their spouses, are eligible to attend these briefings, which do not count againstGRT. SL may claim travel allowances to attend (para 0506b). SL within their final 9 months ofservice are given priority to attend.

    Timing of Resettlement Activity

    0339. Normal Timings. Units are to ensure that SL are given early access to resettlement services,normally from up to 2 years before discharge or within one month of submitting notice. Guidanceon timing for processing resettlement activities is at Annex I to Section 3. Resettlement activity is

    normally to be completed prior to discharge. In exceptional circumstances such as medical dischargeor for Service reasons, elements of resettlement activity may be taken post discharge (paras 0603 and0703). SL registered with the CTP for either the Full Service or JFO retain access to the CTP for 2years post discharge and to the RFEA/OA throughout their working lifetime.

    0340. Final Tour Isolated Posts and Overseas Posts. Those in their final tour, serving in isolatedappointments overseas, such as Defence or Service Attachs and Advisers or their staff, or otherappointments overseas where access to resettlement services is impracticable, and who thereforewould have difficulty in accessing resettlement support within the normal timeframe, are eligible andrecommended to start their resettlement preparation prior to deployment; this should include a CTW.Posting authorities will need to ensure that individuals have sufficient time between return to UKand discharge to complete outstanding resettlement activities, bearing in mind that resettlement is

    an entitlement for those who have served for 16 years or more and those medically discharged.

    0341. Officers over 50 and Other Ranks with Long Service. Officers who are over the age of 50years and OR who have completed in excess of 30 years service will be allowed to commence theresettlement process early, that is, in advance of the normal start point of 2 years prior to discharge.

    0342. ESL Timings. In the case of ESL, there is often little time available between notification of

    discharge and the date of discharge. Procedures to implement ESL activities should be put in placeas soon as possible so that activities can be completed prior to discharge. Unit AdministrationOffices should not complete the discharge process if a valid 1173A does not bear the appropriatesignatures. In exceptional circumstances, COs should consider delay of discharge.

    Resolution of Complaints

    0343. Unit Level. Should a SL experience any problems or wish to complain about resettlementprovision (including access to resettlement) at unit level, then the SL should invoke the normalcomplaints procedure, which operates within each of the Services. COs, or their superiors, dependingupon the level at which the complaint is being addressed, should consider at an early stage whetherit is appropriate to inform and/or seek advice from the SDE. If this is the case and the complaintaddresses matters of policy rather than implementation of policy, then the SDE should in turninform and/or seek advice from the Director of Resettlement. Where SDE and/or the Director ofResettlement are involved, it is important that the eventual outcome of the complaint iscommunicated to them and to all who have been concerned with the matter throughout thecomplaints process.

    0344. Single Service. Where a SL raises a complaint to the SRA, then the SRA should record thecomplaint, using the form at Annex J to Section 3. The SRA should attempt to resolve it but, ifunable to do so, should forward the form up the resettlement chain. The Director of Resettlement isto be involved if the complaint concerns a matter of policy. It is essential that all involved in the

    complaints process are kept informed of the eventual outcome.

    0345. CTP. Should any complaint be raised, the local Manager18will, in the first instance, endeavourto resolve the problem, in accordance with CTP Standing Operating Procedures and if appropriatein consultation with the SRA. Where the issue cannot be resolved locally, the Manager will informCTP HQ who will notify the Director of Resettlement. Where an SRA is involved he should keepthe resettlement chain informed.

    0346. External Training Providers. Complaints against an External Training Provider should beraised with the CTP Director of Training at RTC Aldershot through the single Service chain of command.

    0347. Failure To Attend An Event. Failure by a SL to attend a CTP event or interview previouslyauthorised by his CO will result in an absentee report being raised by the RRC organising the event.This will be sent directly to the SLs CO with a copy to the relevant SRA. The SLs Consultant willalso make contact with the SL to reschedule the event as necessary.

    External Training Courses

    0412. Training Providers. External training may be arranged through any training provider.

    Advice is available through the RRC and SRA.

    0413. Preferred Suppliers. All RRC hold a list of training providers on the CTP PreferredSuppliers List. In order to qualify for the Preferred Suppliers list, the training organisation is obligedto complete documentation which requires evidence of financial reliability, appropriate insurancecover, past performance, future plans, training facilities, accreditation levels and quality standards.Preferred Supplier status is subject to continuous evaluation, on each course by the SL, by the CTPand by annual review.

    0415. Liability for Cost of External Training. The contract for the supply of services, in all cases,is between the SL and the trainer. The SL is liable for the costs of any external training or CWA.The MoD accepts no liability or responsibility for the payment of fees or any other costs howsoeverarising in connection with external training or CWA.

    Indemnity - Civilian Work Attachments and External Training

    0425. Injury or Damage Caused by Service Personnel. The MoD will indemnify SL in respect ofany claim for personal injury brought by an individual injured by an SL while he is on CWA orexternal training during GRT, provided that the MoD is legally liable as the SL's employer for theinjury caused and provided that the SL does not settle or otherwise compromise the claim without

    the MoD's prior written consent. The SL must notify the MoD of the claim within 14 days. At anystage prior to or after legal proceedings are commenced, the MoD reserves the right to take overconduct of the claim and/or to appoint legal advisers of its choice to handle the claim. The MoDwill give no such indemnity if the SL is attending CWA/training whilst on leave. If personnel areconcerned about their personal liability, they should consider taking out appropriate insurance.

    0426. Injury or Damage Caused to Service Personnel. SL attending CWA or external training,as part of GRT, will be subject to Service regulations covering injury whilst on duty. The MoD willcompensate the SL in accordance with its legal obligations for any injury sustained whilst attendinga CWA or external training during GRT where it is legally liable for the injury as the SL's employer.

    Discipline

    0427. The civilian staff of training and educational establishments and of private firms, where SLare undergoing training, cannot give lawful commands as superior officers within the meaning of theService Discipline Acts. However, SL are to comply with any reasonable instructions given to themby the civilian staff in the course of their training. Any breach of such instructions is to be dealt withas an act to the prejudice of good order and Service discipline.

    Section 4 - Resettlement Training

    Individual Resettlement Training Costs (IRTC) Grant

    0401. An essential element of resettlement is access to training, to enhance skil l shortages andimprove employment opportunities. The IRTC grant exists to help towards the cost of resettlementtraining through CTP or External Training Providers. All SL eligible for GRT are entitled to receivethe full IRTC grant for training undertaken. CWA does not attract IRTC (para 0421).

    0402. The total grant which is non-taxable is subject to a maximum, which is currently 534. Afull refund for fees paid up to this limit may be claimed, regardless of the length of the course beingundertaken but the maximum amount claimable is reduced pro-rata for any CTP in-house trainingcourses attended (see para 0409). The CTW and other CTP workshops and seminars are providedto eligible SL at no cost to IRTC.

    Claiming IRTC

    0403. The IRTC grant may be claimed by SL, who are eligible for resettlement under GRTregulations (para 0311). MoD Form 1746, the Form of Agreement, an example of which is atAnnex A to Section 4 should in all cases be completed before the SL undergoes activities for whichIRTC may be claimed. Procedure is as follows:

    a. Completion of MoD Form 363, in accordance with para 0328.

    b. Completion of MoD Form 1746, as follows:

    Part 1 - Particulars of SL. Completed by SL.

    Part 2 - Certificate. Completed by organisation offering training or work attachment.

    Part 3 - Authorisation by SRA. Completed by SRA.

    c. Completion of Mod Form 1747, the Certificate of Completion form, an example ofwhich is at Annex B to Section 4 - by the organisation (for Distance Learning see para 0405).

    0404. The IRTC grant may be claimed at anytime in the last 2 years of service.

    0405. The IRTC grant may be used to pay for Distance Learning courses, or courses which extendbeyond the GRT boundaries (for instance, where the SL uses his leave entitlement), provided thatthe course (or module) is completed and the claim for payment is made prior to discharge. 20 Suchclaims must be recorded on the Refund of Fees claim form and held by the unit with the SL's MoDForm 1711.

    Advance and Refund of Fees

    0406. Advance. Advance of up to 80% of the fees or 80% of the IRTC grant, whichever is thelesser, and up to 90% of subsistence allowances (paras 0509-0515) and 100% of travel costs may bemade subject to the following conditions:

    b. Any advance will be repaid in full in the event that the resettlement training is notcompleted and certified on MoD Form 1747 .

    c. Any advance of fees is made using MoD Form 1748, the Advance of Fees form, anexample of which is at Annex C to Section 4, a copy of which is to be retained with MoDForm 1711.

    0407. Refund. Actual expenditure on course tuition fees, within the permitted maximum, will bereimbursed. Application for reimbursement is:

    a. To be authorised by SRA on MoD Form 1749, the Refund of Fees claim, an example ofwhich is at Annex D to Section 4.

    b. To be supported by proof of attendance on MoD Form 1747.

    c. To be recorded on MoD Form 1749 , to be held with the SLs MoD Form 1711.

    CTP Training Courses

    0408. Resettlement Training Centre (RTC). The CTP provides a broad range of skills enhancementcourses run by the RTC and advises on courses from a wide variety of External Training Providers.Only SL registered for the Full Service have automatic access to the CTP in-house training courseswhich include Management, Public Services and Engineering courses. Many employers andprofessional institutions participate in the delivery of RTC courses by providing equipment and

    visits; several employers provide workplace attachments following training (para 0421). Details ofCTP in-house courses are published by the CTP and can be accessed via RRC, SRA, units and theCTP website.

    0409. Payment. For RTC training, no actual payment will be made as this is centrally funded bythe MoD. However, an individual SLs IRTC grant will be reduced by 5% for each day of training tocover funding already provided for that training by the MoD up to a limit of 20 working days andrecorded on MoD Form 1711. Exceptions are as follows:

    a. Where RTC training is not covered by MoD funding, for example if an additionalcourse is provided to meet a specific requirement, then the SL will have to make an advance

    payment for the entire course. This can then be reclaimed against IRTC on production of a receipt.

    b. The cost of RTC training, beyond 20 working days, will have to be met by the SL.

    0410. Standby Training. At times, scheduled in-house courses at the RTC or RRC are under-subscribed and spare places may be offered to CTP registered SL on a standby basis. Standbytraining21 is booked in the normal way but is only confirmed 10 days before the beginning of thecourse (immediately prior to the course for post discharge personnel). In the case of standbybooking, the daily rate must be paid by the SL at the start of the course. The following are eligiblefor such vacancies:

    a. SL who have exhausted IRTC but have GRT remaining.

    b. SL who have exhausted GRT and wish to undertake further courses using leave.

    c. SL in the JFO category, who are ineligible for GRT and wish to attend using leave.

    d. SL in the 2 years post discharge. All associated costs will be borne by SL

    0411. Examination Fees. Examination and associated fees levied by awarding bodies must be paidprior to undertaking courses. SL may be able to reclaim 80% of these costs through StandardLearning Credits (SLC), up to the maximum as published in current DCIs (paras 0418-0419).

    External Training Courses

    0412. Training Providers. External training may be arranged through any training provider. Adviceis available through the RRC and SRA.

    0413. Preferred Suppliers.All RRC hold a list of training providers on the CTP Preferred SuppliersList. In order to qualify for the Preferred Suppliers list, the training organisation is obliged tocomplete documentation which requires evidence of financial reliability, appropriate insurance cover,past performance, future plans, training facilities, accreditation levels and quality standards.Preferred Supplier status is subject to continuous evaluation, on each course by the SL, by the CTPand by annual review.

    0414. Payment. Costs of external training can be met through a combination of IRTC grant, T&Sallowances and personal contribution. Details are in Section 5 but also note paras 0401-0405.

    0415. Liability for Cost of External Training. The contract for the supply of services, in all cases,is between the SL and the trainer. The SL is liable for the costs of any external training or CWA. The

    MoD accepts no liability or responsibility for the payment of fees or any other costs howsoeverarising in connection with external training or CWA.

    0416. Single Service Payment Arrangements. IRTC grant expenditure is to be charged to thefollowing UINs within each Service:

    a. RN. RAC NGA 003, using UIN N5308Z to indicate source of spend. This RAC iscentrally funded.

    b. Army. IAC and/or RAC IL5 1428, using the paying units UIN for tracking purposesonly. This IAC/RAC is funded from a central budget.

    c. RAF. Through local unit funding.

    0417. Geographical Caveats. Training may be undertaken anywhere in the UK but certainrestrictions apply in Northern Ireland (para 0429). Training may also be undertaken overseas, subjectto clearance (paras 0430-0431).

    Standard Learning Credits (SLC)

    0418. Full regulations regarding SLC are set out in the current DCI JS but regulations pertainingto resettlement activities are summarised below. All Service personnel are eligible to claim from

    public funds 80% of fees, up to a maximum of 175 per financial year, paid to civilian bodies forcertain personal development courses, examinations and support. Training courses which form part

    of an individuals personal resettlement plan may attract partial refund of fees through the SLCscheme as set out in the table below:

    Notes:

    (1) S/NVQ - Individual cannot claim SLC for S/NVQ gained through witness testimony only. There must be evidence

    of original work. Branch trade training is not admissible.

    (2) Any course, which supports an individual's approved resettlement strategy. Branch trade training is not admissible.

    (3) SLC and IRTC are not to be used for the same purpose, with the exception of examination fees for resettlement

    courses leading to a nationally recognised qualification as defined in the current edition of 'British Qualifications' or

    recognised by any professional awarding body.

    0419. The payment of SLC is carried out in accordance with single Service procedures.

    Enhanced Learning Credits (ELC)

    0420. Full regulations regarding ELC are set out in the current DCI.

    Civilian Work Attachments (CWA)

    0421. Personnel on a CWA or with an external training provider, taken under their GRT, are onduty. The purpose of a CWA is to provide the opportunity to undertake a placement and allows a SLto experience a job without being committed to it, by spending time observing or helping someoneactually doing the job. CWA do not attract IRTC but are an integral part of GRT. If taken at theend of service, it can allow a SL to commence work for an employer some weeks earlier thanotherwise would be possible.

    0422. Any eligible SL may undertake a CWA, providing it is considered by the relevant SRA orCTP consultant to be in the best interests of the SL and has been approved on a completed MoDForm 363; MoD Form 1746 must be completed in advance. No fee is normally payable by the SLfor a CWA.

    0423. A CWA may be undertaken anywhere in the United Kingdom; however, restrictions apply tocivilian attachments undertaken in Northern Ireland (para 0429). CWA may also be taken overseassubject to the necessary clearance (paras 0430-0431).

    0424. No payment is to be accepted by the SL for work done during a CWA unless he is onAnnual/Terminal Leave (when he is deemed not to be on duty) subject to single Service regulations.
