Sample criteria to reconfigure school boundaries1. Adhere to Board Policy 7112 on adjustment to school boundaries.

2. Create a viable student enrollment at each school over a 5 to 10 year geographic area projection.

3. Balance enrollment across all elementary schools over a 5 to 10 year geographic area projection, based on each school’s capacity.

4. Create boundaries that support a feeder system from K through 12 that is in the best interest of students’ academic achievement.

5. To the degree possible, minimize the number of students affected by a change in boundaries due to the grade level reconfiguration.

6. Optimize safe walking distances and safe school bus routes.

7. Create a transition to different elementary school boundaries in a manner that supports students’ academic achievement.

Enrollment versus Geographic Area Projections

• Enrollment Projections are based on where students attend schooland not on school or district boundaries. The projections use a three year history of enrollment for each school, incorporate any new residential development data, and include students who reside outside a district’s attendance area or who attend a school due to school choice initiatives, magnet programs or other special programs.

• Geographic Area Projections are based on where students reside and, through the use of DI tools, can be easily retrieved for any boundary or shape drawn. They incorporate new residential development data, predict growth or decline within that boundary or polygon, and are NOT based on where students attend school.

Process for Boundary Reconfiguration

1. Beginning with the July 30 Student Housing Committee Meeting, the DecisionInsite Consultant will present preliminary K-6, K-8, and 7-8 Boundary Scenarios for consideration by the Student Housing Committee. Discussion and suggestions by the Committee for revisions or new scenarios will follow.

2. At subsequent Student Housing Committee Meetings, revisions of boundary scenarios will be presented, followed by discussion and suggestions for additional revisions. When the Committee has progressed on K-6, K-8 and 7-8 boundaries, scenarios for 9-12 boundaries will be presented for consideration.

3. By the August 27th through September 3rd Student Housing Committee Meetings, the Committee should be ready to score revised boundary scenarios against the criteria for reconfiguration. Scoring scenarios is used to drive discussion and not to make final recommendations. Consensus decision-making should drive the final recommendation on the boundary reconfiguration.

4. The September 17 Student Housing Committee Meeting will be used to finalize the K-6, K-8, 7-8 and 9-12 boundary recommendations.
