On Saturday 4 July an important meeting will be held at the Bishop Lavis Library from 10:00 to find out about major plans for the CBD in Bishop Lavis. Chairperson for subcouncil 5, Rose Rau, said it was very important for people to at- tend this meeting because a Project Steering Committee (PSC) needed to be formed which would be intrinsic in upgrading plans for the area. “While the tender for the first team of con- sultants to conduct the initial analysis work for the CBD upgrade will soon be awarded, it is important that the PSC is formed,” said Rau. “Bronwyn Jillings is the dedicated design- er for the project and she presented the project details to the ward committee and fo- cus group members early in May. “A public meeting was recently held to es- tablish the PSC for the project so that the consultants can hit the road running, but at- tendance was disappointing, hence the meet- ing on Saturday. “This PSC will be the interface between the community and the project manager and the consultants and will include detailed analysis of the crime in the area and the needs of Bishop Lavis residents. “The composition of the PSC must reflect an accurate cross-section of the community. Massive haul fordrug task teamJust over 68 000 units of drugs with a
street value totalling nearly R2.4 mil-lion have been confiscated by theMetro
PoliceGang andDrugTaskTeamsince July2013During the same period, 3 846 suspects
were arrested for drug-related offences, thebulk being in Manenberg, Hanover Park,Kraaifontein, Elsies River and Steenberg.Making the announcement last week,
Citymaycomember for safety and security,JP Smith, said these statistics do not in-clude the successes by the City’s other en-forcement agencies, but the Metro PoliceDepartment accounts for the bulk of its en-forcement.
Familiar faces“The figures for the current financial
year are slightly lower than the previousyear because we have been side-tracked byland invasions and protests. However, thisis still nothing to sneeze atwhenone consid-ers thatwe have but a fraction of the resour-ces compared with to our South African Po-lice Service counterparts,” said Smith.“We have also started employing a more
intelligence-driven approach with the helpof communitymembers and it is paying div-idends. Ultimately, however, we need to seean improvement in the criminal justice be-cause far too often we find we’re arrestingfamiliar faces.”The City of Cape Town continues to in-
crease its focus on drug abuse with a strate-gy that cuts across a number of directoratesin order to clamp down on the drug trade,but is also increasing access to treatmentand running a number of preventative cam-paigns.
CommitmentThe United Nations established Interna-
tional Day against Drug Abuse and IllicitTrafficking to remind member states oftheir commitment to creating an interna-tional society free from drug abuse.TheCity of CapeTownhas established six
substance abuse treatment sites since 2008.Between July 2011 and June 2014, 4 311
people sought help at the City Health sub-
stance abuse treatment sites in Tafelsig,Khayelitsha, Delft South, Milnerton andParkwood.
Need for treatmentThe gender breakdown mirrored that of
the Medical Research Council, with a 76male / 24 female split. The most commonsubstances clients had been using werecrystal methamphetamine (tik), dagga, al-cohol and heroin.“Our treatment sites accommodated the
highest number of clients of any serviceprovider in the province between July andDecember last year and this proves a num-ber of things,” said City mayco member forhealth, Siyabulela Mamkeli.“Firstly, it underscores the great need for
treatment, but also speaks to the quality ofservices that clients have access to whenthey enrol in ourprogramme,” saidMamke-li.
Early interventionThe City’s Social Development and Early
Childhood Directorate has been drivingpreventative initiatives through its Sub-stance Abuse Programme, including theStrengthening Families Project, Soft Skillsprevention programme in schools and the“Be Smart, Don’t Start” theatre campaign.In this financial year, thevariousprojects
reached an audience of more than 23 000,most of them young school children.“Children are being exposed to substance
abuse at a young age and so we have hadto develop and implement programmes thatspeak directly to them.“This iswhy thebulk of our interventions
are done at primary school level. The topicsare often hard-hitting, but we can’t affordto be in denial about the realities our chil-dren are dealing with.“The impact of our interventions is often
not as explicit as the enforcement efforts,but becomes apparent in the medium tolong-term when we see positive behaviour-al changes in children and youth once con-sidered to be at risk, as well as the changein the social fabric of communities,” hesaid.
RehabneededLast week the United Nations calledfor Friday 26 June to be named Inter-national Day against Drug Abuse andIllicit Trafficking to express its com-mitment to achieve the goal of an in-ternational society free of substancedependency.In South Africa the National Deve-
lopment Plan serves as the country’sblueprint for preventing and reducingalcohol and substance dependency.Research indicates the social costs
of substance related trauma and acci-dents in South Africa far exceed thoseof other countries and intoxication isa major factor in road accidents.Furthermore, the relationship bet-
ween alcohol and illegal substances,crime, and violence is both direct andcomplex.According to SACENDU, South Af-
rica has the highest percentage of FAS(or Foetal Alcohol Syndrome) worl-dwide and alcohol dependency has in-creased.Tik (or metamphetamine) has beco-
me the biggest problem, especially inthe Western Cape, with women beingthemost dependent and the number ofunemployed persons admitted for in-patient treatment is now twice asmuch as those of their working coun-terparts.Social services organisation Badisa
provides services to individuals whoare substance dependent.Their approach is strongly gover-
ned by their commitment to serve andthey currently have two programmesunder their management.The Ramot Treatment Centre for
substance dependency, situated in Pa-row East, currently caters for about400 patients a year.Only 100 of their 400-bed capacity
are funded by the department of socialdevelopment, meaning the balance ofpatients have to be privately funded.In speaking to Enya van Zyl, one of thesocial workers at the centre, she reite-rates that the donation of fresh food re-mains one of their biggest challenges,since the patients show an increasedappetite once they have completedtheir physical detoxification.Individuals who are substance de-
pendent do not exist in isolation andtheir families, children, friends andcolleagues are all impacted.The investment in these individuals
therefore has a direct impact on allspheres of society.

Creative“We have noticed criminals are trying

criminals off the street, but it is up to thecriminal justice system to do the rest.“This is yet another example of a gang-
ster who continues to operate in spite ofprevious brushes with the law,” he said.
Traffic operationsDuring GDTT operations in Bonte-
heuwel and Bellville, officers arrestedthree suspects for possession of, anddealing in, daggaafter fiveparcels of dag-ga, a carrier bag filled with dagga, and19 bankies of dagga were found hiddenin a wheelie bin. In Bellville South, twosuspectswere apprehended after officers
found 51 packets of tik in their posses-sion.Meanwhile, Metro Police officers ar-
rested 22 other suspects for drug-relatedoffences, as well as 33 drunk drivers.City traffic officers caught up with er-
rant public transport operators in theCBD, Sea Point, Observatory and Kraai-fontein.Operations from 23 to 25 June resulted
in 1 205 fines being issued and 44 taxisbeing impounded. In addition, officersimpounded 60 Uber taxis and issued 497fines in Langa and the Cape Town CBD.Elsewhere on the roads, City traffic of-
ficers clamped downon illegal street rac-ers in Scottsdene.A four-year-old girlwas knocked down
at the Scottsdene pitch and officers cor-doned off the area and arrested a specta-tor for riotous behavior.
Irresponsible behaviour“This is but the latest example of the
ridiculous behaviour that we see on ourroads on an all too regular basis, largelyas a result of alcohol abuse. We will nev-er makemeaningful progress in curbingroad deaths until motorists start takingresponsibility for their actions or untilthe courts start handing down the kindof sentences that will force people to toethe line. We will continue to lobby thecourts to imposeharsher sentences on ir-responsible motorists,” Smith said.

Nearly R250 000 in fines has been issued inthe City’s latest week-long crackdown on il-legal dumping, says Ernest Sonnenberg,mayco member for utility services.Since the campaign commenced in May,
610 fines with a total value of R588 520 havebeen issued.“These figures demonstrate the City’s
strategy to pull together the resources of se-veral departments in the fight against litte-ring and dumping. These include the solidwaste by-law enforcement unit and MetroPolice, with support from the City’s healthand traffic services departments,” says Son-nenberg.The campaign includes awareness and
education components.The City of Cape Town has tallied the figu-
res for its latest illegal dumping campaigncrackdown and found the combined effortsof various departments patrolling 822 dum-ping hot-spots over an intensified one-weekperiod saw 127 fines issued, amounting toR210 000.“This shows we will not be defeated in the
fight against a practice that is unnecessaryand highly expensive to ratepayers. Manyresidents underestimate the impact illegaldumping has on the City, and believe anti-dumping laws are something they can igno-re, but it affects every one of us.”The enforcement strategy involves a peri-
od of one week each month, in which Cityofficials patrol known dumping hot-spotsacross the city, aswell as take action againstlandowners who allow illegally dumpedma-terial to accumulate on their property.V The support of Cape Town’s residents is crucial inidentifying offenders and making sure that they arebrought to book. City’s focuson dumpingbears fruit The City’s Human Settlements Direc-
torate is urging non-paying tenantsliving inCouncil rental units tomake
the necessary payment arrangements tosettle their arrears in order to avoid facinglegal action and the risk of forfeiting theirhousing opportunities.This word of caution comes after the Ci-
ty exhausted all attempts to recover ap-proximately R690 000 in rental arrearsfrom 20 tenants who are refusing to settletheir debt and have repeatedly ignored allwarnings. Notices have been issued to so-me of these tenants, while court cases per-taining to the others are pending.

with tenants is kept on file at the varioushousing estate offices, including theirhou-sehold income, their commitments to paythe collection agency and payment de-faults on arrangements.The City’s Mayoral Committee Member
for Human Settlements, Benedicta vanMinnen pointed out that the City hasexhausted all attempts to recover approx-imately R705 000 in rental arrears from 20tenants who are refusing to settle theirdebt and have repeatedly ignored all war-nings.“Noticeshavebeen issued to someof the-
se tenants while court cases pertaining tothe others are pending.”The breakdown of the 20 tenants refer-
red to above (with the number of tenantsin brackets) is as follows:

first to try and prevent debt managementactions by encouraging them to enter intoan affordable payment arrangement withthe City or to register as indigent whereapplicable,” added Van Minnen.“However, if these engagements are re-
peatedly ignored and no payment arrange-ments aremade, or if they are not adheredto, the City has no choice but to recoverthe debt owed and to take the necessary le-gal action, which may eventually lead to
eviction.“We need to do this in order to be fair
to the majority of tenants who are makingevery effort to pay their rentals and to tho-se waiting for housing opportunities onthe housing database.“Furthermore, tenants have the right to
make payment arrangements or halt pen-ding legal action right up until the Sheriffof the Court calls to action the eviction.”
Based on fairnessThe City has to operate according to the
laws and policies that it is governed by.The City’s entire delivery of housing op-portunities, which includes the allocationof Council rental units to our more vulne-rable residents, must be based on fairness.“When tenants do not pay their arrears,
it impacts service delivery, which is un-fair to the majority who are making everyeffort to pay their rentals,” she continued.“Legal action is the last resort, which
the City wants to avoid at all costs. Thatis why we have services available, such asindigent grants and payment arrange-ments, to assist tenantswhoare strugglingfinancially to cover their rentals.“The City urges non-paying tenants to
visit their local housing office to make ne-cessary payment arrangements to settlerental arrears as soon as possible and ad-here to agreements to avoid legal actionand risk forfeiting housing opportuni-ties.”V Tenants in arrears are urged to visit their nearesthousing office to make payment arrangements. ’n keer kom sy triomfantelik na bo en hou’n leë koeldrankblikkie in die lug. Dan stootsy die trollie na die volgende asblik, dieself-de roetine, van asblik tot asblik.
So verloop die 72-jarige Ann Williams sedae. Sy swerf van buurt tot buurt, asblik totasblik, opsoek na ’n ietswaardevols. ’n Stukwit papier, ’n blik, plastiek- en glasbottels,asook kos. Veral kos.
“Ons is honger en kyk altyd eers of daarnie iets te ete is tussen al die rommel nie.Dit is eintlik die honger wat ons dryf, dieander goedjies help vir ’n bykomende sen-tjie,” sê Ann terwyl sy haar bont kopdoekregskuif. Sy vou haar verslete groen truistywer om haar lyf om die koue uit te hou.
“Ekwil net ’n huis hêwaar ekmykop kanneerlê elke aand. Ek is moeg van die koueen het al asma gekry van al die nattigheid,”sê sy en probeer ’n lastige hoesie onder-druk.

Die hartseer sit vlak in haar oë. “Ek heteen seun, maar hy is ook maar soos ek. Hyskarrel ook iewers. Was laas op Bellville-stasie. Het regtig nie gehoop hy moet ookdié lewe lei nie, maar nou ja,” sug sy.
Die winter is vir Ann en Dorithy die sleg-ste tyd. “Ons kan nie skarrel nie en moetnet rondlê. Dit is dan wanneer die koue onsso kasty,” sê Ann.
Vir haar is daar daremdie laaste ruk biet-jie verligting. “Ek kry darem nou ’n pensi-oentjie, maar as ek net ’n plek kan kry. Dieander dag het ’n klongmy hele pensioen ge-steel, elke sent. Ek kon nie eens agter homaanhardloop nie oor my bors. Daar is nieasem vir jaag nie.”
Die tweewordhaastig,want daar is anderskarrelaars ook in die omgewing. “Onsmoet eers gaan. As jy skryf, vra vir diemen-se of hulle nie ’n ou kombersie het nie. Virdie koud. Die Here sal jou seën.”

The Riverton Estate Residents Associa-tion (RERA) started their OperationRestore Pride Project involving the
transformation of the canal on Saturdayand it’s calling on more people from the ar-ea to become involved.Steve Ross, chairperson of the organisa-
tion in Elsies River, explained that this isa long-term project and they are hoping torestore pride and community ownership intheir neighbourhood.“We hope to continue shortly in expand-
ing thebeautificationof ourneighbourhoodalong the canal,” he says.“That means that you may still become
involved by donating plants, rocks or anyother items that would be useful for thisproject.“The canal runs through our neighbour-
hood andhas been a favourite site for illegaldumping and burning of copper wire.“By creating gardens along the river
bank, we are firstly making the river moreattractive and also deterring illegal dump-
ing there.”Ross said they would like to be an exam-
ple to surrounding communities of whatcan be achieved if neighbourhoods work to-gether toward a positive goal.“Everybody and anybody can make an
important difference if they find that com-mon purpose,” he adds.“Start speaking to each other, know your
neighbours and share ideas on how you canrediscover pride in your surroundings andyou will eventually start solving the biggerissues affecting your safety and security.“We ask that all residents be proud of our
neighbourhood and not allow vagrants toremove our rubble as it will most probablyland up along the canal or other open spa-ces.”Ross thanked those who donated paint

A brand newE-Learning andResourceCentre opened its doors in Wesbankrecently, enabling both young and
old to acquire the computer skills necessa-ry to cope in a technological world.Computer skills, described as a scarcity
among residents in this mostly crime rid-den area, will now help people to find em-ployment and also build confidence, oneresident said.The E-Learning centre is located at Hoof-
weg Primary School in Main Road, Wes-bank and boasts a computer lab, a libraryand other resources.The centre officially opened on Monday
22 June, with minister of mineral resour-ces, Ngoako Ramatlodi, as the guest speak-er.Most of the valuable tools inside the re-
source centre were sponsored by the Air-ports Company of South Africa (Acsa)based at the Cape Town International Air-port.
Skills taughtThe sponsorship and opening ceremony
were organised in partnership with AfriS-am, a large company that supplies con-struction materials, along with the West-ern Cape department of education.Acsa contributed R1.8 million towards
the constructionof the facility,withmoneyalso going toward equipping the E-learn-ing facility with computers and education-al material.The total value of the building however,
came to more than R5 million.According toAcsa, the centrewill not on-
ly be for learners at the primary school, butaccessible to learners around the area.Classes where adults are taught basic
computer skills have already started.Edith van Wyk, a community worker
who attended the opening, said these privi-leges are much needed, especially by the
youth. “The people now realise they werenot dumped here, but that someone is look-ing out for us.“Many of the people here are not comput-
er literate. However, this will help upliftthem and enable them to gain skills,” vanWyk added.
Something goodPastor Daan Koopman, a religious lead-
er, concurred.“This is something good, especially for
our young people. If you are not computerliterate, you can at least gain a certificateherewhichyoucanpresent somedaywhenlooking for a job,” he said.Tsholo Diale, corporate social responsi-
bility manager at AfriSam, said they hopethe facility motivates and encourageslearners and the community members toinvest in their education, with the visionof a better future for themselves and theircommunities.

Bishop Lavis police want to inform the pu-blic of a successful conviction in relation toa crime that ocurred in 2014.On 12 Sepember last year amember of the
public was waiting for a train on the plat-form of Netreg Station at about 10:30.Twoknife-wieldingmen thenapproached
him asking for his cell-phone.When he refused, they stabbed him and
took his phone.His cries for help were heard by two poli-
cemen who were patrolling the area andthey came to his rescue, arresting one of thesuspects.Meanwhile, two other complainants also
laid charges of robbery with knives aftertheywere also robbed of cell phones at diffe-rent times on the same day.These complainants identified the arre-
sted suspect as the same onewho robbed allof them.After further investigation by Detective
Constable LuzukoNgwenzi, the suspect, 21-year-old Elton Louw from Hanekom Street,Kalksteenfontein, was found guilty on twocounts of aggravated robbery. In the firstcase he was sentenced to 10 years, of whichtwo years were suspended for five years,and in the second case he was sentenced to15 years imprisonment.

The Bridgetown Theatre Company (BTC)will host final auditions for the revival oftheir acclaimed musical Engliekaans thisweekend.
The production was first performed in theWesternCape in 2011 and 2012, but due to pu-blic demand, BTC have decided it’s time tobring the piece back to the stage.Engliekaans tells the story of two young
people who are madly in love with eachother, but because of their language barrier(one speaks English, the other Afrikaans)they have to convince their judgementalfriends and domineering families they aremeant to be together.
BTC are looking for male and female ac-
tors, singers and dancers aged between 16and 60 to be a part of the show.
Final auditions will be held at the Bridge-town Community centre, Cornflower Street,Bridgetown from 12:00 on Saturday 4 July.
Although no experience is necessary, au-ditioning performers need to prepare a song,dance or monologue of their choice.
Rehearsal will be from 18:00 to 20:00 on Tu-esdays and Thursday and from 11:00 to 14:00on Saturdays throughout August. The Baxter Dance Festival is calling for ap-plications for the 2015 line-up.
Following the resounding success of thedance festival’s tenth anniversary last year,the organisers are calling for entries fromdance studios, schools, companies, groupsand independent dance-makers, as well asproposals from choreographers (including aDVD of recent work) for this year’s event.
The 2015 Baxter Dance Festival will takeplace from Thursday 8 to Saturday 17 Octo-ber. The festival is made up of a main pro-gramme which will consist of invited andcommissioned works, as well as work by es-tablished professional choreographers andcompanies.
The off-main programme on Saturday 10October will showcase work by up-and-co-ming choreographers (including studentwork) while the fringe programme on Satur-day 17 October will include work by youthgroups, dance schools, school groups, tradi-tional dance groups and others.
The running time for each dance work islimited to tenminutes for themainprogram-me, five minutes for the off-main program-me and three minutes (fringe) for solos, du-ets or trios. The limit for quartets or biggerensembles is 20 minutes on the main, tenoff-main and seven on the fringe.

popular upcoming dance production.Following last year’s sell-out success,Bor-
ne Frees will be returning to Artscape Thea-tre from 9 to 11 July, featuring New WorldDance Theatre and UCT Training Program-me in collaboration with the Western CapeEducation Department.
The production, sponsored by theWesternCape Education Department, UCT School ofDance and endorsed by Artscape, will show-case a variety of dance styles and culturesin celebration of the diversity of the youthand their stories of hope and aspiration.
“The purpose of bringing this productionto Artscape is to reaffirm our unshakeablecommitment in empowering our youththrough the arts as it is a powerful mediumto bring young people from all backgroundsand cultures together”, says Marlene LeRoux, Artscape’s director for Audience De-velopment and Education.

lukkings binne die polisiediens te identi-fiseermet die die doelwit om volhoubareoplossings daarvoor te vind.”In teenstellling met die Onafhanklike
Polisie-ondersoekdirektoraat (Opod)watslegs polisie-optrede met betrekking totkriminele elemente ondersoek, sal diéombudsman aangeleenthede ondersoekwat met dienslewering verband hou.“Kwessies soos stadige reaksietye, ver-
