PRESIDENT’S MESSAGEJason E. Bailey, PLSI am honored to have been chosen by the membership of ASPLS to serve as your President. My primary objective is to hear the concerns and goals of the membership and to continue to move the society forward, but leaving the society in the same or, hopefully, in better shape than when I started my office. I want to thank Cory Rushing for laying the groundwork for all of the exciting issues that we will be dealing with this year. We have a new management company, a lobbyist and General Council, a new Standards of Practice, and a new Constitution and By-Laws. Cory tackled the numerous and varied issues head on with the help of the entire board and together they succeeded in successfully accomplishing and bringing closure to many issues that have been in the forefront of the society’s agenda. This was only possible due to the sacrifice of his time to attend many meetings and to make several very difficult, and sometimes unpopular, decisions. I am proud to have been a part of that team and I congratulate and thank both Cory and the board members for looking out for our profession and the future of land surveying in the state of Alabama.

I was very impressed with the turnout at the Annual Membership Meeting, in Montgomery, and I thank each one of you who took time to attend and to be involved. It was great to see so many surveyors that are so passionate about our profession. We didn’t all agree on everything, and we won’t always agree, but the professionalism and courteousness that was displayed was tremendous and I am appreciative of that. At the end of the day, everyone’s opinion was heard and we voted as a society. Regarding the organization and execution of the membership meeting and fall conference, I would like to thank our Executive Director, Jim Ranieri, and the Prime Management staff who brought their expertise to the table to make the conference successful. Lessons were learned and feedback was welcomed and heard; I am confident that our meetings will only get better in the future.

The new Standards of Practice (SOP) and Constitution and By-Laws, are now available on the ASPLS website. Please take a look at them and make sure you are familiar with the new procedures for the society and the new standards that we practice by. The Constitution and By-Laws were effective as of October 19, 2016, the day that we voted for them, and the SOP will be effective as of January 1, 2017. This should give everyone enough time to review them and modify anything that they are currently working on to comply with the SOP.

We are continuing to work with the Alabama Board of Licensure for Professional Engineers and Land Surveyors (BELS) on Qualification Based Selection (QBS) and how it applies to private contracts. ASPLS has opposed this board rule for many years now and thanks to the efforts of Matt Beam, our general council and lobbyist, we are finally being heard. Matt has a vast amount of experience in legislative affairs and he knows how to ethically navigate the legislative process. He has been instrumental in drafting and disseminating our official position statement and voicing our concerns to BELS. Legal and legislative matters do not move quickly, but I believe we are nearing the end of this process and I expect that there will be a resolution during my tenure.

I am extremely optimistic about the future of our profession and the direction the society has taken. If there are any concerns regarding what the society is doing, what BELS is doing, or anything else, please let the ASPLS leadership team know. You may contact me directly, or contact your district director. We have all volunteered to serve you, and your concerns become our concerns, but we can only address concerns of which we are aware.

ASPLS 2016 YOUNG SURVEYOR

OF THE YEAR Michael Thomas, PLS

The ASPLS Awards Committee selected Michael Thomas as the 2016 Young Surveyor of the Year. Michael graduated from Jemison High School in 1999 with ambitions to be a large animal veterinarian. However, his aspirations soon changed when he started a summer surveying job in July of 1999 with K.B. Weygand and Associates (now Surveying Solutions, Inc). Michael discovered that he truly enjoyed working outdoors and retracing old section lines. So he cast off his original career goals and chose to continue working as a land surveyor. He obtained his license in May 2013 and has worked at Bailey Land Group since July of 2011. Michael also serves on the ASPLS Professional Practices Committee and is the Chapter 5 (Greater Birmingham) President. On a personal note, Michael has been married to Brooke Thomas since 2008 and they have two children Leeland (6) and Lynnleigh (3).

Future City CompetitionThe Alabama Regional Future City Competition is a state-wide, project-based learning experience where students in 6th, 7th, and 8th grade imagine, design, and build cities of the future. Students work as a team with an educator and engineer mentor to plan cities using SimCity™ software; research and write solutions to an engineering problem; build tabletop scale models with recycled materials; and present their ideas before judges annually at the Regional Competition. The Academy for Science and Foreign Language in Huntsville, Alabama won the regional competition in 2016 and advanced to compete in the national competition in which they won in the following categories: Best City Description, Best Communications System, and People’s Choice Award.

ASPLS will be involved in the presentation of two awards based on the land surveying profession in the Future City Competition in 2017. Instead of simply augmenting the NCEES award for the “Best Land Surveying Practices”, ASPLS will also present its own distinguished award in a separate category for “Most Creative Use of City Planning”. Although the NCEES gives their award in every state, ASPLS is the first state land surveying society to participate in the Future City Competition. This will be great exposure for ASPLS to the students involved in the competition.
