The Sumner School District Board of Directors governs the District, setting policies within the guidelines of the law and the State Board of Education. School Board members are responsible for:

• Evaluating progress toward district goals stated in the strategic plan.• Providing fiscal oversight through budget approval and monitoring. • Adopting district instructional programs.• Approving personnel actions and collective bargaining agreements.• Serving as a liaison among families, schools and community. Our School Board members are elected by the voters within the Sumner School District to serve 4-year terms. Each Board member represents a director district.

School Board MeetingsThe School Board meets at least one Wednesday each month at 6 p.m. All meetings are held in the Central Administration Office Board Room at 1202 Wood Ave. in Sumner. The School Board welcomes the public to its meetings and encourages input. Time is scheduled for audience comment at the start of the meeting. Meetings are open to the public, except when the Board convenes a closed executive session. Visitors who wish to address the board should use the sign-up sheet provided. Comments from the public are taken under Board advisement and may or may not receive action at a future meeting.

Message from the SuperintendentWelcome to a new school year in the Sumner School District!

Even at the beginning of the school year, our focus is on graduation. As we enter into the second year of our four-year strategic plan, VISION 2020, the goal is to achieve a 100 percent graduation rate by 2020. With the District’s reputation for high student achievement, and with a sup-portive and involved community, we can meet this goal!

From preschool through high school, we are committed to the personal success of every child. This year, our calendar highlights the significance of this journey, fea-turing momentous transition points in a student’s K-12 career. It’s a continued celebration filled with determina-tion and hope for every Sumner School District student.

As we journey into the future, we can’t do it alone. Staff, parents, community members – everyone plays a part in helping a student “turn that tassel.”

The high school diploma opens many doors for grad-uates. From dreams of becoming diesel mechanics to neurosurgeons, the opportunities for our students are endless. Whether you’re a Daffodil Valley Dolphin, Lakeridge Hawk, or Bonney Lake Panther – our students will go on to do great things and make a difference in our community and around the world.

I hope all families, partners and community members can take pride and celebrate student successes together. Your encouragement and support provides opportunities for our students to excel and be the best they can be. Let’s focus on turning the tassel together!

EARLY LEARNING PROGRAMS PreschoolThe District offers tuition-based preschool programs and developmental preschool for special education students at a variety of school locations throughout the District. Preschool staff, trained in understanding the need for young children to be in a nurturing environment, provide children with developmentally-appropriate activities and stimulation.

KindergartenThe District offers full-time kindergarten at all of its elementary schools. Providing an environment that is developmentally- and culturally-appropriate helps ensure that every child is capable and confident in school and life. Kindergarten classes provide a balance of child-initiated play and focused learning. Kindergarten readiness resources are available to parents of children ages birth to 5.

Regular Attendance

Showing up for school has a huge impact on a student’s academic success beginning in kindergarten and continuing through high school. Even as children grow older and more independent, families play a key role in making sure students get to school safely every day and understand why attendance is so important for success in school and in life.

We realize some absences are unavoidable due to health problems or other circumstances. But, we also know that when students miss too much school, regardless of the reason, it can cause them to fall behind academically. Children are less likely to succeed if he or she is chronically absent—which means missing 18 or more days over the course of an entire school year. If a student’s attendance is starting to get off track (excused or unexcused), the school will send home a letter showing the number of days your child has been absent, compared with a typical student and all students in the school. Sharing this level of attendance data with families has proven to increase student attendance, which has a direct correlation with student success.

Research Shows:

• Children chronically absent in kindergarten and 1st grade are much less likely to read at grade level by the end of 3rd grade.

• By 6th grade, chronic absence is a proven early warning sign for students at risk for dropping out of school.

• By 9th grade, good attendance can predict graduation rates even better than 8th grade test scores.

Absences can add up quickly. A child is chronically absent if he or she misses just two days every month. Let your child’s school know how we can best support your child in attending school regularly. If you have questions or need more information please contact your child’s school.

Child Nutrition Services

Student MealsChild Nutrition Services offers students healthy and nutritious meals for breakfast and lunch. All meals served at elementary schools by the Child Nutrition Services are peanut-free. A variety of fruits and vegetables are offered daily at all schools with an all-you-care-to-take salad bar. You can find lunch menus and nutrition information at www.sumnersd.org. If your child has specific nutritional needs, please call Child Nutrition Services at (253) 891-6450.

Free & Reduced-Price Meal ApplicationsFree and reduced-price meals are available to all students who qualify. Each school year, families must submit a new application to the school or at Child Nutrition Services, located at 19701 104th St. E. in Bonney Lake. Applications may also be submitted online through Family Access at www.sumnersd.org. Applications are not valid until they are received and processed by Child Nutrition Services. Processing can take up to 10 days, so please send lunch or money with your child until you receive a notification letter.

School Lunch AccountsFamily Access allows parents to view and add money to their child’s lunch account balance. A nominal fee will be applied to the payment amount. You may also call Child Nutrition Services at (253) 891-6450 to add money over the phone with a debit or credit card. You may also sign up to receive food service balance email notifications in Family Access by going into your account settings. This helps the lines move quicker and gives the student less opportunity to lose or misplace the money.

Community RelationsThe Communications and Community Relations Office serves as a liaison to the community, including residents, businesses, civic organizations and local government in the Sumner and Bonney Lake communities. The District hosts school tours and other special events throughout the year for families and community members.

If you don’t want your child to appear in a photograph or video taken by District employees or members of the media, please submit an Information Withholding Form to your child’s school. This form can be found at www.sumnersd.org.

Health ServicesThe Health Services Department provides immediate, temporary care for injured or ill students at school. Medical or accident insurance does not automatically cover students while at school. For information about group insurance, call your child’s school.

Under state law, the parent of any child who has a life-threatening condition or allergy is required to complete an emergency care plan and/or an anaphylaxis plan. Students with life-threatening conditions will not be allowed to attend school without these plans. District policy allows for any student to possess and self-administer medication to treat their asthma or anaphylaxis if specified conditions are met. For conditions that require medical procedures to be performed at school, a parent must submit a medication or treatment order to the school. Students with diabetes need an Individual Health Care Plan. For help creating care plans, call the Health Services Department at (253) 891-6051.

Medication at SchoolState law and District policy govern the administration of medication to students at school. Before students can take prescription or over-the-counter medicine at school, the school must have a signed and dated permission statement from the student’s licensed health care provider and parent. All medication must be delivered by a parent or guardian in the original container and must be stored in the office or health room. Bee sting medication must be in a form that can be self-administered, unless otherwise specified by a physician.

Recreation DepartmentRecreation programs for youth and adults are offered at a variety of locations throughout the District, including schools and community centers. Recreation activity schedules and programs are published quarterly and posted at www.sumnersd.org. For more information, call (253) 891-6500.

Sumner-Bonney Lake Family CenterThe Sumner-Bonney Lake Family Center offers support for families of students in the Sumner School District. The Center provides health and human services, programs, classes and resources to help build strong families and strong communities. TransportationThe Transportation Department provides approximately 4,000 students with daily bus transportation to and from school. Our trained bus drivers are focused on student safety and efficient service. Find bus route information at www.sumnersd.org, or call the Transportation Department at (253) 891-6400.

District Programs & Services

Winter may bring weather conditions that require school schedule delays or closure. Deciding to cancel school is a difficult decision that the District takes seriously. The safety of your child is our primary concern.

When poor weather is anticipated, Transportation Department personnel begin monitoring road conditions at 3 a.m. The District’s goal is to make information available to families about school schedule changes or closures by 5 a.m.

Schools Open, Limited Bus TransportationSchools will operate and buses will stop at all regular stops with the exception of the routes included in the Limited Transportation Bus Schedule, available at www.sumnersd.org. Even when road conditions in the valley appear passable, bad weather on the hill often causes hazardous driving conditions and impacts the District’s ability to operate buses safely.

Two-Hour Late StartAll before-school activities, athletics and extra-curricular events are canceled, and there is no out-of-district transportation. No AM or PM preschool or ECEAP. Recreation Department before-school childcare and full-day childcare will start 2 hours late. If school is operating on a two-hour late start schedule, breakfast and lunch will be served.

The District may also cancel after-school activities, athletics and extra-curricular events due to inclement weather on two-hour late start days.

Wednesday Late Start MorningsIf there is inclement weather on a Wednesday and a schedule change is not announced, all bus routes and schools will operate on the normal Wednesday late start schedule. Recreation Department before-school childcare and full-day childcare will start 90-minutes late. The District may also cancel after- school activities, athletics and extra-curricular events.

Schools ClosedSchools will be closed for the day. All after-school and evening activities will be canceled unless otherwise announced.

Early DismissalEvery effort will be made to announce cancellations that occur during the school day as soon as possible. Due to changing weather conditions, cancellations may be made at any time. After-school childcare programs through the Recreation Department will open as soon as directors can arrive. School personnel will supervise students needing childcare until directors arrive.

In the event of a change in school operations during the school day, information will be posted at www.sumnersd.org. Families may also receive email notification or a phone call or text message from Skylert Notifications. The Emergency Hotline (253) 891-6001 will have recorded updates.

Emergency PlansThe District encourages families to have a plan for what to do when children arrive home early or cannot be dropped off at their normal bus stop due to an emergency or weather-related situation. Please develop a plan and practice it with your child. If you will not be home, instruct your child as to where he or she should go in the event of an early dismissal due to emergency conditions. Consider discussing: Where could your child go if he or she needed help? Who would care for him or her until you arrive? Is there someone your child could call to calm any concerns he or she might have?

The District’s system for managing school emergency situations provides students, staff and parents with a plan and a sense of security. Student safety is our focus, which guides our decisions. Staff members have been assigned specific tasks during an emergency situation.

All schools and facilities have emergency supplies, radios and equipment that may be necessary to shelter students. The District works with local law enforcement, public safety agencies and the county’s emergency management department to prepare for emergency conditions. Each school has developed and implemented a comprehensive plan for responding to a variety of natural disasters and hazardous situations including earthquake, lockdown, lahar, fire, bomb threat and hazardous materials incidents. Staff and students practice planned responses to emergency situations throughout the school year.

Earthquake Response PlanStudents and staff practice “Drop, Cover and Hold” as a response to an earthquake. What Does It Mean?Drop: under something sturdy and taller than you. Cover: the back of your head and neck with one arm. Hold on: in case the object you’re under moves. Close your eyes: protect your eyes.

Lahar Evacuation PlanLiving near Mount Rainier has potential hazards that include eruption, lava or ash fall and mudflows known as lahars. Pierce County Emergency Management, the U.S. Geological Survey and the Federal Emergency Management Agency have joined to create a plan for responding to a Mount Rainier emergency. The District has been an active partner in planning and preparing for the evacuation of all schools located in the valley.

Lockdown and Modified LockdownFrom time to time, local law enforcement agencies alert schools to potential risks that require the school to implement a precautionary safety protocol known as a lockdown. In a lockdown, exterior and interior doors are locked. Students are told to stay away from windows and keep low. Curtains or blinds are closed. Lights are off. Only quiet talking is allowed. Students who are outside at recess or in a PE class come back into the building. Signs are posted on doors instructing anyone who tries to get inside the building to leave the school premises immediately. Staff has been trained to take the situation very seriously, with an assumption that an intruder could actually be in the building.

The modified lockdown takes similar precautions, but allows more movement within the building. Students may continue to work at their desks with lights on. They may go to the restroom. No one, however, may enter or leave the building—staff, students or parents.

School ClosuresUnscheduled school closures due to inclement weather, natural disaster or school emergencies may occasionally occur. Families can find information about school status, student evacuation and parent pick-up points at www.sumnersd.org. SCHOOLMESSENGERThe District uses SchoolMessenger as its primary communication service to keep in touch with families. This service is used to send announcements, school newsletters and district news via email, phone and text messages. Families can change how and where they receive notifications from schools by logging into Family Access and updating preferences in Skylert at www.sumnersd.org.

How Families Can Help During an Emergency• Take care not to become part of the problem by

rushing to the school. More traffic just makes it difficult for emergency response teams.

• Keep emergency cards up-to- date with correct phone numbers and names of people authorized to pick up your children.

• All adults picking up children must present photo I.D.

Emergency Preparedness

How will my children know what to do in the event of an emergency?If an emergency occurs during school hours, staff will provide students with appropriate instructions. On a regular basis throughout the year, students practice for emergency situations, such as a fire, earthquake or an intruder.

Who can pick up my children from school during an emergency?Students will be released to those who are authorized on the student’s emergency care card or have prior written parent authorization. Schools will also require photo identification when the child is released at the parent-child reunion site. Parents and guardians are responsible for the accuracy of the information on their child’s emergency care card. If parents have not completed a card, they need to do so. If their information has changed, parents need to update the information.

What is a parent-child reunion site?During an emergency situation, schools will set up a parent-child reunion site where students will be released from school at their parent’s request. Many schools have “Student Pick-Up” banners that will indicate the location of the reunion site on the school campus. At the reunion site, students will be released to their parents or others who are authorized to pick them up upon presentation of proper identification. It is likely that during an emergency, students may not be released at the school office. If school or public safety officials require that a school building be evacuated, students and staff members may be transported to a neighboring school. Parents will be informed of the reunion location through the SchoolMessenger. This information will also be posted on the District website. Driving directions to other school locations can also be accessed online.

Where is my child’s reunion site located? During emergency situations, circumstances could arise that might force changes to previously designated locations. The District will inform parents of reunion locations upon arrival at their child’s school or through an email or phone call and on the District website.

What if my child is riding a school bus at the time of an emergency?School bus drivers are in constant radio communication with our Transportation Department. In the event that an emergency occurs while students are in transport, drivers will be notified to respond appropriately. Buses will be rerouted or may delay arrival or departure to avoid traveling toward the emergency situation such as a school lockdown.

What about my child’s medication?If your child requires daily medication that is necessary for chronic or severe medical conditions such as seizures, severe asthma or allergies, parents should make sure the school has a three day dosage of additional medication. Talk with your child’s school for more information.

Is my child allowed to use a cell phone at school?During certain emergency situations such as unscheduled school closures due to inclement weather, students may use their phones to communicate with parents. In specific emergency situations, such as a bomb threat or lock-down, use of a cell phone may endanger students. Please refer to your school’s student handbook for school policies regarding the use of cell phones.

NotificationsAs required by state law, the Sumner School District produces a Student-Family Information Guide, which includes rules for student conduct and the procedures for enforcing those rules. The guide is included in the back-to-school calendar mailing and available at school offices.

Education of students with disabilities under the Section 504 of the Rehabilitatoin Act of 1973It is the intent of the District to ensure that students who are disabled within the definition of Section 504 of the Rehabilitation Act of 1973 are identified, evaluated and provided with appropriate educational services. Students may be disabled under this policy even though they are not eligible for services pursuant to the Individuals with Disabilities Education Act (IDEA).

Frequently Asked Questions

Section 504 of the Rehabilitation Act of 1973 is a civil rights law, which protects the rights of individuals with disabilities in programs and activities that receive federal financial assistance from the U.S. Department of Education. A child is a “qualified disabled person” under Section 504 if he or she:

A) Has a physical or mental impairment that substantially limits one or more major life activities (such as caring for one’s self, performing manual tasks, walking, seeing, hearing, speaking, breathing, learning, reading, concentrating, thinking, communicating and working), has a record of such an impairment, or is regarded as having such an impairment; and

B) Is between the ages of 3 to 21 years old.

The District will comply with the federal policies that require free appropriate public education, Childfind, equal educational opportunity, confidentiality of information, parent involvement, participation in least restrictive environment, evaluations, placement, reevaluation, programming to meet individual needs, placement procedures, nonacademic services, preschool and adult education programs, disciplinary exclusion, transportation, procedural requirements, appropriate funding, accessibility, and special issues related to drug or alcohol addicted students.

The superintendent establishes procedures to ensure that students who are disabled within the definition of Section 504 are educated in full compliance with the law.

Pesticide notification, posting and record keepingAt least 48 hours before the application of a pesticide to school grounds or facilities, the District notifies interested guardians, parents and staff of the planned application in writing. The notice is posted in a prominent place in the building office in addition to being provided to those who have requested notification. If the application is not made within 48 hours of the notice, another notification will be made prior to the application. This notification is not required in the case of emergency application of pesticides to a school facility, such as an application to control stinging pests, but full notification will be made as soon as possible after the application.

The District will have special school start times for Wednesday, Sept. 6 for middle and high school students only. All schools will have regular afternoon dismissal times and bus schedules.

Elementary SchoolsGrades 1-5: Regular Wednesday late start time and school day schedule. Buses will operate on the Wednesday late start schedule. Breakfast and lunch will be served to students in all grades.

Kindergarten: The first day of school for kindergarten is September 11.

Middle SchoolsGrade 6: School start time is 7:25 a.m. Students will be picked up according to the regular weekday bus schedule (not the Wednesday late start schedule) for a full school day schedule.

Grades 7 and 8: School start time is 12:25 p.m. Bus transportation will be five hours later than the regular weekday bus schedule (not the Wednesday late start schedule).* School lunch will not be served to students in grades 7 and 8.

High SchoolsGrade 9: School start time is 7:25 a.m. Students will be picked up according to regular weekday bus schedule (not the Wednesday late start schedule) for a full school day.
