    So Long City Hall

    I am proud to have served the

    people o my district and the

    citizens o New Braunels,

    mostly. I have to say that it

    wasnt always easy and

    in particular the last ew

    years have proven not only

    bad or the olks, but bad or my blood

    pressure. I came into this as a novice politico

    to ght a rezoning request or apartments.

    Now, Im not like so many o the apartment

    haters who just ght or ghtings sake. I rmlybelieve that we need apartments and diversity

    in housing. My ght was because the roads

    (Morningside and Rueckle) were awul and now

    that they will be xed, my arguments are gone.

    Needless to say, some o the ormer allies will

    still ght it because they are concerned about

    these types who rent. I know what some o

    you mean by that and I resent it. Shame on you.

    Now on to some observations:

    ONE - Governments arent nice.

    Dont interpret this as an indictment o

    all the people in City Hall, the State, or even

    Washington (well, maybe in Washington).

    There are many wonderul people in City Hall

    and I truly appreciate them or doing what

    they do, but there are also some people that

    are wonderul one-on-one that nonetheless

    become part o the machine, and there are

    some people, a small minority, that have no

    business doing what they do.

    You see, the institution o City Hall can

    be a beast. Over the last ew years I have

    witnessed lies, deception and manipulation. I

    saw a select ew called the Kitchen Cabinet

    manipulate a City Manager, sta, Council and

    even the Chie o Police. How can I say this?

    Because they did it with me too. I met withthem, I listened to them, and I agreed with the

    need to x many issues, but I also heard them

    and others viliy decent working class people.

    They threatened business people with

    eviction, and used strong-arm tactics to silence

    voices. A ormer County ocial stopped talking

    to me or speaking against the container ban

    ater years o courting me or County Oce,

    all because I realized that the City had ailedmost miserably on river management. He

    called me a disappointment or our one and

    only dierence o opinion. But, this

    isnt the container ban driving me, as I

    have oten said I could have voted or it i it

    was the answer to all our problems. It was not.

    No, I dont want to talk about the container

    ban because its really about this:

    TWO - Failed leadership

    At the time o our greatest strie and

    distrust, our Mayor just stuck her head in the

    sand and reused to even discuss opposing

    views. Her emails with ormer Council Member

    Valentine and others clearly stated that she

    was 100% behind Valentine and his pals, and

    she never took any action to help bring downthe strie. Why? Because she is lazy.

    Now she will go to all kinds o public

    events and hold dozens o town halls, but as

    ar as the democratic process is concerned,

    shes lazy. Ive watched closely and when it

    comes to discourse on public agenda items,

    she has no patience or discussion, or most o

    all dissention - and her eye rolls are requent.

    For several years, when I think o the

    Mayors style in meetings, I get a mental

    image o the Staples easy button. Lets just

    get through the meeting and not air any o the

    Citys dirty laundry or oer up opinions and

    alternatives. I think or at least a ew Council

    Members, this makes it dicult or us to get to

    the business o protecting the citizens.

    It was most telling when, during a

    discussion about our now ailed MPO and

    transportation plan, another Council Membertalked about seeing the bigger picture and

    her oten cited response came out. I dont

    really care about the bigger picture. We see

    it mayor, we see it. Similarly, when the topic

    o closing down a re station serving the West

    Side came up, the Mayor came through not

    once, but twice with her other avorite line: Im

    not really that concerned when asked about

    closing the re station or at least two years.

    I you havent heard o Sour Bridges yet, it

    wont be long until you do. The Austin-based

    band is dropping their sophomore album,Catsh Charlie, this week, and it should

    quickly propel them to household name status

    among Texas music acionados.

    Comprised o guitarist brothers Bill and

    Matt Pucci, along with Jack Bridges on bass,

    Kat Mama Kat Fiddle Wilkes on strings and

    Dalton Chamblee on percussion, Sour Bridges

    is a tight browngrass (its like bluegrass,

    just a lil dirtier) band that is sure to get you

    out on the dance foor.Its not oten you see a local band put

    out an album with 15 original songs, and

    even less oten to be able to say that any one

    o the 15 could be the lead track. Catsh

    Charlie is that album.Right o the bat, Sour Bridges rocks the

    speakers with the title track. It doesnt take long

    to realize youre listening to something new. The

    band takes traditional bluegrass, mows it down,

    then replants it with seeds o rock-n-roll, Texas

    olk and a little doo-wop. The end result is a new

    branch o Americana thats sure to take root.

    Proving theyre no one trick pony, the band

    moves rom the rocking tracks o Catsh Charlie

    and J-Train right into Midwie Crisis, with a richthree-part harmony and a crying ddle thats

    reminiscent o Hank Srs ballads. With the wide

    variety the band throws at listeners, you will be

    hard pressed to pick a single avorite track.

    Catsh Charlie hit the shelves on Tuesdaythe 28, but you can head out to the Ocial

    Album Release Party this Friday, May 31, at

    the Historic Scoot Inn and Bier Garten (1308

    E 4th St.) in Austin at 8pm. Clyde and Clems

    Whiskey Business and All My Friends will be

    opening up the show. Wear your dancing

    boots, because you wont be leaving the foor.

    This Week: The Mighty Tri-Tip!Theres no question that bee rules in Texas, especially steaks cowboy cut, ribeye, porterhouse,

    and llet are all popular choices or grilling but or my money nothing beats the rich beey

    favor o a grilled tri-tip.

    The tri-tip roast comes rom the bottom o the sirloin. The cow exercizes this muscle more

    than those near the loin, which means the meat isnt quite as tender as the major steaks, but with

    a brie marinade and grilling to still-pink medium its the avorite o many serious carnivores.

    Because its well marbled, its always juicy.

    Pure bee favor is intensied when you give the bee a bit more dry aging in the ridge.

    One to two days is perect, but the roast seems to benet rom just an overnight rest on a rack,

    uncovered, in the coldest part or the rerigerator.

    Remember that tri-tips are sold trimmed and untrimmed. This means the layer o at on oneside has been removed by the butcher. Dont be upset i its untrimmed when purchasing rom

    places like Granzins, as theyll be happy to trim the at or you. I you preer to do it yoursel,

    just use a sharp knie, and leave about inch o at on the meat. Most o it will melt o when

    grilled and it improves the favor.

    I like to use a two-step process, with an overnight marinade ollowed by a dry rub.

    The next day pull it out o the marinade, pat dry, and apply dry rub. Make sure to let the

    steak rest or 30 minutes ater putting the dry rub on, and then place the meat directly put on grill.

    NOTE: My marinade (recipe below) is actually a wet rub made rom a ew simple ingredients,

    and when it comes to dry rubs I really like Ritters Just Rub or Obie-Cues Beaumont (availablerom rittersbbq.com and obiecue.com, respectively).

    For beeest results, I use western lump charcoal and western mesquite chunks when grilling

    outside. Make sure your coals are completely leveled, at a temperature o between 400 to

    500 degrees, and place the tri-tip on the grill or ve minutes on each side (until the internal

    temperature is at 140 or medium rare although I preer 130 or a nice, juicy rare).

    No outdoor grill? No problem. Just sear the roast on both sides in a non-stick rying pan, then

    pop it into a 375 degree oven or about 30 to 45 minutes. One tri-tip is enough to eed 4-6 people.

    Make sure that once the tri-tip is done to let it rest or at least 20 min beore slicing that steak.

    Marinade - Enough for 4 pounds of Tri-Tip1/4 cup lemon juice

    3/4 cup oil

    1/8 cup white sugar

    1/2 cup red wine vinegar

    1 tbs black pepper

    1/8 cup o your avorite steak seasoning

    7 cloves garlic

    Chop the garlic in a ood processor tted with a metal blade. Add

    in the rest o the ingredients and blend until just mixed. Pour over

    meat in a glass pan, making sure the marinade coats the entire

    tri-tip, and cover. For best results, marinade or at least 6 hours or

    overnight. Enjoy!

    County Judge declaring a huge prostitution

    problem, there is no evidence to substantiate...

    vehicles that the Chie wanted to add to his

    substantial arsenal.

    Well, the sel-declared expert on munitions

    has not made a peep about them. We think

    that i they had come in handy during this past

    weeks rain events, there would have been a

    huge press release to mislead the public on

    what a great idea it was to accept these money-

    pit vehicles rom the Feds. So ar we have

    received no reports o any MacArthuresque

    parades throughout the city in ull battle dress.Were more inclined to think that these

    vehicles are sitting there loaded with gas

    canisters at the ready to take out some uture

    Facebook meme. Maybe we should put a

    chalk mark on the tire.

    A time back you wrote about the

    unsae conditions on and around the

    city plaza. I asked, and received a

    police listing that shows 52 dierent

    police reports o accidents (car, and

    pedestrian) during the months rom

    12/28/12 thru 3/02/13 in and around

    the plaza area. I did not receive the

    actual reports, as that is only available

    or a ee o $5 per report, and I dont

    have that kind o money or research.

    My wie was one o the accident

    victims o the crazy plaza trac

    joke (not a very unny joke), and her

    situation required 2 surgeries, an 8

    titanium plate inserted with 10 bolts, 3

    months o NO weight on it, 12 months

    o physical therapy, and a still ongoing

    inability to run, exercise, jump, or even

    walk normally!

    I am writing this to ask your opinion

    as to whether you think that a person

    would stand a snowballs chance in hell

    o fling a legal action suit against the

    city because o the unsae conditions

    o that area. Tis is not about greedwhatsoever; but about that horrible

    area, and the large number o accidents

    that have already happened there, and

    will continue to happen there.

    Dear CC,

    Im not a lawyer, so I wont weigh in on

    the specics o your accident, but the City has

    not ared well in lawsuits even though their

    lawyers use doublespeak and sleight o hand

    to make people think they do.

    This plaza is a variant o a thing called a

    roundabout, which is a very popular way o

    handling busy intersections in many countries

    in Europe and around the world. It is actually

    saer (well, at least overseas) than a standard

    our-way intersection and has the addeddistinction o being able to handle more than

    our roads at an intersection.

    What makes ours riskier are the ollowing:

    We dont know how to use roundabouts in

    America. For example, a car should not go

    3/4 o the way around it in the outside lane.

    Signals should be used, and once inside,

    drivers should yield to trac already in the

    circle as well as to cars on the inside lanewho are trying to get out o the circle. With

    that said, we arent going to educate all o

    America to do this any time soon.

    There are recommended striping methods

    that are designed or American roundabouts

    that make it easier or drivers to understand

    where they should be, but or some reason our

    city reuses to use them. These striping schemes

    would probably cut down on the number oaccidents. One simple solution is to just go down

    Comal Street, as those people like to see all the

    tourists anyway. Be sure to honk and wave oten.

    Dear Mexican: I went to a Los

    Angeles Dodger game today and noticed

    that they now have Doyer Dogs, which

    are disgusting and covered in nacho

    cheese, jalapeos and chili. Not that

    it doesnt have potential, but this is

    Dodger Stadium here, not a ood truck.

    But my question: Do you think

    that its more oensive to Latinos

    (specifcally the Latino population o

    Southern Caliornia/Los Angeles) to

    advertise Doyer Dogs instead o just

    calling them Mexican Hot Dogs? At the

    game today, I thought that the Dodger

    should do a better job embracing the

    Latino community as real ans, instead

    o Doyer Fans. I dont think this is a

    popular opinion, but ater todays game

    (which was my ourth this year,) I eel

    like much o the notion about the bad

    crowd at Dodger Stadium is just a

    majority o white people in Los Angeles

    perceived etymological aront is the Dodgers

    dogs Doyer Dogsits a nod to how Mexican

    Guadalupe Brewings Rye IPA

    Note: This article frst appeared in Volume

    One, Issue Three o the TX Citizen.

    Leaping rom last weeks review o

    Guadalupe Brewing Companys Texas Honey

    Ale and my diatribe on the importance o bees,

    I think it would be helpul to review another one

    o their brews. Its another one o their consistent

    tap handles that are easier to nd than their

    special release stu, with this a permanent

    xture at Oma Gruenes Secret Garten. Dont

    worry, I wont get on a big rant about how the

    world hinges on the prolieration o rye... or atleast a ew more sentences.

    Ive noticed that rye beers have always

    stood out to me as pretty good. The Finnish

    Sahti beer is made with malted rye, and the

    dark, grainy favor has always been one I like

    in a drinking type situation, not to mention

    that it goes quite well with its sister ood,

    pumpernickel or rye bread. I mean, i you

    want to talk about beer pairings with ood,

    this one is baby-town rolics. Its as obvious

    as pairing a chocolate cake with a chocolate

    stout, or skittles and a macro adjunct lager, or

    a high-gravity malt liquor with a second can

    o high-gravity malt liquor. Heck, why do you

    think bums love to pair the two so much? Why

    do you think some liquor stores will shrink wrap

    three o them together? Its just good science.

    Now, your mileage may vary when it

    comes to a rye India pale ale, rather than a

    rye alone. When it comes to pairing IPAs, the

    pairings have quite a range: bee, Thai ood,

    bualo wings, sh, shrimp; big favor, spicy,

    bland, pretty much everything but dessert pairswell. Note: spicy things can have their capsaicin

    kick amplied by an IPA bitterness, so only pair

    i you consistently nd yoursel reaching or

    the pepper sauce. So, what could reconcile

    these two pretty dierent favor proles? Well,

    let us think or a minute: what can you use or

    rye or pumpernickel and also go along with

    something or the IPA? The answer is obvious!

    A delicious Reuben sandwich on rye! One with

    a nice, big portion o bee, spicy mustard, and

    o course, rye bread. Thankully Oma Gruenes

    had one on the menu. Good stu.

    Once I got my sandwich and my mug o

    Rye IPA, and I was ready to roll. It pours a

    nice light brown amber, with just a bit o a

    wet white head. The nose was, in typical IPA

    ashion, strong with hops. There was a denite

    herbal quality to it, like a resh, resinous

    coriander or oregano. Also a good bit o pine,

    maybe even citrus. I was surprised at the level

    o complexity in the nose alone, but I think the

    taste is what stands out.

    You get the really complex, beautiulbouquet o the hops, but the rye also comes

    out to some eect in the malt. It is a kind o

    bready, spicy tinge in an otherwise sweet malty

    background. Really, it would be an amazing

    IPA even without the rye, but the addition o it

    really gives it that extra uniqueness to it. IPAs will

    tend to ignore the notion o an interesting malt

    prole, but I think making it a rye adds a good

    patch to it. Guadalupes is superb, and I would

    recommend a try or anyone, IPA lover or not.

    To make matters worse, the Mayor had atown hall-type meeting just our days earlier,

    While the Mayors lack o empathy and

    consideration o any opposing viewpoints is

    legendary, the Council, including mysel, bear

    blame also, or allowing the condition to exist

    or so long. For years, I believed we were setting

    the agenda or what happened in the city, but

    it wasnt real. We were merely rubber-stamping

    most o the agenda o the City Manager and it

    took a long time or all o our eyes (or at least

    ve o us) to open and see that change was

    due. For me it was two years past due.

    THREE Unbalanced consideration.

    A ew groups have been very adept at

    targeted email campaigns. Like clockwork, you

    can nd the trigger dates on any controversial

    issue and see the very ocused barrage. Now,I will be the rst to deend this tactic as it is

    part o reedom o speech, but when a Council

    Member says they just add up the number o

    emails or and against a subject to decide

    what side o an issue they are on... well, do I

    really have to say more?

    Now, Im not a power broker in this city.

    I dont own a business here and I dont have

    any property other than my modest house, sowhen a kind person who I always envisioned

    as one o those power brokers was in obvious

    ear because he was having a problem at City

    Hall, I was foored.

    Here was a man that I assumed would have

    no problems with any request he made, but he

    wasnt in the inner sanctum. It was this, and

    the targeting o two riends who are nancially

    secure individuals that ound themselves on the

    hit-list, that made me realize how the system

    could devastate people like me.

    How could people with great nancial

    resources be ostracized, and what o the

    common guy or gal without the nances to

    deend against such attacks? What I realized

    then was the inherent reason that most people

    just decide or are orced to deal with it and

    keep quiet. Justice can sometimes have a price

    way beyond most o our means.

    FOUR - Disagree with the power brokers

    and get attacked.

    I mentioned some already, but the strie

    weve seen in the last two years hurt people,

    and damaged a ew marriages. Some wealthy

    property owners actually showed up and ordered

    tenants to take down their political signage, but

    only or messages that were objected to by thelandlord all others could stay up. The message

    was clear: Do as I say or you will pay big when

    When the upstart NB Citizen dared to

    have an opposing opinion, they were targeted.

    I was on the phone with an NB Citizen delivery

    driven as they were stopped and told they

    might have an emissions violation. In less than

    20 minutes a State inspection revealed the

    vehicle met all legal requirements to operate.

    One trac stop had an ocer tell the driverthey stopped them to say that they would cite

    them or littering i the driver were to miss the

    driveway with a paper. Now ask yoursel this:

    how many times you know o someone being

    pulled over or driving the speed limit and

    given a warning that they would cite you i you

    happen to speed down the road? It happened.

    I was irate by this point to see our

    city STOMPING on the First Amendmentand only ater a scathing email about the

    First Amendment and a demand or the

    resignation o the City Manager did it nally

    stop. And, as in so many cases, the City said

    everything was on the up and up, and that

    there were no problems here. I disagree. I

    love our ocers and I know most o them

    would not engage in this, so I have always

    wondered where this came rom.

    FIVE - Deception or outright lies.

    The river issues and the EARIP were two

    separate issues. When they suddenly got

    mixed together in discussion to the point that

    they almost seemed dependent on each other,

    red fags started going o. Then, suddenly, the

    man in charge o the EARIP, Dr. Gulley, had

    private meetings with many o us on Council.

    To say he was worried would be anunderstatement as he lobbied us to make sure

    that we all knew that certain proposals, most

    notably a certicate o inclusion requirement

    or river businesses, were not coming rom

    the EARIP group and that they were there

    because the City Manager wanted them

    there. This illustrated the decades long pattern

    o intimidation, harassment and a very high

    amount o extra attention put on just onesegment o the business community.

    For me it culminated when Watershed

    Manager Nathan Pence stood beore us and,

    under direct questioning, lied about critical

    habitat (he would claim he misspoke). Now

    at this point I want to point out that when I

    say lie, it is a proessional opinion as I am

    a Certied Forensic Interviewer and I make

    my living in part by determining truthul anduntruthul statements during investigations. Ive

    been doing this work since 1995.

    and correctly stated the matter o there being

    no critical habitat in the area Pence now

    declared as such. Later that week the Herald-

    Zeitung carried a correction, but it came only

    ater a prolonged conversation in which I had

    to battle while she sat in silence.

    People, this is rom the inside that I have

    seen this. You should know because thishas been happening since the 1980s. I can

    honestly tell you that we spend so much time

    on this issue that we let many other things go

    unattended and you deserve better than this. It

    is because o poor timing and planning that we

    are now orced to join the San Antonio MPO

    instead o having our own. In 2011 the river

    issue took up so much time that there can be

    no denying that sta lost time they could havespent on many more problems that plague the

    city. YOU SHOULD DEMAND BETTER.

    As bad as it is, there are many more

    things I just cant put in here, a virtual books

    worth. But, as bad as it sounds, there are also

    many successes and many great stories. In a

    turnaround vote (thanks Digges and Goodner

    or your ull support) we got a 7-0 vote to keep

    Fire Station Two open. We added the Westside

    Community Center to the citys acilities,

    and the library has established outstanding

    programs there. In recent weeks we took great

    strides in our permitting process.

    We took a strong stance against a

    natural gas acility and all the bad that

    comes with it (again thanks Digges and

    Goodner). Though somewhat controversial,

    we have removed properties rom he food

    plain as well as purchased land in the foodplain. We also ound the strength to widen

    Seguin Avenue at the railroad underpass. I

    am proud to have personally brought a real

    hotline to the City, as it is the workers in

    the City who I seek to represent, and not a

    bureaucratic process.

    So though it sounds like I am most harsh

    on the city I served in, I am not. There are

    some recent improvements, but the City as anorganization is not a humble servant o the

    people. I am so mortied when I see national

    stories about the IRS scandals, the Department

    o Justice and the trampling o the First

    Amendment, and the countless other stories o

    our Federal government not doing right by the

    people, and nd that there have been parallel

    stories, albeit at a smaller, local level here.

    Many o the people are working hard oryou and want to be servants, but it will take a

    stronger Council than in the past and a new City

    the description or the search or a new City

    Manager include the term servant leader, but

    now it remains to the Council to hire right. We

    deserve it. So that last bit o harsh reality:

    SIX - Us. Me. You.

    Time to look in the mirror. I ailed or many

    years by not questioning the status quo and bybeing a cog in the machine. I was expertly

    manipulated when I got there, but I own it

    mysel and I apologize to all o you.

    Us, Me, and You must get up and get

    in it. Start by learning the issues and gain

    perspective rom all sides. Too many leaders

    are insulated and only listen to their circle o

    riends, partners and acquaintances. Dont be

    the same. We can get by without petitions andreerendums i we do a better job o getting it

    right. We get it right more oten by listening

    more. And most importantly, on Election Day,

    you have to get up, get o the couch, put down

    that rake, delay the lake and VOTE.

    Vote or a dierence maker and not or

    the guy with the most buildings and biggest

    campaign budget, because that tradition hasnt

    worked so well. Then ater that, you have to

    show up when something matters. I have some

    experience in this so let me tell you, some o the

    people who want their way and do get out and

    do send tons o emails count on you being on

    that couch and in the yard or at the lake and

    not being involved. They think they know better

    than you what is best or you, and by golly, they

    will decide it or you. I you got a problem with

    that you know what to do about it - now do it.
