WORKING WITH YOUR SCHOOL BOARD

WELCOME to another Twin Falls School District Board of Trustees Meeting. You are encouraged to attend all regular board meetings.

We are proud of our school system and the board members are dedicated to the continued improvement of the Twin Falls Schools.

We understand that from time to time patrons of school districts have concerns and feel a need to bring those concerns to the attention of the school or teachers. In order to maintain continuity and best resolve these concerns, we recommend to our patrons the following procedures:

1. The first and most effective step is to take the concern to the staff member who is closest to the problem. (In many cases this will be the teacher, coach, etc.) We have found that most problems are resolved at this level.

2. If there is still a concern on the matter, we then recommend that the concern be brought to the attention of the Principal. We have found that unresolved concerns from item #1 are usually resolved satisfactorily by the building administrator.

3. If the concern is not satisfactorily resolved at that level, then the concern should be taken to the Director of Elementary Programs or Director of Secondary Programs.

4. If the concern is not satisfactorily resolved at that level, then the concern should be taken to the Superintendent of Schools. Difficult concerns can usually be resolved.

5. However, ifthe patron still feels the concern has not been properly resolved he/she may use the right of appeal to the Board of Trustees. This is done by calling or writing to the Superintendent and asking for the item to be placed on the agenda of the next regularly scheduled board meeting.

6. If you desire to address the board, we would like you to be as comfortable as possible. As a board we hold public meetings which are not publfo forums and therefore have rules which are necessary for the benefit of all. The following guidelines will assist you as you present your information to the board.

A. Prepare your thoughts ahead of time. Usually a briefwritten outline handed to each board member helps the board follow your presentation. This outline would also give them something upon which to make notes as you speak.

B. If a group is involved, select one individual to be your spokesperson. He/she can then guide the presentation with the board and help the board chairman in directing questions to the group.

C. Plan your presentation to be as brief as possible. This should include a question/answer period. If more time is needed it is best to give a complete written presentation to the board for their future study. If you give more than five to six minutes of testimony, time restraints will make it difficult for the board to respond that same evening.

D. Usually the board will direct the administration to help resolve the concerns and ask for a report back to the board at a later date. However, please remember a solution may take time to be resolved.

We are eager to have our patrons and school staff working together for the improvement of education in the Twin Falls Schools.

I. Call to Order -The Board of Trustees of School District No. 411, Twin Falls County, State of Idaho, met in its regular monthly meeting at Canyon Ridge High School Boardroom #301 located at 300 North College Road, Twin Falls, Idaho, at the hour of 7:00 p.m., on Monday, April 13, 2015. The following trustees were present: Chairman Bernie Jansen, Vice­Chairman Bryan Matsuoka, and Trustees Mary Barron, Paul McClintock and Liyah Babayan. There were also present Superintendent Wiley Dobbs; Clerk Michelle Lucas; Director of Human Resource Shannon Swafford; Director of Elementary Programs Ted Popplewell; Director of Secondary Programs L. T. Erickson; Director of Support Services Clara Allred; Director of Fiscal Affairs Bob Seaman; Director of Federal Programs, Policy/Grants Bi11 Brulotte; and Director of Educational Technology/Operations Brady Dickinson; as well as interested patrons, employees and the media.

II. Pledge of Allegiance - The Board of Trustees stood and recited the Pledge of Allegiance to the Flag.

III. Procedural Matters Action Items

1. Approval of Agenda (Additions and Deletions)-Chairman Jansen asked ifthere were any additions or deletions to the agenda. There were none. Trustee Barron moved to approve the agenda. Vice Chairman Matsuoka seconded the motion. The motion passed unanimously.

IV. Unscheduled Delegations (Audience to Address the Board)- Chairman Jansen asked ifthere was anyone wishing to address the Board. TFEA Co-Presidents Peggy Hoy and Mike Wilkinson addressed the board to announce the results of the IEA Children's Fund Auction results, that CRHS teacher Laurie Hall won a grant from California Casualty for $1,000 to help transport her Canyon Ridge High School special needs students by bus, and thanked the school district office for the basket donation.

V. Consent Calendar - Trustee McClintock moved to approve the consent calendar which included: Minutes from the March 9, 18 and 20, 2015 meetings; financial reports; accounts payable; administrator retirement for Ted Popplewell; 2015-16 list of administrators for hire; certified retirements from Mary Harshman, Diane Baldwin, Susan Whitney, Jo Dodds, Kris Roy, and Debra Kemper; new teacher contracts for Sean Spagnolo, Mary Amstutz, and Gordon Sorensen; certified notices of intent for Lindsey Collier; certified resignations from Brenda Rupp, Chelsea Egan, Niki Anderson, Katie Bulcher, and Michele Noah; new classified employees for 2014-15: Brooksie Bartlett, Madison Moorefield, Randy Price, Cynthia Lincoln, Brent Knopp, Faith Shoulders, and Tracey Quinn; new classified employees

for 2015-16: Cassandra Rosa, Staci Spearing, and Tom Vela; classified resignations for 2014-15: Jaclyn Rogers, Jimmy Sickinger, Jaime Dane, and Bobbi Parrott; classified resignation for 2015-16: Nicole Swafford; classified retirements for Jolene Whitaker, Therese Roemer, Carol MCKasson, and Janet Vermilyea; extra-curricular employees: Ken Petersen and Clint Moerer; extra-curricular resignations from Sarah LaMarche, and Rayna Stimpson; student teacher requests for Jennifer Drysdale, Shaun Clark, Emily Martin, Shannon Cameron, Holly Fuger, Kristen Tahiri, and Jennifer Volroubek; extended out-of-state travel requests from Canyon Ridge High School, and Twin Falls High School. The motion was seconded by Vice Chairman Matsuoka. Motion passed unanimously.

VI. Superintendent's Report

A. Superintendent Dobbs announced the certified employee of the month from O'Leary Middle School for the month of April as Chad Fistolera, social studies teacher. Mr. Fistolera was unable to attend.

B. Superintendent Dobbs announced the classified employee of the month from O'Leary Middle School as Rene Rambur, secretary. Superintendent Dobbs read a brief resume' and presented Ms. Rambur with a gift, plaque, and dinner for two at Buffalo Wild Wings. Ms. Rambur thanked the board for the honor.

C. Superintendent Dobbs shared with the board that our very own Canyon Ridge High School IERC Teacher Laurie Hall and one of her students were selected from the state of Idaho to attend National Service Learning Conference in Washington D.C. Fifteen hundred youth and adults from around the world gathered for three days to discuss and collaborate on education and social policy. They focus on helping the community help our schools. Project Unify is an example of a local group doing this same thing. Congratulations Laurie!

VII. Instruction A: Information Items:

A. Superintendent Dobbs presented a memorandum of understanding to allow the Idaho Digital Learning Academy (IDLA) to provide the Twin Falls School District #411 with online courses. Idaho Code 67-2332 and 67-2333 authorize Idaho agencies to enter into agreements to perform any governmental service, activity or undertaking that each agency is authorized by law to perform.

B. Twin Falls High School and Canyon Ridge High School request permission to use the high school football gear for their 2015 summer football camp.

VII. Instruction B. Action Items:

A. Vice Chairman Matsuoka moved to approve the IDLA Memorandum of Understanding for the 2015-2016 school year. Trustee Barron seconded the motion. Motion passed unanimously.

B. Vice Chairman Matsuoka moved to approve the use of the Twin Falls High School and Canyon Ridge High School football gear at this year's football camps. Trustee Barron seconded the motion. Motion passed unanimously.

VIII. Budget & Finance A. Information Items:

1. Superintendent Dobbs shared enrollment and staffing projections for 2015-2016 school year. Administration approved an additional 8.7 FTE (full time equivalent), 1 FTE for Oregon Trail Elementary, 3 FTE to Robert Stuart Middle School, 1 FTE to O'Leary Middle School, 1.5 FTE to Twin Falls High School, and 2.2 FTE to Canyon Ridge High School. Superintendent Dobbs shared that the district needs to jump on opening these positions right away to get quality highly qualified staff for the 2015-2016 school year.

2. Director of Fiscal Affairs Bob Seaman shared units, total apportionment, and apportionment per unit from 2008 to 2015. Mr. Seaman also gave a brief overview of general fund and child nutrition budgets as of March 31, 2015. Director of Federal Programs Bill Brulotte shared that the food service is self-sufficient but the amount of carryover needs to continue to increase due to aging equipment that may need replaced soon, and to meet the need to purchase supplies in advance without going into the negative balance. Mr. Brulotte also shared free and reduced lunch percents for each school. The CEP schools are schools that get 100% free meals and is based off food stamp usage in those school zones. For the rest of the schools, instead of the projected twenty cent increase to school lunch prices to keep up with state mandated costs the district will only need to increase prices ten cents. This will come to the board May 11, 2015.

3. Director of Educational Technology and Operations Brady Dickinson provided the board with a brief bond levy project update. Mr. Dickinson shared the current building project budget. The building budget shows a total fund balance of $77,509,770.

4. Director of Educational Technology and Operations Brady Dickinson recommended approval of the lowest bid received for the Harrison Elementary School asphalt project received from Idaho Sand and Gravel in the amount of $106,241. This project is summer maintenance which utilizes money from the ten year plant facilities levy.

5. Director of Educational Technology and Operations Brady Dickinson shared an updated appraisal for the Sackett farm property. The old appraisal was over 6 months old which required it to be updated. The updated value is $1,219,000 and according to Idaho statutes the district can't sell the property for less than appraised value. Value increased due to the property added into the City of Twin Falls service area and zoning changed to R2.

VIII. Budget & Finance B. Action Items:

1. Trustee McClintock moved to award the asphalt bid to Idaho Sand and Gravel in the amount of $106,241 as proposed. Vice Chairman Matsuoka seconded the motion. Motion passed unanimously.

2. Trustee Barron moved to approve the updated appraisal for the Sackett Farm in the amount of $1,219,000 as recommended. Trustee McClintock seconded the motion. Motion passed unanimously.

3. Because there is only one candidate filing for each vacant trustee zone 2, 4, and 5, as per Idaho Code 33-502B no election shall be held and the board shall declare such candidate elected and a certificate of election will be delivered to each trustee immediately. Trustee

Babayan moved to approve and authorize the clerk of the board to issue certificates of election to Paul McClintock for zone #2, Mary Barron for zone #4, and Bernie Jansen for zone #5 as per Idaho Code 33-5028. Vice Chairman Matsuoka seconded the motion. Motion· passed unanimously.

1. After having a month to review the 2015 Special Education Manual, Vice Chairman Matsuoka moved to approve the 2015 Special Education Manual as proposed. Trustee McClintock seconded the motion. Motion passed unanimously.

XI. Future Agenda Items

A. Superintendent Dobbs informed the Board that at the April 22, 2015 board meeting Principal of Bickel Elementary School, Kelli Schroeder; Principal of Sawtooth Elementary School, Teresa Jones; Principal of Twin Falls High School, Dan Vogt; and Principal of Canyon Ridge High School, Kasey Teske will be in attendance to update the board on their building goals.

B. Superintendent Dobbs informed the Board the retiree reception will be May 27, 2015 from 3:30 to 5:00 in the district extension office board room, the regular board meeting has been canceled.

XII. Executive Session

Since there was no other business to come before the Trustee McClintock moved that the Board retire into executive session in accordance with Idaho Code 67-2345(1) subsection (b) to consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public school student; and (c) to conduct deliberations concerning labor negotiations. Trustee Babayan seconded the motion. Chairman Jansen asked the Clerk of the Board Michelle Lucas to poll the board. She reported all members voted "yes" and the motion carried. The Board convened into executive session at 8:28 p.m.

Trustee McClintock moved to return to open session. Vice Chairman Matsuoka seconded the Motion. Motion passed unanimously. The time was 9:06 p.m.

Trustee McClintock moved to approve the termination of classified employee A as recommended by administration. Trustee Barron seconded the motion. Motion passed unanimously.

Vice Chairman Matsuoka moved to uphold the hearing officer's recommendation to expel two (2) students from school, one for time served and the other for an indefinite period of time and that these students be expelled from school as defined in Idaho Code 33-205 and that these students be placed under the purview of the Juvenile Correction Act, Idaho Code 20-510 and 20-511. Trustee Barron seconded the motion and was passed unanimously.

III. Procedural Matters Action Items:

1. Approval of Agenda (Additions and Deletions)- Chairman Jansen asked ifthere were any additions or deletions to the agenda. There were none. Trustee McClintock moved to approve the agenda as presented. Trustee Barron seconded the motion. The motion passed unanimously.

IV. Superintendents Report

1. At-Risk Services Coordinator JoAnn Gemar shared McKinney-Vento 2014-15 Service Report which outlined the number of homeless students identified within the Twin Falls School District boundary; listed resources and services provided under the three year grant the district has received in the amount of $105,000; and shared results from the first time Twin Falls School District participated in National Homeless week.

2. Director of Support Services Clara Allred introduced School Nurse Jona Ward and School Audiologist Kim Eskeldson. Ms. Eskeldson shared the hearing screening process and results for 2013-14 school year. She estimates the numbers will be close to what they were this year, 2,635 screened, 436 referred with a 16% fail rate. School Nurse Jona Ward shared the vision screening process and results for 2014. They screened 2,792 students, 320 referrals, with an 11 % fail rate. Ms. Ward also shared scoliosis screening results.

V. Building Reports

1. Principal of Sawtooth Elementary School, Teresa Jones began her report by thanking the board for their support and for visiting her school. Ms. Jones shared five successes which included the refining of the RTI process; intentional interventions; implementation of Milepost; technology upgrades, training for staff, and open communication between staff and administration. Challenges include: keeping morale up; continued focus on intentional interventions; building and strengthening teams; and hiring and keeping qualified playground/crosswalk aides. After a brief discussion Ms. Jones thanked the board for the opportunity to share her building report.

2. Principal of Bickel Elementary School, Kelli Schroeder began her report with a few highlights which includes Bickel receiving a grant for $7 ,000 which they used to buy tablets and now they have 400; they are receiving professional development for technology; they joined Oregon Trail' s training for playground aides which was very helpful; successful math night; and teachers are doing well with the new Reading Wonders program. Challenges include ongoing state standards not aligning with the report card; and guest teacher shortage and now cutting hours because of new regulations with health care reform. After a brief discussion Ms. Schroeder thanked the board for the opportunity to share her building report.

3. Principal of Canyon Ridge High School, Kasey Teske began his report by describing the culture for students and staff at Canyon Ridge High School. He feels a positive culture improves learning and attendance. He shared the schools priorities to get all students college ready. He shared intervention strategies, testing programs, and his philosophy on student leadership. Dr. Teske thanked the board for the opportunity to share his building report.

4. Principal of Twin Falls High School Dan Vogt began his report by thanking administration for their support during his first year as principal. He shared that his staff and he is committed to raising their SAT scores 2.3% over the next 5 years. The school has set a school wide intervention plan with staff and administrators involved. Twin Falls High School committee with O'Leary, Robert Stuart and Canyon Ridge to take on the task oflooking at a daily teaching schedule to increase the teaching time. A challenge is living with the current construction. Recertification is coming up and they are looking forward the review and self­analysis. Twin Falls High School is celebrating their SAT scores from last year with both staff and students; they are 7th of the largest high schools in the state. After a few brief questions from the board Mr. Vogt thanked the board for the opportunity to share his building report.

VI. Executive Session

Since there was no other business to come before the Board, Trustee McClintock moved that the Board retire into executive session after a five minute break as per Idaho Code 67-2345(1) subsection ( c) to conduct deliberations concerning labor negotiations. Trustee Barron seconded the motion. Chairman Jansen asked the Clerk, Michelle Lucas to poll the board. She reported all members voted "yes" and the motion carried. The time was 8:42 p.m.

Trustee McClintock moved to go out of executive session. Trustee Barron seconded the motion. Motion passed unanimously. The Board opened to the public at 9:24 p.m.

The Board of Trustees of Twin Falls School District #411 met in executive session on Wednesday, April 22, 2015, at 8:42 p.m., at Sawtooth Elementary School located at 1771 Stadium Drive, Twin Falls, Idaho. Chairman Bernie Jansen conducted the meeting. Trustees Paul McClintock, Mary Barron, and Liyah Babayan; Superintendent Wiley Dobbs; and Clerk Michelle Lucas; Director of Fiscal Affairs Bob Seaman; Director of Federal Programs, Policy & Grants Bill Brulotte; Director of Human Resource Shannon Swafford; Director of Educational Technology/Operations Brady Dickinson; and Director of Secondary Programs L. T. Erickson were also present. Vice Chairman Bryan Matsuoka was unable to attend.

As you know, the National Academy Foundation (NAF) is a network of career-themed academies that open doors for underserved high school students to viable careers. The NAF network has grown to 667 academies and serves more than 80,000 students across 38 states, including D.C., and the U.S. Virgin Islands. NAF's 97% graduation rate and network of dedicated educators, ~usiness partners, and ~tudents are testament to the effectiveness of this model.

NOTICE OF FEE INCREASE

The Twin Falls School District No. 411 , Twin Falls County, has proposed to increase its lunch fees. The following is an estimate of what these changes may mean to students.

2015 Twin Falls School District Annual Review of Policies/Procedures Policy 3720

The purpose of Policy 3720 as authorized by the Twin Falls School District Board of Trustees is to review yearly, specific policies and procedures to determine whether or not they are meeting the needs of the students, school district, and community.

The attached policies were reviewed this past March and April by the Discipline Committee, Human Resources Department, and Support Services Department. At this time there is one date correction to Policy 3360. The change is a date the new State of Idaho Special Education manual was reviewed and adopted by the Twin Falls School District #411 Board of Trustees at the April meeting. The most recent version of the State Special Education manual is the 2015 edition, instead of 2007. Since there are no recommended changes, there is no board action required.
