a) Lippincott Bridge Replacement Contract Award - Staff Report (Engineering)

Approve the award of the Lippincott Bridge Replacement to Mainroad South Island Contracting
to install a Prefabricated Timber Deck for an estimated cost of $148,800 and fund the project
from the Infrastructure Replacement Fund.

b) Request to Amend Permit Parking – Springboard Place

c) McCallum Road Lighting Improvements

Direct staff to proceed with replacing the existing post-top streetlights on McCallum Road,
between Millstream Road and Costco’s west driveway, with new streetlight poles and LED
fixtures at an estimated cost of $80,000, and fund this installation through the City’s
Development Cost Charge (Roads North) program.

d) Request for Funding Millstream Fishway Project/Atkins Culvert - Staff Report (Engineering)

Support the Millstream Fishway Project underway by the Peninsula Streams Society by
contributing $25,000 from the Neighbourhood Beautification budget to support improvements

Subject: Request for Parking Permit Zone on Claude Road Background
Residents on the cul-de-sac of Claude Road have requested a Parking Permit Only zone, attached, be established on the cul-de-sac. Residents have applied in accordance with the Parking Permit Policy. Commentary
An 81 unit multifamily development is now completed and occupied on the North West corner of Larkhall Road and Claude Road. Since the building completion the Claude Road cul-de-sac residents feel that parking and traffic have become problematic due to residents of the apartment using on street parking as their primary parking spot instead of paying to use the apartment dedicated resident parking. For this reason a request has been submitted to create a Parking Permit Only Zone within the Cul-de-sac, issuing three permits each to all of the highlighted properties below.

Subject: Parking Permits - McCallum Road Background
In 2008 a report was put forth to Transportation and Public Works Committee with the recommendation to Council, and approved by Council, to establish a Parking Permit Only zone on the west side of McCallum Road. The report surveyed the eight residents, fronting McCallum road, at which time was not a through road, and five of the eight residents were in favor of creating the zone. In past there have been five Cavalcade addresses that received a single permit and the eight properties on McCallum have received three permits. Commentary
With the completion of McCallum Road in 2017, a parking scallop was constructed in the previous parking permit only area. The parking scallop is sized to accommodate 6 vehicles, with the Permit Parking Only signs reinstalled for it.
The permit parking policy adopted in 2014 would allow for a larger Strata Corporation, which McCallum would fall under, be granted 3 permits total. Currently there are 29 permits issued for this area.
A request has been made to Engineering for additional permits for residents along Cavalcade. As this area predates the Parking Permit Policy and does not meet the Policy, staff is recommending no change to the current permit issuance.

1. Do not proceed with any changes to the current permit parking on McCallum. OR
2. Remove the parking permit zone with notification to all permit holders; OR
3. Cancel all existing permits only reissue to residents fronting McCallum as per the original report, three each as per current; OR
4. Cancel all existing permits only reissue to residents fronting McCallum as per the original report, one each; OR
5. Cancel all existing permits only reissue three total to the Strata Corporation as per Parking Permit Policy;

Subject: Annual Sidewalk Infill Program Projects Background
The Engineering Department manages an annual Sidewalk Infill program that has an approved budget of $250,000. The purpose of this report is to obtain approval for the proposed infill program for 2018. Commentary
The focus of the annual sidewalk infill program is to provide missing links of sidewalks and pedestrian thoroughfares in areas concentrating on proximity to schools, the downtown core and/or Parks.
This year staff have provided the attached list of priority projects and are seeking approval to undertake these works within the approved budget. Staff are suggesting undertaking the first six projects listed as well as 7.1 for a total estimated budget of $256,000 and carry the last two projects for consideration in 2019.

Financial Implications
Council has previously approved a total budget of $250,000 for the Sidewalk Infill Program through the annual budget process.

Subject: Annual Neighbourhood Beautification Program Projects Background
The Engineering Department manages an annual Neighbourhood Beautification Program that has an approved budget of $200,000. The purpose of this report is to obtain approval for the proposed beautification projects for 2018. Commentary
The general focus of the Neighbourhood Beautification Program is to provide improvements in neighbourhoods that add to the beautification or use of that area. In the past some of the projects have included:
- Colourful neighbourhood signs to provide wayfinding - Benches - Improved parking for neighbourhood use (e.g. Parking on Setchfield for Lakewood School use) - Boulevard improvements such as artificial turf in areas without irrigation - Wraps for utility boxes to prevent graffiti and beautify the area (generally $10,000 is set aside
each year for various wraps) - Crosswalk improvements
This years proposed project list is attached to this report for consideration. Staff are suggesting completion of the first eight items on the list totaling $200,000.
