TVA Seasonal TOU 2015 (11/11/2015) IMPORTANT: Bill calculation and programming is different from TOU and TDHUD products billed prior to October 2015. If rates used to bill TOU prior to October 2015 will now be used to bill the new TOU structure, changes MUST be made for rates, account and meter to match the examples below. IMPORTANT: Bill calculation and programming is different from TOU and TDHUD products billed prior to October 2015. If rates used to bill TOU prior to October 2015 will now be used to bill the new TOU structure, changes MUST be made for rates, account and meter to match the examples below. Overview: This TOU billing structure is effective for TVA TOU accounts >5000 KW for usage as of October 2015. There are three (3) billing seasons:

Documentation for parameter settings and calculation type are at the end of this document. Elements required to bill these accounts are provided to the utility by TVA with a .bxd file. • Arista will have the capability to produce an itemized bill for TOU accounts. Customization is available if preferred, and Arista will determine applicable charges

• There are some TVA utilities that prefer to generate their own customized bill for TOU

KW and KWH Charges: Rate Schedule tab on the Rate Control File rate is set up with four rates using Registers 1 through 4.

Register 1 Rate will contain the billing values for: • Customer Charge • Onpeak KW • Onpeak KWH • Onpeak Fuel • Excess Demand (if applicable)

Register 2 Rate will contain the billing values for:

• Maximum KW • Offpeak KWH – First 200 HUD (+ Minimum Offpeak KWH>Metered Offpeak KWH, if applicable)

Register 3 Rate will contain the billing values for:

• Offpeak KWH – Next 200 HUD

Register 4 Rate will contain the billing values for: • Offpeak KWH – Over 400 HUD

Offpeak Minimum KWH. If the total of Offpeak HUD KWH is less than Minimum Offpeak KWH, then the excess of Offpeak KWH>Metered Offpeak KWH is billed at the rate of first 200 HUD. (Register 2)

Reactive Charges: KW subject to reactive charge is pulled directly from .bxd file.

• Lagging charges=[KW (from .bxd file) x Rateparm7(1)] • Leading charges = [KW (from .bxd file) x Rateparm3(7)]

Account Settings:

• Detail tab Appl Nbr: TVA assigned account number. TVAVPIUP uses this value to correspond

to .bxd file values.

Facilities Rental Charges:

Billed with one of two (2) different methods:

• Special Charges tab\Rental for a flat fee.

• Rental can be calculated based on the Delivery Voltage in CODE3 of LOCINFODETL. o If the value in CODE3 is between 46 and 161, the value will be multiplied times the

highest demand in the latest 11 months or the contract demand, whichever is highest. o If the value in CODE3 is greater than 0 but less than 46, and the value in CP 3(18)=0, .93

cents will be multiplied times the first 10,000 KW block of Demand and .73 cents multiplied times the remaining Demand. If the value of CP 3(18) is greater than 0, then multiply the value in CP 3(18) times the first 10,000 KW block and .73 cents multiplied times the remaining Demand.

In the following example, Rental will be $9,300: Contract Demand x .93 = $9,300

Parameter and Calc Type Documentation as of October 2015 COOPPARMD(138) – TOD USAGE UPDATE INDICATOR

This parameter controls the value of KWH in the BILLHISTDETL, when TOD Accounts are billed. 1 = Updates the D03 record, positions 353 363 for Total KWH used in Fuel Calculations and the D13 record 008 018 for History records to produce the KWH usage graphs

COOPPARMX(152) – BILLED DEMAND CALCULATION

O = Power Factor is calculated as follows: 60 Divide actual demandby kVA.

Multiply (A) by 100. DEMANDHISTDETL.MISCINFO6 is updated with the calculation value. This value is not used in the bill calculation.

RATEPARM1(18) – TVA SPECIAL RACHET

5=Calculate Measured and Billed Demand for 1st two registers.

For On-Peak billing demand, billprog will compare CONTNBR (Register 1 Contract Demand) to the highest BILLEDDEMAND in DEMANDHISTDETL for the preceding 12 months to determine the greater of the two. The greater of the two will be Ratcheted per the following table:

Compare the ratched value from above to the Current DEMANDUSAGE (billtype 9 record) in DEMANDHISTDETL. The greater of the two will update MEASUREDDMD and BILLEDDEMAND in DEMANDHISTDETL.

For Off-Peak billing demand, billprog will compare CONTDMD2 (Register 2 Contract Demand) to the highest TODBILLDDMD in TODRECTYPE= 2 in TODDMDHISTDETL, for the preceding 12 months to determine the greater of the two. The greater of the two will be Ratcheted per the following table:

RATEPARM1(23) ITEMIZED BILLS

1 = MBRSEPMSTR.CODE1 is used. If the parameter is set to ‘1’ and CODE1 = 90, an Itemized Bill is produced. 2 = MBRSEPMSTR.CODE2 is used. If the parameter is set to ‘2’ and CODE2 = 90, an Itemized Bill is produced. 3 = MBRSEPMSTR.CODE3 is used. If the parameter is set to ‘3’ and CODE3 = 90, an Itemized Bill is produced.

RATEPARM 1(26) – TVA – BILL CALCULATION FOR BILLED DEMAND OVER CONTRACT DEMAND 1 = (TVA)

If BILLEDDEMAND is greater than the value in RATEPARM7(9) or DEMANDDETL.CONTDEMAND, subtract the higher of RATEPARM7(9) or DEMANDDETL.CONTDEMAND from BILLEDDEMAND giving EXCESS-DEMAND. The EXCESS-DEMAND is multiplied by the charge in KWSTEP-3, and the resulting value is added to DEMANDAMT and to ENERGY. Update 03.03.2011 per WO 73759: If DEMANDDETL.ESPFLAG= 8 or 9 and rateparm1(26)=1 and if DEMANDHISTDETL.TODDEMANDUSAGE_001 > DEMANDDETL.CONTDMD2 or if RATEPARM7(9) >0, then Billprog will take the difference and bill the excess (TODDEMANDUSAGE_001 over CONTDMD2) and use this value to calculate the excess demand charge. RATEPARM1(54) YARD LIGHT FUEL FLAG

0 = Calculate yard light fuel as now. 1 = And yard lights exist and RATEPARM7(16) >0 will be the fuel factor and the calculated value will be a debit. 2 = And yard lights exist and RATEPARM7(16) >0 will be the fuel factor and the calculated value will be a credit. STATPARM 22=4 must be used for this value to work.

If the value of RATEPARM3(7) is greater than zero and the value of ESPDETL.LEADkVAR is less than zero, the value of RATEPARM3(7) will be used to calculate FLEXIBLE REACTIVE DEMAND as follows: ESPDETL.LEADkVAR x (-1 x RATEPARM3(7)) = ESPDETL.LEADkVARAMT (assume 2 decimal positions: 9V99). Positions 265 267 of the D04 record are updated with the value of RATEPARM3(7). (TVA)

RATEPARM7(1) - FLEXIBLE TVA REACTIVE CHARGE FACTOR (NORTH GA) If the Calc Type in the Rate equals 11, an additional Reactive Charge is calculated. This charge is considered to be separate from the normal Demand Charges, and is calculated regardless of KW Usage or Contract Demand. ENERGY is updated in the file and on the bill. The charge is calculated as follows: (If charge is less than 0, no charge is added to ENERGY.)

1. Calculate the square root of Actual kVA squared minus Billed Demand squared. 2. Multiply Actual Demand by .33 and subtract this value from the value in (1). 3. Multiply the result in (2) by the value of RATEPARM7(1) defined as 9(2)v9(5). For example, if

the keyed value is 1234567 the value to be used is 12.34567.

ALSO

If RATEPARM7(1) is greater than zero, the Calc Type of the Rate is 11 and the ESPDETL.UNSCHESP is greater than zero, the calculation of Flexible Reactive Demand occurs as follows: (ESPDETL.UNSCHESP (0.33 x ESPDETL.HIKW)) x (RATEPARM7(1)) = FLEXIBLE REACTIVE DEMAND (Assume 5 decimal positions: 9(2)v9(5) and Calc Type 11 will also use the RATEPARM7(1) value in the calculation of Reactive Demand). Positions 258 264 of the D04 record are updated with the value of RATEPARM7(1).

RATEPARM1(86)= Energy Details

1 = Energy Details for OPP Rate. This rate parameter, when set, will change the normal reporting of ENERGYDETL records. The energy charge and energy usage for register 3 through register 5 will be combined into RECORD TYPE =7. This will allow the energy to be displayed with register 3 instead of rolled into the Miscellaneous field on the Energy details.

COOPFIELD3(18) – FACILITY RENTAL PERCENT COOPFIELD3(18) = 0 Calculate facilities rental as normal. If COOPPFIELD3(18) is greater than zero, the value in this field will be multiplied times the first 10,000kw block and .73 cents times all that is left.
