NCHSAA Basketball Regionals Leaving Greensboro“The N.C. High School Athletic Association’s six-year run of regional basketball

tournaments in Greensboro has come to an end. NCHSAA officials said Wednesday that the 2015 West Regional likely will be played at Joel Coliseum and

its annex in Winston-Salem, although no contract has been signed. But the games will not be played, as they have been since 2009, at UNCG’s Fleming Gymnasium and at the Greensboro Coliseum Special Events Center.” (Reprint from the News and Record, 4/30/14).

Random Thoughts“The If you observe a game as a spectator in which you have a child or

friend playing (or any game for that matter), please remember to be respectful and supportive of the officiating crew while you are in the

stands. Please do not make any loud derogatory comments or incite any of the fans in the gym. We have a responsibility to uplift and support our fellow officials and this responsibility should not be taken lightly.

New Minimum Test Score AnnouncedThe minimum standard for eligibility is now 75 points on your NFHS/NCHSAA Exam. In years past, the minimum was 65. If you score below a 75, you will be ineligible to work games for the remainder of the season. Don’t’ get left behind – raise your game! According to Mark Dreibelbis, “raising the standard raises our expectation for excellence in making the NCHSAA the national model as part of our 5-year Strategic Plan.”

Rule ChangesPlayers in marked lane spaces will be able to move into the lane when the ball is

released by the free-throw shooter beginning with the 2014-15 high school basketball season. Previously, players could not release until the ball touched the ring or backboard

or until the free throw ended.

In an effort to eliminate excessive contact on ball-handlers and dribblers outside of the lane area, the committee added Article 12 to Rule 10-6 on contact. As a result, the follow-ing acts will constitute a foul when committed against a ball-handler/dribbler: 1) placing two hands on the player, 2) placing an extended arm bar on the player, 3) placing and keep-ing a hand on the player and 4) contacting the player more than once with the same hand or alternating hands.

The rules committee also expanded the definition of an intentional foul in Rule 4-19-3d, which now states that an intentional foul is “excessive contact with an opponent while the ball is live or until an airborne shooter returns to the floor.”In the final rules change, the committee expanded Rule 3-5-3 by identifying anything worn on the arm and/or leg as a sleeve, except a knee brace. These items, including tights, will now be permitted but must meet the color and logo restrictions in Rule 3-5-3. Previously, this rule permitted only arm sleeves and leg-compression sleeves.

Rule InterpretationWe’ve all worked games where a player(s) turns the waist band of their shorts down one turn so the inside of the band is showing with the strings hanging down or tucked in their shorts. What’s the rule regarding this situation? Answer: The shorts are not being worn as the manufacturer’s intended, so technically this is illegal. Plus, with the strings hanging out, this could pose a safety hazard as well. Please have the players correct this prior to the game.

Mercy Rule in BasketballIf the score reaches a point differential of 40 or more points by halftime, at the start of the second half and any point thereafter, the game will resort to a “running clock,” including the administration of free throws and all other dead ball situations. EXCEPTION: called timeouts by either a coach or an official.

TBOA Summer Officiating Clinic Series – Three Man MechanicsI am pleased to announce that the TBOA will hold a clinic for all interested officials at UNCG on June 10, 2014 specifically for the purpose of reviewing three man mechanics and responsibilities. There is no charge for this clinic and anyone and everyone is welcome to show up. We will start at 6:30PM in the main gym and review positioning, angles, movement and philosophy during this 2 hour clinic. It will be a very informal setting as there will be no teams to officiate. We will huddle around the court to learn more about the lead, center and trail position. Officials with no three man experience who aspire to move up to varsity level games are encouraged to attend.

TBOA Summer Officiating ClinicsAs in years past, the TBOA will continue its summer clinic series to include two In-Ser-

vice/Identification Clinics this year. The teaching clinics will be held at Page High School and UNC-Greensboro in conjunction with their team camps. William Covington, Sr. will

once again be the primary Clinic Director and as such, all inquiries should be sent to him at [email protected]. William has a wealth of officiating knowledge and experience, ei-

ther working or having worked in the following conference: Big South, Southern, Colonial, Sun Belt, South Atlantic, MEAC and CIAA. He also heads up our TBOA Observation Program.

The purpose of the clinic is to teach fundamental skills for all levels of officiating for high school basketball, including TBOA philosophies and nuances. There will be a game review and evaluation, classroom lectures, and guest speakers. Current high school officials, recre-ation officials, and those aspiring the opportunity to move up are welcome and encouraged to attend. You will receive on-court observations from a mix of veteran high school and col-lege officials along with instant feedback.

There are many reasons to attend one of these clinics, but I’ll let you be the judge of whether you should attend or not. Attendance at one of the TBOA Officiating Clinics is not mandatory for our current staff members. However, if you aspire to improve your sched-ule, work higher level games and/or advance deeper into the conference tournaments or move up to the varsity level, this could be a great place to start! If you are already meet-ing your personal objectives, that’s wonderful! If not, these clinics will provide you with an excellent opportunity to learn our philosophies on high school officiating as well as get to know each other on a higher, more personal level.

The cost for the clinic is $90 per person. Registration opened April 1st and the firm deadline for all registrations is May 31st. A box lunch will be provided daily and a TBOA t-shirt will be given to all registered officials. Please come prepared to learn! Offseason Arbiter MaintenanceI will be deleting all game records in Arbiter for the 2013-14 season on June 2, 2014. If

you want to keep a record of your schedule, please download a copy to your computer or other storage device. Once the game assignments are deleted, you will no longer

have access to your 2013-14 assignments, so it is imperative that you download a copy of your records if that is important to you. To do this, log on to Arbiter and select Schedule/

Reports and then select the export file format that you desire. Also, if any of your contact information has changed, i.e. address, email, phone number, etc., please take a moment to update that information as well.

Commitment toOff-Season ConditioningA majority of our officials look fit and athletic on the court and this is what we want. Others need to shed a few pounds so that they can get in a good position and get their plays right. Please work hard during the offseason to get yourself in shape and lose those pounds that keep you from being an elite official. Several of you were notified in your evaluations about weight loss and appearance issues; however our observers did not see every single official work this year. Please be mindful that staff retention may be determined by your weight and appearance from last season and/or during the upcoming summer games. You have complete and total control over this issue. If you have any questions about your status, please contact me via email and we will discuss.
