LDCF SCCF Adaptation Strategy: Pillars

• Responsiveness to Convention Guidance

• Responsiveness to developing

country needs and consequent need for predictability of resources

• Moving to the next stage of LDCF

and SCCF funding – a programmatic approach

• Responsiveness to Independent

Evaluations of the Strategic Priority on Adaptation (SPA) and the LDCF

• Complementarity among different

adaptation related funds

LDCF SCCF Adaptation Strategy: Pillar 1 Responsiveness to UNFCCC guidance

COP (8-18) – Increasing formal recognition of need for urgent adaptation action and provision of sources for adaptation financing

COP7 in 2001 – SPA, LDCF, SCCF

COP9 additional SCCF guidance

COP11 LDCF guidance on the implementation of NAPAs

LDCF SCCF Adaptation Strategy: Pillar 2 Responsiveness to vulnerable developing country

needs

Urgent adaptation needs estimated at US $2 billion for LDCs alone

SCCF adaptation financing estimated at $250 million per year

Lack of predictability of financial resources. Unlike the GEF, which is replenished every four years, the LDCF and SCCF receive voluntary contributions without a regular replenishment schedule

LDCF SCCF Adaptation Strategy: Pillar 3 Moving to the next stage of LDCF and SCCF funding – a

programmatic approach

Higher level of resource availability scaling up adaptation

Continue to include investments in adaptation activities directly on the ground

To a much larger degree include policy support aimed at helping countries to mainstream adaptation into policies and planning

Creating the capacity necessary to absorb and utilize adaptation technology transfer

Supporting a process to achieve more climate resilient economies.

LDCF SCCF Adaptation Strategy: Pillar 4 Responsiveness to Independent Evaluations

Evaluations

GEF EO & DANIDA: LDCF & Follow up

GEF EO: SPA

GEF EO: SCCF

LDCF & SCCF Common Themes

Increase level of resource availability

Increase visibility of the funds

Page 7: Tunis, July 18, 2012 · LDCF SCCF Adaptation Strategy: Pillar 2 Responsiveness to vulnerable developing country needs Urgent adaptation needs estimated at US $2 billion for LDCs alone

LDCF SCCF Adaptation Strategy: Pillar 5 Complementarity among Adaptation-related Funds

LDCF and SCCF are the only Convention Funds currently in operation

GCF only other fund to finance adaptation, but not operational yet

Seeking synergies with KP and non-convention Funds:

AF, GEF Agencies’ in-house funds, bilateral TFs

Avoiding duplication

Discouraging use of adaptation financing to leverage additional adaptation financing (E.g., another adaptation initiative cannot be considered as baseline cofinancing)

Page 8: Tunis, July 18, 2012 · LDCF SCCF Adaptation Strategy: Pillar 2 Responsiveness to vulnerable developing country needs Urgent adaptation needs estimated at US $2 billion for LDCs alone

Innovative Features of LDCF/SCCF

Additional Cost Principle (no GEBs and IC)

Full Cost Funding option

Expedited Project Cycle

Increased limit for CEO Approval (LDCF MSPs)

Ongoing dialog with recipient countries, especially LDCs Financing sub-regional workshops in collaboration with

UNFCCC

Outreach to agencies

Use of existing forums, e.g. GEF’s Extended Constituency Meetings, international meetings such as climate talks, etc.

Focus on Gender

LDCF and SCCF Adaptation Strategy: Objectives 1. Reduce vulnerability to the adverse

impacts of climate change – e.g. reduced risks to economic losses through implementation of adaptation measures

2. Increase adaptive capacity to respond to the impacts of climate change – e.g. within relevant development sectors and natural resources; diversified and strengthened livelihoods and sources of income

3. Promote transfer and adoption of adaptation technologies – e.g. successful demonstration, deployment and transfer of relevant adaptation technologies as defined under the Climate Convention

Page 11: Tunis, July 18, 2012 · LDCF SCCF Adaptation Strategy: Pillar 2 Responsiveness to vulnerable developing country needs Urgent adaptation needs estimated at US $2 billion for LDCs alone

LDCF and SCCF Adaptation Strategy: Objectives 1. CCA-1: Reduce

vulnerability to the adverse impacts of climate change, including variability, at local, national, regional and global level

Outcome 1.1: Mainstreamed adaptation in broader development frameworks at country level and in targeted vulnerable areas

Outcome 1.2: Reduced vulnerability to climate change in development sectors

Outcome 1.3: Diversified and strengthened livelihoods and sources of income for vulnerable people in targeted areas

LDCF and SCCF Adaptation Strategy: Objectives 1. CCA-2: Increase adaptive

capacity to respond to the impacts of climate change, including variability, at local, national, regional and global level

Outcome 2.1: Increased knowledge and understanding of climate variability and change-induced threats at country level and in targeted vulnerable areas

Outcome 2.2: Strengthened adaptive capacity to reduce risks to climate-induced economic losses

Outcome 2.3: Strengthened awareness and ownership of adaptation and climate risk reduction processes at local level

LDCF and SCCF Adaptation Strategy: Objectives 1. CCA-3: Promote transfer

and adoption of adaptation technology

Outcome 3.1: Successful demonstration, deployment, and transfer of relevant adaptation technology in targeted areas

Outcome 3.2: Enhanced enabling environment to support adaptation-related technology transfer
