History of Bilingual Education
The 14th amendment: All people have equal protection under the laws.Title VI of the Civil Rights Act of 1964: Bans discrimination on the basis of race, color, or national origin in any federally assisted program.The Equal Educational Opportunities Act of 1974: Requires that all public schools must “take appropriate action to overcome language barriers.”

Bilingual Education
Of our nation’s 5.1 million English learners, 75% are of a Spanish-speaking background, and 65% are born in the U.S. (pg. 3).
Bilingual Research Results
A significant level of fluency in social uses of second language can be achieved in two to three years. Second language used in academic schooling and testing contexts requires at least seven years or more to develop to the level of a native speaker (Cummins 1996, 2000).
