SUMMARY

This annual report provides comprehensive data about the tuition and fee prices published by all of the public higher education institutions in the WICHE member states. To collect the relevant data, WICHE administers an annual survey to staff in the state higher education executive or system offices (SHEEO) in each state, except for states such as Arizona, Idaho and South Dakota, where the data for the two-year colleges and technical institutes were provided by individual institutions. A copy of the survey instructions can be found among the appendices. The State Notes section summarizes additional interpretative information provided for selected states and institutions.

This report presents published tuition and fees amounts as averages both unweighted and weighted by full-time equivalent enrollments. Unlike unweighted averages, which treat each institution equally no matter how big or small it is, enrollment-weighted averages provide a truer estimate of the published price a typical student faces based on enrollment patterns. Appendix E provides more information regarding enrollment weighting.

Key Findings Unweighted average tuition and fees for resident undergraduates in 2016-17 at public four-year institutions in the WICHE region were $8,211, an increase over the previous year of $130 (1.6 percent). After adjusting for inflation, this reflects virtually no change from 2015-16. Tuition and fees for resident in-district students at public two-year colleges in the WICHE states, excluding California, averaged $3,663 in 2016-17, an increase of $104 (2.9 percent); this represents 1.1 percent after adjusting for inflation.

Non-resident undergraduates at public four-year institutions in the region faced an unweighted average published price of $21,739 in 2016-17, an increase over the previous year of $725 (3.4 percent). After adjusting for inflation, the change in average non-resident undergraduate tuition in the region was 1.6 percent over 2015-16. Non­resident tuition and fees at public two-year colleges in the WICHE states (without California) averaged $9,162 in 2016-17, an increase of $194 (2.2 percent), which represents virtually no increase after adjusting for inflation.

Tuition and fees for resident graduate students in 2016-17 at public four-year institutions averaged $9,977, an increase over the previous year of $266 (2.7 percent). After adjusting for inflation, the change in average resident graduate tuition in the region was 0.9 percent over the 2015-16 school year. Unweighted average tuition and fees for non­resident graduate students in 2016-17 at public four-year institutions in the region were $21,594, an increase over the previous year of $563 (2.7 percent), 0.8 percent when adjusted for inflation.

The average percent changes in tuition and fees were one percentage point different, or less, when weighted by enrollment; two-year rates increased at a slightly higher rate from 2015-16, between 2 percent to 3 percent higher.

In June 2014, Alaska's one separately accredited community college, Prince William Sound Community College (PWSCC), was placed under the University of Alaska Anchorage (UAA) umbrella. It is now an independent community campus, similar to the arrangement with Kenai Peninsula College, Kodiak College and Mat-Su College. PWSCC and Kodiak have different resident tuition rates than UAA, approximately 12% lower. PWSCC does not charge different tuition for nonresident students; Kodiak College charges UAA nonresident tuition rates. The other community campuses charge the university tuition rates.

In 2016-17, Alaska resident students are charged $192 per credit hour for lower division credits, $232 per upper division credits, and $444 per credit for graduate credits, with no limit on the number of credits. The figures reported here assume a course load of 30/24 credit hours for undergraduate/graduate for two semesters. Effective Fall 2015, student health insurance is no longer a mandatory fee at University of Alaska Fairbanks. In 2016-17, nonresident students pay a surcharge of $489/463 per undergraduate/graduate credit hour. Therefore, they are charged $681 per credit hour for lower division credits, $721 for upper division credits, and $907 per credit hour for graduate credits, with no limit on the number of credits. The figures reported here assume a course load of 30/24 credit hours for undergraduate/graduate for two semesters.

ARIZONA Cochise County Community College District: 1-year increase of non-resident tuition is 8.5% from $9,870 in FY16 to $10,710 in FY17. The reason for the increase is because the technology fee was rolled into tuition and non­resident multiplier is now assessed on total tuition. Coconino County Community College: 1-year increase of non-resident tuition is 8.5% from $9,870 in FY16 to $10,710 in FY17. Pima Community College: Differential tuition became effective January 2012 for select courses. Reported figures are base tuition and fees. Yavapai College: Beginning Fall 2012, Yavapai College implemented a differential pricing model to eliminate almost all course fees. The tuition differential pricing model is comprised of standard tuition rates, laboratory course rates, career and technical course rates, and market tuition rates for select programs.

Arizona charges additional fees for certain programs: law, pharmacy, nursing, engineering, master's degree and certificate programs, and selected undergraduate degree programs. Rates shown for Northern Arizona University and University of Arizona undergraduate (resident and nonresident) are new student rates and reflect a Fixed Tuition Program that keep base tuition rates unchanged for 8 semesters. Arizona State University fees in 2016-17 for resident students (undergraduate and graduate) include a one-time tuition surcharge of $270.

For all California State University and University of California campuses, 2011-12 Tuition rates will remain in effect because the voters of California approved a November 2012 California ballot initiative to increase state taxes. However, there are some changes in campus mandatory fees. California State University nonresident tuition is $372 per unit at semester campuses and $248 per unit at quarter campuses. 30 units reported for Full Time Undergraduate, 24 units for Full Time Graduate. Prior to 2010-11 there was a Full Time Maximum of 11,160 which is no longer used. COLORADO All Residents, except Aims Community College and Colorado Mountain College: The resident undergraduate tuition amounts for all Colorado institutions do not include the $2,250 voucher for which all Colorado residents taking a full-time undergraduate course load of 30 credit hours at public institutions in Colorado are eligible. Beginning with the 2005-06 academic year, Colorado implemented the College Opportunity Fund (COF). Instead of the direct appropriations to institutions, under COF all public institutions in the state will receive an estimated $64 per credit hour on behalf of state residents who attend their institutions as undergraduates and who apply for the voucher. Students are eligible for the COF voucher until they reach 145 credit hours of undergraduate study. The per-student allocation is set by the state's General Assembly during its budget process (https://cof.college-assist.org/). All Community Colleges, except Colorado Mountain College: Higher rates apply to certain fields of study. Aims Community College and Colorado Mountain College both have local district tax standing. This means that the schools have different tuition structure for "in-district residents", "in-state residents", and "out-of-state" students. The values presented are for "in-district residents." Colorado Mountain College: Effective 2011, Colorado Mountain College began offering a limited selection of four-year degrees. Colorado Mountain College offers bachelor degrees at the following tuition rates—in-district $205 per credit hour, out-of-state $429 per credit hour.

Colorado Mesa University: Prior to August 2011, Colorado Mesa University was known as Mesa State College. Colorado Mesa University graduate tuition levels are calculated at 18.0 credit hours for a full academic year. Tuition rates for both resident and out of state are for the teacher education programs. Colorado Mesa University began offering a graduate-level business administration program in Fall 1997. Effective 2010, Metropolitan State University of Denver (formerly Metropolitan State College of Denver) began offering a limited selection of graduate degrees. University of Colorado and branches: Higher rates apply to certain fields of study. University of Colorado, Colorado Springs: Upper division undergraduate students pay a higher tuition rate. Western State College is now Western State Colorado University (WSCU), effective August 2012. If comparing to prior editions, note that data for some previous years for WSCU were computed by the respondent at 24 credit hours. Effective 2014, Fort Lewis College began offering a limited selection of graduate degrees. Adams State University has enacted a tuition guarantee for resident undergraduates and CU Boulder has had a tuition guarantee in place for non-resident undergraduates for a number of years and this year enacted a tuition guarantee for resident undergraduates.

COMMONWEALTH OF THE NORTHERN MARIANA ISLANDS The Commonwealth of the Northern Mariana Islands (CNMI) is the first active member from among the U.S. Pacific territories and freely associated states who joined WICHE in December 2012. The Carnegie Classification for CNMI's only public institution of higher education, the Northern Marianas College, is Baccalaureate/ Associates, but it is reported here as a two-year institution because its undergraduate instructional program is primarily Associates.

Community college tuition is charged on a per-credit basis for all enrolled credits effective academic year 2001-02. The amounts reported here are based on 15 enrolled credits per semester (30 per year). The per-credit rates for AY 2016-17 are $126 (resident) and $340 (non-resident) for all campuses. Maui Community College renamed University of Hawai'i Maui College effective February 2010 to reflect the institution's four-year degree offerings. However, UH Maui College will continue to be included with the community colleges for reporting purposes.

IDAHO

Eastern Idaho Technical College: Fees are a best average. College of Southern Idaho: Prior to 2013-14, 12-15 credits were charged at the 12 credit rate; beginning with 2013-14, there is a straight per credit charge. North Idaho College: Prior to 2013-14, there was a 12-18 credit hour cap; beginning with 2013-14, there was an additional charge per credit hour above 12 credits.

MONTANA

UTAH Effective July 1, 2010, the College of Eastern Utah became a subsidiary unit of Utah State University as one of USU's Regional Campus sites, and was known as Utah State University-College of Eastern Utah. The name of the institution was change again and as of May 14, 2013 is Utah State University Eastern.

Effective July 1, 2008, Utah Valley State College became Utah Valley University. The University of Utah charges a slightly lower tuition rate for undergraduate lower division courses than for upper division courses. This applies to both resident and non-resident students. The tuition rate difference is relatively small. In prior years, the average of lower and upper division tuition was submitted; however, starting with 2013-14 the lower division tuition rate amount is being reported. Utah Valley University began offering graduate degree programs Fall Semester 2008. The Utah System of Higher Education (USHE) allows differential tuition rates for 51 separate graduate programs. Graduate tuition and fees reported here are basic tuition and fee rates applicable to graduate programs within the USHE (not an average of the 51 separate graduate programs). The graduate tuition and fee rates for Southern Utah University are based on the rates of the institutions’ Master of Education programs. The graduate tuition and fee rates for Weber State University are based on the rates of the Master's of Criminal Justice and Education. Effective February 16, 2013 Dixie State College of Utah became Dixie State University. It is one of three institutions in the West with a Carnegie Classification of Baccalaureate/Associate's Colleges, with an undergraduate instructional program of 'Associates Dominant'. It is listed as a 4-yr institution for the purposes of this report.

WASHINGTON In the state of Washington, “tuition and fees” is a statutorily defined term consisting of an “operating fee” and a “building fee”. A reduction in tuition fees enacted in 2015 was accompanied by an increase in discretionary funding appropriated by the 2015 Washington State Legislature, based on a policy that assumed there would be no reduction in the amount of funding provided to the community college system. This is the second year of that biennial budget. The current (1st) year of Washington's 2015-17 biennial operating budget reduced operating fees by five percent while slightly increasing the building fee. Since the operating fee decreased, but building fees increased, the total reduction in “tuition fees” can be less than 5%. The nonresident tuition rates shown are the approved nonresident rate for each college. Individual colleges have authority to waive all or a part of the nonresident differential, and the majority of the colleges do exercise this waiver authority. Lake Washington Technical College changed its name to Lake Washington Institute of Technology effective July 22, 2011. The names of Seattle’s three community colleges changed to North Seattle College, South Seattle College and Seattle Central College effective September 2014. Three institutions did not report rates in time for publication (Columbia Basin

Washington's 2015-17 operating budget provided for tuition reductions, beginning with a 5 percent reduction of the operating fee the first year of the biennium for all colleges and universities and additional reductions in 2016 for the universities. The Carnegie Classification of Institutions of Higher Education, 2010

The Carnegie Classification™ has been the leading framework for recognizing and describing institutional diversity in U.S. higher education for the past four decades. Starting in 1970, the Carnegie Commission on Higher Education developed a classification of colleges and universities to support its program of research and policy analysis. Derived from empirical data on colleges and universities, the Carnegie Classification was originally published in 1973, and subsequently updated in 1976, 1987, 1994, 2000, 2005, 2010 and 2015 to reflect changes among colleges and universities. This framework has been widely used in the study of higher education, both as a way to represent and control for institutional differences, and also in the design of research studies to ensure adequate representation of sampled institutions, students, or faculty.

WICHE did not apply the newly released 2015 Carnegie Classifications for this edition. The Carnegie Classifications used to categorize institutions in this edition of Tuition & Fees in the West: 2016-17 are the classifications from 2010.

To ensure continuity of the classification framework and to allow comparison across years, the 2010 Classification update retains the same structure of six parallel classifications, initially adopted in 2005. They are as follows: Basic Classification (the traditional Carnegie Classification Framework), Undergraduate and Graduate Instructional Program classifications, Enrollment Profile and Undergraduate Profile classifications, and Size & Setting classification. These classifications provide different lenses through which to view U.S. colleges and universities, offering researchers greater analytic flexibility.

Descriptions below were pieced together using the language from the Carnegie Foundations web site for the 2010 classification schema. For full descriptions and more detailed information on classification procedures, refer to the Carnegie Classification of Institutions of Higher Education website available at http://carnegieclassifications.iu.edu.

Doctorate-granting Institutions

Institutions were included in these categories if they awarded at least 20 research doctorates in 2008-09. First professional and Professional doctoral degrees (J.D., M.D., Pharm.D., Aud.D., DNP, etc.) were not counted for the purpose of this criterion. Institutions which granted fewer than 20 research doctorates can be identified by using Custom Listings to intersect categories of the Basic and Graduate Instructional Program classifications. As in previous editions, these categories were limited to institutions that were not identified as Tribal Colleges or Special Focus Institutions.

Level of research activity Doctorate-granting institutions were assigned to one of three categories based on a measure of research activity. It is important to note that the groups differ solely with respect to level of research activity, not quality or importance.

The analysis examined the following correlates of research activity: research & development (R&D) expenditures in science and engineering; R&D expenditures in non-S&E fields; S&E research staff (postdoctoral appointees and other non-faculty research staff with doctorates); doctoral conferrals in humanities fields, in social science fields, in STEM (science, technology, engineering, and mathematics) fields, and in other fields (e.g., business, education, public policy, social work). These data were statistically combined using principal components analysis to create two indices of research activity reflecting the total variation across these measures (based on the first principal component in each analysis)

Master’s Colleges and Universities

Institutions were included in these categories if they awarded at least 50 master's degrees in 2008­09, but fewer than 20 research doctorates (as defined above). Some institutions with smaller master's programs were also included (see below). As in previous editions, these categories were limited to institutions that were not identified as Tribal Colleges or Special Focus Institutions.

Program size Master's program size was based on the number of master's degrees awarded in 2008-09. Those awarding at least 200 degrees were included among larger programs; those awarding 100–199 were included among medium programs; and those awarding 50–99 were included among smaller programs. The smaller programs group also includes institutions that awarded fewer than 50 master's degrees if (a) their Enrollment Profile classification is Exclusively Graduate/Professional or (b) their Enrollment Profile classification is Majority Graduate/Professional and they awarded more graduate/professional degrees than undergraduate degrees.

Baccalaureate Colleges

Institutions were included in these categories if bachelor's degrees accounted for at least 10 percent of all undergraduate degrees and they awarded fewer than 50 master's degrees (2008-09 degree conferrals). In addition, these categories were limited to institutions that were not identified as Tribal Colleges or as Special Focus Institutions.

Among institutions where bachelor's degrees represented at least half of all undergraduate degrees, those with at least half of bachelor's degree majors in arts and sciences fields were included in the "Arts & Sciences" group, while the remaining institutions were included in the "Diverse Fields" group.

Institutions where bachelor's degrees represented at least 10 percent but less than half of undergraduate degrees were assigned to the Baccalaureate/Associate's category.

Associate’s Colleges

Institutions were included if their highest degree conferred was the associate's degree or if bachelor's degrees accounted for less than 10 percent of all undergraduate degrees (according to 2008-09 degree conferrals as reported in IPEDS). As in previous editions, these categories were limited to institutions that were not eligible to be classified as Tribal Colleges or Special Focus Institutions.

Special Focus Institutions

The special-focus designation was based on the concentration of degrees in a single field or set of related fields, at both the undergraduate and graduate levels. Institutions were determined to have a special focus with concentrations of at least 75 percent of undergraduate and graduate degrees. In some cases the percentage criterion was relaxed if an institution identified a special focus on the College Board’s Annual Survey of Colleges, or if an institution's only recognized accreditation was from an accrediting body related to the special focus categories.

The Higher Education Cost Adjustment (HECA), calculated by SHEEO, was used in Tables 2a and 2b to adjust for the effects of inflation. The base year for the constant dollar conversions was 2016, and the 2016 figure is preliminary at the time of this publication.

Appendix E Methodology

Since 1980, WICHE has collected tuition and fees data annually from public four-year and two-year institutions in its 15 member states, and beginning with 2013 also from the Commonwealth of the Northern Marianas, the first participant among WICHE’s newest member, the U.S. Pacific territories and freely associated states.

The data are generally provided by staff at system offices or at state higher education governing and coordinating board offices; a small number of individual institutions provide their data directly. Each year, respondents are asked to provide current published tuition and fees data for resident and nonresident undergraduate, graduate, and professional students in public four-year colleges and universities, and for resident and nonresident students in public two-year colleges. Data are charged to full-time students attending for the full academic year, except special sessions and summer terms. Respondents were asked to indicate tuition and mandatory fees separately. In addition, they are asked to verify and, if necessary, correct previously reported data. They also provide additional interpretive information about specific circumstances in their states or institutions that is shown in the State Notes.

The 2016 survey was mailed to state and institutional staff in June 2016. Surveys were returned by October 2016. The survey data were reviewed for possible errors, and problems were discussed with the staff in the appropriate office. WICHE continues to use the 2010 "Basic Classifications" of The Carnegie Classification of Institutions of Higher Education for breakdowns by institutional type in this edition of Tuition and Fees in the West: 2016-17. More information on the Carnegie classifications is available at http://classifications.carnegiefoundation.org/index.php.

This year’s edition provides enrollment-weighted averages of tuition and fees in addition to the unweighted averages historically reported. WICHE used the Fall Enrollment Survey from the National Center for Education Statistics’ (NCES) Integrated Postsecondary Education Data System (IPEDS) to determine full-time equivalents (FTEs) for each public 2-year and 4-year institution in the West. The weighted averages used FTEs by institution as the weights and FTE was calculated as equal to the full-time enrollment plus 1/3 of the part-time enrollment as reported in IPEDS for the applicable year. 2016-17 and 2015-16 enrollment weights are set equal to the 2014-15 FTE since the most recent years’ enrollment data were not available before publication.
