    Important Health Warning About Playing Video GamesPhotosensitive SeizuresA very small percentage of people may experience a seizure when exposed to certainvisual images, including ashing lights or patterns that may appear in video games.Even people who have no history of seizures or epilepsy may have an undiagnosedcondition that can cause these photosensitive epileptic seizures while watching videogames.These seizures may have a variety of symptoms, including lightheadedness, alteredvision, eye or face twitching, jerking or shaking of arms or legs, disorientation,confusion, or momentary loss of awareness. Seizures may also cause loss of consciousness or convulsions that can lead to injury from falling down or strikingnearby objects.Immediately stop playing and consult a doctor if you experience any of thesesymptoms. Parents should watch for or ask their children about the above symptomschildren and teenagers are more likely than adults to experience these seizures. Therisk of photosensitive epileptic seizures may be reduced by taking the followingprecautions: Sit farther from the screen; use a smaller screen; play in a well-lit room;and do not play when you are drowsy or fatigued.If you or any of your relatives have a history of seizures or epilepsy, consult a doctorbefore playing.

    Getting Started Politics is made up of two words. Poli, which is Greek fo tics, which are bloodsucking insects.- Gore Vidal InstallationTo install the game insert the Tropico 3 DVD-ROM in your DVD-ROM drivIf your computer has AutoPlay enabled it would automatically start theinstallation process. If it does not, double click on the My Computer icon andlocate your DVD-ROM drive. Double-click on the DVD-ROM icon to start insta ation, or op n th DVD-ROM fo d r and doub -c ic on th ca dsetup.exe.

    Follow the on-screen instructions. You will be asked to decide where you wantto install the game. After the installation is over you may have to restart yourcomputer for the changes on your system to be applied.

    During the installation the game will search the computer for the latest version of DirectX. If this version of DirectX is not present, the game willautomatically install it.

    The Map Generator allows you to create a custom random map for a sandboxmission or a challenge created by you. You are able to customize the following parameters:

    ISlAND SIze - Th si of th g n rat d is and. It is oft n mor dif cu t toplay on smaller islands because the building space is limited there.

    eleVATION - Different crops fare differently on different elevation. Theislands with very high elevation tend to have less building space.

    MINeRAl DePOSITS - Determines how many iron, bauxite, gold, and oildeposits exist on the island.

    VeGeTATION - Islands with lush vegetation have more fertile soil. Farming can b dif cu t on barr n is ands with sma amounts of v g tation.

    Tropico 3 uses a standard point-and-click interface. Clicking on a building orunit selects it and opens its info panel.

    Camera ControlsYou can move the camera by moving the mouse pointer to the edge of thescreen. Clicking on the Minimap will also transport you to the location of theisland on which you clicked.Use the Middle Mouse Button or the Shift key to rotate the view and themouse scroll to zoom in and out. The Home key resets the camera to itsdefault position.

    Info PanelThe Info Panel is a window box at the bottom of the screen, which is only shown on the Main View when a building or a unit is selected. The Info Panelgives additional information about the selected object. There are buttons for

    various categories (upper left) and title space (upper right).You can select buildings by left-clicking on them. Left-clicking anywhere onopen ground closes the Info Panel.

Hiring foreign workers, and setting the wages for all buildings of the same type orsame education level can also be selected from this category.

    DeSCRIPTION - A short description of the building.

    CONSTRUCTION - (Pr s nt d on if th bui ding is not t nish d)Information about the progress of the construction and the builders currently

    working on the building. AlmanacThe Almanac presents vital statistics for the island. The Almanac informationis presented in two pages - the left one provides more general information

    while the right one gives more details.To change the information presented on the left page, you can select adifferent bookmark from the top of the Almanac. The bookmarks are calledOverview, People, Economy, Politics, Lists and Score. Some of the items on

    the left page are selectable - this means that when you click on them a rightpage with more details for the current item will appear.All items that have checkboxes next to them can be plotted on the graph atthe bottom of the Almanac. You can plot several items together if they arecompatible (incompatible items will have an X in their checkbox).

    Individual SimulationThe daily lives of the good people of Tropico are individually simulated andif you wish, you are able to monitor them in minute detail. You are ableto interact with your citizens, offer them bribes or throw them in jail asdissidents. A cruel ruler may even order the assassination of a troublesomeindividual.

    NeedsEvery citizen has 5 primary needs: food, rest, faith, fun and health. Theneed bars are indicated in the Overall tab of his info panel and constantly d g n rat ov r tim . Wh n a n d bar g ts ow, th citi n wi tr to satisf this need, for example if he needs fun he will look for entertainment he canafford. Th citi n wi tr to r th ir n d v n if th cannot nd a wa tosatisfy it, but the respective happiness of the citizen will drop drastically.

Low need bars do n the citizen is unhappy, only that he will soon try to satisfy the need.Getting FoodSatisfying the food need works a little differently than other needs. People getseveral meals from a single visit to a farm or a market, and then their wholefamily eats from these household meals for some time.

    HappinessThe bars in the Happiness tab of a citizens info panel represent how happy he

    feels about various aspects of his life. All these are combined to calculate theciti ns ov ra happin ss. Diff r nt p rsons nd diff r nt things importantand the three most important happiness factors are indicated with a specialsymbol.

    Special actionsYou can issue special actions on each citizen. The Special Actions are: ARREST ($500) - if you have an operational Prison and Police station, youcan arrest your citizens and put them in jail. The arrested citizen and all

    others who witnessed the arrest will have lower respect for you temporarily. BRIBE ($1000) - if you have an operational Bank, you can bribe yourcitizens. Bribed citizens will have their respect temporarily increased.

    HERETIC ($500) - if you have an operational Cathedral, you can declare your citizens heretics. A citizen who has been declared a heretic will not beable to protest, run as a candidate in elections or become a faction leader, buthis familys respect for you will be decreased.

    elIMINATe ($500) - if you have an operational Guard Station, you caneliminate a citizen of your choosing. The respect of the late citizens family and all who witnessed the killing will be severely decreased.

    ARRANGe ACCIDeNT ($3000) - if you have an operation Secret Police, you can arrange for an accident to happen to one of your citizens. All detailsabout the matter will be hushed up and you will receive no penalty to yourrespect.

    ResidencesFamilies can afford to pay up to a third of their combined salary for rent,rounded down. This means that a single citizen that earns $7 can affordhousing with rent up to $2 and a family where the mother and father bothearn $9 can afford housing with rent up to $6 (a third of $18).

    Every residence has Housing Quality that directly affects the housing happiness of the residence there. More luxurious residences provide higherhousing quality.If som citi ns cannot nd a r sid nc that suits th m, th wi automatica

    construct rickety shacks to live in. Shacks are the worst type of housing andgenerally you should strive to have as few of them as possible.

    Job and EducationInitially most of your citizens will be uneducated. This means that they cantapply for advanced professions like a doctor or journalist. If you need skilled

    workers you can pay for educated immigrants - this action is initiated fromthe Fee and Salary tab in the info panel of the workplace where you needthem. Alternatively, you can educate your own citizens in a High School or

    a College.Every workplace has Job Quality that directly affects the job happiness of the workers. More prestigious professions with higher salaries provide higher job quality.You cant force your workers to work at any particular place - they decide

    which job to take based on the job quality and their previous job experience.The salary of the workers determines what kind of residence and entertainmentthey can afford. Single citizens may afford entertainment up to their salary;married units may afford entertainment up to half of their combined salary.

    Job SkillThe longer a citizen has worked on a particular job, the better he is atit. A n w r cruit d wor r wi wor s ow r or ss f ci nt than anexperienced one, no matter what is his profession - a skilled builder willconstruct buildings faster, a skilled waitress will raise the satisfaction of allthe visitors of a restaurant. Thus, a very experienced worker is a valuableass t to an cit . Th rat at which a unit g ts job s i xp ri nc is modi dby its intelligence.

    A citizen often has skills in several different professions. You can inspectthem in the Skills tab of the citizens info panel.

    Tracking CitizensYou can mark the selected citizen for tracking by holding Ctrl and pressing one of the number keys (1, 2, 3...). After you mark a citizen you will be ableto directly select it by pressing the corresponding number key.

    Tourists and Tourism RatingSeveral classes of tourists can be attracted to the island - young Spring Breaktourists, cheapskate Slob tourists, tree-hugging Eco Tourists and even themost d sirab W a th tourists, if th r sorts of th is and ar good noughto attract them. Tourist families have different wealth and may affordattractions up to their own spending limit. If you managed to attract wealthier

    tourists you should consider increasing the price of your tourist attractions.Different individual tourists prefer different attractions. You can check theirpreferences from the Preferences tab in their info panel.Like citizens, tourists have different needs and expectations from their

    trip - factors like environment, entertainment and safety are usually very important. If they leave happy, they will improve the islands Tourism Rating,but if they are disappointed or dont return to their home country, the island

    will get a bad reputation as a tourist resort.More and wealthier tourists are attracted by high tourism ratings. Several

    dicts off r adv rtising campaigns to attract a sp ci c c ass of tourists.

    BuildingsPoliticians are the same all over: they promise to build a bridg there is no river.- Nikita Khruschev ConstructionTo order the construction of a building, right-click anywhere in the view toopen the build menu. Select the respective category and building and place itanywhere on the screen. Keep an eye on the construction panel at the bottomof the screen for additional instructions during construction.Builders that are on duty will head to the site after you place the construction.Th wi usua n d at ast a f w gam months to nish th ir wor and it

    will take even longer when you order huge projects like an Airport or severalconstructions at the same time.You can prioritize constructions from their info panels - builders will try to complete higher priority constructions before lower priority ones. It isalso possible to manage buildings while they are in construction (seeAdministration, below).

    DemolitionIf you wish to demolish a building, construction, or road segment, you will haveto select the Demolish icon from the Infrastructure section of the buildmenu. This allows you to mark buildings for demolition. Like construction,demolishing a building will take some time. You may cancel a demolitionorder from the Info panel of the condemned building.Demolishing a construction in progress will give you a full refund.

    Administration

    Work ModesMany buildings have several different work modes that may be changed atany time, even while the building is being constructed. You can manage the

    work modes from the Overall tab of the info panel. Rolling the mouse cursorover a work mode will give you a short description. Only one work mode may

    UpgradesSome buildings have upgrades that you can construct from the Overall tabof their info panel.Upgrades are special improvements to a building that require a one-timeinvestment. They modify the functionality of the building and once constructedcannot be disabled. Some upgrades require and consume electricity.

    Hiring and FiringYou can hire high school or college educated workers from the Fee andSalary tab of the building. You cannot hire workers without education, but you can likely attract them from other buildings with a higher salary.To r a wor r ou must right-c ic on his portrait on th F and Sa ar tab of his workplace.

    Fees, Rents, and SalariesYou can adjust Fees, Salaries, and Rents from the corresponding controls inthe building info panel (check out the Fee and Salary tab or the Rent andTenants tab). You will pay salaries to your workers and receive rents from

    your tenants every month. Fees are collected when a person uses the serviceprovided by the building.

    Penultimo Says: Presidente, it is prudent to raise the fees and re to the spending limits of the people, in order to squeeze as mucpossible from the visitors. Keep in mind that if you raise them people will be able to afford to visit the buildings.Roads and Traf c

    Connecting to RoadsSome buildings can be connected to roads. This allows citizens and tourists totravel with cars to and from other buildings connected to this road network.You will recognize such buildings by the arrows that are visualized next tothe car entrance during building placement or the placement of a road. If those arrows are red, the building is not currently connected to a road. Thisdoesnt hinder the functionality of the building and means only that it is notpart of the road network of the island.

    GaragesSince many buildings cannot be connected to roads, you can optimize thetransportation network of your island with Garages. Garages are specialbuildings that act as hubs for the road transportation. Any person can travel

    with his car to or from a garage. This means that if you have two separateneighborhoods with connected Garages, people will be able to travel quicklybetween them.

    The LimoLike your citizens, the avatar is able to use the road network to move quickly from place to place. He will automatically use his Presidential limo to quickly travel between two Garages or between a Garage and another building connected to a road.

    ActionsThe avatar is able to perform the following actions:RUSH CONSTRUCTION - Activated by right-clicking on a construction

    site. The avatar personally gives orders to the workers at a construction,signi cant incr asing th construction sp d.

    PRODUCTION BUIlDING VISIT- Activated by right-clicking on a productionbuilding. The avatar visits a production building, slightly boosting productionfor the next 6 months.

    SeRVICe BUIlDING VISIT - Activated by right-clicking on a service building.The avatar visits a service building, slightly boosting service quality for thenext 6 months.

    HOLD A SPEECH - Activated by right-clicking on the palace. The avatholds a speech from the balcony, raising the respect of the gathered crowd.

    CAlM DOWN A PROTeST - Activated by right-clicking on a protesting citizen.

    The avatar talks to the citizen and negates the effect of the protest.

    DIPlOMATIC MISSION - Activated by right-click on the Airport. Improvesthe next foreign aid the country will receive.

    DECORATE - Activated by right-click on the Armory, Guard Station or ArmyBase. The avatar decorates a soldier or general with a medal. This actionraises the respect of all soldiers/generals working in the building.

    IMPROVe FOReIGN RelATIONS - Activated by right-clicking on theDiplomatic Ministry. The avatar increases the relations with both foreignpowers for 6 months.

    ExportsEvery produced resource that is not used by the economy of the islandis automatically exported to foreign lands (by hauling it to the docks andloading it to a freighter). The prices of these exported resources may vary ov r tim , so a r sourc that is a pro tab xport ar in th gam ma become undesirable later on.Every building that produces a resource has an output storage representing the current quantity of the resource in the building. Teamsters haul goodsfrom this output storage to when they are needed (input storage of otherbuildings such as advanced industry or docks). Teamsters are workers from

    th T amst rs Of c that transport goods across th is and.FarmsFarms act both as a way of providing food to your citizens and as a producerof raw resources needed for your industry. The resources a farm produces

    depend on crop conditions for the current crop. You can see the CropConditions in the Overlays menu. Make sure there are good spots on which

    our farms can p ac th ir ds.The soil will deplete with time, so you may want to check on your farms from

    time to time, and if necessary, change the current crop to one that has bettercrop conditions.

    ProtestsCitizens who are unhappy will occasionally start a protest. During a protestthe citizen who started the protest and the crowd that has gathered aroundhim will temporarily respect you less. Also people who protest often may decide to become rebels.The chance of a protest also depends on liberty - protests are more likely inareas with a higher liberty rating. If the liberty in the area is too low, thecitizens may be too afraid to protest.

    Secret policeYou can create Secret Police Headquarters through the Secret Police edict.

    The secret police will enable you to use the Arrange Accident citizen action, which unlocks several edicts and gives you early reports about subversiveactivities (see below).

    Subversive activitiesThe KGB, the CIA and the rebels on your island may trigger subversiveactivities like bomb threats, worker strikes, media occupation,assassination attempts and hostage crises.
