A. FY 2014-2017 Transportation Improvement Program (TIP) Amendment #9 CHAIRPERSON JOHNSON OPENED THE PUBLIC HEARING AT 7:05 p.m.
Chairperson Johnson provided the public an opportunity to comment on the
FY 2014-2017 Transportation Improvement Program (TIP) Amendment #9.
Ms. Linda Burchell of MDOT, indicated that the 2016 Pump Station Rehabilitation
project (I-75 at I-69) was changing from 2016 to 2015. Staff indicated that the
change had just been done by Administrative Modification.
Chairperson Johnson repeated this opportunity for comments twice more with no
comments at this time.

***A. FY 2016 Transportation Alternatives Program (TAP) Projects Chairperson Johnson announced FY 2016 Transportation Alternatives Program
(TAP) Projects.
Action Taken: Motion by Paulette Johnson, supported by Robert Cole, to
approve the Gale Road Atlas Pathway and the Jewett Trail to
Physicians Park Connector projects that are being
recommended for funding for 2016.
MOTION CARRIED UNANIMOUSLY.
XI. New Business
***A. FY 2015 Unified Work Program (UWP) Amendment 1
Ms. Sharon Gregory stated Amendment 1 for the FY 2015 Unified
Work Program (UWP) is proposing to increase funding for the
Modeling Consultant work item to better account for expected costs
for this activity. There will be no change to the total funding for the
UWP.
Action Taken: Motion by Robert Cole, supported by Gerald Masters, to
approve the FY 2015 Unified Work Program (UWP)
Amendment 1.

***B. FY 2014-2017 Transportation Improvement Program (TIP)
Amendment #9
Ms. Sharon Gregory stated TIP Amendment #9 changes one (1) project
and adds twenty (20) projects. This amendment meets the financial
constraints of the TIP and will have no disproportionately high or adverse
impacts to any of the identified Environmental Justice (EJ) populations in
Genesee County.
Action Taken: Motion by Robert Cole, supported by Gerald Masters, to
approve the FY 2014-2017 Transportation Improvement
Program (TIP) Amendment #9 to include the MDOT 2016
Pump Station Rehabilitation project (I-75 at I-69) change
from 2016 to 2015.

***C. FY 2015 TIGER Grant Applications Ms. Sharon Gregory stated there will be two (2) local projects submitted for
the FY 2015 TIGER Grant. The Genesee County Road Commission (GCRC) is
submitting an application for the Dort Highway Connector project and the
Mass Transportation Authority (MTA) is submitting an application for funding
to purchase 14 Compressed Natural Gas (CNG) heavy-duty buses, and for
the expansion and upgrade of an existing CNG fueling station.
Action Taken: Motion by Mark Richard, supported by Bill Bain, to approve
the two (2) local projects submitted for the FY 2015 TIGER
Grant.
MOTION CARRIED UNANIMOUSLY.
***D. Genesee County FY 2016 Unified Work Program (UWP) Ms. Sharon Gregory stated the Genesee County FY 2016 Unified Work
Program (UWP) describes all transportation planning activities for the
upcoming fiscal year and identifies funding sources and agencies involved
in these activities. She stated the primary activities for 2016 will be the
development of the 2017-2020 Transportation Improvement Program (TIP),
the transportation model update, working to implement the TIP and Long
Range Transportation Plan, and working to integrate Moving Ahead for
Progress in the 21st Century (MAP-21) requirements into the various
transportation programs.
Action Taken: Motion by Robert Cole, support by Patricia Witte, to
approve the 2016 Unified Work Program (UWP) and
authorize Derek Bradshaw to sign all contracts and
agreements related to the work program.
MOTION CARRIED UNANIMOUSLY.

XIII. Announcements Ms. Shirley Kautman-Jones said thank you for the approval on the non-motorized
Pathway. She stated Atlas Township is very grateful for this funding.
Mr. Derek Bradshaw thanked everyone for spreading the word and supporting the
Household Hazardous Waste event. He said it was a great success this year with
over a thousand vehicles coming through.

SUBJECT: Genesee County Travel Demand Model Request for Proposal (RFP)
#15-057 Update
Currently staff is working with the Model Development Committee (MDC) on
selecting a consultant for updating and improving the Genesee County Urban
Travel Demand Model for the 2045 Long Range Transportation Plan. A Request
for Proposal (RFP) was released on April 24, 2015 and the proposals were due to
our office on May 20, 2015. Four proposals were received and staff and members
of the MDC scored the proposals. The scoring for Phase I is based on the technical
qualifications of the applicants. Phase II of the process consists of interviews with
a short list of qualified applicants. Those selected will be interviewed on June 11,
2015. After phase I and phase II scores are tallied, cost proposals will then be
reviewed. An update of the consultant selection will be provided at the next
meeting.

SUBJECT: TIP General Program Accounts (GPAs) Update
Staff will be reviewing the FY 2016 projects in our current Transportation Improvement
Program (TIP), to see which projects can be moved into General Program Accounts
(GPAs). GPAs are a tool to streamline the TIP management process and to help
reduce the number of TIP amendments. Projects within GPA’s are allowed more
flexibility to make minor adjustments without going through a lengthy amendment
process. Staff will be contacting the local road agencies which have eligible 2016
projects to discuss the GPA process.
Projects that cannot be moved into a GPA include: new roads, capacity expansion, 4-
to-3 lane conversions, projects funded with state or congressional earmarks, and
experimental projects. Each project must be a categorical exclusion and air-quality
neutral; right-of-way (ROW) project phases cannot have ROW activities that are more
complex than grading and mutual benefit permits, and local projects utilizing advance
construction must be individually listed.
Also, many transit projects utilize FHWA funds that are flexed to FTA programs. These
projects will be listed with their respective FHWA GPA category. The flex projects will
also list which transit program these projects will be assigned to. For example, a
CMAQ funded project that will be flexed, will be included in the Highways Traffic
Operations or Safety GPA, but it will also be listed as a flex project and indicate the
transit program it was flexed to.
Staff expects to have a TIP amendment in September which will move the appropriate

The Michigan Department of Transportation (MDOT) has released a Call for
Safety Projects to all local road agencies for the 2017 fiscal year. Your
organization should have received a letter detailing the qualifications for safety
funds and the criteria by which applications will be judged. We have included
a copy of the letter for your reference. MDOT is requesting that project
applications be submitted to their office by Friday, August 14, 2015.
In order to have time to review and endorse the applications we are asking
that you submit a copy of your application (including the corresponding UD-10
forms) to our office by 5:00 p.m. on Friday, July 31, 2015. Applications will be
ranked using the MDOT Time-of-Return Analysis, and a resolution prioritizing and
endorsing the submitted projects will be sent to MDOT after the September 16,
2015 Genesee County Metropolitan Alliance meeting.

Fiscal Year 2017 Federal Local Safety Program
The Michigan Department of Transportation (MDOT) is pleased to announce the solicitation of new
applications for the fiscal year (FY) 2017 Local Safety Program. Federal funds for the Local Safety
Program are to be used for highway safety improvements on the local roadway system. All locally
controlled roadways, regardless of National Functional Classification, are eligible for the Local Safety
Program. The FY 2017 federal budget for this program is estimated at $15,000,000. This amount may be
subject to revisions based on approval of the future federal highway bill. We are asking the County Road
Association of Michigan and the Michigan Municipal League to distribute this notice to their member
agencies.
Local Agencies may submit more than one project application for consideration. Federal safety funds
shall not exceed $600,000 per project or a maximum amount of $2,000,000 per Local Agency for the
fiscal year. FY 2017 projects are to be developed and obligated between October 1, 2016 and August 25,
2017.
FY 2017, Selected Safety Projects General Information:
Funded at 80 percent federal funds/20 percent local funds, unless the project scope fixes the roadway
deficiency related to a fatality (K) and/or an incapacitating (A) injury within the limits of proposed work
or is an approved systemic project (that supports the State Strategic Highway Safety Plan), then funded at
90 percent federal funds/10 percent local funds.
Portion eligible for federal aid:
− Project’s Construction Phase (‘A’ Phase.)
− Preliminary Engineering, ONLY if criteria of Preliminary Engineering Section outlined
below is met.
Portion not eligible for federal aid:
− Right-of-way costs.
− Preliminary engineering, unless criteria of Preliminary Engineering Section outlined below is
met.
− Construction engineering.
− Decorative items, not safety related in nature.

‘Lump Summed’ at the lesser of the original estimate plus $20,000, or the original estimate plus
20 percent. Projects may, at MDOT’s discretion, be funded by a “Pro-Rata” method.

All social, economic and environmental impacts within the project limits impacts must be
mitigated before federal funds can be appropriated and obligated. Project applications which are
expected to have significant public controversy and/or require an environmental assessment will
not be considered until these outstanding issues have been resolved.
Local Agencies within Metropolitan Planning Organization (MPO) areas must coordinate with
their MPO to ensure inclusion of their project in the area’s Transportation Improvement Program
for the fiscal year for which the project was selected. LAP will supply a list of selected projects
to the MDOT Planning group, but it is the local agency’s responsibility to ensure these projects
are included in the State Transportation Improvement Program.
FY 2017, Selected Safety Project Design Requirements:
Meet current standards and warrants, current Americans with Disabilities Act and Buy America
requirements.
Designed in accordance with 3R, 4R, American Association of State Highway and Transportation
Officials (AASHTO) Geometric Design of Highways and Streets, or the AASHTO Guidelines for
Geometric Design of Very Low-Volume Local Roads Standards. Use of the Capital Preventative
Maintenance guidelines and fixes will not be permitted.
Traffic signal upgrade projects shall include the installation of signal back plates with
reflectorized strips.
High friction surface projects shall use or follow the intent/material requirements of the most
current MDOT Special Provision.
Corridor (or local agency-wide) permanent signing or pavement marking projects must be of a
higher standard than the minimums required by the Michigan Manual of Uniform Traffic Control
Devices and/or standards. These type projects shall include additional signing improvements
beyond upgrading sign reflectivity requirements; i.e., adding reflective sheeting to sign posts,
larger signs, etc., and permanent pavement markings shall include improvements such as being
recessed or high quality ‘durable’ markings.

Applications are to be electronically submitted or postmarked by Friday August 14, 2015.

*The Safety Program Financial Goals allow for the submittal of systemic projects. Systemic safety
projects involve the use of countermeasures that are widely implemented (corridor or area wide) based on
similar roadway or intersection features that correlate with particular K/A crash types.
Preliminary Engineering
Preliminary engineering for selected safety projects may be programmed for one or more of the
following:
Design (up to 10 percent of the estimated eligible construction costs)
− Transparency (5 percent) location - funded at 80 percent federal funds/20 percent local funds,
unless project scope fixes roadway deficiency related to a fatality (K) within the limits of
proposed work, then funded at 90 percent federal funds/10 percent local funds).
Identified in the 2009 through 2013 Transparency (5%) Reports.
Proposed scope of work must address the noted location deficiencies.
Projects that are on the Transparency (5%) Report must be clearly identified.
MDOT Local Safety Initiative (LSI) identified location (funded at 50 percent federal funds/50
percent local funds)
− Proposed scope of work must address the noted location deficiencies reviewed and identified
by the LSI Program.
− Copy of MDOT LSI written suggestion list must be included with application.
Traffic Signal Optimization
− Funded at 80 percent federal funds/20 percent local funds.
− Must complete and implement traffic signal optimization study to analyze and adjust timing
of signal controllers.
− Signals should be studied to allow for a minimum of one second all red phase, and the yellow
change interval phase evaluated to meet current guidelines.
− Maximum of $5,000 total cost will be allowed per signal location for the analysis and
adjustment of signal controllers.
− Signal component upgrades are not permitted under this category.
− It is anticipated that this work would be done via force account work by the
local agency. Physical adjustments of timing will be programmed under an ‘A’ Phase.

Road Safety Audits (RSAs)
− A RSA proposal may be submitted without an associated construction phase. It is anticipated
that the construction phase would be submitted in the next call for projects
− A maximum of $10,000 in total project costs will be set up for an RSA, with the federal
portion being at the same rate as the construction phase of the project, or 80% federal
funds/20% local funds, if proposed as an independent RSA (not associated with a
construction phase).
− Must be conducted at a time no later than 30 percent design completion.
− RSA Final Report/Findings must be submitted to the Safety Program Administrator for
reimbursement.
− It is anticipated that this work will be completed by a consultant or another agency other than
the road owner.

Guardrail oriented projects and independent RSA submittals do not require a TOR analysis.

Highway Safety Manual Analysis*

A Highway Safety Analysis may replace or supplement the TOR Analysis. Guardrail oriented
projects or independently submitted RSA locations do not require a Highway Safety Manual
(HSM) analysis. For locations where little to no crash history exists, proposed systemic safety
improvement or where additional support of the TOR is desired, Local Agencies are encouraged
to utilize the HSM.
FY 2017, HSM Analysis Requirements:
Use the MDOT HSM spreadsheet located at www.michigan.gov/mdot ~ Doing
Business ~ Local Agency Program ~ Safety Program ~ Highway Safety Manual (HSM)
Analysis Spreadsheet.
An electronic copy of the analysis or screenshots of the input and output tabs must be
included with the application submittal.
Calibration factors for use as part of HSM analysis have been compiled by MDOT and
are included in the spreadsheet. Local Agencies performing hand calculations will need
to refer to the www.michigan.gov/highwaysafety website (see below) for calibration
factors and distribution values.

Attached is a description of the proposed projects in the FY 2014-2017 TIP
Amendment #10. This amendment changes three (3) projects in the TIP, adds
seventeen (17) projects, and deletes two (2) projects.
This amendment meets the financial constraints of the TIP and will have no
disproportionately high or adverse impacts to any of the identified
Environmental Justice (EJ) populations in Genesee County.
At this time, the Technical Advisory Committee is recommending approval of
the attached Amendment #10 to the FY 2014-2017 Transportation Improvement
Program to the Genesee County Metropolitan Alliance.

Development Update
Staff has received a draft FY 2017-2020 TIP development timeline from MDOT. The
project selection process is proposed to begin in October 2015. Once the schedule is
finalized, staff will begin to work with the TSM Subcommittee to develop policies,
procedures, and an application for the Call for Projects. All local road and transit
agencies are encouraged to begin identifying potential projects. Final approval of the
FY 2017-2020 TIP will occur in June 2016 through TAC and Metro. Please feel free to

SUBJECT: City of Fenton National Functional Classification (NFC) Proposal
The City of Fenton is proposing to reconnect Caroline Street through the downtown
area between Leroy Street and Walnut Street. Proposed new roads must have a
National Functional Classification (NFC) that reflects an expected function in order to
be eligible for federal transportation funding. A request must be made to the Michigan
Department of Transportation (MDOT) and Federal Highway Administration (FHWA) to
designate a proposed road.
Existing segments of Caroline Street to the west of Leroy Street, and east of Walnut
Street are currently classified as Major Collectors. Therefore, designating the future
connection between Leroy and Walnut Streets as a Major Collector would allow for a
continuous federal-aid route. The length of the proposed route is 0.05 miles and will not
significantly impact the total federal-aid road mileage within Genesee County.
At this time, the City of Fenton is requesting that the Metropolitan Alliance provide
support for the proposed NFC changes through the attached resolution. Following
approval, the proposed changes will be sent on for approval by MDOT and FHWA.

RESOLUTION OF SUPPORT
A Resolution Endorsing National Functional Classification (NFC)
Changes for the Flint-Genesee County Area
WHEREAS, the State of Michigan has requested that local units of government review
the National Functional Classification of all roads under their jurisdiction; and
WHEREAS, the National Functional Classification determines eligibility for federal
transportation funding under The Moving Ahead for Progress in the 21st Century Act (MAP-
21); and
WHEREAS, the Technical Advisory Committee is the subcommittee of the Genesee
County Metropolitan Alliance and the Genesee County Metropolitan Alliance has been
designated as the Metropolitan Planning Organization (MPO) and Policy Committee to
oversee, review and approve transportation planning processes within the County; and
WHEREAS, it is the responsibility of the Technical Advisory Committee as a subcommittee
of the Metropolitan Alliance to support and endorse transportation projects in Genesee
County; and
WHEREAS, the Technical Advisory Committee does hereby endorse and recommend
support of the National Functional Classification changes described below; and
WHEREAS, the Genesee County Metropolitan Alliance has reviewed the NFC changes,
and found them to be consistent with the transportation system in Genesee County:
NOW, THEREFORE, BE IT RESOLVED, that the Genesee County Metropolitan Alliance does
hereby endorse and recommend support of the following National Functional Classification
(NFC) changes:
