from the editorAs a child, I was rewarded for a straight A reportcard with a subscription to Tiger Beat (let's notjudge, Iwas 9 and JTTwas the love ofmy life). Afterthat significant moment in my life, I had but onedream: to move to New York City once I graduatedfrom college and to work for a magazine just likeTiger Beat.

As I got older, that dreamed slightly shifted but stillremained until just six years ago when I met myhusband and dreamed a new dream.

Now, aswehavewelcomedour first little bundle ofjoy, there is no place I'd rather be. However, eachyear I enjoy a trip, courtesy of my loving andunderstanding husband, to visit the Big Apple.

Sonaturally, this year Iwaitwithgreat aniticpationfor JLGC's two fundraisers celebrating myfavorite city, Holiday Ball and Boutique Bythe Bay.

A city that inspires independence, creativity andfun, this is the perfect theme for the women of ourLeague who are committed to bringing out thesevery aspects in our own community.

So let the Big Apple inspire you this year. Findwhatit is you love about the League and invest, invest, invest! We will all be amazed at what we get inreturn.

Happy Fall,

Last month’s meeting went well thanks to our Education chairman,Christy Taylor and one of our sustainer advisors, MarjorieKovacevich. Wewere grateful for the presentation and learned a littlesomething about breast cancer awareness, prevention and treatment. Many thanks to our Community, Fundraising, and Membershipcouncils for a great meeting!

I love this timeof year! Novembermarks the start of crisp coolweather(welcome 70 degrees!), excitement for a chic night out at Studio 54,and the anticipation of strolling the streets of “the city that neversleeps” to raise money for our projects benefiting the GalvestonCounty community.

This month we will have the pleasure of hearing a wonderfulmotivating guest speaker that knows just how to educate to empowerJunior Leaguewomen for the good of the communitieswe serve. VickiClark has experience working with many other leagues around thecountry and is a regular workshop educator at the Association ofJunior Leagues International, Inc. (AJLI) leadership trainingconferences. In addition, we will have a hearing to announce the2012-2013 Board slate. This is a meeting not to miss!’

There is a lot of talk about the AJLI Council System we use andexpectations to follow its procedures, but many are not familiar withit or do not fully understandwhat it is or what it is meant to do. Belowis an overview to help address some of these concerns and inquiries.

Fondly,

Purpose and OverviewThepurposeof acouncil systemis toprovideLeagues with an efficient managementsystem that enables them to meet goals, istime effective, maximizes the synergybetween committee functions, and allowsfor good communication. It represents aflexible management system that allowsLeagues to create a structure that supportsthe strategic plan by effectively allocatingresources (people and money) across theLeague’s Mission-driven activities. Acouncil system is the League’s primarymanagement unit.

Once the Board has developed an annualplan identifying theyear’s objectives, it’s theresponsibility of the councils to createactivity plans and implement the activitiesthat accomplish the objectives. Thisflexibility within the larger managementunit of the council system allows forefficiency on an organizational level bytying the structure of the League directly tothe strategic plan (“form followsfunction”). Based on the plan, councils maybe groupings of functional areas (e.g. allmembership functions, fund developmentfunctions etc.) or they may be cross-functional groupings of ‘impact areas’ thatposition all the skills sets necessary toaccomplish theobjectives of the impact areawithin one Council. Depending on the size

of the League and the complexity of theobjectives, the committees within a councilmay operate in differentways. For example,if one activitywithin a council is a relativelyself-contained piece of work—say, acommittee responsible for researching newproject ideas—it may operate primarily onits own. On the other hand, if the activitywithin a committee requires more cross-functional integration, groups ofcommittees will work together as a unit—for example, within aMembershipCouncil, theProvisionalCommitteewouldworkveryclosely with the Training Committee toensure that the training messages areconsistentwith theLeague’soverall trainingand development objectives.

Effective councils also allow the committeemembers to work together in largergroupingsand/orprovideopportunities formembers to communicate with a widercircle of fellow members. However, it isimportant to pay attention to how manycommittees are organized within a singlecouncil….primarily based on the size of theLeague. In small Leagues, it is oftenunnecessary for there to be many, if any, formal committees within a council. Thecouncil becomes the defacto committeewith work groupings formed anddisbanded on a task basis.

from the presidentFrom a membership retention perspectivethis fulfills one of the great values of anyJunior League – the ability to get to knowpeople and to make friends. For Leaguesthat currently have a council system, it isimportant tomake sure that the structure ofyour council system is driven by yourstrategic planning and represents a simple, streamlined process for accomplishinggoals and objectives. Many Leagues haveput the details of their council structure intheir bylaws. A better approach, to ensurethat the Board has the flexibility to adjustthe council’s structure tomeet the demandsof the planning process, is to put the detailsin Policy. By evaluating both the processand results, the Board determines whetheror not the committee is effective.

As a general rule of thumb, based on theactivemembership size, consider havingnomore than 2 – 6 councils within a League.Within a council it is generally advisable tohave at least 10 placed members. If thosemembers are divided among committees, itis advisable that each committee have atleast 5–6members. This prevents membersfrom being isolated in a small committee. Italso prevents a small committee from beingcalled a council. Having small, isolatedcommittees labeled as a council iscounterproductive and defeats the purposeof a council system.

How Often Do Councils Meet? The frequency with which councils meet isdependent upon their size and complexity.

• In larger councils where there arestanding committees with largeagendas of their own, the councilprobably shouldmeet at least 3 timesa year, if, for no other reason than toensure coordinated communication. The council director and allcommittee chairs should attend themeeting.

• In smaller councilswhere there is a lessformal committee structure, thecouncil may meet as often as once amonth with all council membersattending. However, in this instance, there wouldn’t be the need foradditional separate committeemeetings.

An area of concern in many Leagues aboutcouncil andcommitteemeetings is decidinghow many meetings the council directorshould attend. This is not a positionwhere itis necessary to micromanage. As seniormanagers, council directors are part of areporting chain that begins with thecommittee members and ends with theBoard. It is not necessary for the councildirector to be present at every meeting. Sheshould be in regular communication withthe chairs in her council. Shewill need to bepresent at administrative and planningmeetings. She shouldusediscretiononwhatadditional meetings to attend.

Great news! JLGC has its own QR barcode. Many of you are familiar with these codes butothers are wondering “what on Earth is that!”Tohelpusall understand justwhat it is andhowto use it, we thought we would share an onlinearticle with you.

QR codes bring 'quick response' links usingsmartphone barcode appsPublished: Thursday, October 07, 2010, 4:49PM Updated: Thursday, October 07, 2010,5:10 PMBy Allan Hoffman/For The Star-Ledger TheStar-Ledger

QR codes are everywhere these days, fromglossy product flyers to billboards to T-shirts.But it’s quite possible you have no idea what aQR code is and wouldn’t recognize one if yousaw one. And I can assure you: You have seenone, even if you didn’t realize it. Not only that, you can expect to see a lot more of them.

So what is a QR code? It’s essentially a specialtype of square bar code in a matrix with othersquares, like those on display here. But ratherthan being used by retailers to scan items atcheckout, like other barcodes, QR codes are foryour own use, with a camera-equippedmobilephone. (The QR stands for quick response.) Byusing an application known as a QR codereader on your phone, you’re able to scan acode with your phone’s camera, and then viewa website, text or contact information. That’s right. You see a QR code on a movieposter, an advertisement or whatever else, andthen you snap an image of it. Seconds later, awebsite or other information pops up on yourphone, connecting the physical world ofobjects with the digital information stored inthe world of internet-connected devices.

Many of you, I suspect, have only one question:Why?Why would a company put a QR code on a bar

of soap or a magazine ad, and why would anormal person run around snapping images ofobscure-looking barcodes at cafes, signs andelsewhere?

Trust me: People do this, and they’re not crazy.

Let’s start with the reasons why a company, small business, consultant or anyone elsemightwant to use a QR code. These examples shouldgive you a sense of the possibilities.

• Real-estate sign: A for-sale sign outside ahouse could have a QR code on it, leadingdirectly to a slideshow of the interior of thehouse. (The slideshowmight endwith the real-estate agent’s email address.) Someonewalkingby the house could watch the slideshow rightthere, withouthaving to jotdownawebaddressor head back to a computer.

• Historic neighborhood tour: A series of QRcodes, posted outside historic spots (parks, sculptures, homes, and so forth), could leadvisitors on a tour of a neighborhood by linkingto phone-friendly maps and directions. Eachspot’s code would direct visitors to the nextdestination.

• Sales flyers: A one-page newspaper insert, with just a fewfor-sale itemshighlighted, couldlead to a special coupon or a webpage withadditional items on sale.

• Movie poster: The poster could link to a videothat’s a preview of the movie.• Product identification: A QR code attached asa sticker to your mobile phone could provideyour name and email address, making itpossible for someone to contact you if you loseyour phone.

• Business card: Put a QR code on a businesscard, and you can send visitors directly to yourwebsite.

QR Barcode for JLGC, Inc. has arrived!

To experimentwithQR codes, visitQR-CodeGenerator (qrcode.kaywa.com), and you’ll see howeasy it is to create one. It’s notmuchharder than typing text or aweb address into an online form, and then pressing a button. Soon enough, your QR code is ready and waiting.

Now is it really worth the trouble to take out your phone to snap an image of a QR code? Put itthis way: It doesn’t cost anything, and it can be convenient — and even fun. If you have asmartphone, there is likely a QR reader available for it. Popular options include NeoReader forthe iPhone and Barcode Scanner for Android phones.Once you have a reader, trust me, you’ll start seeing QR codes everywhere.

If you think people don’t care about etiquette at the table as much as they used to,think again. One soup slurp or tooth pick is all it takes to turn some people off. Soto stay on your toes, here is a quick—and necessary—table manners refreshercourse from Louise Fox of the Etiquette Ladies, Canada’s Etiquette Experts:

Watch: Top 10 Table Manners You Need to Know• If you are the recipient of a toast, keep your glass at arm’s length—never drink

from it. Instead, simply nod your head and graciously say, “Thank you.”

• Never take your cocktail to the dinner table.

• Allow your food to cool on its own—never blow on anything.

• If you wear lipstick, keep it off your plate and napkin by blotting it as soon as youapply it.

• Your napkin is there for you to dab your mouth only. Do not use it to wipe offlipstick or (God forbid) blow your nose.

• Keep your elbows off the table at all times.

• Don’t put your purse, keys, sunglasses, or eyeglasses on the table.

• Take food out of your mouth the way it went in. If a piece of steak fat went intoyour mouth with a fork, spit it out onto the fork.

• Remove an olive pit with your thumb and index finger.

• Taste everything on your plate before you add salt or pepper.

• Leave your plate where it is when you are finished with your meal—don’t pushit away from you.

Doryn Glenn, Sustaining President

Okay, I could honestly go on forever about theLeague, but I will try to be brief. I started as aProvisional in 1994, (with Carolyn Sunseri asmy Membership Development Chair). I had awonderful provisional class. I thinkmy year asMembershipDevelopmentChairwas probablymy favorite. I had 26 provisionalmembers andthey were great. We had a wonderful timelearning about the League, each other, and thecommunity at large.I truly enjoyedmy time as President. I realizedwas a tremendous honor it was to have beenasked to serve. I knewhowblessed Iwas to evenbe considered for the position. It was certainlya tough year. As I tell any member that isconsidering her answer to that fateful call, youwill periodically regret saying yes, but you willforever regret saying no. That is it in a nutshell.Once you have served as the President of suchawonderful organization you can truly handleanything. In fact, I went on to serve as thePresident of the Galveston County BarAssociation soon after my term as LeaguePresident. Was I concerned about leading agroup of attorneys? No way! I led a group ofenergetic and empowered women. I knewthen, and now, that I could handle anychallenge. So what have I done since? Well, I promisedmyself that Iwould say "no!" to things. Yea, thathasn't reallyworked toowell forme. I served asPresident of the Galveston County BarAssociation, and currently serve as thePresident of the PTO at Austin Magnet School,(my son is in 5th grade at Austin). I have also

served on theAdvisoryBoardof the Grand1894 OperaHouse, theBoard ofDirectorsof theG a l v e s t o nIndependentSchool DistrictE d u c a t i o nFounda t i on ,the Island Oktoberfest Committee, and as ArtEnrichment Chair of Oppe Elementary School.I am currently the Parliamentarian for the BallHigh School Cheerleaders Spiritbackers, (mydaughter is a JV Cheerleader at Ball High thisyear). One the things that I am the most proudof is my involvement in the Galveston CountyNational Adoption Day Foundation. This yearwill mark Galveston County's 8th year ofparticipation. I am currently the Treasurer ofthe Board ofDirectors and amproud to say thatI am a founding member of the organization.
